In 1888, in Chicago.

A bridge was built to connect two parts of the city. A toll was charged but officials wanted it to be a "progressive" tax. Rich people will pay more to cross.

So how could they identify rich and poor quickly?

They had an idea, rich people wear shoes (it's 1888 remember), so they decided to charge a tax based on that. If you cross the bridge wearing shoes you pay a tax, but if you are barefoot, you cross for free.

✓Simple
✓Easy
✓Difficult to avoid
✓Brilliant

But it failed.

Why?

The rich simply took off their shoes and crossed the bridge. (tax Avoidance)

The poor?

They did not want to be seen as poor, so they would wear shoes or borrow shoes to cross the bridge.

This is a true story

So what are the lessons?

1. Poverty is loud, literally.

2. Poverty is in the mind, but a verb

4. The rich stay rich by not spending. The poor stay poor by spending

5. Humans are irrational

6. The rich always get better financial advice

7. Taxing the rich to help the poor is cute but complicated.

Are you "borrowing shoes" to cross any "bridge?"

If you are, please stop.

BREAKING : Asha Elyas Ahmed who is 5 years old was bitten by a snake (Martow in our local Somali language) in Boji Garas yesterday night. Due to lack of medicine in the rural area, Elyas Ahmed brought his daughter to Wajir Referral Hospital around 10:10 am by an ambulance. When he brought to the Referral Hospital, the doctors did not turned up to admit this little girl to the ward. No doctor helped this girl and her father, even Asha Elyas was not given a file to go to the ward to get medicines. Reason being some offices are closed while others there's no one to serve the patients. All doctors refused to turn up and give medicines to Asha. Elyas Ahmed who is a father to Asha said that he has not seen any kind of doctor to treat his daughter. He also added that he was outside for mosquitoes the whole night. Asha (the little innocent girl) passed away (died) on today in a bad situation in the Wajir Referral Hospital. Asha's father was even refused to check the file of which the doctors don't have, he was also blocked/chased away to have a report of the incident of his daughter by the doctors.

As a Civil Right Activists, I highly with full force condemn this incident. The doctors of Wajir Referral Hospital must be taken an appropriate action on this. The county government of Wajir must do and apply a strict rules against these drunkard doctors. Some of the doctors were reported that they chew miraa inside offices while patients are crying for medication. This is very useless and stupidity of the highest order. the currently nominated CEC for Health must come clean on this matter. The county administration must have to answer the questions arising from the good people it serves. 59 years since independence in this democratic country and the devolution system implemented in the constitution, still our people are dying of lack of medicines and proper treatment in our Hospitals, it very shameful and heartbreaking. We must come out to question the county government of Wajir on matters affecting us. We can't be silent on serious issues where the poor people in our county are neglected to service delivery and are shedding, crying and yearning for help. We'll expose everything concerning our rights.

Hon Adan Billow Kerrow and H.E Ahmed Abdullahi Jiir are the only two Somalis who have FCPAs in the field of Accountant, they are very much recognized in our country of Kenya. They're also National Auditors. Ahmed Abdullahi Jiir is the current Governor of Wajir county serving his second term and World Bank representative to Kenya. Ahmed Jiir was the immediate Former Finance Chief Executive Officer, Hass petroleum. Adan Billow Kerrow officially retired from active politics after serving 15 years the people of Mandera county. He was former MP Mandera central and first Senator for Mandera county and Chairman Senate Finance and Budget Committee. He was also the former KANU's Shadow Finance Minister in the 13th Parliament. Adan Billow Kerrow replaced Senator Kipchumba Murkomen as a Member of the Pan-African Parliament. In 2017, Billow Kerrow decided to quit politics after 15 years saying it is "an appropriate time to re-evaluate and move on".

Adan Billow Kerrow's History Career ;

•Served as Chair, Finance & Budget Committee, Kenya Senate 2013 – 2017

•Also served as member, Devolved Governments Committee during the same period.

•First elected to Kenya National Assembly & served as MP, Mandera Central Constituency 2003 -2007

•Served as Shadow Finance Minister in the Official Opposition 2003 – 2007. Also served in various other committees of the House, including Chair, Parliamentary Network on World Bank, East Africa Chapter.

•A fellow of Institute of Certified Public Accountants of Kenya (FCPA) and a ranking member of the Institute of Certified Public Secretaries of Kenya (ICPSK). A member of the Institute of Directors (IOD) Kenya. A certified trainer in corporate governance.

•Worked previously with Price Waterhouse Coopers, Kenya. Now a businessman.

•A regular writer & commentator on politics and the economy.

Conveniently, my tour to the Great North has raised my aspiration and strengthened my candidature.

My immense advantage of having two decades of humanitarian experience came in handy as I shared great moments with people who already know me.

One important take-home message for me is the desire for real change. A meaningful change to redeem the dignity of our people through progressive and sustainable development programs .

My pledge is to initiate progressive local and national policies for long-term shifts in important socio-political sectors.

The long and short of it is that my tour to Wajir North offered me an important opportunity to showcase and share my leadership capacity.

Finally, I appreciate the great courtesy, the wholesome hospitality and unwavering support from the great people of Wajir North.

The pace of our society does not encourage reflective thinking. Most people would rather act than think. Now, don’t get me wrong. I’m a person of action. I have very high energy and I like to see things accomplished. But I’m also a reflective thinker. Reflective thinking is like the Crock-Pot of the mind. It encourages your thoughts to simmer until they’re done. As I go through this process, my goal is to reflect so that I might learn from my successes and mistakes, discover what I should try to repeat, and determine what I should change. It is always a valuable exercise. By mentally visiting past situations, you can think with greater understanding.
