Clare County Council Aiming To Deliver 97 New Traveller Tenancies By 2030

Clare County Council has drafted a new strategy that will aim to meet the housing needs of the growing traveller population over the next five years.

The Draft Traveller Accommodation Programme 2025 to 2029 has set a target of providing almost 100 homes by the end of the decade.

In order to gain an in-depth and comprehensive understanding of accommodation needs, Clare County Council conducted a joint collaborative survey with Clare Local Development Company and approved housing body CENA.

This project involved fieldworkers of travellers gathering primary research from members of their own community.

The survey identified 1,224 people in this county as travellers, which is 21% more than the figure recorded in Census 2022.

The breakdown consists of 497 total households, involving 317 family units and 180 single persons.

The vast majority of respondents identified a house as their preferred type of future accommodation, with 72% wishing to live in a town, with the most preferred locations being Ennis, Shannon, Ennistymon and Lahinch.

The findings also showed that 22% of all traveller households have at least one person with a diagnosed disability, with almost half of these referring to a mental health issue such as anxiety or depression.

Additionally, 39% of traveller households in Clare were found to keep one or more dogs and expressed a desire to keep chickens or horses in the future.

The local authority considers a traveller family to be indigenous to Clare if they’ve been permanent residents in the county for at least three years, and only then will be provided with non-transient accommodation.

Currently, there are 64 units of traveller specific accommodation in Clare, consisting of 41 Houses, 2 Apartments and 21 Bays, of these 11 houses and 7 bays are currently vacant.

5 of these vacancies are due to fire damage and require extensive refurbishment works, while for the remainder, the local authority has noted some applicants are refusing to consider properties in certain areas due to ongoing feuds.

The local authority has also noted a surge in presentations to its Homeless Action Team from members of the travelling community, with overcrowding and the desire to move away from parents the primary issues raised.

Overall, Clare County Council estimates 97 new tenancies will be needed over the lifetime of the 2025 to 2029 traveller accommodation programme.

It’s envisaged that an average of 19 will be delivered each year through a combination of approved housing body units, HAP accommodation, refurbishments and mobile homes.

Brendan Bugler has been a game changing addition to Lohans Backroom

Its clear that Brendan’s involvement with the panel has had a significant positive effect, his ability to read a game and understand the in game issues with individual players and how to manage those issues has been hugely important to Brian Lohan in his quest for silverware this year.

Bugler believes the hurt of losing three Munster finals drove the team to scale new heights in extra time to help them edge Cork after a thrilling All-Ireland SHC decider.

Speaking to The Clare Champion, the Whitegate clubman said sometimes a team learns more from a defeat and recalled the Clare management learned a lot from losing to Limerick in the Munster SHC final.
“We learned a lot about our distribution and use of the ball because Clare were pretty even with Limerick in most of the stats in the Munster final. Once Clare tidied up on that, we got better against Wexford and in the second half against Kilkenny,” he said.
The St Flannan’s teacher said it was nice for Clare to produce their best performance on the biggest day in the hurling calendar in the All-Ireland final.
“I thought Clare made steady progression as the year went on and it was nice to leave our best for the last game in the final,” he said.
Asked if the criticism after the Munster final hurt the players, he said no one is as critical as the Clare team and management are after a defeat when things are broken down to the finer details as part of an extensive review.
“There is no one as critical as we are, there is no one who reviews a game, particularly after a loss as we do. We might watch the game five or six times from different angles. No one can be as critical of our ourselves than ourselves.
“That is where the learning and the growing comes from. There were a lot of harsh realities in terms of the Limerick game but if you are not learning from it, you are not making progress. We did learn, make progress and improve,” he said.
Commenting on his appointment as a new selector last September, Mr Bugler said when Brian Lohan rings someone to get involved in the backroom team a person isn’t going to say no.
“Brian Lohan is a terrific man to work under from a coaching and management point of view. He is also a great man to play under as Tony Kelly alluded to in his speech. When you think of Clare hurling and players, Ger Loughnane, Brian Lohan and Tony Kelly, great people come to the fore.
“Clare don’t win too many All-Ireland senior hurling titles. Clare had a great group of players and backroom team in 2013 and we have the same again this year.
“It doesn’t matter who is over the team, the only thing that matters is that the Liam MacCarthy Cup came back to Ennis on Monday night, which is a huge achievement,” he said.

Convicted Ra**st Jailed For Assault And False Imprisonment Of West Clare Woman: SENTENCE IS SHOCKINGLY LOW

A judge has jailed a 49 year old man to four years and eight months in prison for the false imprisonment and assault causing harm of his ex-partner during a ’terrifying ordeal’ at her home in west Clare last September.

