CM INSPECTS MANIPUR POLICE FIRING RANGE
Chief Minister N.Biren Singh today inspected the Manipur Police Firing Range at Wairi Pangei, Imphal and construction of temporary barracks there.

Speaking on the sidelines of the inspection, the Chief Minister said that approximately 1946 new recruits for 10th and 11th Indian Reserve Battalions had recently passed out from an Academy in Assam.

The Chief Minister said that the 10th and 11th IRB were specially raised for highway protection.

Considering the present situation in the State and the spirit of discipline shown by the new recruits, the barracks were constructed, he said.

Around 800 to 1000 of the new recruits will be stationed at the temporary barracks where they will undergo further special commando training, he said adding that they will form special teams to meet any eventuality concerning law and order situation in the State.

Construction and maintenance work at the Battalion Headquarters of 10th and 11th IRB at Nungba and Saivom respectively are going on at present, he said.

The Chief Minister further highlighted the need to conduct refresher training for State Police personnel to check and maintain their fitness and health.

Stressing on the importance of a strong police force, the Chief Minister said Police is considered the backbone of the society and the government, and that they should not be demoralized.

We need to boost the morale of the police, he said, and stressed that the government is in the process of procuring full equipment including helmets required by police personnel in controlling incidents of mob violence. There are certain anti-social elements who threaten police personnel controlling crowds and mobs, he said, adding that such behavior demoralizes the personnel.

The Chief Minister also appealed to parents and guardians of the new recruits against the practice of getting involved in the transfer and posting of the new recruits through political pressure. We should allow the young and fresh recruits to serve their State and Nation according to the transfer posting policy of the government, he added.

There are still some displaced families staying at relief camps opened at educational institutions, but they will be shifted to prefabricated houses under construction at Phubala and soon to be constructed at some other areas, he added.

During the inspection visit, the Chief Minister was accompanied by Minister Shri Govindas Konthoujam, Minister Shri Leishangthem Susindro Meitei, Chief Secretary Dr. Vineet Joshi, DC Imphal East Smt. Khumanthem Diana Devi, officials among others.

STATE INAUGURATES GOOD GOVERNANCE WEEK
Chief Minister Shri. N.Biren Singh attended the inauguration program of Good Governance Week at Cabinet Hall CM Secretariat, Imphal today. The nationwide campaign "Prashasan Goan Ki Ore" under Good Governance Week will be held from 19th to 24thDecember, 2024. The program was organised by the Department of Administrative Reforms Division, Government of Manipur.
Speaking on the occasion, the Chief Minister stated that the Good Governance Day is celebrated to commemorate the birth anniversary of former Prime Minister, late Shri Atal Bihari Vajpayee on 25th of December, for his statesmanship and visionary leadership.
The Chief Minister recalled that on being sworn in as the Chief Minister of Manipur in March 2017, the idea to make Manipur an inclusive State with equal developments in both hills and valley came to his mind at the first instance. As such, the government introduced Go to Hills mission to bridge the developmental gaps across the State. After knowing the ground reports of the far flung areas through the Go to Hills mission, the Go to Village mission was introduced to take governance at the door steps of the people, he added.
Shri Biren, further stated that good governance is governance for the people and to deliver services to the people with transparency and accountability. People will only have trust in the government, when the services are delivered as promised, he added.
The Chief Minister stated that the situation in the State has been improving, and praised the Deputy Commissioners especially those posted in the hill districts for performing their duties sincerely during this difficult time. He also mentioned that the bureaucrats are the backbone to deliver good governance for the people and appealed to the officers performing duties in the hill districts not to compromise in key issues and work in larger interest of the nation. The government should entertain the grievances of the public and work hard to redress the same to gain confidence and trust of the public, he added.
Speaking on the various welfare schemes initiated by the government for the people, the Chief Minister also elaborated on details of schemes like the Chief Minister Gi Hakshelgi Tengbang, Chief Minister Health for All, Widows Pension Scheme, CM Da Haisi etc.
As a part of the program laptops were distributed to newly appointed Civil Service Officers. A presentation on Good Governance Week was made by Joint Secretary, Administrative Reforms Division Shri A. Shivadas Sharma.
The function was attended by the Cabinet Ministers, MLAs, Chief Secretary of Manipur, Administrative Secretaries and other officials of the State government among others.

