The Financial Division of the Accra High Court has ordered the Office of the Special Prosecutor (OSP) to return seized property of former Minister of Sanitation and Water Resources Cecilia Abena Dapaah within seven days.

The Court says there was no justifiable basis for the seizure of the property as the OSP entered the act wrongly.

The Court also found the OSP as having no reasonable grounds to freeze the bank accounts of the former Bantama Member of Parliament (MP).

It said the action by the OSP was borne out of speculation and reaction to public sentiments, thus undertaking poor investigations subsequently.

The ruling was given on Thursday, August 31.

A Security Expert, Colonel Festus Aboagye (Rtd), has analyzed the causes of rampant coups in Africa.

He stated that presidents of African countries that are toying with democracy, changing constitutions, entrenching themselves in power, repressing the opposition, and suppressing public participation of popular politics are giving rise to coups in their countries.

Speaking on the GhanaTonight Show on TV3 on Wednesday, August 30, in connection with the coup in Gabon, he said “My line of argument has always been that there are triggers for every event in life including coups. So when those triggers and those structural and proximate factors are present in any country then the likelihood of coups.

“It is not a question of whether it is possible but it is a question of when. So all the signs have been there in the case of Gabon as well as some other African countries that are toying with democracy, changing constitutions, entrenching themselves in power, repressing the opposition, and suppressing the public participation of popular participation in politics.”

Army officers have appeared on national television in Gabon to say they have taken power.

They said they were annulling the results of Saturday’s election, in which President Ali Bongo was declared the winner.

The electoral commission said Mr Bongo had won just under two-thirds of the votes in an election the opposition argued was fraudulent.

His overthrow would end his family’s 53-year hold on power in Gabon.

Gabon is one of Africa’s major oil producers, while nearly 90% of the country is covered by forests.

Twelve soldiers appeared on television early on Wednesday morning, announcing they were cancelling the results of the election and dissolving “all the institutions of the republic”.

They added that the country’s borders had been closed “until further notice”.

If confirmed, this would be the eighth coup in former French colonies in Africa in the past three years.

However, most of the others have been further north, in the Sahel region where an Islamist insurgency has led to rising complaints that the democratically elected governments were failing to protect the civilian populations.

The soldiers said they were from the Committee of Transition and the Restoration of Institutions and represent security and defence forces in the country.

One of the soldiers said on TV channel Gabon 24: “We have decided to defend peace by putting an end to the current regime.”

This, he added, was down to “irresponsible, unpredictable governance resulting in a continuing deterioration in social cohesion that risks leading the country into chaos”.

Gabon’s president has called on “friends all over the world” to “make noise” over the coup in Gabon, in a clip that’s been circulating on social media.

Sitting in what he says is his residence – in a grand room complete with wood-panelled walls, ornate carpets and leather-bound books – Ali Bongo says: “My son is somewhere, my wife is in another place.

“Nothing is happening. I don’t know what is going on.”

He again urges his “friends” to speak up, before thanking them.

A communications company that was working for the presidency during the election has been in contact with the BBC to confirm the authenticity of the footage. It has been asked by Bongo’s office to circulate the video.

Notably, Bongo speaks in English. The official language of Gabon – a former French territory, from which it gained independence in 1960 – is French.

The Accra Regional Police Command of the Ghana Police Service has secured an injunction against the Minority over disagreements with the route for Tuesday’s demonstration.

The Minority had planned to storm the Bank of Ghana (BoG) on Tuesday, September 5 to intensify calls for the Governor, Dr Ernest Yedu Addison, and his two deputies to resign.

Dubbed ‘Occupy BoG’, the protest march was to start at Parliament House and end up at the headquarters of the Central Bank.

But police had written to the Minority Leader, Dr Cassiel Ato Forson, asking for a revision of the routes, insisting the headquarters of the BoG is a security zone.

