Notes In 2006, Nusherwan Mustafa, one of the founders of the Patriotic Union of Kurdistan, left the party—alleging that it had become incorrigibly corrupt—to start his own media company, Wusha. The company has a newspaper, a television station, and a website, all of which claim to speak for the causes of freedom and democracy. In early 2009, in the absence of reform within the PUK, Mustafa formed Gorran, or the Movement for Change, to challenge the two ruling parties. It won 25 of 111 seats, a remarkable achievement for a party that had only been in existence for a few months, and created space—for the first time—for a viable opposition within the KRG. While Gorran is expected to run alone in the upcoming parliamentary elections, it is expected to pool its gains with those of the Kurdistan alliance afterwards, in an effort to unite Kurds on the national stage. Nevertheless, Gorran wants to be viewed as an independent force, opposed to corruption and the continuing tribal stranglehold on Kurdish politics. Reinforce the principles of federal democratic system based on the genuine partnership involving all the Iraqi peoples to manage the entities of Federal state, make strategic decisions, and fairly distribute the wealth;2. Establish Federal Parliamentary Council and so enable it to guarantee the rights of the regions and delegate authorities between the Federal Government and the Regions;3. Regenerate the Federal state entities in accordance with the Iraqi Constitution and the new standards; fairly involve the Iraqi citizens in such entities without discrimination; and form high Federal entities and assembly far from submission, nepotism and partisan loyalty;4. Enforce the rule of law and reinforce the start of separating legislative, executive and judicial powers from each other; respect the judicial independence and promote the role Federal Court far from the partisan allotment and political interference;5. Define the power of political parties and limit their activities based on the concept that a political party shouldn’t have militia, secret entities and monopolist interests;6. Support the civil society and work on to ensure the independence of unions, civil society organizations (CSOs) and not-for-profit organizations (NGOs), and organize their works and activities through a high independent entity in a way that it should serve the civil and occupational interests of the community groups;7. Reform and develop the security system based on professionalism and loyalty to the homeland; enforce the principles of law state and prevent the violation of human rights, and neutralize the state entities from partisan affiliation and nepotism; and8. Fight pessimism, terror, racism and fundamentalism; prevent discrimination among the Iraqi citizens based on ethnicity, religion, faith, belief, gender, partisan affiliation or social status.Section Two: Relationship between the Kurdistan Region and Federal Government:1. Resort to peaceful and democratic resolutions to solve the pending problems between the Kurdistan Region and Baghdad in conformity with the Iraqi Constitution and genuine political partnership in a way that it should lead to implementation of the constitutional articles related to the Kurds’ rights and the Region’s authorities without compromising on them;2. Open up the Kurdistan Region to the entire Iraqi people without exclusion so they can work, invest, reside, and get educated as it is in the rest of Iraqi regions;3. Build the confidence among the Kurds, Arabs, Turkomans, Assyrians, Chaldeans, Armenians and other Iraqi peoples through strengthening dialogue spirit and coexistence, especially in the Kurdistan Region and disputed areas;4. Define the geographic borders of the Region and resolve the disputed areas according to the specific articles of the Iraqi Constitution and reciprocal dialogue among the aboriginal populations of the areas, especially the ones related to the Kirkuk question, and resolve them based on the Article 140 of the Iraqi Constitution; provide solutions to such problems related to the areas of Sinjar, Zammar, Talaafar, Sheikhan, Makhmour, Khanaqeen, Mandaly, and other split areas in a way that it can ensure realization of all the citizens’ rights without discrimination;5. Work on to lift off the ethnic and religious persecutions on the Faili Kurds and Yezidis as well as compensating them and enhancing their indigenous habitats in terms of economic, social and cultural developments;6. Ensure the Kurdistan peoples rights including all the groups to hold presidential, ministerial and federal positions as well as management of financial and petroleum affairs;7. Ensure the engagement and representation of the Kurdistan people including all the groups in the international organizations, the Unites Nations agencies, the League of Arab States and International Islamic Conference;8. Establish the Kurdistan Region representative offices inside the Iraqi embassies and consulates, and activate their roles in conformity with justice standards and far from the rigid partisan allotment;9. Enforce the Kurdish Language as an official language in the Federal entities at the level of Iraq as well as in the affairs the Iraqi Constitution set forth to it;10. Work on to organize, arm and train the Peshmerga forces in accordance with the modern standards and unite them within the Kurdistan Region Guard Forces and Border Protection Patrols, and work on to promote their living conditions and personnel up to the level of the Iraqi Army personnel, and as a part of the Federal defense system;11. Ensure the involvement of Kurdistan people including all the groups to serve in the Iraqi Army, Ministry of Defense, Federal security entities, Military Chief of Staff Command as well as in the Iraqi Infantry, Air Force and Navy;12. Ensure the provision of Kurdistan share in the strategic Federal projects in the transportation sector including land, aerial, and rail way, the sectors of petroleum, natural gas, metals, and water reserve in a way that they should revive the infrastructure of Kurdistan Region; and13. Activate the role of institutions such as Public Comptroller and Federal Revenues Allocation to provide the share of Kurdistan Region out of the grants, aids and Federal funding, and to provide justice and transparency as set forth in the Iraqi Constitution.Section Three: Economic and Administrative Reforms1. Apply the principle of transparency in dealing with the public budget in terms of the budget details, its resources and how it’s spent and distributed to the economic, local and Regional sectors;2. Develop the economy, public administration and wealth, and salvage them from monopoly and corruption; promote investment and information technology, and enhance the productive sectors of agriculture, industry, and animal wealth; and encourage and develop the tourism sector.3. Implement strategic projects in the areas of roads, rail tracks, electricity, gas and kerosene, water and sewerage, bridges and dams; and5. Set up and promote a special fund to help the farmers in a way that it should lead to their rehabilitation to the rural areas considering the humanistic aspect, and promote them to involve in increasing the level of the agricultural production for revitalizing rural economy and providing the food security.Section Four: Social Justice and Development of Human Resources1. Work on to eliminate poverty and the unemployment crisis through providing work opportunities and executing huge revitalization projects and allocating proper funds for them from the Federal budget;2. Provide care to the children and youth and get them ready physically and technically through the development of such sectors as sports and arts, and provide equitable work opportunities for the young in the private, public and combined sectors;3. Establish a fair pensioning system for the health, social, public service retirement and productive citizens in both public and private sectors; also provide fair pensions to the survivors of the wars, political, social, economic, and health crises;4. Provide economic compensations to the areas affected by mass killing, and rebuild them based on the modern standards;5. Develop the universities, academic institutions, and research and study centers; work on to rise their scientific level, prevent partisan interference in their affairs, ensure their independence, and provide them with adequate funding;6. Fairly restructure the systems of salary, retirement pension, benefits, privileges, and determine the maximum numbers of guards, lump sum budget, and special privileges that the public officials can have;7. Work on to prevent all the types of physical and psychological violence as well as preventing discrimination against the women, children, people with special needs, elderly, and other marginalized groups of the community;8. Take care of the Iraqi diaspora abroad and pave the way for their voluntarily counter-immigration, especially for the scientists, professionals and experts among them to involve them in rebuilding the economic, scientific and humanitarian infrastructure of the country;9. Provide the freedom of opinion and support the cultural, artistic and independent media projects, and eliminate the obstacles in their way, and protect and reconstruct the archeological and historic sites; and10. Protect the environment and work on to raise the environment-keeping awareness about the threats of environment pollution, salination, desertification, and protect the forest and nature; expand the green areas and prevent messing them