At Ennis Circuit Court, Judge Francis Comerford imposed a pathetic 64 month prison sentence on Kevin Murphy – formerly of Querrin, Kilkee – and suspended the final eight months.

At the sentencing hearing, it was confirmed that Mr Murphy is a convicted ra**st and received a nine year prison term in 1998 for the 1994 r**e offence.

During the incident on September 5th last, Mr Murphy pushed his ex-partner into a downstairs bedroom and pushed her face-down onto a bed where he restricted her hands with cable ties and tied them behind her back.

Det Garda Deirdre Collins told the court year that the woman was “terrified” that Mr Murphy “was going to r**e her or kill her”.

Det Garda Collins said that the woman was too terrified of Mr Murphy to come to court but in her victim impact statement read out by State counsel, Lorcan Connolly SC (Instructed by State Solicitor, Aisling Casey), the woman said: “It is a very strange feeling to be attacked and in fear of your life knowing that you are powerless to stop it. It was almost a feeling of acceptance.

The woman said: “There is not a whole lot you can do when you are restrained the way I was. I remember thinking “okay, if this is going to happen I need to go quietly because as long as my son is sleeping he is some bit safe.”

She added: “I can honestly say that the last 18 months or so has left me damaged. From his countless extreme and bizarre lies, his cheating, manipulation, continual su***de threats to the attack, my mind has been just worn out and broken. I am on edge all the time.”

She said that Murphy had a “look of evil in his eyes the night he attacked me”.

The woman said: “Time will heal, but I am already fearful of Mr Murphy being released. I no longer feel safe or peaceful. The physical injuries have healed but mentally and emotionally I am exhausted.”

The two were in a relationship for seven years and have a son aged five.

The woman ended the relationship early last year after Mr Murphy’s cheating but by last September relations had improved and he was helping out with the care of their son.

Det Garda Collins said Murphy assaulted the woman at her home shortly after she rejected his advances for a kiss and to rekindle their relationship.

Murphy tied the woman’s hands with cable ties, but he released her about an hour and half late after he had calmed down and she persuaded him to undo the cable ties as they were hurting her.

The woman managed to raise the alarm through a text to a friend who in turn alerted the Gardai after Mr Murphy had taken his medication and had fallen asleep.

Det Garda Collins said that the woman believes that it was a premeditated attack.

She said that Murphy told her “in the kitchen after the ordeal that he had planned it but didn’t think it would go the way it did”.

At Garda interview, Murphy made full admissions to false imprisonment, tying the woman’s hands and hurting her.

Counsel for Mr Murphy, Pat Barriscale BL (instructed by solicitor, Daragh Hassett) said that Murphy did not disagree with any details in the woman’s witness statement and was deeply ashamed of his actions about someone he cared about deeply

In a report handed into court, Murphy said: “I hate what I did to her. I hate myself for it. I hate that I done that to a woman I care about. I will do anything I can to deal with this.”

He added: “It is not who I am. She didn’t deserve what happened to her.”

Mr Barriscale said that his client maintains his innocence concerning the r**e conviction from 1998.

In sentencing, Judge Comerford said that he wouldn’t add to the sentence because of the r**e offence as it is 30 years old, but it did limit the amount of time he could reduce the sentence by way of mitigation.

Mr Barriscale said his client did plead guilty at the earliest opportunity, has shown remorse and a willingness to engage in therapy.

Mr Barriscale said that his client has had a late diagnosis of bi-polar personality disorder and is prescribed medication to deal with it.

Mr Barriscale said that Mr Murphy “realises he has to pay a price and is anxious to get back to society when he can”.

Det Garda Collins said that Mr Murphy was mainly Co Tipperary based before the relationship and has three children from a previous relationship and has worked as a chef.

Search operation underway for young boy missing near Cliffs of Moher

A major search operation is underway after a young boy was reported missing near the Cliffs of Moher in county Clare.

The search has been underway since the report of the missing boy was initially made yesterday afternoon.

The boy was travelling with his family in the area when they became separated. Having searched for him, the family returned to the visitor centre and alerted authorities to what had happened.

According to RTE, the family are believed to have been holidaying in Ireland from abroad.

A Garda spokesperson said: ‘Gardaí, the RNLI, the Coast Guard and local search and rescue services are conducting a search operation in the vicinity of the Cliffs of Moher in County Clare following reports of a missing male juvenile on Tuesday afternoon, July 23rd, 2024. Searches have resumed this morning.

It is understood that the helicopter crew spotted what is believed to be body in the water at the base of the cliff and directed the Coast Guard boat to the area.
