BADC Asks Govt to take preventive measures to Prevent Flood Losses in Poonch.

Jammu, 07/July/2023: All Jammu and Kashmir Border Area Development Conference(JK-BADC), the registered body of Border residents has appealed the Jammu and Kashmir government to take preventive measures to avoid loss of life and property due to floods in district Poonch.

The Organization has urged the J & K Chief Secretary and Divisional Commissioner Jammu to constitute Panchayat Level Quick Reaction Teams(QRTs) so that in case of any emergency or flood like situation these QRTs with the help of local elected panchayat members are able to save human lives and help in preventing loss of their live stock and property.

The organization stated that ever year during monsoon and rainy season people of border district Poonch suffer huge losses besides loss of precious lives of humans and cattle so it is imperative that Quick Reaction Teams of professional swimmers, fire fighters, policemen, Revenue Officers, local Panchayat members are constituted within all required tools.

Dr Shazad Ahmed Malik, Chairman of JK_BADC and former Vice Chancellor said that the local Municipalities, Sub divisional magistrates and Tehsildaars should also ensure that encroachment of Land belonging to natural water resources including rivers, rivulets, Nallahs and drains are removed so that water flow remain uninterrupted and avoid flood like situation. He also called for strengthening Poonch District Disaster management Authority and to equip them with all modern machinery. He also called for timely weather alert announcement system in place the district.

Jammu, 14/June/2023: Jammu and Kashmir Border Area Development Conference(JK_BADC), a registered organization working for the welfare of border residents have taken a serious note of the decision of social welfare department wherein the department has stopped social welfare pensions of thousands of beneficiaries in Jammu and Kashmir citing shortcoming in their documentations.

The organization termed the decision as ‘Cruel and inhumane’ and stated that instead of stopping the pensions, the department should have given more time to the beneficiaries, but stopping pension is very harsh act.

Already a meager amount of Rs 1000 (one thousand) per Month was given to the poor people and instead of raising its amount the department has stopped the pension and now demanding several documents.

Dr Shazad Ahmed Malik, Chairman of BADC and former Vice Chancellor urged the Lieuteant Governor and demanded immediate restoration of pension of all persons.

He said, the people who are getting such a meager amount should not have been compelled to run form pillar to post and the procedure should be simplified immediately.

“It’s the responsibility of the state to protect and lend helping hand to all vulnerable sections of the society including Widows, Senior Citizens, Orphans, Disable people so that they may live a dignified life , which is guaranteed to all citizens under right to life and liberty article 21 of the Constitution of India” the BADC Chairman insisted.

SHO Poonch said , I will see you and you will face the music for covering the issue . SHO said , none of other media person from Poonch has covered this issue except you.

SHO Poonch threatened Dr. Zamurad Mughal in the SSP Office Poonch and right in front of chamber of SSP, in presence of other police officers and SHO’s of various police stations of Poonch .

It’s unfortunate that, Police authorities haven’t taken any action against SHO Poonch for his high headedness and harassment. It’s learnt from sources that, a previous case is also pending against SHO in the Hon’ble Court Poonch regarding physical torture of some young boys from Chandak.

Editor in chief Hallabole said , if any kind of injury / threat to his life/ family or any kind of untoward happens, Present SHO Poonch Ranjeet Rao will be responsible.

BADC Alleges Corruption in Construction of PWD Roads in border town Mendhar

Jammu, 29 /May/2023: Alleging massive and repetitive corruption in construction and repair works of Jugal to Kullian Galli Road in Mendhar block of border district Poonch,(JK_BADC), Jammu and Kashmir Border Area Development Conference, a registered organization working for welfare of border residents has accused the local engineers of PWD and contractors for causing loss to the state exchequer.

The organization in a complaint forwarded to the Lieutenant Governor Manoj Sinha and copied to Deputy Commissioner, Poonch has demanded probe by Anti Corruption Bureau against the officers of the Public Works Department (PWD) Mendhar including the local Junior Engineer and AEE of Public Works department stating that on the name of construction and repair of this road, funds have been repeatedly withdrawn from one scheme to another during last 3-4 years but yet the construction material used there is of sub-standard quality, nor the other guidelines , specifications as mentioned in the bid and contract are complied . “

There is definitely a nexus between the officers of the PWD and Contractors otherwise this loss to state exchequer could have not been possible”, the complaint reads.

The Complaint Submitted by Dr Shazad Ahmed Malik, Chairman of BADC and former Vice Chancellor has further urged the government to immediately seize all the records related to payment of construction of this road including the signed contract , bills, vouchers, measurement register, payment register.

In the complaint, the BADC Chairman has also asked for a third party forensic audit of records and material used in construction of this road.

Earlier during meetings of Dr Shazad and Locals this issue was deliberated at length and people had called for strong action.

It is pertinent to mention here that the portion of the same road that is built by PMGSY is comparatively much better than that is constructed by PWD.

Jammu, 08/May/2023: All Jammu and Kashmir Border Area Development Conference(JK_BADC), a registered organization working for the welfare of residents of border areas has requested the J & K School Education department to ensure that this academic year, the online transfer schedule of teaching staff of education department is not stalled like the previous year.

The focal organization of border residents has appealed the Alok Kumar, IRS, Principal Secretary School education department and zonal directors of Kashmir and Jammu division to not deviate from this online transfer process so that the deserving teachers are adjusted at respective places without any nepotism and corruption.

Dr Shazad Ahmed Malik, Chairman of BADC and former Vice Chancellor informed that School Education department has issued an order for online transfer of teachers and as per this order notification number 01-JK of 2023 dated 26/April/2023 the whole process of transfers of teachers has to be completed by 15/June/2023.

