PArticipation and COnflict PArtecipazione e COnflitto [PArticipation and COnflict] is an International Journal based in Italy specialized in social and political studies.

PACO houses research and studies on the transformations of politics and its key players (political parties, interest groups, social movements, associations, unions, etc.), focusing in particular on the dynamics of participation both by individuals acting in conventional ways, and by those who prefer protest-oriented repertoires of action. Special attention is also paid to the dynamics of transform

ation of contemporary political systems, with an eye fixed on the processes of democratization besides on the spaces opening to the new forms of governance both at local and sub-national, and supra-national level. All are inscribed in that complex phenomenon represented by the trans-nationalization of social, political and economic processes, without neglecting the nation-state dimension. The journal emphasizes innovative studies and research of high methodological rigor, treasuring of the most recent theoretical and empirical contributions in social and political sciences. The NEW SERIES of PARTECIPAZIONE E CONFLITTO starts in 2014. Every issue is published in English, available in electronic and open access version. Anyhow in the Archives section it is possible to consult the contents of all issues published since 2008 accessing abstracts and previews of every article from the webpage of the Old Publisher. Policies to Decommodify and Revive the Right to Housing in Italy
My new policy brief: silvia cafora, Jacopo Lareno Faccini, Tommaso Vitale for Fondazione Giangiacomo Feltrinelli

Italy faces significant challenges in ensuring the right to housing, as evidenced by its deeply entrenched housing culture that prioritizes home ownership. This policy brief examines the structural issues underlying Italy’s housing crisis and proposes innovative policies to decommodify housing and revive all citizens' right to housing. The document underscores the urgent need for comprehensive policy reform to address exclusionary dynamics and the commodification of housing.

# # # Context and Current

Challenges In Italy, housing policies have historically favored home ownership, contributing to a dual and polarized housing system. This system has led to a stark separation between private and public housing supplies, with public housing becoming increasingly marginal. This polarization has resulted in two contrasting scenarios: highly marginal territories characterized by depopulation and loss of property values, and densely populated urban areas experiencing rising property values and increased risk of exclusion from housing. Moreover, Italy’s public expenditure on housing is notably low, currently under 0.1% of GDP compared to the European average of 0.4%. This insufficient investment has led to a lack of affordable housing, particularly in attractive cities such as Milan, Florence, and Rome, which draw new populations but face severe housing shortages.

The policy brief proposes a multifaceted approach to address these issues, focusing on increasing public investment, redefining social housing, enhancing inclusivity, and strengthening preventive measures.

At the Urban School of Sciences Po, we remain deeply Weberian in both inspiration and our historical-comparative methodology. To analyze social and economic change in cities and territories, we do not rush to examine only the latest regulation introduced. Instead, we assess their effects by looking at the fundamentals (property rights, land regulation) structuring impacts over the long term

Throughout history, governments have used customs and laws to organize and codify access to land in different forms. Often, land reforms amended these laws by rearranging land access through property titles. How did land reforms affect land access and ownership rights in different contexts? Did they contribute to the commodification and financialization of land by making “property” of it? What processes and actors were involved? How have these affected land use change, such as in agriculture or urban development? This panel will provide valuable insights into the complex interplay between land reform, property rights, and institutional changes in diverse regions and times: Italy and India in the 19th century, and China in the 20th century

Various forms of land regulation have historically made and unmade urban settlements informal, irregular, or non-compliant as they impose certain rules on land use, development, and construction. Examples abound, from housing considered “unsanitary” in late 19th century London to “irregular” land subdivisions in mid-20th century São Paulo and contemporary “energy-intensive” housing in Paris. This roundtable aims to bring together research tracing changes in urban land regulations and explain their production and/or effects in urban societies across the Global North and South and different historical periods. Which types of regulations (sanitary, land use, land development, construction, environmental, etc.) produce (in)formalities? How do multiple urban land regulations interact or conflict? What effects do they produce in spatial and social dynamics?
