The City Constabulary Department of the Georgetown Mayor and City Council (M&CC) has been battling a staff shortage for years now, but Acting Chief Constable Virjanan Gafur said the department is continuing to do its best with the limited resources.

Overall, the constabulary has 113 staff members against a required strength of more than 200, and the problem is compounded when members go on vacation and sick leave.

Even so, Gafur maintained that the department has not given up, and that there’s a move by the City Council to recruit more workers.

The areas City Police Officers are required to patrol in keeping with their mandate falls within a 15 miles radius. The patrol area is bounded on the North by the Atlantic Ocean, on the West by the Demerara River, on the East by the Eastern side of Plantation Cummings Lodge, Houston and Rome, and on the South by the Southern boundary of Plantation Rome.

In an interview with the News Room on Wednesday at his City Hall office, Gafur said it’s imperative for the department to continue to function even with such great shortage of workers.

“It’s not an easy road, but we are making out. We can’t give up; we have to do our duties. And we will do our duties despite the shortage. We can’t just stay home and say, ‘we ain’t got nobody, leave the market like that.’ We have to work,” Gafur stated.

He is hoping that the move by the M&CC to advertise vacancies for the department on its page will yield some results.

“We are hoping to get some human resource and the system could improve. Hopefully we get the staff and put them out there as early as possible,” Gafur remarked.

Despite the situation, he said there has only been one break-in at the Bourda market for the year so far.

“We need more security. It’s very challenging. The ranks complaining but I keep motivating them telling them we can’t give up. We are going by God’s grace.”

The primary responsibility of the City Constabulary, established in 1837, is to maintain law and order within the jurisdiction of the Georgetown Municipality.

The Amaila Falls hydropower project has long been a topic of contention in Guyana’s politics, and it found itself yet again at the centre of an exchange in Parliament on Wednesday.

Minister of Public Works Juan Edghill and former Minister David Patterson both sought to address what each said were the facts surrounding the 165 megawatt (MW) project, with both sides offering different perspectives on its viability and the role of the Inter-American Development Bank (IDB).

Edghill, defending the project, cited a 2016 report commissioned by the then APNU+AFC government as evidence that the Amaila Falls initiative was sound, despite criticism from Patterson who held the portfolio as Infrastructure Minister at the time.

Edghill read from the report, highlighting that while the design aspects of the project warranted review, the report affirmed the project’s overall viability.

According to the findings, the project was deemed an “optimal solution” to meet Guyana’s growing electricity demands. The report recommended that preparations for the project be resumed, underlining its alignment with the Low Carbon Development Strategy (LCDS).

Edghill noted that Blackstone Group’s involvement, alongside a guarantee from the Government of Guyana, made it financially feasible.

However, Patterson, who has long been a critic of the project, refuted these claims. He accused the current administration of misleading the public, insisting that the IDB had never endorsed the project.

Patterson pointed to the findings of an IDB due diligence report, which he said concluded that the project was too risky to support. Patterson also claimed that the IDB had advised against moving forward with the project, warning of potential threats to Guyana’s fiscal stability. He went as far as to assert that the APNU+AFC government had “saved” the nation by shelving it, after being warned by the IDB that it was not in Guyana’s best interest.

Edghill rebuked Patterson’s stance, noting that the project had and continues to enjoy support.

The IDB, in 2010, approved a technical cooperation project to partially fund preparatory studies for the project, including an Environmental and Social Impact Assessment, a Hydrology Review, and an Off-Taker and Market Assessment.

Edghill also asserted that the project was a critical component of Guyana’s sustainable energy future. He suggested that Patterson and the APNU+AFC had consistently opposed transformational initiatives.

“They are against everything big and transformational,” the Public Works Minister said.

The Amaila Falls project has a long history, first identified in 1976 during a national survey of hydroelectric power potential in Guyana. It gained renewed attention in the early 2000s as part of Guyana’s broader effort to transition to cleaner, low-carbon energy sources.

Back in 2014, the Guyanese government allocated US$80 million from the Guyana-Norway partnership under the LCDS to fund the equity component of the project. Despite support from Norway and a positive 2016 study by the Norwegian government, the APNU+AFC coalition voted to shelve the project, citing concerns over its financing and sustainability.

Fast forward to 2020, when the Irfaan Ali-led government came to power. The current administration has reignited efforts to revive the Amaila Falls hydropower project, aiming to diversify the country’s energy mix and reduce its reliance on fossil fuels.

The project has not yet taken off though the current Irfaan Ali- led administration requested proposals for a Build-Own-Operate-Transfer (BOOT) model in 2023. However, the country’s Foreign Secretary, Robert Persaud told the La Jolla Energy Conference that the government will soon seek favouable proposals again, in hopes of getting hydropower in Guyana’s growing energy supply before the end of the decade.

