*Centre Allows 4G On Trial Basis In 2 Districts In J&K After August 15*

New Delhi: 4G internet services will be allowed on a trial basis in one district each in Jammu and one in the Kashmir valley after August 15, the centre told the Supreme Court today, adding that a special committee has made this decision.

The relaxation will not be in any area adjoining the International Border or the Line of Control, the centre told the top court. The areas which will get the 4g internet will be those which have a low intensity of terrorist activities, the centre said.

The government will review the situation after two months, it said.
High speed Internet service in Jammu and Kashmir has been suspended since over a year when the centre scarpped Jammu and Kashmir's special status under Article 370 and it into two union territories - Jammu and Kashmir, and Ladakh.

Attorney General KK Venugopal representing the centre made the statements on restoring 4G on a trial basis.

On Friday, the Supreme Court had asked the Jammu and Kashmir administration to explore the possibility of restoring 4G services in certain areas.

The Jammu and Kashmir administration sought time to take instructions on the restoration of high-speed internet service, saying a new Lieutenant Governor has been appointed in the union territory.
Manoj Sinha has been appointed the new Lt Governor of Jammu and Kashmir after GC Murmu resigned from the post.

The GC Murmu-led J&K administration has faced controversy over its opposition to restore 4G internet services in Jammu and Kashmir. It has cited increased terror activity as the reason behind its move in the Supreme Court in response to petitions seeking restoration of high-speed internet.

An NGO called Foundation for Media Professionals had approached the Supreme Court for contempt action against the Jammu and Kashmir administration and the centre for not implementing the top court's orders in restoring 4G internet services.

Government of India (GoI) asked to submit the proposal over reopening of schools.

Authorities in Jammu and Kashmir on Saturday said they are discussing the matter and have not finalized anything yet.

Top officials in the administration said that they were asked to submit the proposal to GoI as to whether there was any feasibility with regard to reopening of schools following the closure in view of COVID-19 pandemic.

Advisor Kewal Kumar Sharma said. “The GoI has asked for inputs on reopening of schools from the authorities of all states.As of now discussions are going on here with regard to the matter, but nothing has been decided.

```🔴👉Keeping in view present situation, the Jammu and Kashmir Board of School Education is likely to reduce the syllabus by one-third for students appearing in the board examination.

Reliable sources from the school education department have revealed to news portal, Kashmir Reformer, that after conducting multiple meetings over the issue of rationalization and reduction in syllabus for 10th to 12th classes, the official are likely to reduce syllabus by one-third.

Veina Pandita, the JKBOSE Secretary, said that they have conducted multiple meeting and are going to send a proposal to goverment on Monday. She said that they will make announcement once goverment will approve it.

She asked students not to worry and assured that every decision will be taken for the betterment of students and their academics.

Talking about the recent notification, she said, “The notification regarding submission of forms is a formality and for database purpose. Upto now, last date for submission of forms is 25th, however, due to the lockdown situation, we may extend if further by 10 or more days.”

Giving hints about reduction in syllabus, she said that they too will fix the syllabus like Central Board of Education did. She said that a formal decision in thia regard will be taken soon.```

*Schools to reopen in phased manner starting September 1, says Report*

>>> The central government is planning to reopen schools and colleges in a staggered manner between September 1 and November 14. The fresh guidelines are expected to be out on August 31, the decision on reopening will be left to states.

According to new rules, students of standard 10 and 12 will attend classes in their classrooms for first 15 days. If Class 10 has four sections, half the students of sections A and C would be required to come on particular days, and the others on the remaining days, the Economic Times reported.
The number of school hours, the report states, would be restricted to 5-6 hours, out of which 2-3 hours would require physical attendance.

The report states that all schools are likely to run in shifts, from 8 to 11 am and 12 to 3 pm, with one hour break in between for sanitisation.

The schools would be asked to run with 33 percent teaching staff and students.
Earlier, the Assam government said it has prepared preliminary plans to reopen educational institutions on September 1 but the final decision will depend on the directives of the Centre.

“We have drawn up a preliminary plan for reopening schools but it is still open for further discussions with parents and other stakeholders, and will be implemented only in accordance with the directives of the Union government,” Education Minister Himanta Biswa Sarma had said.

Schools and colleges across the country have been closed since March 16, soon after the centre announced the nationwide lockdown to contain the COVID-19 outbreak.
