*2 labourers die while cleaning well in Srinagar outskirts*

Srinagar, Dec 27, KNT: Two labourers died while cleaning an unattended well in Lasjan area of Srinagar outskirts on Tuesday.

A medico at SMHS hospital confirmed to the news agency Kashmir News Trust that two workers who were brought to the hospital in unconscious state died in the hospital.

Sources told the news agency Kashmir News Trust that two labourers were found unconscious while cleaning an unused well in Lasjan area. They were shifted to SMHS Hospital where they were declared dead.

Sources identified the victims as 45 years old Zakir Ahmed of Poonch and 38-years old Talib Ahmed, a resident of Gool Gulabgarh.

The presence of Carbon dioxide at the bottom of the unused well is prima facie attributed to the cause of death.

Police have taken cognizance of the incident and registered a case under relevant sections of law. [KNT]

*Admin to impose section 144 in Pattan areas for 2 days from Dec 27 evening*

*‘No permission granted to programme by Shia association at Kanterbugh to prevent imminent danger to life, property’*

Baramulla, Dec 27 (KNO): Authorities in north Kashmir’s Baramulla district have ordered imposition of section 144 in Pattan areas in wake of the programme by the Shia association at Imambarah Kanterbugh. The decision has been taken to prevent any imminent danger to life and property, an order reads.

An order issued by District Magistrate Baramulla, a copy of which lies with the news agency—Kashmir News Observer (KNO), it has been reported that the venue of the programme, Imambarah Kanterbugh Gund Khawaja Qasim in Singhpora has always remained a bone of contention between the two rival groups and there is every apprehension that law and order situation may arise if the permission is granted in favour of one of the groups to conduct the schedule programe.

It said the Superintendent of Police, Baramulla, while citing circumstances and assessment of ground situation, has recommended not to grant permission for the said programme.

“Now, in order to maintain the peace and tranquility and to prevent imminent danger to life and property, there shall remain section 144 CrPC enforced in the areas including Gund Khawaja Qasim and Kanterbugh of Tehsil Singhpora in Pattan,” the order reads.

It added that no assembly or congregation (s) of four or more persons shall be allowed, no procession shall be allowed in the villages, no person, other than a member of Armed Forces/Police/Magistrate or a public servant duly authorized or on duty, shall carry fire arms or an article capable of being used as a weapon of offence and no person (s) shall use loudspeaker (s) or any amplifying sound fora making a speech or any announcement for any other purpose whether a moving vehicles (s)or otherwise except with prior permission of competent authority.

The restrictions shall remain in force from 7:00 PM on 27-12-2022 to 7:00 AM on 29-12-2022, the order added—(KNO)

*In a first, SKIMS conducts Sentinal Lymphnode Scintigraphy in breast cancer patients*

*Director compliments department for conducting this procedure*

Srinagar, Dec 17 (KNO): The department of Nuclear Medicine SKIMS conducted the first case of Sentinal Lymphnode Scintigraphy in breast cancer patients on Saturday.

In a statement, issued to the news agency—Kashmir News Observer (KNO), a spokesperson said the sample will be taken for SLN biopsy by the department of surgical oncology, while this is another major milestone achieved by the department, benefitting cancer patients.

As per the statement, Head of the Department Dr Tanvir Ahmad informed that patients of breast cancer, tongue cancer and melanoma are going to get benefitted from this procedure.

“The procedure is first of its kind available to the patients of J&K and will go a long way in improving the treatment of cancer patients.”

He, as per the statement, explained that the Lymphoscintigraphy is an imaging technique that is used to identify the lymph drainage basin, determine the number of sentinel nodes, differentiate sentinel nodes from subsequent nodes, locate the sentinel node in an unexpected location, and mark the sentinel node over the skin for biopsy.

Meanwhile, director SKIMS Prof. Parvaiz A Koul complimented the department for conducting the procedure. “The advanced procedure will help poor patients which will be conducted now routinely at SKIMS.”

He added the patients had to go outside for such procedures facing a lot of inconvenience and incurring lot of expenditures, the procedure now available at SKIMS will facilitate such patients—(KNO)

*Dereliction of duties: DC Srinagar orders suspension of Naib Tehsildar, GQ & Patwari*

*ACR Srinagar to enquire into matter & furnish his recommendations within 03 days*

Srinagar, Dec 17 (GNS) :The Deputy Commissioner Srinagar has ordered the suspension of Mohd Ayoub Naib Tehsildar Nandpora, Amir ullah Khan (GQ) Nandpora and Ashiq Husain Patwari Halqa Saderbal with immediate effect over the Dereliction of duties.

