Dr. Mangal Jit Rai meets Union Minister for Home Affairs and Cooperation, Shri Amit Shah in New Delhi

Dr. Mangal Jit Rai, Chairman of the Sikkim State Cooperative Union (SICUN) and Chief Coordinator of the North East States Cooperative Unions’ Forum (NESCUF) called upon the Union Minister for Home Affairs and Cooperation, Shri Amit Shah in Atal Akshay Urja Bhawan, New Delhi yesterday evening.

During the meeting, Dr. Rai apprised the Minister of the ongoing progress and notable achievements of the cooperative movement in Sikkim under the visionary leadership of the Chief Minister, Shri P.S. Tamang (Golay), whose dynamic guidance has played a vital role in strengthening cooperative education, entrepreneurship and institutional capacity building across the state. He also highlighted the proactive involvement and continued support of the Minister for Rural Development and Cooperation, Government of Sikkim, Shri Arun Upreti and the Secretary cm PRCS, Ms. Jabi Thapa in advancing the cooperative movement in Sikkim.

Dr. Rai further emphasized how the vision of the Hon’ble Prime Minister and the Union Home Minister “Sahakar Se Samriddhi” (Prosperity Through Cooperation) has been effectively implemented in Sikkim through community based and inclusive cooperative development models that foster self-reliance and sustainable growth at the grassroots level.

Referring to recent developments, Dr. Rai briefed the Minister on the successful conduct of the 1st North East States Cooperative Unions’ Forum (NESCUF) held recently in Sikkim. The forum brought together cooperative leaders and representatives from all eight North Eastern states Assam, Arunachal Pradesh, Meghalaya, Manipur, Mizoram, Nagaland, Tripura and Sikkim on a common platform to deliberate on cooperative development, policy coordination and inter state collaboration.

Dr. Rai presented a detailed report on the NESCUF proceedings, outlining the forum’s key resolutions aimed at strengthening regional cooperation through shared training, resource pooling and joint initiatives in cooperative education, governance and marketing.

Furthermore, Dr. Rai submitted a formal proposal for the establishment of a North East Cooperative Excellence Training Centre (NECTC) in Sikkim. He explained that the proposed NECTC would function as a Centre of Excellence dedicated to cooperative leadership development, digital governance, value addition, financial management and entrepreneurship training for the North Eastern region. The Detailed Project Report (DPR) of the proposed Centre was also presented, highlighting its alignment with the Ministry of Cooperation’s vision and the Viksit Bharat @2047 national development agenda.

Dr. Rai extended an official invitation to Shri Amit Shah to grace the upcoming Rashtriya Sahkari Sammelan and Maila Samvad as the Chief Guest. The national event, organized by SICUN with financial support from the Ministry of Cooperation, Government of India in collaboration with the National Cooperative Dairy Federation of India (NCDFI) is scheduled to be held in the second week of December 2025 in Gangtok, Sikkim. The final date will be confirmed by the Hon’ble Minister’s office in due course. The programme, originally slated for 26th October 2025 was rescheduled to coincide with the Hon’ble Minister’s availability.

The l Union Minister graciously accepted the invitation and expressed his keen interest in attending the forthcoming national cooperative event.

In conclusion, Shri Amit Shah lauded Dr. Mangal Jit Rai and his team for their dedicated commitment and visionary leadership in strengthening and revitalizing the cooperative movement in Sikkim and across the North Eastern region. He also appreciated the proactive initiatives undertaken by the Sikkim State Cooperative Union (SICUN) and the North East States Cooperative Unions’ Forum (NESCUF) in aligning regional cooperative activities with the national cooperative development agenda envisioned by the Ministry of Cooperation.

चिवाभञ्ज्याङ सिमा क्षेत्रमा बहु-विभागीय संयुक्त भूमि सर्वे व्यापारिक मार्ग निर्माणतर्फ ऐतिहासिक कदम।

