Karnataka caste-census to begin from 22 Sep 2025.
The Karnataka caste census 2025—officially called the Socio-Economic and Educational Survey—is a bold and tech-driven initiative aimed at reshaping the state's approach to social justice, reservation policies, and equitable development. Here's why it's happening:
Purpose of the Census
• Update Outdated Data: The last caste survey in 2015 was shelved due to criticism and political pushback. The 2025 census aims to provide fresh, accurate, and inclusive data on Karnataka’s 7 crore residents.
• Policy & Budget Planning: The data will inform state budget allocations, reservation policies, and development programs, especially for backward and underrepresented communities.
• Legal Mandate: Under Section 11(1) of the Karnataka State Commission for Backward Classes Act, the backward classes list must be reviewed every 10 years.
How It’s Being Done
• Digital Enumeration: Using a mobile app with geo-tagging and Aadhaar-linked verification, the survey is more scientific and transparent than ever before.
• Massive Scale: Over 1.85 lakh teachers are deployed to visit 2 crore households, even during the Dasara holidays.
• Comprehensive Questionnaire: 60 questions cover caste, education, income, land ownership, and more.
• Inclusivity Options: Citizens can submit data online or via helpline if they prefer not to disclose caste in person.
Political & Social Context
• Congress Push: Led by CM Siddaramaiah, the Congress government sees this as a step toward social justice and internal reservation reforms.
• Opposition Criticism: BJP and some dominant communities (like Lingayats and Vokkaligas) argue the survey is divisive and politically motivated.
• Community Demands: Marginalized sub-castes within Scheduled Castes (like Madigas) have long demanded sub-classification to ensure fair access to benefits.