In an order issued by the Deputy Commissioner/ District Magistrate Srinagar on Friday, copy of which lies with the news agency GNS— which states that information of critical official nature was sought from all the Tehsil offices of Srinagar District, whereas, the required information was submitted by all Tehsil Offices except Tehsil office North.

The order stated that on 16.12.2022, the dealing officials of Tehsil Office North were repeatedly reminded about the urgency of the assignment and were directed to submit the relevant information by or before 04:30 PM, while as the concerned dealing officials did not comply with the directions, expressed their inability to submit the information and later on switched off their phones, thereby indicating their contempt to the direction of this office and their non serious attitude towards urgent official assignments.

“Now therefore, Mr. Mohd Ayoub Naib Tehsildar Nandpora, Mr. Amir ullah Khan (GQ) Nandpora and Mr. Ashiq Husain Patwari Halqa Saderbal are hereby placed under suspension with an immediate effect. The suspended employees Mr. Mohd Ayoub Naib Tehsildar Nandpora will remain attached with Grievance Cell of DC Office, Mr. Amir ullah Khan (GQ) Nandpora and Mr. Ashiq Husain Patwari Halqa Saderbal will remain attached with Naibat Khonmoh. Mr. Mohsin Lateef Khan, Naib Tehsildar in DC Office Srinagar will look after the charge of Naib Tehsildar Nandpora in addition to his own duties”, read the order copy.

The order further states that Assistant Commissioner (Revenue) Srinagar will enquire into the matter and furnish his findings/recommendations within 03 days positively. (GNS)

*LG Manoj Sinha Terms Rajouri Incident, Involving Death of 2 Civilians, As Unfortunate, Announces 5 Lac Rupees As Ex-gratia to NOKs*

Srinagar, Dec 17 (GNS): Expressing anguish over the 'unfortunate incident' involving death of two civilians in Rajouri, Lieutenant Governor Manoj Sinha on Saturday announced an ex-gratia relief of five lac each of the affected families.

"The incident in Rajouri is very unfortunate. Condolences to the bereaved families. The price of a life cannot be set in monetary terms but still I announce an ex-gratia relief of Rs five lakh for each affected family (sic.)", reads a tweet by LG's office, as per GNS.

Notably, two civilians Kamal Kishore and Surinder Kumar, both residents of Rajouri were killed and another Anil Kumar from Uttarakhand was injured in a mysterious fire incident near an army camp in Rajouri district on Friday.

Since the incident, the locals and political leaders cutting across the party lines have been demanding an impartial probe into the incident. (GNS)

*Govt Seeks Explanation From DDOs For Releasing Salary Of Employees Not Registered On JKHRM Portal*

Srinagar, Dec 15 (GNS): The Government on Thursday sought explanation within a week from Drawing and Disbursing Officers (DDOs) as to why a sizable number of employees was paid salary for October despite them not registering them with the Jammu and Kashmir Human Resource Management System.

“In order to streamline the Human Resource Management System across various Departments of Jammu and Kashmir, the General Administration Department vide Circular No 35JK (GAD) of 2022 dated 12 October 2022 and Circular No 40-JK (GAD) of2022 dated 28.10.2022 advised all the employees to register themselves on JKHRM portal and to forward the service details to the concerned DDOs for verification/updation,” reads a circular, a copy of which lies with GNS.

“Further, it was also impressed upon all the DDOs that the salary for the month of October, 2022 shall be disbursed in favour of those employees only who have registered themselves/updated their service details on the designated portal and the concerned DDOs have verified the same,” it said, adding, “However, it has been observed that many DDOs have disbursed the salary of a sizeable number of employees without verification of their service details which has been viewed seriously by the authorities.”

Reasons for not adhering to instructions may be furnished within a week, the circular reads further.

“It is also impressed upon all the DDOs to ensure the registration/ verification of the service details of employees under their control within a period of one week and updation of the same on the JKHRMS portal.” (GNS)

*J-K: India's Longest Escape Tunnel On Banihal-Katra Rail Link Completed*

Banihal/Jammu, Dec 15: The 12.89 km tunnel, which is the longest escape tunnel of India, on the 111 km under-construction Banihal-Katra railway line in Jammu and Kashmir was completed on Thursday, officials said.

It is part of the prestigious Udhampur-Srinagar-Baramulla Railway Line (USBRL) project.

This is the fourth tunnel on the Banihal-Katra route following the 12.75 km tunnel T-49 (longest tunnel of Indian Railways), which was completed in January this year.

According to officials, the escape tunnel 'T-13' has been constructed to facilitate rescue work in case of an emergency.