भारत–नेपाल सिमानाको ऐतिहासिक र भौगोलिक दृष्टिले महत्वपूर्ण चिवाभञ्ज्याङ नाका क्षेत्रमा आज विभिन्न सरकारी निकायहरूको समन्वयमा एक विशाल भूमि सर्वेक्षण कार्यक्रम सम्पन्न गरिएको छ। यो सर्वेक्षणलाई व्यापारिक मार्ग (व्यापारिक कोरिडोर) निर्माणका लागि गरिएको पहिलो ठोस र ऐतिहासिक पहलका रूपमा हेरिएको छ।
राज्य सरकारले पश्चिम सिक्किमको सिमावर्ती क्षेत्रलाई समग्र रूपमा विकास गर्ने दीर्घकालीन दृष्टि अघि सारेको छ। त्यसैअनुसार, यस महत्वपूर्ण कार्यक्रमको अगुवाइ क्षेत्र विधायक सुदेश कुमार सुब्बाले गरेका हुन्। उनले स्थलमै उपस्थित रही विभिन्न विभागका प्राविधिक टोलीहरू र केन्द्रबाट आएका अधिकारीहरूसँग संयुक्तरूपमा सर्भेक्षण कार्य निरीक्षण गरे।
सर्वेक्षणमा बाणिज्य तथा उद्योग विभाग, वन विभाग, सडक तथा पुल विभाग, जलविद्युत् तथा उर्जा विभाग, जनस्वास्थ्य इन्जिनियरिङ (पिएचई), सशस्त्र सीमा बल (एसएसबी), सीमा शुल्क कार्यालय, विशेष गुप्तचर शाखा (एसआईबी), आप्रवासन विभाग लगायतका प्रमुख निकायहरूको सहभागिता रहेको थियो। कार्यक्रममा वाणिज्य बिभाग सचीव गोपाल काफ्ले यस स्थानलाई
केन्द्र सरकारबाट खटिएको विशेषज्ञ टोलीले क्षेत्रको विस्तृत अध्ययन गरी सिमावर्ती भूभाग, सडक संरचना, वनक्षेत्र, बिजुली वितरण, जलस्रोत र स्थानीय बस्तीको अवस्थाबारे प्रत्यक्ष जानकारी संकलन गर्ने कार्य रहेको जानकारी दिए ।
विधायक सुब्बाले कार्यक्रममा सम्बोधन गर्दै भने “चिवाभञ्ज्याङ केवल एउटा सीमा नाका मात्र होइन, यो सिक्किम र नेपालबीचको मैत्री, संस्कृति र साझेदारीको सजीव प्रतीक हो। राज्य सरकारको प्राथमिकता यस क्षेत्रलाई व्यापार, पर्यटन र पूर्वाधार विकासका केन्द्रका रूपमा रूपान्तरण गर्नु हो। यसबाट यहाँका युवाहरूका लागि रोजगारी, उद्यम र जीवनस्तरमा आमूल परिवर्तन आउनेछ।
स्मरण रहोस्, चिवाभञ्ज्याङ नाका पश्चिम सिक्किमको उत्तरे बजार नजिक, समुद्री सतहदेखि करिब १०,२०० फिटको उचाइमा अवस्थित एक मनमोहक सिमाक्षेत्र हो। भौगोलिक दृष्टिले संवेदनशील भए पनि, यो क्षेत्र सांस्कृतिक विविधता, प्राकृतिक सौन्दर्य र ऐतिहासिक सम्बन्धले भरिपूर्ण छ।आजको संयुक्त भूमि सर्वेक्षणले भारत–नेपालको आपसी मित्रता, सीमाको सुरक्षा र विकासको साझेदारीलाई थप सुदृढ बनाउने विश्वास व्यक्त गरिएको छ। अध्ययनबाट प्राप्त नतिजाका आधारमा अब सिमावर्ती व्यापारिक मार्ग, यातायात पूर्वाधार, ऊर्जा पहुँच र आवासीय योजनाका लागि विस्तृत प्रतिवेदन तयार पारिनेछ।
अन्ततः, विधायक सुदेश कुमार सुब्बाको अगुवाइमा सम्पन्न यो बहु-विभागीय संयुक्त सर्वेक्षणलाई “सिक्किमको पश्चिमी द्वार” चिवाभञ्ज्याङलाई समृद्धि, व्यापार र सहकार्यको केन्द्र बनाउने यात्रा” को सुरुवातका रूपमा लिइएको छ , जसले राज्यको आर्थिक नक्सामा नयाँ उज्यालो पाना थप्ने अपेक्षा गरिएको छ।

