-19: Lockdown imposed in district for 05 days

Srinagar, August 24:(GNS) District Baramulla on Monday announced imposition lockdown in North Kashmir's Baramulla district from 25th August to 29th August due to spike in Covid-19 cases.

An order issued by Deputy commissioner Baramulla reads that In view of spike in Covid-I 9 positive cases over past few days across the District. it has become imperative to re-impose some restrictions in terms of Section 144 Crpc and section 34 of Disaster Management Act 2005, therefore there shall be following restrictions in the district from 25 August.

All shops/ business establishments in the District including main towns of Baramulla, Sopore, Pattan, Kunzar, Tangmarg, Kreeri Wagoora, Watergam. Rohama and Dangiwacha shall remain closed.

There shall be complete restrictions on movement of public transport including Sumo’s. Taveras. Auto-Rikhshas etc and only SICK’ patients shall be allowed to move in designated routes. ARTO Baramulla shall ensure that no violation is allowed in this regard.

The activities related to Agriculture. Horticulture and work on developmental projects shall continue as per the SOPS already notified. Accordingly. the enforcement agencies shall allow the movement of the manpower/ staff connected with these activities, including vehicles carrying Hot Mix material.

The movement of vehicles carrying fruit/vegetables may also be facilitated.

The Banks/Financial Institutes shall carry out only Government related works.

Senior Superintendent of Police Baramulla/ Sopore concerned SDMs. Tehsildars Naib Tehsildars (Executive Magistrate ist Class)/ Duty Magistrates. SDPOs and SI lOs shall ensure strict implementation of restrictions and strict action shall be taken against violators wherever noticed.

This order shall remain in force till 29-08-2020 till 07:00 PM, reads the order.(GNS)

Bound By Gupkar Declaration: Political Parties Issue Fresh Resolution

Srinagar, Aug 22 (GNS): A number of political parties including National Conference, Congress and PDP on Saturday reiterated to be bound, wholly, by the contents of the “Gupkar Declaration” and that they “will unwaveringly adhere to it.”

“We are committed to strive for the restoration of Articles 370 and 35A, the Constitution of J&K and the restoration of the State and any division of the State is unacceptable to us. We unanimously reiterate that there can be ‘nothing about us without us’, said Dr. Farooq Abdullah (JKNC), Mehbooba M***i (JKPDP), GA Mir (JKPCC), M Y Tarigami of CPI (M), Sajad Gani Lone (JKPC) and Muzaffar Shah (JKANC) in a joint statement issued here.
The statement issued here through National Conference and sent to GNS, reads:

The signatories to the GUPKAR DECLARATION of 4th August 2019 have barely managed to establish basic level of communication with each other in the face of a series of prohibitive and punitive curbs imposed by the government, aimed at impeding all social and political interactions. The limited confabulations held within the constraints imposed have resulted in this unanimous resolution.

The unfortunate events of 5th August 2019 have unrecognizably changed the relationship between J&K and New Delhi. In a spitefully shortsighted and unconstitutional move, Articles 370 and 35A were abrogated and the State was bifurcated and relegated to the status of two Union Territories and its Constitution tried to be made unenforceable.

The series of measures undertaken on 5th August 2019 were grossly unconstitutional and in reality measures of disempowerment and a challenge to the basic identity of the people of J&K. The measures attempt to redefine who we are. These changes were accompanied by repressive measures meant to silence people and coerce them into submission, and continue unabated.

These are testing times and times of pain for the peace loving people of J&K. We all reiterate our commitment to collectively fight to restore the Special Status of J&K as guaranteed under the Constitution and the commitments made from time to time. There is unanimity amongst us that collective institution is the effective way to fight for these rights and tirelessly struggle to get back the special status and restore the Constitutional guarantees forcibly taken away, against our will. We want to assure the people that all our political activities will be subservient to the sacred goal of reverting to the status of J&K as it existed on 4th August 2019.

While expressing gratitude to the people of India, the political parties, the intelligentsia and other civil society groups for opposing the unconstitutional measures of 5th August 2019 and ever since standing with the people of J&K in this crises, we appeal for their unstinted support to our just cause till the unconstitutional measures of 5th August 2019 are undone and the special status of J&K restored.

