SEAWALL VENDORS IN BREACH OF AGREEMENT WITH SEA DEFENSE BOARD.

"Fellow Guyanese,

Please see sample letter of the permit issued by the Sea and River Defense board, to vend on the Georgetown Seawall reserve.

Now, assess for yourself whether current occupants are in compliance with these provisions:

Vending Structure Design and Operation

1. The vending structure utilised must be mobile, aesthetically pleasing and modestly sized, not exceeding a plan area of 100ft

2. Acceptable structures include collapsible tents, vending trucks, vending carts and similar structures which can be easily transported. The vending structure and all amenities used for your business activities must be dismantled and removed from the sea defence reserve (daily), at the close of business.

2. No barricades must be erected or obstacles placed to obstruct the free movement of traffic and patrons on the sea wall, Sea Wall Road and embankment. Additionally, no storage of implements such as refrigerators, tarpaulin, boxes, crates and wooden pallets will be allowed around the vending structure. Any such unauthorized structures will be confiscated.

3. The vending structure and all amenities used must be positioned at a minimum offset distance of 15ft from the southern edge of the Sea Wall Road. No structures should be placed or erected on the Seawall Tarmac, sea wall apron or foreshore unless specifically authorised by the Sea and River Defence Department. Any unauthorised structures placed in these areas will be confiscated.

Restricted use of Trampolines and Similar Recreational Devices

4. You will be permitted to use only one (1) trampoline, bouncy castle or similar recreational device. This must be operated within your assigned section of the sea defence reserve. No storage of these devices will be allowed on any section of the Sea Defence Reserve, Sea Wall Tarmac or foreshore. No anchoring of such devices onto signboards, utility poles, benches or any other infrastructure or amenity installed by Government will be permitted.

Caution when Erecting and Transporting Structures

5. Due care should be taken when erecting structures and transporting materials and articles to prevent damages to the adjacent Sea Walls, Sea Wall Road and reserve embankment.

Cleanliness of Assigned Area

6. An adequately sized garbage receptacle, equipped for use with garbage bags must be installed adjacent to the vending structure to aid in the proper disposal of waste by patrons and customers. Additionally, the area being utilized must the cleaned and left in a tidy condition at the close of business (on a daily basis).
Adherence to Noise Generation Restrictions

7. Where sound and video equipment will be used, they should be operated such that the maximum permissible noise level as stipulated by the Environmental Protection Agency is not exceeded, thereby avoiding a noise nuisance.

Renewal of Approval

8. At the end of the period approved for your operations, you will be required to submit a request to the Sea Defence Board for consideration of an extension to this approval.

Your failure to strictly comply with the conditions outlined above will result in the annulment of this approval. Additionally, the Sea Defence Board reserves the right to review and revoke this approval for reasons considered justifiable.

Much has been written by a particular media house about the governmentโ€™s attendance, or more particularly non-attendance at meetings of the Parliamentary Public Accounts Committee (PAC).

One of particular note was given editorial prominence recently, with one author taking much liberty in drawing conclusions on the PPP/C Governmentโ€™s agenda and objectives in the PAC, but more so on the PPP/C Governmentโ€™s overall approach to accountability and transparency โ€“ conclusions that were grossly incorrect. Simple fact checks would have shown how incorrect they were โ€“ a point that must be stressed since editorial liberties in the absence of factchecking fuels the misinformation campaign that does a disservice to our people and country.

A comprehensive response to the allegations made both by Opposition members and the media have now been made necessary given the selective reflection of comments I have been invited to provided, on occasion, in response to the reports and statements by the PNCR-led APNU+AFC Coalition Parliamentarians who sit on the PAC.

First, most interesting is the Stabroek News editorial of March 26, 2023, which pointed its accusatory finger by saying: โ€œThe refusal on the part of the PPP/C to facilitate the investigation of government accounts under its own stewardship as opposed to the period when the other side was in office, is more than a refusal to afford the Opposition a potential avenue for criticism; it is to renege on a constitutional duty to the nation. And the nation includes the PPP/Cโ€™s own supporters, not just those of APNU+AFC and the independent voters. In other words, the PPP/C is behaving as if it is not accountable to anyone, and is entitled to do as it pleases. Whatever else this is, it is not in correspondence with a standard definition of democratic behaviour.โ€

In response, facts must answer and not the hyperbole of that editorial. It may be useful to analyse the records of the PAC in the 10th, 11th and 12th Parliaments as follows:

10th Parliament (32 months)
March 16, 2012 to November 3, 2014: 57 meetings held
No Government Ministers sat on the PAC.