The project is viewed as a key element of Guyana’s long-term energy strategy, despite ongoing political opposition and debates over its feasibility. Persaud had also noted that second hydropower venture is being seriously considered.

Guyana’s Under-17 Women’s National Team, the Junior Lady Jags, endured a frustrating start to their CONCACAF U17 Women’s Championship Qualifiers on Monday, succumbing to a 2-1 defeat against Cuba.

Playing at the Estadio Olímpico Félix Sánchez in Santo Domingo, Dominican Republic, Cuba’s Yaiselis López broke the deadlock in the 44th minute, capitalizing on a one-on-one opportunity against the Guyanese goalkeeper.

Guyana emerged from the interval with renewed vigor, and Alexaudria Chasles leveled the scores with a spectacular long-range volley in the 56th minute.

However, Cuban joy was short-lived as Aneilis Calvo restored their lead eight minutes later, converting from a set-piece situation.

The Junior Lady Jags will face Panama in their next fixture on Wednesday, January 29, at 20:00hrs local time at the same venue.

Drawn in Group C alongside Panama, Cuba, and the Turks and Caicos Islands, Guyana must either win their group or finish as one of the two best second-placed teams to progress to the next stage of the competition.

Anna Regina Secondary School won the CNOOC Petroleum Guyana Limited Guyana Table Tennis Association Ministry of Education National Schools’ Table Tennis Championships for Region Two.

The competition, recently held at the Queenstown Community Centre, saw schools from across the region participate in this inaugural event.

Following the successful Region Seven championships, the Region Two edition featured teams from 8th of May Secondary, Anna Regina Secondary, Abrams Zuil Secondary, Johanna Cecilia Secondary, and Queenstown Secondary.

The championships included competitions for Boys’ Under-15 Singles, Girls’ Under-18 Singles, and Team Championships for Under-18s.

The event proved popular, with many students registering to represent their schools.

The high level of competition and camaraderie demonstrated the growing appetite for table tennis in the region and has paved the way for future coaching and development programmes for both students and teachers/coaches.

This nationwide championship is a collaborative effort between CNOOC Petroleum Guyana Limited, the Guyana Table Tennis Association (GTTA), and the Ministry of Education. The initiative aims to:

Provide a platform for emerging table tennis talent.

Re-establish the Schools’ Championships as a key part of the GTTA’s development strategy.

Develop a structured framework for school competitions, including leagues, regional events, training camps, and links to clubs and regional hubs.

Create a talent identification and development system to enhance the sport’s profile, performance, and sustainability at both national and international levels

Guyana’s Matthew Nandu had a rousing start to his career, scoring a century on first-class debut and almost repeating the feat on List A debut, in 2023.

He then suffered a slump in form but is rising again, having topped the run-charts for Guyana in the 2024 Super 50 competition, with 260 runs in six innings at an average of 43.33.

The 21-year-old has now been appointed Guyana’s vice-captain as they prepare to defend their four-day title in the West Indies Championship, which will kick off on January 29.

Guyana will open their campaign against Barbados at Providence. Nandu has fond memories of his 126, spanning over eight hours, against the same opposition on debut in North Sound almost two years ago.

“Before making my debut I was nervous but after I got a hundred it was a special feeling,” Nandu recalled, speaking to ESPNcricinfo during a camp at the Super Kings Academy in Chennai in December 2024.

“Yes, not many people can say that they have a hundred on debut, but I think we can now leave that behind and keep moving forward. “I don’t want to look back at the past, I want to continue looking at tomorrow and what it brings.”

Nandu prepared for West Indies’ domestic season by facing a variety of spinners on a variety of surfaces, including black and red, in Chennai. He hopes he can incorporate the Chennai lessons against spinners in the Caribbean.

“I’ve been able to figure out ways to score off the spinners in the middle, especially against left-arm spin, and the coaches have given me some good pointers,” Nandu says. “I think what the coaches have passed on over this past week and a half, it’s been very helpful towards my game.

I came here with an open mind, looking to learn as much as I possibly can and try and incorporate as much as I can towards my game. So, when I get the time to go back home and put in the work, I’ll definitely focus on the things that I learnt here and try and make it more consistent towards my game.”

While Guyana continues to produce new heroes – Shamar Joseph is the latest poster boy of the region – cricket isn’t as popular in Canada, where Nandu grew up. Nandu played a number of sports, including baseball, basketball and ice hockey, when he was young, but he was always hooked to cricket, which is in his blood.