Rs. 8.48 crore sanctioned for Final Location Survey of Melli–Dentam railway line

The Ministry of Railways has sanctioned Rs 8.48 crore for the Final Location Survey (FLS) of the proposed Melli-Dentam railway line project in Sikkim. This crucial allocation marks another step forward in extending railway connectivity to the southern and western regions of the border State.
The Railway Ministry communicated the FLS fund allocation to the Northeast Frontier Railway through an official letter issued on October 24.
It may be recalled that Sikkim Lok Sabha MP Indra Hang S***a had met Union Railway Minister Ashwini Vaishnaw on July 25 this year, urging him to expedite processes related to the Melli-Dentam railway project. The MP had pressed for timely completion of the FLS, preparation and approval of the Detailed Project Report (DPR), and the early ex*****on of the project, citing its importance for improving accessibility, promoting tourism, and strengthening national security in the region.
“I am delighted to share that the Railways Ministry has sanctioned funds for the Final Location Survey for the new railway line from Melli to Dentam. The Final Location Survey is an important stepping stone for the Melli-Dentam railway project which, upon completion, will have a transformative impact on the development and mainstreaming of the remote corners of West Sikkim. We look forward to the early start of the Final Location Survey,” said MP Indra Hang S***a.
Earlier this year, the Railways Ministry had approved the FLS for the proposed new railway line in Sikkim, stretching from Melli to Dentam via Jorethang and Legship. The proposed 75-km route will connect Melli, Jorethang, Legship, and Dentam-linking the southern and western regions of Sikkim through the railway network.

Indra Hang S***a expressed his thanks to Union Railway Minister Ashwini Vaishnaw for his personal attention to the proposal and for sanctioning the funds for the FLS. He also extended his gratitude to Hon’ble Chief Minister Prem Singh Tamang (Golay) for his support and guidance in taking up the matter with the Railway Ministry.
"I also extend my sincere gratitude to Hon’ble Governor Shri Om Prakash Mathur for his guidance, encouragement and intervention to pursue the Melli-Dentam railway project with the Railway Ministry", said Indra Hang S***a.
The MP had submitted the proposal for the Melli-Dentam railway line to the Railways Ministry in December last year, emphasizing that the project would serve as a lifeline for the people of West Sikkim by bringing remote areas closer to mainstream economic and social activities.
As directed by Hon’ble Chief Minister Shri Prem Singh Tamang-Golay, Indra Hang S***a persistently followed-up the proposal with the Union Minister and concerned authorities leading to the Railway Board’s approval and sanctioning of funds for the FLS.
Melli serves as the entry point to the southern and western districts of Sikkim, while Dentam is a remote town near the Indo-Nepal border at Chiwabhanjyang. The proposal envisions the Melli-Dentam rail link as an extension of the Sevoke-Rangpo railway project, which is nearing completion.
The MP had also urged that the Melli-Dentam link, passing through Jorethang, be developed as a strategic extension of the ongoing project, with Melli serving as the connecting junction.
“The Melli-Dentam railway link will be a catalyst for economic development in Gyalshing and other parts of West Sikkim. It will unlock the economic potential of the region, spur industrial growth, facilitate trade, and create employment opportunities. Improved rail connectivity will also open up new avenues for tourism by making West Sikkim’s pristine eco-tourism and cultural tourism destinations more accessible to visitors,” said the Lok Sabha MP.