11th Parliament (40 months)
September 9, 2015- August 6, 2018: 44 meetings held
2 Ministers โ€“Volda Lawrence and Valarie Patterson
Minister Lawrence was excused 12 times and Minister Patterson was excused 23 times.

12th Parliament (28 months)
December 28, 2020- March 6, 2023: 51 meetings held
2 Ministers- Minister Bishop Edghill and Minister Gail Teixeira
Both Ministers were excused eight times and absent twice.

It must be stressed that no meetings are held annually in the recess period August 10 to October 10, annually.

Further, from the records of the Parliament, more meetings of the PAC were held in the 12th Parliament over its 28 monthsโ€™ life than in the 40 monthsโ€™ life of the 11th Parliament. Two Ministers sat on the PAC in each Parliament and one set clearly had a higher rate of non-attendance than the other.

Secondly, the argument put forward that the amendment to the Standing Orders with regards to the quorum for the PAC is a PPP/C Government strategy to prevent the PAC from carrying out its mandate also does not hold water. In 2022, following the passage of Resolution #35 of April 13, 2022, the PAC met 13 times of the 25 times it met for the period ending on March 31, 2023.

It should not be taken lightly that the PAC in the 12th Parliament has a heavier agenda than both the 10th and 11th Parliaments; it had to finalize the work done in the 11th Parliament with regards to the PAC report on the combined 2015/2016 Annual Audited Reports, which was tabled and adopted in the National Assembly in 2022 as well as address the Annual Audited Reports of the years 2017, 2018, 2019 which were tabled at the end of 2020 due to the No Confidence Motion, the 14 months during which Guyana had no lawful government, the 2020 elections and the five month delay before the election results were declared. The PAC is, therefore, dealing with a backlog not of its making but due to circumstances beyond its control. The Annual Audited Reports for 2020 and 2021 have also been laid on time and are before the PAC.

Although a lot of work has been done with regards to the 2017/2018 combined report, due to the unavailability of documentation and non-attendance by a number of former Permanent Secretaries and former Regional Executive Officers, this report has not been concluded. These observations have repeatedly come up at each hearing of the 2017/2018 and now the 2019 reports. The examination of any audited reports requires not only the presence of accounting officers who held office in 2015-2020 but also their timely provision of documents and answers so that examination can be thorough in the national interest. Yet these facts have been ignored by the author of the editorial and other commentators.

Thirdly, the PAC has not reached the audited reports for the PPP/C Governmentโ€™s term of office yet. Therefore, the argument being peddled that the PPP/C MPs nor the PPPC government want to scrutinize these audited reports is bizarre. Why wouldnโ€™t the PPP/C MPs want to examine, inspect and dissect any audited report, but more especially the Auditor General Reports for the years 20172020 โ€“ a time when the APNU+AFC Coalition was in government ? These reports, so far, have been replete with revelations of violations of the Procurement Act and financial procedures?

Discerning minds would be credited in questioning why the Opposition MPs in the PAC wish to move with such haste through these years? Is it to push their โ€œdirty linenโ€ under the mat so the public would not know what they did with the taxpayersโ€™ monies during their tenure? Is the author of the editorial saying that the period of the APNU+AFC Coalition Government should not be subject to scrutiny by the PAC, the public and the media? One wonders if the author of the editorial wishes the public to ignore the fact that several former Ministers are before the court for acts of corruption and violation of the laws of the country? Isnโ€™t that also an aspect of accountability and transparency?

It must be pointed out that despite the COVID-19 pandemic, the PAC hearings have been open to the public and the media, via livestreaming which continues to date. The media is therefore privy to the scandalous revelations in these reports, but some seem uninterested or reluctant to cover this plethora of information, given the paucity of reporting on the matter. The fact that all the Audited Annual Reports, Special Audits and Special Performance Audit Reports have been published and laid in the National Assembly as well as posted on the website of the Office of the Auditor General means that any member of the public and media can scrutinize these with or without the PAC. One must ask what is stopping scrutiny of these records and solid investigative journalism?