Matthew is the son of Arjune, the former West Indies Under-19s and Guyana legspinner, who played four first-class matches before he moved to Canada. His uncle Richard Jodah has also represented Guyana in youth cricket.

During the off-season in Canada, Nandu used to travel to Guyana and went onto emulate his father by playing for both West Indies Under-19s and Guyana. Against Papua New Guinea in the 2022 Under-19 World Cup at Diego Martin in Trinidad, he made 128 off 134 balls to go with two wickets with the ball.

“I’ve had my dad work with me since I was a kid, so he’s played a big part in my journey as well; I’ve had the support from my mom and my brother and my uncle as well,” Nandu says.

“I’ve been working hard towards my game since I was about nine-ten years old, fell in love with the game and found my way in Guyana, playing trials and stuff like that to get to the next level, so just looking to continue moving forward and taking one game and one opportunity at a time.”

While these are still early days in his first-class career, Nandu has displayed stickability, which was the calling card of his hero and Guyanese great Shivnarine Chanderpaul.

Nandu also idolises current West Indies ODI captain Shai Hope, who had handed out his maiden CPL cap at Guyana Amazon Warriors.

“He’s not playing now but I looked up to Shiv Chanderpaul growing up,” Nandu says. “I think right now, it’s Shai Hope – the way he goes about his game and his mannerisms on and off the field. I feel special that Shai was the one who gave me the [CPL] cap and hopefully I’m looking forward to that happening in the future.

“Shai was very open. He always wanted to share his knowledge with me, and I tried to work as much as I could with him, to learn as much as I can. And he was always open to share his experiences, and I took that with both arms.”

You can be fairly certain Nandu wasn’t talking about getting another cap from Hope for any other team in domestic or franchise cricket.

“Well, yeah, it [playing for West Indies] is the ultimate goal, but I think it’s one thing, getting to the level is one thing…but staying there and performing every game is another thing,” he says. “So, it comes more so with the mindset and working on that every day, every game. Just want to continue to have that right mindset.” (ESPNcricinfo)

In observation of the holy month of Ramadan, Guyana’s second Ramadan Village will be launched on February 27, 2025 and is anticipated to be larger with diaspora participation.

Ramadan is a month of prayer, reflection and fasting for Muslims across the world. It is expected to commence on March 1, 2025. The village will be opened to the public from the first day of fasting.

So, the National Ramadan Village will be launched on Thursday, February 27, 2025 at 17: 00 hrs on the lawns of the Muslim Youth Organisation (MYO), Woolford Avenue.

Thereafter, prayers, reflection and education will be facilitated every weekend – Fridays to Sundays- during the sacred month from 16: 00 hrs 22: 00 hrs.

Iftar and dinner will also be offered.

At a press conference on Wednesday, Director of the Central Islamic Organisation of Guyana (CIOG), Shaikh Moeen ul-Hack said this year, reciters from India and Nigeria are also expected to participate.

They will add to the presentations that will be delivered by Islamic scholars.

“The village uniqueness and calming and spiritual lure will again offer a different environment to observe the Holy Month of Ramadan.

“It will again offer a fresh and innovative environment to observe the holy month of Ramadan. It establishment with continue to provide a wonderful opportunity for Guyanese to experience the spiritual ambiance of Ramadan and families to gather ad share with others for the breaking of fast,” Shaikh ul-Hack said.

In 2024, the inaugural National Ramadan Village attracted about 20,000 persons and 20 booths. So far for this year, 25 booths are expected with the numbers likely to increase.

And to allow persons from the diaspora to participate, an Islamic tour has been arranged through the Guyana Tourism Authority.

“The organizing committee expects that visits and participation in 2025 will surpass the 2024 numbers, both from Guyanese of diverse backgrounds across the country and overseas visitors,” Shaikh ul-Hack said.

Other activities will be featured at the event include the display of booths along with local and international cuisine, teaching of Islam, literature and fashion.

President of the Guyana Islamic Trust, Shaikh Abdool Aleem Rahim encourage all Muslims and beyond to experience the village and what Islam has to offer.

“We have built upon the experience of the last year.

“The idea here is not to replace the Masjids…This is an added facility that offers a social environment that is conducive to Muslim families and families in a whole to spend time, congregate, listen to informative presentations, be motivated and also have other opportunities to be in such an environment,” Shaikh Rahim said.

The National Ramadan Village is an effort between Central Islamic Organisation of Guyana (CIOG), the Guyana Islamic Trust, and the Muslim Youth Organisation of Guyana (MYO) in collaboration with the Government of Guyana.

In a fiery exchange during Wednesday’s budget debate, Minister of Local Government and Regional Development Sonia Parag, and Opposition Parliamentarian Ganesh Mahipaul clashed over subventions for Neighbourhood Democratic Councils (NDCs) and municipalities.

