*Srinagar, Oct 04 (KINS)*: In preparation for the counting of votes in Jammu and Kashmir, a robust three-tier security system will be implemented at all counting centers across the Union Territory.
Chief Electoral Officer (CEO) PK Pole said that all necessary arrangements have been finalized to ensure the smooth and secure conduct of the vote counting, scheduled for October 8.
"All arrangements are in place for the October 8 vote counting. A strong three-tier security arrangement will be deployed to guarantee smooth proceedings and public safety during the counting of votes,” CEO PK Pole told news agency KINS.
This election was significant for Jammu and Kashmir, as it was the first since the abrogation of Article 370 and the first Assembly election after more than a decade.
Voting was held in three phases on September 18, 25, and October 1.
The overall voter turnout across all three phases was recorded at 63.88%, with male voter turnout at 64.68% and female turnout at 63.04%.
As the eagerly awaited vote counting approaches, authorities are ensuring that the process will proceed efficiently and securely.
The Election officials provided details on the meticulous planning involved in setting up the counting centers across Jammu and Kashmir's various constituencies.
“We have completed all the necessary arrangements for the counting process. Counting halls have been set up to accommodate the process for each constituency, and we have ensured there are enough tables to conduct round-wise counting of the Electronic Voting Machines (EVMs). This will maintain an efficient flow during the counting,” they explained.

*Srinagar, Oct 04 (KINS)*: Jammu and Kashmir is set to witness significant development in the health sector, with over 500 projects currently under ex*****on in the Union Territory.
Official details accessed by the news agency Kashmir Indepth News Service (KINS) reveal that there are over 500 health care projects under ex*****on in J&K. These projects aim to strengthen the healthcare system across Jammu and Kashmir.
“These projects will provide a substantial boost to the development of the healthcare sector,” a senior official said.
The official said that the ongoing projects include the construction of new buildings in various hospitals and healthcare centers.
Lieutenant Governor Manoj Sinha has consistently emphasized the importance of the healthcare sector in his government's agenda, with strong support from the Central government.
Additionally, the J&K government has ordered the transfer of 468 kanals of land for the establishment of medical cities in both the Kashmir and Jammu divisions.
“The medical cities will include medical colleges, hospitals, super-specialty centers of excellence, nursing, pharmaceuticals, hospital management, dental colleges, Ayurvedic colleges and hospitals, medical education hubs, AYUSH centers, research centers, as well as residential areas, staff quarters, and guest houses,” said a senior official.
In 2019, the then State Administrative Council (SAC), under the chairmanship of former Governor Satya Pal Malik, approved the “policy document” for setting up medical cities in Kashmir and Jammu, along with the identification and transfer of land by the Revenue Department for this purpose.
To enhance healthcare accessibility, over 230 hospitals have been affiliated with the PM-JAY network, offering a wide range of medical services to beneficiaries throughout the Union Territory, ensuring convenient access to healthcare services.
The official added that Jammu and Kashmir is the only Union Territory in the country to provide free universal health insurance coverage of Rs 5 lakh per family since its implementation in December 2020.

*Srinagar, Oct 04 (KINS)*: Days after KINS highlighted the deteriorating condition of the road stretch between Bemina Bypass and Bemina Crossing, the Roads and Buildings (R&B) Department has commenced urgent repair work on this critical route.
The road, plagued by deep potholes, had been causing significant distress to both local residents and commuters for months.
An official from the R&B Department confirmed the development to KINS, stating, “We have started filling the potholes along this stretch to ensure smoother traffic movement and reduce the risks that have been mounting due to the poor road condition.”
The road’s condition had been a growing concern for travelers, particularly two-wheeler riders, who were facing frequent vehicle damage and safety risks.
The damaged road not only led to recurring traffic jams but also posed a serious threat to vehicles, with several local residents reporting that the situation was dangerous and could potentially lead to accidents if left unaddressed.
Shabir Ahmad, a local scooter rider, shared his relief and excitement with KINS, saying, “The repair of potholes on this road is a great relief. Navigating them was not only inconvenient but also hazardous. I’m happy that work has finally started.”
In recent months, residents had reached out to the district administration and even appealed to the office of Lieutenant Governor Manoj Sinha to intervene. The community had expressed frustration over temporary fixes where dust and loose materials were used to fill the potholes, a solution that failed to provide long-term relief.
However, today’s efforts by the authorities appear more promising, as they are taking the necessary steps to repair the road properly.
Jamsheed Ahmad, a local resident, expressed his gratitude, adding, “It’s reassuring to see that the authorities are now addressing these potholes seriously. The road will finally be safer for all travelers, especially for two-wheeler riders like me.”
The residents had specifically requested the Deputy Commissioner of Srinagar and the LG administration to prioritize this road for urgent repairs.