Fourthly, the web of deception being woven with regards to the PPP/C in the PAC has also spread to include views on the functioning of the other Parliamentary Committees and again the blame is put on the PPPC Government MPs. Maybe these facts will help:

Special Select Committees

11th Parliament: 5

12th Parliament: 4

Parliamentary Management Committee (PMC)

11th Parliament: 7

12th Parliament: 7

Noteworthy is that at least eight meetings of the PMC in 2021 were convened and called off due to the lack of two โ€“ two quorum required by the Standing Orders due to the absence of the APNU+AFC MPs. When Opposition members accuse the PPP/C MPs of stymying the work of the PAC they are speaking out of guilt for what they did in the PMC for the years 2021 and part of 2022.

Finally, the Stabroek News editorial concludes that: โ€œAnd one of the main guardrails that we have against corruption is Parliamentโ€™s Public Accounts Committee. That the government is treating it with such contempt โ€“ and by extension all Guyanese citizens โ€’ is nothing short of a disgrace.โ€

I proffer that Constitution and laws of Guyana establish the anti-corruption framework and the checks and balances for transparency and accountability with oversight mechanisms of the Auditor Generalsโ€™ Office, the Public Accounts Committee, and other bodies. Also, since taking office in August 2020, a National Coordinating Committee (NCC) on Anti-Corruption has been established and involves a cross-section of government agencies and works on, not only ensuring that Guyana is compliant with its reporting obligations, but also on capacity building and maximizing on the synergies that exist among agencies. The NCC meets on a bi-monthly basis and 16 agencies are currently represented on the Committee. Also, an โ€˜Anti- Corruption Framework โ€“ Fact Sheet and Detailed Framework 2022โ€™ was published in 2022 to support the work being done to strengthen and improve transparency and accountability.

The โ€œdisgraceโ€ referred to is in those who used taxpayerโ€™s monies and government resources to enrich themselves in 2015-2020, while the public suffered without adequate supplies of drugs, medical and school supplies, poor services and shoddy public works, heavy taxation, closure of businesses, thousands losing their jobs including 7000 sugar workers, 1,972 Amerindian Community Service Officers (CSOs), and thousands fired from the public service.

In conclusion, I wish to emphasise that the PAC is examining the 2019 audited report, the year the APNUAFC government remained in office as a caretaker government and spent and behaved as if it had a mandate to do so. This is a national disgrace!

Transparency and accountability demand justice; the disgrace would be if nothing were done to correct this.

As we are aware of the most recent instigated attack on Guyana's Vice President Hon. Dr. Bharat Jagdeo by a Vice News reporter Ms. Isobel Yeung, we must put into consideration the Reasons for such attack and it's Intended Purpose.

REASONS:

Apart from the late Dr. Cheddi Jagan, Dr. Bharat Jagdeo a son of Guyana's soil is the second greatest "LEADER" of Guyana not only known by Guyanese but around the world and is respected by world leaders. Dr. Jagdeo came through the ranks of Guyana's political arena and through the trials and struggles to maintain Guyana's sovereignty and independence so that all Guyanese can have equal rights and justice and a bright future for generations to come. He fought against Nepotism and Corruption so that every citizen of this country can be equally represented and have their fair share of what his government has to offer. Apart from his patriotic qualities Dr. Jagdeo is a people's person who love and is loved by many of all ethnicities that made up our cultural diversities in our homeland Guyana.

THE INTENDED PURPOSE:

Guyana is considered one of the most wealthy countries around the world with its natural resources of Gold, Diamond, Timber, Rice, Sugar, Bauxite, Sand , Stones and now Oil also bearing in mind our rich Cultures and Eco-destinations.

A country of such need a leader with great values of Physical and Intellectual abilities to carefully monitor, manage and reserve its resources of which for sure the PNC don't have and so far Dr. Jagdeo is the only Fit and Proper person to do so also bearing in mind of his team of hard working and dedicated minister who is being groomed by him along the journey of his leadership.

Dr. Bharat Jagdeo is a major obstacle to corruption or in other words the PNC/R in Guyana and they are having sleepless nights trying to find ways to trap and destroy him like of recent using the famous Su and Vice News reporter Isobel Yeung as their propaganda machinery peddling corruption allegations against him but however bluntly failed.

NOW LET US TALK CORRUPTION

The PNC/R spent three and a half legal years in government and one and a half year illegally squatting in public offices and what are the legacies Guyana benefits today?!!!