“Following the security assessment, on 23rd August, 2023, the Command engaged the organisers and assured them that the Police are ready to provide them the needed security to exercise their constitutional right to demonstrate,” the Accra Regional Command said in a news release issued by Head of the Public Affairs Unit, SP Juliana Obeng.

“However, Police drew their attention to the fact that using their selected routes may endanger public order and public safety among others.”

The Minority Leader on Monday, August 28 wrote back to the Command to insist on the routes for the procession.

“I write to reject your proposed route for the OccupyBoG demonstration planned for 5th September 2023,” the Ajumako-Enyan-Essiam Member of Parliament (MP) wrote.

“The proposal in your 22nd August 2023 letter was an option discussed with us when my delegation met with you.

“Your attempt to deny us an opportunity to terminate our OccupyBoGproetst at the Headquarters of the Bank of Ghana on the pretext that it is a security zone is untenable, troubling, and unwholesome for the Ghana Police Service motto of Service and Integrity,” he stated in his letter.

But before the dust settles on this, the police have secured a High Court’s injunction against the march.

The injunction was secured by Superintendent of Police (SP) Isaac Yeboah on Wednesday, August 30 against Dr Ato Forson, Deputy Minority Leader Emmanuel Armah-Kofi Buah, Masawudu Mahamah, Bernard Mornah and Rex Omar, all with Arise Ghana, who pledged to be part of the protest.

The Court is to move hearing on the case on Monday, September 4.

The founder of the now-defunct United Progressive Party (UPP), Akwasi Addai Odike, says he feels vindicated following the destoolment of four chiefs by the Asantehene, Otumfuo Osei Tutu II, over various breaches.

In August 2022, Odike was banished from Kumasi by the Ashanti Traditional Council due to comments he made alleging the involvement or condoning of illegal mining activities by some chiefs.

In an exclusive interview with Citi News, Odike affirmed that the recent actions taken by the Otumfuo validate his previous remarks.

“Today, Otumfuo Osei Tutu’s actions buttress my initial assertion that it is the chiefs who are being used to destroy our environment through land degradation and water pollution. And at that time they misconstrued my claims but when Otumfuo came from his visit he has destooled some of his chiefs… because of their direct involvement in galamsey activities. Now the truth always stands and whenever you hear Odike talking, it is about the truth. It is about the security of this nation, it is about the future of our people.”

“Of course, I feel vindicated, and I am happy because they nearly killed me in my office in Kumasi, and it was all over, CNN captured everything. And today if I were to be in my grave it is exactly one year but the almighty God who always fought for goodness sent unseen forces to protect me. You see the leadership of this country is not only political, and religious leadership. Political leadership and the chieftaincy leadership have failed this country.”

“If not all of them are involved in these nefarious activities and bedevilling this country, they have sat aloof and unconcerned for criminals in this country to operate hence the kind of suffering we’re experiencing.”

He emphasized that he owes no one an apology and asserted his intention to make a triumphant entry into Kumasi in the upcoming days.

The General Secretary of the New Patriotic Party (NPP), Justin Kodua Frimpong, has replied former President and National Democratic Congress (NDC) flagbearer, John Dramani Mahama, for his comment regarding the violence that unfolded during NPP’s Super Delegates Conference.

The NPP’s campaign coordinator for Alan Kyerematen had allegedly been subjected to assault by delegates in the North East region after he protested against perceived election irregularities during the event.

Former President Mahama reacting to the development said; “It would appear that violence has become the new normal for the NPP in any electoral contest they are involved in.”

However, Mr. Frimpong in an interview on Asempa FM’s Ekosii Sen, Monday, expressed his shock at Mr Mahama’s statement, emphasizing that it lacked truthful representation of the situation.

To him, Mr Mahama was not being honest with himself.

“Mahama knows that the NDC is the most violent party,” Mr Frimpong said, questioning Mr Mahama’s credibility in discussing NPP’s supposed violence.

