Financial ssistance to snowfall affected orchardists:

Srinagar, December 17 :

Divisional Commissioner Kashmir, Baseer Ahmad Khan today reviewed the disbursement of financial assistance in favour of farmers and orchardists, who suffered damage to crops and trees due to the heavy snowfall in the month of November 2018, an Official Spokesman told Sachnews Jammu Kashmir.



The Deputy Commissioners informed the meeting regarding the progress in the disbursement of the financial assistance to the affected farmers and orchardists. The Divisional Commissioner directed the DCs of Kashmir Division to complete the disbursement process within ten days by deploying additional staff.

Further, they will notify the calendar of the disbursement camps and give it wide publicity for the information of general public. He also directed them to constitute teams for monitoring the progress of the disbursement process and send the daily based report.

Deputy Commissioner, Srinagar, Dr. Syed Abid Rashid Shah, Assistant Commissioner Qazi Irfan, Horticulture officers, and other concerned officials were present in the meeting, whereas Deputy Commissioners of Anantnag, Baramulla, Budgam, Bandipora Ganderbal, Kulgam, Kupwara, Pulwama, Shopian, attended the meeting through Video Conferencing.

Govt. to compensate farmers who lost crops to snowfall: Governor

Governor Satya Paul Malik Monday said that compensation will be given to the farmers who lost their crops due to snowfall Kashmir. After taking guard of honour in civil Secretariat Jammu, Governor said that the administration has started assessment of damage caused by snowfall across Kashmir and Jammu was not much affected. The season’s first snowfall on Saturday caused extensive damage to apple fruit and damage to orchards in the Valley. Kashmir plunged into darkness as the electricity was snapped after the snowfall. However, on Sunday electricity was restored in parts of Kashmir. "The power supply in the left out areas, will be restored within two days,” Governor said.

SKUAST issues advisory for orchards affected by snowfall.

Growers have been advised to slowly pull back the trees to the original position after heavy pruning and provide proper support/staking to the main trunk to prevent further fall/ movement, if the trees are partially uprooted.

Sher-e-Kashmir University of Agricultural Sciences & Technology (SKUAST), Kashmir today issued an advisory for the orchards affected by the snowfall elaborating a number of steps for the growers to protect the produce from damages.
As per the advisory, growers have been asked to drain out excess water from the orchards by making drainage channels. “If the fruit trees have tilted, reduce the canopy load by pruning and provide proper support to the plants,” the advisory reads.

Growers have been advised to slowly pull back the trees to the original position after heavy pruning and provide proper support/staking to the main trunk to prevent further fall/ movement, if the trees are partially uprooted.
“If the top portion of the tree is broken, slantingly cut the damaged branch 2-3 inches below the broken point and apply Bordeaux /Chaubatia paste on the cut surface,” the advisory said.
Further, if any scaffold branch is broken and bark is still intact, bring the branch to the original position by tying with a rope and/or using stainless steel nails. Ensure that the union remains tight and apply Bordeaux/Chaubatia paste on the cut surface.
It says if the main trunk is split into two or three parts it can be treated the same way as aforementioned.
Moreover, if roots have become exposed/naked, immediately cover the roots with soil to avoid further damage.
According to the advisory, fruits still on the tree be harvested immediately for sale/storage.
“Clear the snow fallen on heaped harvested fruit in orchards and store the fruits under proper cover (in sheds) to prevent it from frost injury.
“Maintain orchard sanitation by removing debris and damaged plant parts and collecting fallen fruits, leaves and twigs and dispose them off by burying/composting,” the advisory added.

Fruit sector worst hit, 5000 trucks stranded.

Official sources said about 5000 trucks carrying fruit were stranded at Lavdora on Srinagar-Jammu Highway.
The season’s first snowfall on Saturday has caused extensive damage to orchards across Kashmir. Thousands of growers and orchard owners across Kashmir have complained that they have suffered huge losses to their orchards and fruit.
Official sources said about 5000 trucks carrying fruit were stranded at Lavdora on Srinagar-Jammu Highway. They said they were giving priority to the clearance of these trucks.

The snowfall has left thousands of apple growers in north Kashmir distressed as scores of fruit trees have been damaged.
To add to their worries, thousands of apple laden trucks have got stranded on Srinagar-Jammu highway due to the closure of the road by the snowfall.
“The stranded trucks on the highway may cause rotting of apple, with the result the growers will suffer massive losses,” said Aijaz Ahmad, a fruit grower from AchabalSopore.
A spokesperson of Kashmir fruit and dealers’ association, fruit MandiSopore said that ahead of Deepawali festival which is scheduled on Nov 7, thousands of apple laden trucks had been sent to Delhi. “However, these trucks have got stuck on the Srinagar-Jammu highway and there are no efforts from the state government to facilitate their early clearance,” he said.
“Usually Delhi market remains our main focus ahead of Divali festival and our fruit should reach there by Nov 4. However, due to bad weather all our fruit laden trucks are stranded on the Srinagar-Jammu highway and we have lost huge market,” said Fayaz Ahmad Malik, president of the association.
He said the sudden snowfall on Saturday has also inflicted losses worth crores of rupees on the growers as the apple fruit was yet to be harvested. “Besides scores of apple trees have suffered damage especially in the upper belt of the fruit grown villages,” he said. “There is still around 30 percent fruit on trees. The snow will lead to cold condition and this fruit can rot within no time” Malik said.