CHIEF MINISTER ATTENDS MANIPUR INDIGENOUS PEOPLE’S CULTURAL EXCHANGE FESTIVAL
Chief Minister Shri N.Biren Singh attended the Manipur Indigenous People's Cultural Exchange Festival under the theme ‘Manipur United by Diversity’ held at Chadong, Kamjong district today. The two-day long festival is being organised by Indigenous People's Forum, Manipur under the aegis of Tourism Department, Government of Manipur.

Addressing the gathering on the historic moment of culture exchange, Chief Minister Shri N. Biren Singh stated that it is a crucial moment for all the indigenous communities, who had been living together since time immemorial. Stating that Manipur belongs to the indigenous people, the Chief Minister continued, our forefathers had been defending our land using swords and spears. The government is committed to protect and safeguard the indigenous population at all cost, he added.

Raising concern that our indigenous population seem to forget that our forefathers had defended our motherland for more than 2000 years, Shri N. Biren mentioned that his government had introduced the Go to Hills Mission to start research on history of our forefathers and to find the sites of historical significance. As such, the State Government started preservation and restoration work of places of historical importance, he added, mentioning the construction of Makhel Heritage Park in Senapati District with a cost of around Rs. 6 crores.

The Chief Minister appreciated the Indigenous People’s Forum for organizing the much necessary cultural exchange festival, adding that time had come for the indigenous populations to know who we are and those vested interest groups who are trying to disintegrate the State. He appealed to the public to study Government records and data on population, geography and the demographic imbalance, so that we could move in right direction to save the indigenous population. He further maintained that the Government had been working hard for the welfare of our present and future generations. War on Drugs will be continued to save and protect the youth of the State, he added. He also appreciated Manipur Police, Assam Rifles, CAPFs, CSOs and volunteers for destroying poppy plantation in the State.

Shri N. Biren stated that the construction of dam had created livelihood for many such as fishing activities and made the place a tourist destination with its scenic beauty. He further appreciated the villagers of Chadong for sacrificing their original homeland for the larger benefit of the State.

As a part of the program the Chief Minister led others in unveiling the “Monuments of Ages.” He also visited at the stalls opened in connection to the festival.

The program began with a welcoming song performed by the local village women and followed by various cultural dances and folk songs performed by various tribes of Manipur.

The cultural festival was attended by Works Minister Shri Govindas Konthoujam, CAF and PD Minister Shri Leishangthem Susindro Meitei, Animal Husbandry and Veterinary Minister Shri Kashim Vashum, Chairperson Manipur Building and Other construction Board Shri. STATE OBSERVES NUPEE LAL NUMIT 2024, PAYS TRIBUTE TO WOMEN FREEDOM FIGHTERS
Manipur observed Nupee Lal Numit, 2024 with Chief Minister Shri N.Biren Singh leading the Ministers, MLA and senior officials in paying the floral tribute to the departed women freedom fighters at the Nupee Lal Memorial complex today.
A formal function was also held at the G.P. Women's College, Central Hall, after paying the floral tribute at the Nupee Lal Memorial Complex, with Chief Minister Shri N. Biren Singh as the chief guest and Minister Shri Th. Biswajit Singh as president of the observation. MLA of Oinam AC Smt. Irengbam Nalini Devi, MLA of Chandel AC SS. Olish and MLA of Naoriya Pakhanglakpa AC Smt. Sagolshem Kebi Devi also shared the dais with the Chief Minister as guests of honour respectively.
Addressing the gathering, Chief Minister Shri N. Biren Singh maintained that Nupee Lal Numit had been observed every year to remember the role played by our brave women in 1904 and 1939, revolting against the injustice of British imperialism. He continued that apart from the contribution of women during the above two instances, we should also remember the bravery and courage shown by Manipuri women in other instances including ousting the Burmese (Awa) during the Seven Year Devastation period (1819-1826).

The Chief Minister further mentioned that the bravery and courage could also be seen among present day women of the State, as they had been leading from the forefront in every issue pertaining to the safety of the people of the State. He spoke on the contribution of Manipuri women in certain sectors including social, economic, art and culture, hospitality and games and sports among others, apart from their household activities. He added that cultural performances shown by our women in different national and international events had shown the uniqueness of our culture across the world.