The former VC demanded that this transfer schedule should be implemented in a fair and transparent manner unlike the previous year wherein due to negligence of higher officers of the school education department at the eleventh hour in year 2022, the Annual Transfer Drive (ATD) was kept in abeyance for the reasons better known to the incompetent officers and the teacher were made to suffer.

He also urged the Principal Secretary to personally monitor the whole transfer process and apprise the staff of each stage so that complete transparency is maintained and no allegations of bias and corruption are leveled against any officer of the School education department. The BADC Chairman also said, the volunteers of his organization would also keep a close watch on this whole process and won’t let this process to be sabotaged.

Start Community Radio Stations In Border Areas Of J & K: BADC

Jammu, 28/March/2023: Jammu and Kashmir Border Area Development Conference (JK_BADC) , a registered organization working for the welfare of people of border areas of J & K has appealed the union ministry of Home Affairs and ministry of Information and Broadcasting to sanction community Radio Stations in border areas of Jammu and Kashmir so that the people of the remote and border areas of J & K have the access to communication and information and they remain connected with the outer world in all weathers.

Dr Shazad Ahmed Malik, Chairman of the BADC and former Vice Chancellor has requested Anurag Thakur , Union Minister of Information, Broadcasting, Youth Affairs & Sports and asked him to sanction community Radio Stations in Border areas of Jammu and Kashmir as it would be very helpful for the people of these remote and far flung areas to remain connected with rest of the country and have a easy mean of communication to raise their voice and also have the real time information about the different government schemes for students, deprived sections of the community, information about weather and opening closing of road due to snow and rain.

In his appeal, Dr Shazad also stated that community Radio station would also provide platform to local youth to present their talent and would be an exposure to their local languages.

The BADC Chairman also made humble submission to the Union government to give special focus to sports activities in border areas of J & K .

RTI Act has been made redundant in District Poonch: BADC

Jammu, 20/March/2023: All Jammu and Kashmir Border Area Development Conference (JKBADC), a registered organization working for the welfare of border areas of J & K has alleged that Right to Information Act has been made redundant in Poonch as officers there in the border district do not bother to follow the provisions and time line as mandated under the law and remain non serious towards the RTI applications of the innocent citizens.

Dr Shazad Ahmed Malik, Chairman of the JKBADC and former Vice Chancellor has requested the Deputy Commissioner Poonch to look into this matter and hold sensitization and awareness programs about Right to Information Act for the Public Information Officers(PIOs) and the citizens.

The BADC Chairman stated that several complaints have been made by the villagers that the officers of different departments especially the Block Development Officers in district Poonch pay least importance to this important legislation (RTI Act) and remain inattentive towards the RTI applications by the citizens. He also said if implemented properly, the RTI Act can be useful in curtailment of Corruption in the government departments and keep a check on the quality of works carried out of public funds.

The former VC informed that under the RTI Act, a Public Information Officer is under legal obligation to provide information to the applicant as expeditiously as possible but not later than 30 days but in district Poonch this important section of the RTI law is flouted with impunity. He said soon BADC would also hold awareness and sensation programs on RTI Act and other allied laws to educate people of these border areas.

Jammu, 11/March/2023: All Jammu and Kashmir Border Area Development Conference(JK-BADC), a registered organization working for the welfare of residents of border areas has requested the Chairman of Jammu and Kashmir Services Selection Board to address genuine grievances of the agitating aspiring youth in Kashmir and Jammu divisions to and take all necessary steps to amicably resolve their concerns. The organization also condemned the high handedness of the protesting youth in Jammu.

Dr Shazad Ahmed Malik, Chairman of JK-BADC and former Vice Chancellor in a statement called for an amicable solution to the demands of the agitating youth who are demanding fairness in recruitments.

The former Vice Chancellor called the demand of the aspiring candidates as absolutely justifiable and said that that even an iota of doubt should not be allowed in recruitment process and any controversial company or person should not be allowed to remain associated in any recruitment process.

Dr Shazad also appealed the Lieutenant Governor to direct the Chairman JKSSB to issue a white paper in the whole episode to restore the faith of the youth and their family members in the recruitment panel. The BADC Chairperson also demanded that property statement of all the officers of the JKSSB should be made available on JKSSB website so that no doubt remains in the minds of the people and it would further bring bonhomie between the citizenry and the government.

Jammu, 10 /Feb/2023: Jammu and Kashmir Border Area Development Conference(JK_BADC), a registered organization working for the welfare of residents of borders areas of J & K has asked the Jammu and Kashmir government to establish a government law college in border district Poonch.

Dr Shazad Ahmed Malik, Chairman of the BADC and former Vice Chancellor of the Sai Nath University who is also native of district Poonch has informed that during his recent interactions with the students in different blocks and Panchayats of Poonch, several of these students have desired to pursue law as career but in absence of any law college in Poonch or even in Rajouri they have to move to either Jammu or to other parts of the country, therefore many of them remain unable to pursue the course of their choice.

Dr Shazad stated that during last over a decade there is a surge of students choosing law course hailing from Rajouri and Poonch and many of them are now serving the legal profession with dedication and have made the region proud.

He demanded that it is high time that in border areas of J & K the government must provide diversified options of subjects to the students & youth to make a vibrant society and for overall development of the backward regions.

The BADC Chairman said the demanded new law college should offer 3 years Post graduation course as well as 5 year LLB course after 12th Class.

The former VC stated thar the demand for establishing law college in Poonch is absolutely justifiable as it would also helpful to the nearby district of Rajouri and Shopian.
