Government Orders Major Reshuffle in Civil Administration

Srinagar, Dec 09 (KNO): The Jammu and Kashmir government on Monday ordered a significant reshuffle in the civil administration, transferring 20 officers.

As per the Government Order No.2059-JK(GAD) ot 2024, Dated:09.12.2024 available with news agency—Kashmir News Observer (KNO), Mehmood Ahmad Shah, Director of Handloom and Handicrafts, Kashmir, has been appointed as the Managing Director of Kashmir Power Distribution Corporation Limited. Nisar Ahmad Wani, who was awaiting adjustment in the General Administration Department, has been posted as a Member of the J&K Special Tribunal (Srinagar Bench).

Furthermore, Dr. Ghulam Nabi Itoo, Mission Director of Jal Jeevan Mission, has been appointed as Director of School Education, Kashmir. Gulzar Ahmad Dar, Special Secretary in the Housing and Urban Development Department, has been posted as Special Secretary in the School Education Department. Mussarat-ul-Islam, Managing Director of Kashmir Power Distribution Corporation Limited, has been appointed as Director of Handloom and Handicrafts, Kashmir.

Vikas Gupta, Special Secretary for Disaster Management, Relief, Rehabilitation, and Reconstruction, has been appointed as Director of Tourism, Jammu. Kanta Devi, Special Secretary in the School Education Department, has been posted as Regional Director, Survey and Land Records (ex-officio Settlement Officer), Jammu.

Syed Qamar Sajad, Additional District Development Commissioner of Baramulla, has been posted as Managing Director of J&K Cable Car Corporation. Khurshid Ahmad Shah, Special Secretary in the Jal Shakti Department, has been appointed as Mission Director of Jal Jeevan Mission.

Anju Gupta, Regional Director of Survey and Land Records, Jammu, has been posted as Special Secretary in the Housing and Urban Development Department. Parveez Ahmad Raina, Member of the J&K Special Tribunal (Srinagar Bench), has been posted as Additional Commissioner of State Taxes (Administration & Enforcement), Kashmir.

Soheel Noor Shah, Additional Secretary in the Tourism Department, has been posted as Additional Secretary in the Forest, Ecology, and Environment Department.

Masarat Hashim, Programme Officer for ICDS Project, Pulwama, has been appointed as Chief Executive Officer of the Tourism Development Authority, Pahalgam.

Qazi Irfan Rasool Zargar, Registrar-cum-Controller of Examinations at SKIMS, Soura, has been posted as Regional Transport Officer, Kashmir.

The Government order reads further that Mohammad Aslam, Joint Director of Information, Kashmir, has been posted as Registrar-cum-Controller of Examinations at SKIMS, Soura.

Vivek Modi, Director of Land Management at Jammu Development Authority, has been appointed as Additional Secretary in the Floriculture, Parks, and Gardens Department.

Tariq Hussain, Chief Executive Officer of the Tourism Development Authority, Pahalgam, has been posted as Chief Executive Officer of the Tourism Development Authority, Gulmarg.

Garbi Rashid, Additional Secretary in the Floriculture, Parks, and Gardens Department, has been appointed as Director of Land Management at Jammu Development Authority.

Srinagar, Dec 09 (KNO): The Chief Minister Omar Abdullah on Monday clarified that the issue of Rohingya refugees is a humanitarian one and they must not be treated like animals; they are human beings and must be treated as such.

As per the news agency—Kashmir News Observer (KNO), the Chief Minister while speaking to the reporters when asked about the restoration of the water supplies to the Rohingya refugees taking shelter in Jammu, said that his government cannot allow the refugees to starve or let them die of cold.

Last week, the water and power connections of many such property owners, housing the Rohingyas were disconnected and the latter were told to vacate their properties within a month in the Jammu region.

The administration had issued orders to snap the facility to 409 Rohingya families in the Channi Himmat, Sunjuwan and Narwal areas of Jammu.

However, Omar Abdullah led dispensation issued directions to restore the water supply to the Rohingya immigrants.

Omar Abdullah when asked about the issue said that the issue of Rohingya refugees is a humanitarian one. “It is for the central government to decide what to do with them. If they need to be sent back, then send them back. If you can send them, do so. But if you can’t, then you cannot let them starve here or let them die of cold. The Government of India must clarify its policy towards them," Omar Abdullah told reporters.

He stressed that until a clear decision is made, the refugees must not be subjected to inhumane conditions. "We did not bring them here or settle them. They were brought and settled here by others. If the central government’s policy has changed, then take them wherever you want, but as long as they are here, they must not be treated like animals. They are human beings and must be treated as such," he added—(KNO)

Kashmir’s higher reaches receive fresh snowfall

Srinagar, Dec 08 (KNO): The higher reaches of Kashmir Valley received fresh snowfall on Sunday evening, leading to a drop in temperatures across the region, officials said.

An official told the news agency —Kashmir News Observer (KNO) that snowfall began late Sunday afternoon in the higher reaches of the valley, including the famous ski resort Gulmarg, as well as Gurez, Karnah, Sonamarg, Pahalgam and other areas.