He said Mr Mahama was mistaken to make such allegations.

“We understand the pursuit of power, but it’s crucial to communicate in a manner that upholds truthfulness, not by referencing actions your own party has faced accusations of,” Mr. Frimpong stated, suggesting that Mahama’s remarks lacked authenticity.

Mr. Frimpong pointed out that there had been instances of violence associated with Mr Mahama’s own supporters, which had not been condemned by him. Instead, Mahama chose to focus on criticizing the NPP.

“Desperation might be clouding your judgment, but when you speak, ensure your words can’t be turned against you. Don’t highlight actions that your own party has been accused of engaging in,” Mr. Frimpong said, insinuating that Mahama was selective in his condemnation.

He stated that Mahama’s claim of NDC being less violent during elections did not align with reality.

According to Mr. Frimpong, instances of violence within NDC’s internal elections far outnumbered those in other political parties, rendering Mahama’s assertion inaccurate.

Director of Legal Affairs for the National Democratic Congress (NDC) Godwin Edudzi Tamakloe says the party’s Legal Directorate will consider exploring legal means to challenge the legality of the Electoral Commission’s decision to hold the upcoming limited voter registration at its district offices.

The Commission last week announced the commencement of a limited voter registration for eligible Ghanaians who turned 18 years after the 2020 registration exercise and other eligible voters from September 12, 2023, to October 2, 2023.

The NDC argues that if the EC is allowed to go by its plans, most of the new voters will be disenfranchised.

Mr. Tamakloe says his team will challenge the legality of the exercise.

“The EC is applying the same law to only limit the registration to the district offices. We will explore all the available legal channels to ensure that we will get an outcome that will allow the elections to be more decentralized. We want to ensure that all our MPs are duly protected within the confines of our law, and we will definitely do that,” the Director of Legal Affairs for the NDC said.

Seven political parties in the country on August 21 were unhappy with the decision by the Electoral Commission (EC) to restrict the upcoming voter registration exercise to its district offices.

According to the political parties, such a move would disenfranchise a number of Ghanaians who have attained the voting age.

They want the commission to instead open up the process for the exercise to be conducted at the electoral areas.

The seven political parties have thus promised not to rest until the EC registers every eligible Ghanaian who has attained the voting age.

According to the Chairperson of the EC, Jean Mensa, the exercise would be held at all the 268 district offices of the EC across the country.

Resumption of construction works on the halted PTC Interchange in Takoradi will commence by the end of September this year.

This will be a great relief to commuters whose daily activities have been heavily impacted due to the stall in the construction of the interchange.

The resumption date came to the fore following a response to a question on the project by a worried resident of Amanful West, from the Member of Parliament for Takoradi Kwabena Okyere Darko Mensah at a community engagement.

“The halt in the project is a great source of worry to me as well because I also use it. I know how significant it is considering how close it is to the Central Business District of Takoradi and also in terms of vehicular flow. Ever since the project was stopped we have been in constant engagements with the financiers and relevant stakeholders. Some agreements have been reached and work will resume before September ends.”

Kwabena Okyere Darko Mensah, who is also the regional minister, has started a series of community engagements aimed for him to get closer to his constituents.

He will use the engagements to “get to know the challenges confronting his constituents and together devise strategies to help address them”.

One of such engagements led him to Amanful West, where several residents also expressed similar sentiments about the delay in the construction of the interchange.

“We have been able to complete 83 percent of the works on the interchange and as you can see not much is left. So we will definitely complete it,” he assured

The three-tier PTC Interchange was originally a 30-month project for which work was scheduled for completion in July this year.

It is being financed through the Master Project Support Agreement between Ghana and the Chinese government undertaken by the Sinohydro Corporation under a barter trade agreement.

However the project had to be suspended in January this year due to a general announcement by the Finance Ministry that some projects may be reprioritized, which announcement, was said to have been misunderstood by the Chinese contractors

Participants at the community engagement are only hopeful that the minister’s assurance will be fulfilled.