Anantnag
In south Kashmir’s Shopian, Kulgam, Anantnag and Pulwama districts, the snowfall has caused huge damage to apple orchards.
"Some apple varieties were yet to be harvested. The snowfall damaged large number of apple trees in almost entire southern Kashmir,” said Faizan Khan, an apple grower from AbhamaPulwama. He said apple trees had suffered damage in other villages too, such as Rahmoo, Shadimarg, Rajpora, Qamrazipora and Sangarwani of Pulwama district
Sources said apple orchards were also damaged in Tral, Awantipora and Khrew which are known for apple production. “Lot many apple trees were damaged in Tral, Bathnoor, Laribal, Shikargah, Koil, Sangnad areas,” locals told Greater Kashmir.
Locals from Shopian said the growers were hit by the snowfall. "There is a huge damage to apple trees," said Abdul Gaffar, a grower of ImamsahibShopian.
Similar reports were received from Bhijbehra, Mattan, Kokernag and Batengoo areas of Anantnag district.
The locals from various areas also complained about breakdown in the power supply.
"Our men are working swiftly to restore power supply immediately in various southern areas," executive engineer PDD Awantipora told Greater Kashmir. Meanwhile, the slippery condition of roads affected the movement of traffic at several places that led to traffic jams at many places on Sunday. Snow however has been cleared from all the main and inter-connected roads, but people in residential areas complained that lanes and by-lanes were still impassable due to accumulated snow.

Early snow impacts apple harvest, packaging.

In Central Kashmir, Budgam fruit growers have been complaining of losses to both produce as well as to the apple plants.
The early snowfall in Kashmir has wreaked havoc on orchards in Valley as around 20 to 30 percent of the apple harvest is yet to be plucked from plants or is lying in the orchards waiting for packaging.
“20 to 30 percent of the apple production is still lying on plants. Fruit growers were waiting to supply it in this week due to upcoming Diwali festival. However, heavy snowfall has put in peril estimated Rs 1000 crore worth fruits across Kashmir. As post snow, we don’t how much would be the extent of damage,” said Chairman Kashmir Valley Fruit Growers Association, Bashir Ahmad Basheer.

“Snow has wreaked havoc with fruit trees. Over Rs 1000 crore worth fruits have been affected by this early snowfall as per our estimates. Around 20 percent of the crop was yet to be harvested, besides huge quantity of apple was lying in orchards awaiting package,” said President, Sopore Fruit Mandi, Fayaz Ahmad Malik.
“Tentatively around 20 percent of the produce this year was yet to be exported. At a rough estimate, apple contributes Rs 8000 crore to exports. At conservative estimate Rs 1000 crore worth fruits are still lying in Kashmir which have been hit by the snow and there is uncertainty whether snow affected fruit would be marketable or not,” Malik added.


In Central Kashmir, Budgam fruit growers have been complaining of losses to both produce as well as to the apple plants.
President, Fruit growers association Charar-i- Sharief, Bashir Ahmad said they have recorded huge losses to the fruit orchards. “In our district around 20 to 30 percent of the harvest was still on plants. The snow damaged the trees and caused frost to the trees which have serious financial implication ofn fruit growers.”
He said that government should have introduced crop insurance as the apple is the highest revenue earning cash crop for the state. “But unfortunately in Jammu crop insurance has been rolled out, but in Kashmir it is yet to be implemented.
Besides the losses incurred due to damages, growers are also worried due to fact that their fruit laden trucks are stranded on Srinagar-Jammu highway. They had dispatched the consignment with the view to sell it during the upcoming Diwali festival across India.
However according to Kashmir Valley Fruit Growers cm Dealers union, Basheer said unfortunately instructions to allow movement of fruit laden trucks have not been implemented on ground by the traffic personnel deployed on Srinagar-Jammu National highway instead these fruit loaded trucks are constantly stopped for days together on Srinagar-Jammu highway.
In fact during the month of September to November the harvesting of Apple crop takes place and in absence of cold storage facilities every grower of the valley is in hurry to dispatch their produce to outside mandis.
“Since Diwali and Chatth Puja festivals are to be celebrated from November 7 to 14the bulk quantity of apple crop is essentially required to be available in different parts of the country for which hassle free passage of fruit laden trucks on Srinagar-Jammu National highway needs to be make possible in every respect,” he added.
“Moreso when these fruit loaded trucks finally reaches in different Mandi’s all together the Apple crop doesn’t fetch good return because of bulk quantity with the result the valley based fruit Growers/Dealers faces losses of crore of rupees,” Basheer added.