The official said traffic movement on Mughal, Gurez and Sinthan roads has been halted due to fresh snowfall. "Travellers are advised to avoid these routes until the roads are cleared and deemed safe for travel," he added.

Meanwhile, the Meteorological Department had forecast generally cloudy weather with light rain in some areas of Jammu Division and light rain or snow in the higher reaches of Kashmir Division from the evening of 8th to the morning of 9th December.

It said the weather is expected to remain dry from December 10 to 11, followed by more cloudy conditions with light snow in isolated higher reaches on December 12.

"From December 13 to 17, dry weather is predicted," the MeT added.

Furthermore, authorities have issued advisories for safe travel on the Gulmarg-Tangmarg road. "Only 4x4 vehicles with anti-skid chains will be allowed due to slippery conditions," the advisory said, adding that the LMVs with no more than 10 seats will be permitted to prevent jams.

"Registered anti-skid chain vendors will install chains at Rs 600 per pair. Tour operators and private vehicle owners are urged to park in designated spaces, and coat and boot vendors are prohibited from blocking roads to avoid traffic disruptions," reads the advisory—(KNO)

Cricketer dies after being struck by ball while playing in Srinagar's Nowgam

Srinagar, Dec 08 :A young cricketer tragically lost his life in the Nowgam area of Srinagar after being hit by a cricket ball, officials said.

An official told the news agency that the incident occurred at the Madankha Nowgam cricket ground. The deceased has been identified as Adnan Raheem Bhat, son of Abdur Raheem Bhat, a resident of Astanpora Rawalpora.

Adnan was immediately shifted to a hospital, but doctors declared him dead on arrival.

Srinagar, Dec 08 (JKNS): The Kashmir and Jammu regions recorded a sharp dip in minimum temperatures today, marking the onset of cold winter weather conditions across the region.

As per the details accessed by the news agency JKNS, in Kashmir, Srinagar recorded -0.5°C, while Qazigund was at -1.0°C. Other notable sub-zero temperatures included Pahalgam (-2.8°C), Kupwara (0.1°C), Gulmarg (-3.4°C), Sonamarg (-2.2°C), and Zojila (-18.0°C).

The details said, areas like Anantnag (-2.1°C), Budgam (-1.3°C), and Shopian (-3.5°C) also reported sharp cold conditions.

Meanwhile, the Jammu region saw comparatively milder conditions. Jammu recorded 8.7°C, while Banihal was at 0.2°C and Batote at 3.2°C. Other locations such as Kishtwar (3.9°C) and Padder (-4.4°C) highlighted variations across the region.

Meanwhile, Ladakh’s cold snap continues with Leh recording -7.2°C and Kargil at -5.6°C. The extreme temperatures are being closely monitored by local weather officials as the region braces for further winter conditions.—(JKNS)

Jammu, December 08(GNS): Two cops were found dead in a suspected fraticide incident at Zero Morh area in Udhampur district on Sunday.

Taking on micro-blogging platform X, Udhampur police wrote, " Today PSRehembal received an info. that 2policemen from sopore travelling towards STCTalwara in a dept.vehicle have suffered bullet injuries due to firing.Initial investigation reveals that its a case of fratricide& suicide.Further Investigation is underway, Says the post.

Meanwhile official sources told GNS that today early morning one vehicle bearing registration number JK05E-4703 driven by constable Manjeet Singh was travelling from Sopore to Talwara Reasi along with two other cops namely Harmeet Singh and Head constable Malik.

When the vehicle reached near Kali Mata Mandir Rehambal Udhampur, Head constable Malik shot at constable(driver) Ranjeet Singh after some argument and then afterwards shoot himself resulting in the death to both said cops.

Meanwhile, police has registered a case in this regard and investigation has been taken up.(GNS)

*Reyaz Ahmad Dar* , son of Mohammad Ramzan Dar, a resident of Hassanpora Tawella, had his single-story house attached by Bijbehara Police for involvement in several NDPS cases.

*Mohammad Yousuf Reshi* , son of Ali Mohammad Reshi, linked to a major narcotics recovery case, had his double-story house attached by Bijbehara Police.

*Subzar Ahmad Mir* , son of Sonaullah Mir, also from Hassanpora Tawella, had his single-story residential property attached.

*Mohammad Shafi Dar* , son of Mohammad Maqbool Dar, a resident of Tulkhan Bijbehara, saw his double-story residential house attached for NDPS activities.

*Abdul Hamid Chopan* , a habitual offender from Malpora Ranipora, had his residential house, valued at ₹30 lakhs, attached by Achabal Police.

In rare appearance, Markhor spotted in Baramulla village

Baramulla, Dec 07 (KNO): The markhor, a wild goat with spiral-shaped horns, was seen in a rare appearance in Noorkha village of Boniyar in Baramulla district on Saturday morning, officials said.

An official told news agency—Kashmir News Observer (KNO), that locals spotted the animal near a waterfall in Noorkha, and soon alerted the authorities, following which a team of police and wildlife officials visited the spot.

He said that this rare species has been spotted in the area for the first time. “It may have crossed over from the other side of the border,” he speculated.

The official said that efforts are on to catch the animal to ensure its safety. Locals have been advised to avoid coming close to the operation site
