The first full week of February was observed as Fire Prevention Week. The event continued past ones, and is welcome. But satellite data shows something else was disturbing forests between December and January, before fire prevention week began. In all, at least 1,000 acres of forests appears to have been lost, or at least disturbed.

In the first part of a series, we examine what kind of and where Mizoram’s new rulers have immovable assets, and how much they are worth.
More than 2/3rds of the declared collective wealth of Mizoram’s eight Cabinet Ministers (without subtracting their liabilities) is made up of the values of these lands.

ALTHOUGH only 24 paragraphs long, Justice Nelson Sailo’s judgement and order will likely affect many – those holding the government’s purse-strings, those tasked with overseeing the government’s manpower resources, the state’s 10,000 or more contract-employees, and lawyers taking on cases related to service-matters. It may also have a direct impact on the 2023-24 State Budget as well. But the kernel lies perhaps in how the grandson of a Gandhian freedom-fighter who left his home-state of Gujarat for faraway Tripura and, once there, dug into a landmark case on government employment decided by a Constitution Bench of India’s Supreme Court.

DRIED NUTS, of all things, was the most bought-and-sold commodity in terms of value in Mizoram over the last five years, with at least Rs 2,400 crore worth of them being traded between 2018-23, Central Goods and Services Tax (CGST) records analysed by The Frontier Despatch suggests. That Mizoram produces no dried nuts in any significant quantity, if at all, makes the figures incredible, and casts a spotlight on the only dried nut that is being transported through the state in noticeably large quantities: smuggled dried areca nuts.
But would smugglers (or traders down the chain) pay GST on something that is, well, smuggled? To find out, read our latest issue.

IT was just past noon on March 14 that a woman in Aizawl’s Ramhlun South locality went on foot to pick up a package from the delivery boy.
It was exactly 32 seconds past 12:59 pm when she passed opposite the steep road and saw that a taxi plying downhill was experiencing brake failure.
Two seconds later, at 34 seconds past 12:59 pm, the taxi came crashing down on two scooters parked on the roadside between the YMA Hall and MHIP building. As the scooters tumbled on impact, one hit the woman as she ran, and she tumbled too.
“If I had been late by a second, it would have hit me. My first thoughts were about my children,” said the mother of three children aged seven, five, and a month-old baby.

Find out what impact this accident has had for not just the road, but similar roads in Aizawl city by reading the latest issue of The Frontier Despatch.

22/03/2023

THIRTY out of 46 state government departments did not end up spending all the money allocated to them in the 2021-22 Mizoram Budget, but were nevertheless allocated a huge amount of supplementary funds. In monetary terms, this unspent amount comes to almost Rs 2,673.86 crore, begging the question why they were allocated a total of almost Rs 950 crore as supplementary funds in the first place when they had almost four times that amount lying around unused.

Find out which departments these were in the latest issue of The Frontier Despatch.

IN the last five years of the last decade, Mizoram’s productivity of vegetables grew 26 percent. But even this silver lining quickly becomes a dark cloud when data for the North Eastern States is compared, according to a performance audit report of the Horticulture department’s handling of various schemes during these five years. Mizoram's productivity in all horticultural crops - be it vegetables, fruits, spices and plantation crops - was lower than its sister states.
To understand why this sombre analysis does not sit well with the audit’s findings on how the state government implemented the Mission for Integrated Development of Horticulture (MIDH) and other schemes, and what went wrong with various provisions, read the latest issue of The Frontier Despatch.

In the latest issue of The Frontier Despatch, we look at how the source of Mizoram's longest and arguably most important river is littered with infrastructure even as, 100kms into it's course, the average amount of water that flows in the Tlawng has receded by roughly half in just over a decade; how the Aizawl SP being grilled by the Home Dept over an order about a clock tower has opened a can of administrative worms; why the Central Board of Indirect Taxes and Customs has said legal trade in arecanuts become unattractive; as well as how the biggest seizures of He**in and Methamphetamine on record took place in the space of just three weeks.

In the latest edition of The Frontier Despatch:

The problems with Aizawl's water supply system are legion, and frequent disruptions in machinery, energy, leakage and turbidity in the Tlawng river itself are to blame for the perpetually short supply this year. Everyone seems to agree it is only the prolonged monsoon that has saved residents from thirst, some of whom say the locality spring has been their mainstay. We also look at how more than two thirds of Mizoram's jail inmates are undertrials (or, as the law goes, innocent until proven guilty). In other stories, we explore how the National Gas Grid's extensive pipeline ferrying natural gas to homes and industries plans to snake its way into Mizoram, and how the state's attempts to mobilise financial resources has been a success, or not, depending on which parameter one uses.

In the latest edition of The Frontier Despatch, we look at how the State Govt plans to turn hundreds of Crores of Rupees stashed by hundreds of DDOs in bank accounts into a cash cow despite the CAG flagging it as against the rules and likely to lead to misappropriation, some major plans to turn Mizoram's rivers into waterways, what may turn out to be a legal test-case for the trade in exotic animal species, and how prohibition affected grape-growers in more ways than one.