Shri N. Biren Singh informed that the State Government, acknowledging the hard work and commitment of women, had introduced certain women welfare schemes including Ima Nongthangleima Yaipha Tengbang Scheme, providing financial assistance of Rs 500 per month to unemployed women who are above the age of 40 years. He further informed that Ima markets had been constructed across every district of the State, considering the role of women in economic activities. Financial assistance had also been given to women sports persons in establishing training institutes, to provide training to young athletes in their respective disciplines, he said.

The Chief Minister also spoke on the initiatives of the Central Government under Prime Minister Shri Narendra in passing the Women’s Reservation Bill 2023 in the Parliament. He further mentioned other initiatives taken up by the State Government for students including Chief Minister’s Scholarship for Civil Service Coaching, Chief Minister's Coaching Scheme for Entrance Examination to Professional Courses for NEET and JEE and establishment of DIET in every district among others.

Regarding the current unprecedented crisis in the State, The Chief Minister informed that State and Central Government had been putting all efforts to bring a permanent solution. However, bringing a solution would take time as the situation had become chronic and fragile, he added. He informed that the State Government in coordination with central forces had been giving every effort to track Laishram Kamalbabu who went missing from Leimakhong Army campus.

Speaking on the re-imposition of the AFSPA in Manipur's six police station areas, Shri N. Biren informed that the State Government had requested the Central Government to review and withdraw AFSPA from the said police stations. The Chief Minister sought cooperation and support from the public in the Government’s effort to restore peace and tranquility in the State.

Delivering his speech as the president of the function, Forest, Environment and Climate Change Minister Shri Th. Biswajit Singh stated that Nupee Lal is observed every year to remember the courage and sacrifice of women freedom fighters and to pay tribute to their contributions, adding that the observation should be a proud moment for every Manipuri.

Mentioning the two instances of Nupee Lal in 1904 and 1939 and the courage and bravery of Manipuri women in fighting against the injustice of the British imperialist, he stressed the need for everyone in the State to inherit their courage and love for the motherland.

The Minister stated that Nupee Lal had brought political, social and economic reformation in the state and we should always remember that. Mentioning the contribution of women in different fields, he expressed that gender equality is necessary for bringing development in the State. He further stressed the need for women in the decision-making process for inclusive growth.

He expressed the need to stand together and fight against all vested interests, setting aside all differences, while seeking support and cooperation of the public in bringing peace and development in the State.

Nupee Lal Drama presented by the Nupee Lal Memorial Association Drama Party and presentation of songs by the artistes of Shri Shri Bal Mukunda Dev Government Music College, Imphal were the other highlights of the observation at G.P. Women's College.

Ministers, MLAs, Chief Secretary, Security Advisor to the Government of Manipur, senior Government Officials, students of G.P. Women’s College and women from across the State attended the programme among others.

Chief Minister N.Biren Singh today inaugurated the Institute Building of District Institute of Education and Training (DIET), Kasom Khullen, Kamjong District through
video conferencing from the Chief Minister’s Secretariat.
The inauguration programme was organised by the State Council of
Education Research and Training (SCERT), Government of Manipur.
Speaking on the occasion, Chief Minister Shri N. Biren Singh
maintained that the State Government had always been working for the welfare of its people. He continued that bringing inclusive development would strengthen the relationship among people living in different corners of the State.
The Chief Minister mentioned that the Government had introduced
the Go to Hills Mission to bridge the developmental gap across different parts of the State, soon after the formation of his Government in March, 2017. After knowing the differences in development, governance had been
brought at people’s doorstep through the Go to Villages Mission. As such,
the required facilities had been brought through various welfare schemes.
Regarding the newly inaugurated DIET building, Shri N. Biren
informed that the institute building had been constructed at a cost of