गोपालसिंह विश्वको अन्वेषणात्मक कृति सार्वजनिक
बाग्राकोट, ३ नोभेम्बर: डुवर्सका प्रतिष्ठित साहित्यकार, अन्वेषक एवं इतिहासपरक लेखकका रूपमा परिचित गोपालसिंह विश्वको छैटौँ कृति 'केही खोज: केही अध्ययन' हिजो बाग्राकोटस्थित उनकै निवासमा सार्वजनिक गरियो। स्थानीय थोरै साहित्यकारहरूका उपस्थितिमा पुस्तक सार्वजनिक गरिए तापनि पुस्तकको महत्त्व भने दीर्घकालीन रहने देखिएको छ। वरिष्ठ समाजसेवी एवं भाषा-सङ्ग्रामी जे.बी.छेत्रीको अध्यक्षतामा आयोजित छोटो पुस्तक सार्वजनिक कार्यक्रममा समालोचक रूपेश शर्मा, अनुवादक एवं कवि गङ्गाप्रसाद प्रधान, साहित्यकार शङ्कर प्रधान, अन्वेषक निर्मल शर्मा, कथाकार मदन खड्का र कवि अशोक विश्वको उपस्थिति रहेको थियो।
संक्षिप्त औपचारिक कार्यक्रममा गोपालसिंह विश्वको परिचयात्मक टिप्पणी राख्दै निर्मल शर्माले डुवर्सेली साहित्यले अब अन्य ठाउँको साहित्यसँग कुममा कुम मिलाएर हिँड्नसक्ने भएको बताए। सिंहका सिर्जनकार्यको प्रशंसा गर्दै शर्माले विज्ञानपरक लेख र अनुसन्धानपरक कार्यमा गोपालसिंह विश्वले उल्लेखनीय उपलब्धि हासिल गरेको बताए। उनले सार्वजनिक गरिएको पुस्तकबारे पनि छोटो टिप्पणी प्रस्तुत गरे। समालोचक रूपेश शर्माले गोपालसिंह विश्वले प्रामाणिक इतिहासलेखनको परम्परालाई अनुसरण गरी मूल्यवान कृतिहरू डुवर्सलाई दिएको उल्लेख गर्दै यस सन्दर्भमा उनको 'सन्दर्भ: डुवर्स र गोर्खाहरू' मास्टरपिस रहेको टिप्पणी गरे। वरिष्ठ अनुवादक गङ्गाप्रसाद प्रधानले गोपालसिंह विश्वको लेखनले डुवर्सेली साहित्यलाई माथि उठाउने काम गरेको बताउँदै यसप्रति आफूलाई गर्वबोध भएको मन्तव्य गरे। सर्जक विश्वलाई शुभकामना र बधाई दिँदै साहित्यकार शङ्कर प्रधानले उनको लेखनले सबैलाई शिक्षा दिएको बताए भने कथाकार मदन खड्काले किशोर वयदेखि उनको साहित्यिक गतिशीलताबाट आफू प्रभावित हुँदै आएको उल्लेख गरे। यसैगरी, कवि अशोक विश्वले आफ्ना दाजुका कामलाई लामो समयदेखि आफूले पछ्याउँदै आएको बताए। सर्जक गोपालसिंह विश्वले आफ्नो मूल रुचि इतिहास र विज्ञानमाथि रहेको बताउँदै आगामी दिनहरू त्यसैको अध्ययन र लेखनमा खर्च गर्ने अवगत गराए। आफूलाई सधैँ नयाँ-नयाँ कुराहरू खोज्ने इच्छा जागृत हुने गरेको पनि उनले बताए। यस अवसरमा उनले नेपाली जातिको छोटो इतिहास पनि राखे। आफ्नो अध्यक्षीय सम्बोधनमा जे.बी.छेत्रीले गोपालसिंह विश्वले आफ्ना गहन अध्ययन र अनुसन्धानद्वारा नेपाली साहित्यमा उल्लेखनीय योगदान दिइरहेको बताए। भाषा आन्दोलनमा डुवर्सले बराबरी रूपमा योगदान दिए पनि डुवर्सको इतिहास ओझेल परेको जिकिर गर्दै छेत्रीले यसतर्फ पनि सर्जक विश्वको अनुसन्धान अघि बढ़ोस् भन्ने कामना गरे।
'केही खोज: केही अध्ययन' गोपालसिंह विश्वको छैटौँ कृति हो। यसभन्दा अघि उनका 'युग र मान्छे' (२०१३), ब्राह्मण्ड र पृथ्वी (२०१७), 'सन्दर्भ: डुवर्स र गोर्खाहरू'(२०१८), 'डुवर्सका केही साहित्यिक व्यक्तित्वहरू' (२०२०) र 'भारतीय नेपाली साहित्यका स्रष्टा-द्रष्टाहरू' (२०२४) प्रकाशित भइसकेका छन्। उनले 'प्रयास' ( १९७३-१९७७), 'नयाँ दृष्टि' (२०१४-१५) जस्ता स्तरीय पत्रिका अनि 'कृष्णभक्त खड्काका कथाहरू' (२०२२) -को पनि सम्पादन गरेका छन्। २०१३ मा भारतीय रेलवेको उच्च तहका अधिकारीबाट अवकाश ग्रहण गरेपछि उनी साहित्यको सेवामा दत्तचित्त भएर लागेका छन्। लेखनमा स्तरीयता र उर्वरता दुवै दृष्टिले गोपालसिंह विश्व सक्रिय र प्रतिबद्ध लेखक हुन्। उनका यी कामहरूले नयाँ पिँढ़ीले पनि प्रेरणा लिएको देखिएको छ। डुवर्सको प्रमुख संस्था डुवर्स नेपाली साहित्य विकास समितिका अध्यक्ष एवं वरिष्ठ साहित्यकार अबीर खालिङ र महासचिव रविन खवासले उनमा निहित लेखकीय ऊर्जाको मुग्धकण्ठले प्रशंसा गर्दै सर्जक विश्वलाई बधाई दिएका छन्।