On August 14, the world’s highest rail bridge over the Chenab river in the Kouri area of Reasi district achieved a milestone when the overarch deck of the bridge was completed with a golden joint.

The breakthrough was executed by conducting a blast and with it, the work on the escape tunnel was started.

"The construction work of escape tunnel (12.895 km) for the longest rail tunnel T-49 between Khari and Banihal stations of Katra under USBRL project was completed today after successfully negotiating major cavity formation," a senior official engaged in the work said.

"This is the longest escape tunnel of India and its line and level are precisely achieved," the official said.

He said that it is a modified horseshoe shape tunnel connecting the Sumber station yard on the south side and tunnel T-50 after crossing bridge number 4 over Khoda nullah on the north side at Khoda village.

The elevation of the south end at Sumber is approximately 1400.5 metres and of the north end is 1558.84 metres.

Tunnel T-49 is a twin tube tunnel comprising the main tunnel (12.75 km) and escape tunnel (12.895 kms) connected with 33 cross-passages, the officials said.

Several challenges were encountered in the course of construction such as shear zone, perched aquifer, highly jointed rock mass, and heavy ingress of water, among others, they said.

Out of the total 272 kilometres of the USBRL project, 161 km has already been commissioned and operationalized.

The work of balance 111 km between Katra and Banihal is under progress at a rapid pace, the officials said.–(PTI)

Sopore, Dec 03 (KNO): Vice chancellor, Sher-e-Kashmir University of Agricultural Sciences and Technology (SKUAST) Kashmir, Prof Dr Nazir Ahmed Ganaie on Saturday termed the sexual harassment case by a professor at Wadura campus unfortunate, says there is no space in the varsity for such people who lack ethics and morality.

Talking to news agency—Kashmir News Observer (KNO), the vice chancellor said the incident should not have happened at any cost.

“In order to redress the harassment related issues, the varsity within days would come up with the online grievance portal which would help the students to raise their issues,” he said.

Ganaie said that he is very proud of the students as they have enough courage and guts to highlight such issues which usually remain unreported.

"Such cases are being concealed and not brought to fore but the credit goes to the girl who not only highlighted it but gave confidence to others", the vice chancellor added.

He also said, that restoring the confidence of students is a top priority and will give them such an atmosphere and free space where they cannot only feel more secure but comfortable too.

In sexual harassment case, the vice chancellor said, that they have already taken action against the said professor who has been alleged of molesting a girl in his office.

The professor has been suspended and an anti-harassment committee is enquiring the matter furthermore.

He said that Police has also registered an FIR in a local police station after the family of a girl approached them. "The professor was arrested hours after the complaint was filled and is under custody at police station Bomai", said a senior police officer.

Earlier on Friday, authorities at SKUAST told KNO that a girl student (name withheld) on Thursday had complained against a RAWE programme coordinator of molesting her, following which an enquiry was initiated into a very serious complaint of sexual harassment against the said coordinator filed by girl student.

Later, students inside the campus held a strong protest demonstration against the varsity administration and accused professor, demanding stern action which led to arrest and suspension of the accused professor—(KNO)

*Man arrested for killing his wife in Budgam: Police*

Srinagar, Dec 03 (KNO): Jammu and Kashmir Police on Saturday claimed to have cracked a murder case within 24hrs by arresting an accused person involved in the killing of his wife in Nasarullah Pora area of Budgam.

A police spokesman in a statement issued to the news agency—Kashmir News Observer (KNO) said that on 02-12-2022, Police Station Budgam received information that one lady namely Muslima wife of Ghulam Mohammad Bhat resident of Nasrulla Pora Budgam, aged about 36yrs had died but the dead-body bears visible ligature marks which makes the cause of death suspicious.

“Police party along with senior police officers rushed to the spot to examine the scene of crime/house where the said lady was found dead. During the initial investigation many pieces of evidence were collected. Besides, during the examination of the dead-body, visible ligature marks on the neck of the deceased lady were found and subsequently the dead-body was taken into possession by police for legal formalities,” police said.

Accordingly, police said that today a post mortem of the dead-body was conducted at GMC Srinagar in presence of a Magistrate under proper videography. “Simultaneously, the husband of the deceased lady Ghulam Mohammad Bhat was taken into custody for questioning. During sustained questioning, the accused admitted to have killed his wife by strangulation which he had pre-planned as corroborated by the preliminary post mortem report,” police said.

It is pertinent to mention that the deceased lady belonged to Kolkata and had been married to the accused just 20 days ago, police said.

In this regard, police said that a case under FIR number 393/2022 under relevant sections of law stands registered at Police Station Budgam and further investigation is in progress—(KNO)