The debate, which saw the two MPs trading barbs on the government’s handling of local organisations’ funding, saw heckling in the Chamber reaching disturbing proportions that forced the Speaker to interrupt the presentation of Parag to restore order.

Mahipaul, representing the APNU+AFC opposition, accused the PPP/C government of failing to meet its promises to increase subventions to NDCs and municipalities. He argued that these crucial grants had not seen the expected increases under the current administration, leaving local governments struggling to provide for their communities.

But Parag swiftly rebuffed these claims.

“When you come in equity, come with clean hands,” Parag stated, accusing Mahipaul of hypocrisy, as she highlighted the opposition’s previous failures to deliver on their promises.

The Minister noted that under the PPP/C government, NDCs—regardless of whether they were under APNU control—received grants every year since 2021.

In fact, Parag revealed that these grants had ranged from four to five million dollars annually, with a total of $2.8 billion allocated under the subvention programme this year alone. She assured the House that the government would continue to ensure that these funds were properly used to enhance local development.

On the other hand, Mahipaul stood firm in his criticism, arguing that since the previous APNU+AFC coalition had left office in 2020, there have been no changes to the subventions for NDCs and municipalities.

“We left the subvention at $5 million for NDCs and $18 million for municipalities, with Georgetown receiving $30 million in addition to the Georgetown Restoration Programme,” he pointed out.

Additionally, Mahipaul lamented that under the current administration, Georgetown had deteriorated, describing the city as “back to being garbage city.”

In a bold statement, Mahipaul declared that should the APNU+AFC return to power, they would double the subventions. “We did it before, and we will do it again,” he confidently asserted.

Parag, however, was not impressed by Mahipaul’s promises. Holding up a 2015 APNU+AFC manifesto, she reminded the House of the opposition’s past failures to follow through on their pledges.

“You failed then, and you will fail again,” Parag warned, accusing Mahipaul of recycling unfulfilled promises.

Police are investigating a fatal mining accident that occurred on Tuesday at Thomas Island, located along the Puruni River in Region #7.

The incident resulted in the death of 70-year-old Emanuel Jeffrey, a miner from Parika, East Bank Essequibo.

Preliminary findings indicate that Mr. Jeffrey was operating a four-inch land dredge at the time of the incident. He was working alongside two colleagues at the site, located in a pit measuring 15 feet in width, 10 feet in length, and 8 feet in depth.

While engaged in mining activities, the eastern side of the pit collapsed, causing soil to rush in and completely bury Mr. Jeffrey.

His colleagues worked swiftly to excavate the area, and after about an hour of searching, they managed to retrieve him. He was immediately transported to Bartica Hospital, but despite efforts to save him, he was pronounced dead by Dr. Benjamin.

Mr. Jeffrey’s body has been taken to the Bartica Hospital mortuary, where it is awaiting a post-mortem examination.

Investigations into the cause of the accident are ongoing.

Attorney General Anil Nandlall has accused the opposition APNU+AFC of deliberately trying to delay the 2025 elections by focusing on the issue of biometrics.

Nandlall, in his Tuesday night commentary, said he believes the opposition is using the absence of biometrics as a smokescreen to undermine the electoral process, despite the fact that Guyana already has a robust biometric system in place.

“We already have biometrics—fingerprints, photographs, and distinguishing marks—recorded and integrated into our voter registration process,” Nandlall said, dismissing claims that the absence of biometrics would affect the credibility of the election results.

“These are the essential tools for preventing fraudulent voting and ensuring that only eligible individuals participate.”

The Attorney General highlighted that the biometric data collected from registered voters forms part of a comprehensive and secure system that includes multiple safeguards.

He explained that the system is designed to protect against impersonation at the polls.

“We have several mechanisms in place to ensure the integrity of the vote, including biometric data, which is already being utilised effectively,” Nandlall added.

“The claims from the opposition are part of a longstanding strategy to discredit the system when they realise they cannot win a fair election.”

Nandlall pointed out that this is not the first time the opposition has used similar tactics. He reminded the public of the 1997 elections when the opposition, after initially advocating for a national ID card as a requirement to vote, later challenged the use of the very ID card they had called for.

“When they lose, they now have a basis to tell their supporters that the system was flawed. This has been their strategy for decades,” he remarked.

The Attorney General also took issue with the opposition’s accusations, stating that their focus on biometrics is less about improving the electoral process and more about delaying the elections. He emphasized that the current system is in line with the Constitution and that the opposition’s claims are politically motivated.

“When they realise they cannot secure the majority of voters, they shift the focus to attacking GECOM and the electoral process,” he said.
