Mombasa County Government through a Draft County Integrated Development Plan has published that they want to build an Inspectorate Training School at a cost of Ksh.700M.
This comes at a time Residents of Mombasa are grappling with the never ending Challenge of Water Shortage leaving an egg on the face of the voters who lined up to choose an administration with the hope that it would prioritise availability of water by allocating more resources to water than any other development project.
The CIDP was published less than a month ago and public participation to validate the Proposed CIDP have already been conducted in Various Sub- Counties.
This is a case of misplaced priorities which must be called out by residents, civil society groups ,community and elected leaders.

This morning I draw my inspiration from Jemy Gicheha, daughter of Elder Gicheha Bilmark.
Her reporting on the Proposed Miritini Garbage Transfer Point comes at a time when we have been engaging stakeholders in that sector seeking to find answers as to why months after Mombasa Sub County Administration commenced the monthly clean up exercise, but so little has been achieved.
She has done a marvelous Job.!!
The Proposed monthly clean up exercise was intended to cultivate into residents of Mombasa a tradition similar to that of Rwanda's National Clean up day "Umuganda" Where all the citizens including the President ,participate by coming together for a common purpose- A cleaner and Safer Environment.
Back home ,We have to learn to shed the culture of coming up with exciting ideas, hyping the ideas, starting off these ideas then the fire 🔥 dies away immediately after the launch of the idea.It is Retrogressive.
The Sub County Administration introduced stringent measures to residents and Illegal/unlicensed Garbage Collectors with some fines to the tune of Ksh.500,000/- for illegal dumping, with unlicensed collectors being required to meet certain conditions and pay an annual license fee of Ksh.10,000/-
In Jomvu Constituency, some of the licensed Garbage Collectors out of 7 are namely
✅ Jomvu Mikanjuni Waste Handlers
✅ Jomvu Big Family Youth Group.
✅ Kuzola Self Help Group
✅ Shabaha Self Help Group
✅ Hope Youth Group
The Sub County Administration purposed to collect licence fees from Garbage Collectors which was intended to support these groups by issuing them with badges/IDs, labelling of their "Mikokoteni",tuktuks and issuing the registered Garbage Collectors with clearly labelled attire to facilitate their operations on the ground,PROMISES WHICH ARE YET TO BE FULFILLED.
A clean and safe environment remains a matter of Public Interest both in the Bill of Rights under Article 42 and Chapter V Article 70 which talks about Enforcement of Environmental R