1. Durban Park 800 million
2. Pig Pen in Linden 68 million
3. SLED in Region # 9, 90 million
4. Gold Bangle Gift 1 million
5. Major housing contracts awarded to Minister husband.
6. SLED programs around Guyana 600 million
7. Member of Parliament awarded major contracts.
8. GWI unaccounted for 98 million
9. Chung's Global still awaiting payment for credit work done on cleanup campaign but records showing 120 million paid but not to who and the list can go on.

Because of these and many more Dr. Jagdeo decided to return with forces battling in the March 2nd General and Regional Elections returning Guyana back to the hands of a competent government and saving our country from a future dictatorship of the PNC.

I now dare Vice News Isobel Yeung and her propagandists to come interview the APNU+AFC on these matters and then you will prove to me and Guyana that your act of intended defamition to the Vice President is not purposely instigated.

With this being said I call on Guyanese to stay resolute and stand strong in support of our Vice President a great leader.

CCTV footage shows Quindon Bacchus being chased by plainclothes police ranks moments before he was shot on Friday last.

Bacchus is standing beyond the parked vehicle. Police have said that the young man was at the time trying to sell a firearm to undercover police. They claimed that Bacchus fired at the policeman who was pursuing him and he (the policeman) returned fire, killing Bacchus.

School children ran for cover as several shots could be heard.

Lyfrey Alban aka 'Rodrigo' 24 a Miner/Farmer of Kaibarupai Village, North Pakaraimas was today charged with the possession of firearm and ammunition.

He appeared at the Mahdia Magistrate Court before Senior Magistrate Sunil Scarce.

The Defendant pleaded guilty to both charges and was sentenced to 4 years imprisonment. He was also fined $100,000 on each charge. The sentences to be run concurrently.

Mother loses son during Motherโ€™s Day outing

A mother has lost her 21-year-old son to drowning on Motherโ€™s Day after he went for a swim at a creek on the Linden-Soesdyke Highway.

Dead is Delong Jacobs, a painter of Litchfield, West Coast Berbice. The incident occurred at around 15:00h at Chanta Creek Linden-Soesdyke Highway.

Guyana Press were reliably informed that the young man went to the creek with a group of family members on an outing. It was reported that Jacob first changed his clothes, and went into the water without anyone knowing.

About 10 minutes later, his cousin said that she changed into her swimwear, and went into the water where she was there for a short period. The woman said while there, she felt something resembling that of a human body touching her feet and raised an alarm.

Upon checking, they discovered it was the body of the young man in the water. He was taken out of the water, and CPR was performed on him. During that time, family members said the man threw up water.

He was immediately rushed to the Diamond Hospital where he was pronounced dead on arrival. Police have since launched an investigation.

Two days after the Public Accounts Committee (PAC) of the Parliament of Guyana ordered that a criminal investigation be launched into a 2018 Contract that saw payments being made in full long before the project was completed, Dannie Ramdolar, the Civil Engineer, who was responsible for the project at the time, has not only apologised to the PAC but has asked that the decision to proceed with the criminal probe be reviewed.

The former government engineer formed part of a team from the Ministry of Home Affairs, which appeared before the PAC on Monday (April 25) at the Public Buildings, and was grilled on a number of findings featured in the Auditor General Reports of 2017 and 2018, among which was the issuance of full payment on a $4.6M contract for the renovation of a self-acting sluice at Western Section, Lusignan, long before the project was completed.

But though there were clear breaches, Ramdolar maintained that there was none. Given his failure to offer a satisfactory response, Members of Parliament, Juan Edghill and Ganesh Mahipaul recommended that the matter be handed over to the Guyana Police Force for the initiation of a criminal investigation.

Days later, in a letter addressed to the Chairman of the PAC, Jermaine Figueira, MP and its Members, Ramdolar apologized for his conduct, and asked that the Committeeโ€™s decision to proceed with a criminal investigation be reviewed.
โ€œI was out of order and there is no excuse for my action,โ€ the former government engineer wrote in the letter dated April 27.

According to Ramdolar, the matter has caused him undue stress and public embarrassment. โ€œโ€ฆafter a careful reflection I should have requested of the committee to afford me time to meet with the Auditor Generalโ€™s Office and Ministry of Home Affairs to review the paragraph upon which there are different information,โ€ he told the PAC in the letter.

