NHRC intervenes in minor Chakma girl r**e case

Two minor Chakma girls, aged 13 and 14, were gang-r**ed on May 14, 2022, in a village under Pecharthal Police Station in Unakoti district, Tripura. Despite over a year passing, they were not compensated under the Victims' Compensation Scheme as per the Criminal Procedure Code (CrPC).

Initially, the case was attempted to be settled by the village panchayat or customary court. After social worker Sujoy Chakma informed the National Human Rights Commission (NHRC) about the situation, Tejang Chakma filed a complaint with the NHRC for compensation for the victims.

In response to the complaint, the NHRC directed the District Magistrate and Collector of Unakoti district to take action by involving the victims and the complainant. On August 16, 2023, the DM & Collector informed the complainant that the State Legal Services Authority (SLSA) was initiating steps to provide interim compensation of Rs. 10,000 to each victim. Full compensation would be granted under the Tripura Compensation Scheme for Women Victims/Survivors of Sexual Assault/Other Crimes Act, 2018.

This case highlights the lack of awareness regarding the Tripura Compensation Scheme for Women Victims/Survivors of Sexual Assault/Other Crimes Act, 2018, and the POCSO Act among the police and authorities. Additionally, it's unfortunate that serious crimes like the gang-r**e of minor girls were initially attempted to be settled at the panchayat or customary court level, which is not appropriate. This delay in reporting to the police poses a significant risk of losing vital evidence.

Tripura High Court Orders Protection for Christian Convert Chakma Families

The Tripura High Court has intervened to protect two Chakma families who converted to Christianity and were facing discrimination within their tribe. The court urged Chakma customary institutions to stop issuing "unconstitutional" diktats against the families.

The two families converted to Christianity in November last year but were expelled from their community by Chakma social bodies. These bodies demanded they return to Buddhism for acceptance. The families alleged that they were prevented from attending church services and practicing their new religion.

The families had filed complaints with local authorities, seeking protection, but no action was taken. The court has now issued a stay order on the diktats of Chakma customary bodies and ordered the administration to take necessary measures to stop the persecution. The judge stressed the importance of religious freedom guaranteed by the Indian Constitution and warned of strict action if unconstitutional diktats continue. The government has assured it will act to end such incidents promptly.

Former CEM of CADC Convicted for Embezzling Funds Meant for Road Construction

CADC, 26th Sept 2023

Former CEM of Chakma Autonomous District Council, Kali Kumar Tongchangya, convicted for embezzling Rs 1.79 crore allocated for road construction. The Aizawl district court's Special Judge HTC Lalrinchana delivered the verdict on September 25. His bail bond has been cancelled, and the quantum of punishment will be announced on September 26. Tongchangya diverted the funds to support his party campaign and party-related expenses while serving as CEM, withdrawing Rs 1.70 crore from road construction funds. He was initially arrested in February 2022 and released on a Rs 50 thousand bail bond.

CADC Meeting Initiates Chakma Language Transformation

On September 13, 2023, the Executive Committee of the Chakma Autonomous District Council (CADC) convened at the CADC Conference Hall in Kamalanagar, with Dg. Kamalanagar-IV Community Unites for a Safer Environment

In a concerted effort to enhance the safety and cleanliness of Kamalanagar-IV, the Young Chakma Association Branch Kamalanagar-IV, in collaboration with the Village Councilors and Branch Chakma Mahila Samiti, successfully organized a joint meeting on September 10, 2023, at 11:00 AM, hosted at the YCA Office in Kamalanagar-IV. This gathering brought together numerous representatives from both the Mahila Samiti and the Village Councilors.

The primary aim of this meeting was to address critical community issues and foster cooperation among all attendees. After thoughtful and peaceful discussions, several resolutions were unanimously adopted to address community concerns.

1. Combatting Drug Abuse: The first resolution emphasizes a zero-tolerance approach to drug abuse within Kamalanagar-IV. Offenders caught abusing, dealing, or possessing drugs for the first time will face a Rs/- 5000 fine and potential physical penalties determined by the Joint Action Committee (JAC). Repeat offenders will be excluded from the Kamalanagar-IV village council area. Non-resident offenders will also be penalized and handed over to their respective area NGOs or governing bodies.

2. Reducing Public Nuisance: The second resolution targets the reduction of public disturbances within Kamalanagar-IV's jurisdiction. Individuals causing disturbances in public places, such as the Bazar Sheds, by consuming alcohol, intoxicants, or psychotropic substances will face a Rs/- 2000 fine and physical penalties determined by the JAC.

3. Promoting Proper Waste Management: The third resolution emphasizes the importance of proper waste disposal. Anyone found improperly disposing of garbage, away from designated bins or dumping sites, will be fined Rs/- 1000 and subjected to suitable physical penalties determined by the JAC.

4. Protecting Aquatic Life: The fourth resolution addresses the preservation of aquatic life. The use of hazardous chemicals and mechanical devices, like dynamos, for fishing or other purposes within Kamalanagar-IV's jurisdiction is strictly prohibited. Violators will face a Rs/- 2000 fine, equipment and chemical confiscation, and further physical penalties determined by the JAC.

These resolutions reflect the community's commitment to upholding a safe, clean, and healthy living environment within Kamalanagar-IV. By implementing these measures and working collectively, the community aims to instill a sense of responsibility and accountability among its members, ensuring a brighter and more harmonious future for all.

Chakma Body Accuses of Giving Clean Chit to Rs 27 Crore Rehabilitation Scam Accused

The Chakma Displaced Family Justice Demand Committee (CDFJDC) has raised concerns about the Arunachal Pradesh Police's Special Investigation Cell (SIC) giving a clean chit to those accused in a Rs 27.51 crore rehabilitation scam related to the Donyi Polo Airport construction.

The CDFJDC alleges that the entire fund meant for Chakma families was transferred to the Chakma Rehabilitation and Resettlement Committee (CRRC) but not given to the victims.

They have submitted a memorandum to top officials seeking intervention against this move.

The SIC registered an FIR based on the CDFJDC's complaint but concluded that the main issue is the quality of work executed through CRRC with the sanctioned funds.

The CDFJDC argues that the compensation under the Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation and Resettlement Act of 2013 should have been directly deposited into beneficiaries' bank accounts, but it was transferred to CRRC's account.

They threaten legal action if the SIC gives a clean chit without investigating the fund transfer to victims.