We exhort leadership of the subcontinent to take due notice of the ever increasing skirmishes at the LAC and LOC resulting in casualties on both sides and unabated violent incidents in J&K and work for enduring peace in the region.

We all reiterate that we are bound, wholly, by the contents of the GUPKAR DECLARATION and will unwaveringly adhere to it. We are committed to strive for the restoration of Articles 370 and 35A, the Constitution of J&K and the restoration of the State and any division of the State is unacceptable to us. North Kashmir: One militant killed, Gunfight continues

Srinagar, August 22:(GNS) One militant has been killed in ongoing encounter between militants and security forces in saloosa area of Kreeri of North Kashmir's Baramulla district on Saturday.

Offcial sources told GNS that, one militant has been killed in ongoing operation, however his identity couldn't be ascertained yet.

Pertinently, this is second encounter in Baramulla district this week. 03 militants, 02 Army soldiers, 02 CRPF and 01 SPO of J&K police was killed in previous encounter at Kreeri.

Earlier, A senior Police officer told GNS that on specific information A joint team of Police, Army's 52RR and 176BN of CRPF launched cordon and search Operation in the Saloosa.

As the joint team of forces approached towards the suspected spot, the hiding militants fired upon the party triggering off an encounter.

A senior Police officer told GNS that on specific information A joint team of Police, Army's 52RR and 176BN of CRPF launched cordon and search Operation in the Saloosa.

As the joint team of forces approached towards the suspected spot, the hiding militants fired upon the party triggering off an encounter.

Srinagar, Aug 19 (GNS): Two militants have been killed in ongoing operation at Ganipora Kralgund area of Handwara in north Kashmir’s district.

Official sources told GNS that two militant have been killed in Intial exchange of firing. He said the identity of the militant is yet to be ascertained.

He further said that gunfight erupted in an orchard, combing operation continues.

Earlier, a joint team Police, army's 32 RR and CRPF launched a joint cordon-and-search operation in the area, there was firing upon the team from militants hiding in the area.

The fire was retaliated, triggering of an encounter, they added.

Srinagar, August 19:(GNS) Gunfight breaks out between militants and government forces in Mulu area of South Kashmir's Shopian district on Wednesday.

According to the reports reaching GNS, a joint team of Police, Army's 44 RR and CRPF launched a cordon-and-search-operation in Molu.

As the joint team encircled the suspected spot, the hiding militants fired upon them. The fire was retaliated by the joint team, triggering off an encounter.

A senior police officer confirmed to GNS the exchange of fire between the joint team and the militants. As per the sources, two to three militants are believed to be trapped.(GNS)

Srinagar, August 18:(GNS)The two-day long encounter between militants and the joint team of police, CRPF and army in the orchards of Kreeri Baramulla ended on Tuesday, consuming eight lives in all—three of them militants including two top Lashker-e-Toiba commanders, two army soldiers, as many paramilitary CRPF men besides an SPO.

Having been suspended on Monday night, the firefight resumed at first light today, leading to the killing of the hiding militant, Usman of Pakistan.

Also, one among the two soldiers succumbed to the injuries, taking the fatality toll of soldiers in the gunfight to two.

“Two soldiers who were critically injured succumbed to their injuries,” defense ministry spokesman Lt. Col Rajesh Kalai told GNS. He said two AK rifles and three Pistols were recovered from the encounter site.

“Conspirator Sajjad alias Haider and one foreign militant Usman of BJP leader Late Waseem Bari, his father and brother have been killed,” Inspector General of Police (IGP) Kashmir Vijay Kumar told GNS.

“Haider was also instrumental in recruiting youth into militant folds and was involved in several attacks on Police, security forces, civilians and political workers,” he said. The search operation in the area is in process, the official said
The encounter had ensued after a joint team of Police, CRPF and army launched a cordon-and-search-operation following the attack in the morning in which two CRPF men and an SPO were killed.