Sherpa emphasized that a robust three-tier security arrangement will be put in place to ensure smooth conduct and public safety during the counting of votes.
Speaking to news agency KINS, Sherpa detailed the thorough measures being implemented for the highly anticipated day. “We have completed all the necessary arrangements for the counting process. Baramulla has seven assembly constituencies, and the counting will take place at the Indoor Stadium of Degree College, Baramulla,” he said.
The DEO explained that meticulous planning has been done to ensure the vote counting runs smoothly. “We have set up seven counting halls to accommodate the counting process for each of the seven constituencies. Additionally, a sufficient number of tables have been arranged to enable round-wise counting of the Electronic Voting Machines (EVMs). This will help maintain an efficient flow of the counting process,” Sherpa shared.
He also highlighted that the randomization of the counting staff is nearly complete, with each step of the process monitored closely to ensure transparency and fairness.
“The randomization process is a crucial aspect to ensure impartiality, and we are almost done with it. The team is well-equipped and prepared for the task ahead,” he added.
In addition to the operational arrangements, Sherpa emphasized that essential infrastructure and safety provisions have been set up to ensure a hassle-free counting day. “We have made sure that basic facilities, such as washrooms and drinking water, are available for everyone involved. We’ve also implemented fire safety measures and stationed medical staff on standby to deal with any emergencies that might arise,” he explained.
Sherpa assured the public that the safety of the vote-counting process is a top priority. “A three-tier security system will be in place to maintain order and ensure the safety of everyone present at the venue. Security personnel will be deployed at multiple levels to ensure there are no disruptions, and voters can be confident that the vote counting process will be both smooth and secure.”

*Srinagar, Oct 04 (KINS)*: A bus carrying 38 pilgrims returning from the holy shrine of Vaishno Devi caught fire under mysterious circumstances while traveling on the Katra-Jammu road near Bayin Nala.
The incident occurred when flames suddenly erupted from the bus.
The driver immediately stopped the vehicle and ensured that all passengers were able to evacuate before the fire spread further.
Eyewitnesses described the terrifying moment when the flames were first noticed.
“We suddenly saw smoke and flames coming from the bus. Everyone was panicking, but the driver acted quickly and got us all out safely,” said one of the passengers. “We were scared, but thankfully, everyone got out in time.”
As per the news agency KINS the emergency services were quickly alerted, and firefighters arrived at the scene to extinguish the flames.
Authorities have launched an investigation to determine the cause of the fire, with initial reports suggesting that a mechanical failure might have been the trigger. However, no official conclusions have been reached yet.
Another passenger, speaking about the incident, shared their relief. “It was a frightening experience, but we are so grateful to God that no one was hurt.”
Despite the fire, no injuries were reported, and the pilgrims were later provided with an alternate bus to continue their journey.

“Those sensing their impending defeat have resorted to spreading such unfounded accusations,” the JKNC said as per news agency KINS.

*2 army soldiers injured in suspected mine blast at Kupwara’s Gogaldara*
*Srinagar Oct 4 (KINS)*: Two soldiers were injured in a suspected mine blast in Jammu and Kashmir’s Kupwara district, officials said on Friday.
They said the blast took place along the Line of Control (LoC) in Trehgam at around 3 am when soldiers were patrolling in the area.
“A Havaldar and a Naik of Army’s 19 Sikh were injured in the blast, and both the injured were admitted to hospital in Kupwara,” officials said, adding that now the condition of both is stated to be stable.

He confirmed that all arrangements have been made as per the Election Commission of India (ECI) guidelines to ensure a seamless and transparent counting process.
During his visit, the DEO reviewed the security arrangements around the counting centers and inspected the setup inside the halls. "We are committed to ensuring a smooth, well-organized counting process. All technical setups, seating arrangements, and security measures have been thoroughly checked and finalized," Dr. Bilal said.
The DEO also instructed officials to ensure uninterrupted power supply, water availability, stable internet connections, and proper media management.