Ramdolar further asked the PAC to review its decision to conduct a criminal investigation and allow him the opportunity to meet with the AGโ€™s office and Home Affairs Ministry to clarify the paragraph on the controversial move.
It is anticipated that during the next meeting of the PAC, Ramdolarโ€™s letter would be discussed in full and a decision made on the way forward.

Substance found in car with dead men tests negative for narcotics. Likely cyanide.

Various narcotics testing techniques within the scope of the Guyana Forensic Laboratory were conducted on the various rock-like substances recovered from the vehicle all came back negative for the presence of narcotics.

However, the Officials from the Guyana Forensic Laboratory have indicated to investigators that they suspect the substance may be *sodium cyanide* which is lethal to human beings in small quantities.

However, this suspicion cannot be confirmed by the officials because the laboratory doesn't possess the capability to do such testing.

As a consequence, the GPF will resort to sending the samples to an overseas laboratory for further testing.

Two men were found dead early Saturday morning in the Parking lot of the Mariott Hotel. Police found the bodies inside a car around 1am.

They have been identified as Richie Hansraj and Justin Texiera.

Richie Hansraj worked in the music industry while Justin Texiera worked at American Airlines.

Crime Sleuths are still investigating the incident, but Police are working on the theory of Murder/ su***de. It's unclear how long the bodies were at the scene before they were discovered.

WANTED MURDER SUSPECT NABBED AT KURU KURU.

Joshua Williams, the 19-year-old murder suspect for whom a Police Wanted Bulletin was issued earlier this month (on April 8) was today caught hiding out at Kuru Kururu, on the Soesdyke/Linden highway.

On April 8, 2022, a Police Wanted Bulletin was issued for Williams who was wanted for questioning in relation to an alleged murder committed on Joseph Davis, a 41-year-old miner of Swan, Soesdyke/Linden Highway.

The incident occurred on 28/03/2022 at the GPHC.

Guyana Press was informed that around 16:45 hrs today (Wednesday April 20, 2022), acting on information received, a party of policemen went to the home of the wanted suspects' father, a 41 year-old taxi driver of Kuru Kururu, Soesdyke/Linden Highway where the suspect was found hiding behind a chair in the living room. He was arrested for alleged murder, committed on Joseph Davis.

The suspect's father was also arrested for harboring a wanted fugitive since a wanted bulletin was issued for the suspect.

They were both escorted to the Timehri Police station where they were placed into custody.

WOMAN STABBED BY CHILDREN FATHER FOR A $1000.

19 year old Akeisha Osborne of Lot 76 Dr. Chares Scheme, Soesdyke, East Bank Demerara (EBD), was stabbed by her children's father after she would have taken $1000 from his pants pocket to buy something for her kids.

Guyana Press were told that the suspect who is currently on the run has since been identified as Jamol DaSilva 20, of Soesdyke Pump Station Road, EBD.

Melanie Sutherland who is the aunt of the Ms. Osborne told "GP News" that DaSilva doesn't live with her niece but however, she stated that he spent Monday night over by Osborne.
She said, Osborne and DaSilva have three (3) kid's together and he doesn't really give her anything for the kids. On Tuesday morning she took $1000 dollars from his pants pocket to buy something for the kids of which he asked her of which she acknowledged which led to DaSilva stabbing her. At the time of the incident she was laying down as he tried to stabbing her on other parts of her body but she defended herself by kicking up which caused her only being stabbed on her legs.

Osborne was taken to the hospital where she was treated and sent away where she is currently home recovering.

A police report was filed and the police are currently on the hunt for the suspect.

His Excellency Dr Irfaan Ali today said that there is now greater scope for Guyana and Zimbabwe to construct a practical framework to enhance bilateral cooperation in several areas of mutual interest.

He made this statement as he accepted the Letters of Commission from the Non-Resident Ambassador Extraordinary and Plenipotentiary of the Republic of Zimbabwe, His Excellency Ignatius Graham Mudzimba.
The accreditation ceremony took place at the Office of the President on Shiv Chanderpaul Drive.

President Ali was joined by the Minister of Foreign Affairs and International Cooperation, the Honourable Hugh Todd and the Permanent Secretary of the Ministry, Mrs Elisabeth Harper.

Guyana and Zimbabwe established diplomatic relations in June 1980.