“At about 0915hrs on Monday, (militants)fired indiscriminately upon a joint naka party of Police and security forces from nearby orchards at Nawan mode Kreeri area of Baramulla,” a police spokesperson said. In the militant attack, he said, two CRPF personnel of 119 battalion and a police personnel(SPO) sustained grievous gunshot injuries. “The injured were evacuated to nearby hospital for the treatment of their injuries.

However, all the three injured personnel succumbed to their injuries”. They were identified as SPO Muzaffar Ali of District Police Baramulla, Constables Lokesh Sharma and Khurshid Khan of 119 batallion CRPF. “In the initial retaliatory firing one militant got injured.” He said the militants were engaged till the area was completely cordoned off with the help of reinforcement and the search operation was thereafter jointly launched by Police, 29RR and CRPF. “In the ensuing encounter, two militants were killed on Monday.”

Two Army personnel also sustained gunshot injuries and were shifted to hospital where one among them died yesterday. The militants who were killed yesterday included Sajad Ahmad Mir alias Haider alias Jaja of Brath KalanSopore (LeT Chief of North Kashmir) and Anayatullah Mir of Andergam Pattan,affiliated with LeT.

Addressing reporters, Director General of Police Dilbag Singh rated Sajad among top ten militants in Kashmir and top most in north Kashmir.

“He had joined militancy in the 2016 winters and used to work on same pattern as that of Burhan Wani. He was active in north Kashmir. If Burhan Wani turned many to become militants in South Kashmir, he spared no efforts in north Kashmir. So far we have arrested at least 20 militants recruited by him apart from many Over Ground Workers(OGWs),” he had said.(GNS)

Two militants killed in Kreeri Bla gunfight

Sopore, Aug 17 (KNO): Two militants were killed in an ongoing encounter that broke out between forces and militants in Kreeri village of North Kashmir’s Baramulla district on Monday.

The gunfight broke out hours after the forces party was attacked in which two CRPF men and a cop were killed.

Officials told the news agency—Kashmir News Observer (KNO) that a joint team of Army, CRPF and SOG of Jammu and Kashmir police launched a Cordon and Search Operation in outskirts of Baramulla soon after the attack on forces party.

While chasing the militants, a joint team of forces approached towards the suspected spot, the hiding militants fired upon them, triggering an encounter, they said.

A police said that contact with hiding militants has been established and firing from both sides is on, adding that two militants have been killed in the gunfight while the operation is going on –(KNO)

Kreeri attack: Two CRPF personnels succumb, toll reaches 03

Srinagar, August 17:(GNS) Two CRPF personnel succumbed to their injuries after they were injured during a shootout in Kreeri area of North Kashmir's Baramulla.

A senior police officer told GNS that one SPO and two CRPF were killed during exchange of firing with militants at Naka in Kreeri.

Markets to reopen, public transport to resume operations from tomorrow in Srinagar

With strict adherence to preventive guidelines, markets will open with 50 percent shops, and transport will operate with 50 percent passengers in minibuses, 4 passengers in maxi-cabs, 2 passengers in taxicabs, auto-rickshaws

SRINAGAR, AUGUST 16: Markets will reopen and public transport services will resume operations as per a regulated schedule from tomorrow in Srinagar.

In an order issued here the District Magistrate Dr Shahid Iqbal Choudhary has lifted restrictions on business and transport operations in Srinagar allowing a regulated resumption thereof.

The decision to allow reopening of shops and resumption of operation of public transport service has been taken after careful consideration of different aspects of the situation as it exists in the district. It is notable that restrictions on business among other activities and operations in the district has been in place for around five months now with just a limited relaxation permitted during the month-long unlock period before restrictions had to be reimposed.

The order issued pursuant to the State Executive Committee order dated 04.08.2020 permits reopening of 50 percent shops in all markets and resumption of public transport operations with a boarding of 50 percent passengers in minibuses and up to a maximum of 4 passengers in 10-seater maxi-cabs and 2 passengers in taxicabs and auto-rickshaws.