around Rs. 5.61 crore. He continued that the government had been giving
priority in developing education sector, although the State has been facing
financial constraints in development works. Further, speaking on the STAR
Education programme of the State Government, he informed that much
improvement could be seen among teachers who underwent training on
teaching methods under the said programme.
The Chief Minister also informed that the Government would come up
with health facilities equipped with modernised machines in different hill
districts.
Mentioning the improvement of road condition from Imphal to Kasom
Khullen, the travelling hour has been cut to around one and half hour from
earlier 7 to 8 hours. He sought support of the public in carrying out
development works.
He further maintained that the State Government had been working
to protect the indigenous people of the State and that the Government is
not against anyone or any community.
The Chief Minister expressed regret for not being able to personally
attend the inauguration programme organised at Kasom Khullen, due to
the current law and order situation in the State. He asked the officials to
use the building properly with proper maintenance, adding that he would
look into matter regarding shortages in staff and other facilities in various
DIET across the State.
Education Minister Shri Th. Basanta Kumar, while speaking on the
occasion, informed that establishment of one DIET each in every district of
the State has been approved. He continued that 9 DIETs in different
districts are functional as of now and institute buildings of 4 DIETs had
been constructed. Appreciating the Chief Minister for giving much priority
in education sector, he sought attention of the Chief Minister for filling up
the vacant posts in DIETs in different districts and to make them functional.

100-DAY INTENSIFIED CAMPAIGN ON TB ELIMINATION KICKS OFF IN KAKCHING

Kakching, the 7th December, 2024 (DIO-IPR): The District Health Society Kakching, under the National TB Elimination Programme (NTEP), launched the 100-day Intensified Campaign on Tuberculosis (TB) Elimination Programme for Kakching district today. The campaign was inaugurated by Shri Rohit Anand, DC Kakching.

The event held at the Conference Hall of DC Kakching was also attended by Dr. Thaodem Rajen, CMO Kakching and Shri P. Sanahal, Caretaker Councillor of Ward Number 4, Kakching Municipal Council. As a part of the program, DC Kakching also flagged off the "Nikshay Vahan" for the district.

At the event, Shri Rohit Anand stated that the Government's initiative to eliminate TB from the country requires collective efforts. He urged the Medical Department staff, Civil Society Organizations, Clubs and the public of Kakching district to actively contribute and work together to achieve the goal of eradicating TB from the district.

It may be mentioned that the 100 days campaign is a mission to find the missing TB cases in the community as early as possible so that the spread of infection can be prevented and the villages and communities become TB free at the earliest.

This is an effort towards reaching out to those vulnerable individuals (undernourished, People living with HIV, close contacts of people with active TB, people with diabetes, smokers, alcoholics) who by virtue of having these conditions/situations could be having active TB disease and would have presented to the health system at a later stage. Till that time, they continue to spread the disease unknowingly as well as suffer progression of the disease within themselves.

The mission will focus on early initiation of the treatment and managing the risk factors (diabetes, undernourishment etc) so that the TB deaths can be prevented. The campaign will also focus on ensuring provision of TB preventive treatment (TPT) to all the eligible household contacts and vulnerable populations.

GOVERNMENT TAKING UP ALL POSSIBLE STEPS TO RESCUE KAMALBABU:
Chief Minister Shri. N.Biren Singh maintained that the State Government, in coordination with the army and other central forces, is taking up every possible step to rescue Shri Laishram Kamalbabu (56 yrs) from Loitang Khunou, who has gone missing from the campus of GOC, 57 Mountain Division.
The Chief Minister continued that the Government has earlier also asked the officials of GOC, 57 Mountain Division to take major role in searching and rescuing the missing person. He added that signature of the Kamalbabu could be found at the entry register of the army campus, showing that he was gone missing from inside the campus. He reiterated that the army has been asked to take the responsibility of rescuing the missing person and make the public know whereabout of the person.
The Chief Minister informed that he had met the members of the Joint Action Committee formed against missing of Laishram Kamalbabu, along with Social Welfare Minister and MLA of Sekmai AC Shri Heikham Dingo Singh. The JAC members shared their grievances and submitted a memorandum, which included finding whereabout of the missing person and rescue him at the earliest, he said.
The State Government took the matter with utmost seriousness, Shri N. Biren said, stating that the State Government has strongly urged the concerned authority for assistance in rescuing Kamalbabu. He further appealed the public to remain calm, adding that the Government has been taking up all possible steps in finding the missing person.