In all markets, alternate shops will open so as to prevent crowding and to enable queuing of customers as per the advised distancing norm. Market associations will decide the roster and ensure strict implementation thereof. The decision in this regard follows consultations with trade bodies and market associations of the district.

Speaking in reference to it, the DM said the district administration has full faith in the business and trading communities of the district and is sure that there will be strict compliance with all SOPs and guidelines like wearing of face masks and observance of distancing while going about their businesses.

The instructions for resumption of public transport service include a plan for the number of vehicles which will be allowed to operate on designated routes in the district. To reduce footprint, not more than a third of the total number of vehicles will be allowed to operate on a route. It is notable that there are around 80 designated public transport routes in Srinagar.

The markets will reopen after the ongoing second lockdown enforced last month after a one-month-long unlock period whereas the public transport service will resume operations for the first time since March when restrictions thereon were imposed following outbreak of COVID-19 in J&K.

Concerned authorities have been authorised to take strict action against instances of non-compliance with instructions as issued under the order or violations of preventive guidelines and SOPs the government has devised in efforts to reduce spread of COVID-19.

Meanwhile, places of worship in Srinagar are reopening today after being closed – as a preventive measure as part of the government's larger efforts at containing spread of COVID-19 – since March.

To ensure strict compliance with SOPs and guidelines the government has devised in consultation with health experts, the district administration has reached out to managing committees of places of worship of all faiths and sensitised them about do's and don'ts to prevent spread of COVID-19.

Unknown Gunmen Shot Dead Physically Challenged Man In Pulwama

Srinagar, Aug (15): A 40-year-old physically challenged man was shot dead by unknown gunmen at his residence in south Kashmir’s Pulwama district on Saturday.

Official sources told GNS that the man identified as Azad Ahmad Dar son of Abdullah Dar was shot death at his home at Kangan Pulwama. He died on spot, they said.

A senior police officer confirmed the incident to GNS and said that investigations have been launched in this regard. (GNS)

Nowgam attack: 2 policemen killed, another injured

Srinagar, August 14 (GNS): Two policemen were killed and another injured as militants attacked a police party in this Central Kashmir district on Friday.

Official sources told GNS that the militants fired upon the police party near Nowgam, injuring three cops who were shifted to nearby police hospital. However, they said, two of them succumbed to grave injuries.

A police officer confirmed to GNS the killing of the policemen in the attack. He identified the slain duo as Ishfaq Ayoub and Fayaz Ahmad, both from IRP’s 20 batallion. While Ayoub had bullet wounds on right side of chest and leg, Fayaz had injuries on right thigh, he said.

The injured has been identified as Mohammad Ashraf and he has bullet injuries on right hand.
Meanwhile whole area has been cordoned off to nab attackers.(GNS)

Srinagar, August 14:(GNS) Suspected militants on Friday fired upon police party near Nowgam bypass in Central Kashmir's Srinagar district.

Offcial sources told GNS that suspected militants fired upon Police party near Nowgam bypass.

In this incident two cops were injured, who were shifted to nearby hospital for treatment.

LeT militant Funding Module busted in Bandipora: Police

Srinagar, August 12 :(GNS) Police on Wednesday claimed to have busted a LeT Militant funding module in North Kashmir's Bandipora district.

In a statement to GNS, the police said that acting on a reliable information about militant organization LeT activating a module for carrying out militant activities in district Bandipora and Kupwara.

The statement further states that, acting on this information Bandipora police busted a militant module of LeT by arresting 03 persons namely Irshad Ahmad Sheikh resident of Chittibandy Aragam, Mohmad Junaid Wani resident of Nageen Bagh Sopore and Raj Mohmad Khan resident of Lolab Kupwara and seized Rs. 04 Lakh Cash, and 01 in Bank accounts and other incriminating material from from their possession.

They said that the trio were in touch with their handlers in POK and had raised Rs.14 Lakh out of which Rs.09 Lakh have been distributed for financing terror activities in district Bandipora and Kupwara.

In this regard Case FIR No. 29/2020 under different sections of Unlawful Activities Prevention Act (UAPA) has been registered in Police station Aragam and further investigation of the case is going on, the statement added.(GNS)