President Nana Addo Dankwa Akufo-Addo has launched Phase Two of government’s flagship programme “Planting for Food and Jobs.”

The event took place on Monday, August 28, at the University for Development Studies, in Tamale.

Targeted at building on the successes of the initial programme, the second phase of the programme is a five-year master plan for the transformation of agriculture in Ghana with focus on modernisation through the development of a selected commodity value chain and active private sector participation.

Speaking at the launch, President Akufo-Addo stated that the second phase, by design, “takes a holistic view and places greater emphasis on value chain approaches by focusing on strengthening linkages between actors along eleven selected agricultural commodity value chains broadly categorised into grains, roots and tuber, vegetables and poultry.”

He added that Phase Two of the Programme also seeks to improve service delivery to maximise impact, and substitutes direct input subsidy with smart agricultural financial support in the form of comprehensive input credit, with provision for in-kind payment.

The President disclosed further that key elements of the new phase also include an input credit system that provides farmers with access to inputs such as seeds, fertilizers and pesticides and other support services for improving productivity and yield as well as storage infrastructure and logistic hub to improve storage and distribution of produce to reduce post-harvest losses.

Additionally, it also includes off-taker arrangements/commodity trading to improve farmer access to markets which guarantees fair prices for crops; and a digitised platform for management, monitoring and coordination to improve efficiency and effectiveness of the programme.

“The impact of the Programme is expected to be in the area of job creation, with some one-point-two million (1.2 million) farmers to be enrolled in the first year. In the next four (4) years, the Programme is destined to record an annual average of two hundred and ten thousand (210,000) new farm-related jobs. This will exclude other jobs along the agricultural value chains estimated at an annual average of four hundred and twenty thousand over the same period,” President Akufo-Addo said.

It will be recalled that, On Wednesday, 19th April, 2017, President Akufo-Addo launched the maiden “Planting for Food and Jobs” programme at Goaso in the Ahafo region to represent government’s key initiative to modernise agriculture, improve production efficiency, achieve food security, and profitability for our farmers. It summarily targeted a significant increase in agricultural productivity and pursued a value-addition strategy, aimed at rapidly ramping up agro-processing and developing new and stable markets.

The President noted that, the successful implementation of the first phase has resulted in reaching over 2.7 million farmers and other value chain actors under the five modules, a relatively stable food security environment with food self-sufficiency in major food staples such as maize, cassava and yam and an increased agricultural sector growth rate from 2.7% in 2016 to an average of 6.3% from 2017 to 2021.

He continued that, as a result of this, “Government has, thus, been able to achieve the annual target of six percent (6%) of sector growth, set under the Malabo Declaration to which Ghana is a signatory, increased fertilizer application rate from eight kilogrammes per hectare (8 kg/ha) in 2016 to twenty-five kilogrammes per hectare (25 kg/ha) in 2022, an increased distribution of certified seeds from two thousand metric tons (2,000 MT) in 2016 to thirty-six thousand metric tons (36,000 MT) in 2022 and an increased private sector investment in the seed industry.”

The President was happy to disclose that, “a recent Summit, organised by the United Nations on the need to build country food systems in September 2021 in New York and at the AU Dakar II Summit in January 2022, underscored the need for the review of strategies for delivering solutions to challenges in the agricultural sector” as such “it is praise-worthy that Ghana has responded to the call to action at both Summits by rolling out the Second Phase of the PFJ Programme.”

“I continue to give you my pledge that farmers, food crop farmers, fish farmers and livestock farmers will all have the support and respect they deserve from my government. We need to raise agriculture to a higher plane to be able to improve on the quality of life for our people,” he assured”.

The campaign team of Kennedy Ohene Agyapong has clarified that his comment about a “showdown” with President Nana Akufo-Addo and Vice President Dr Mahamudu Bawumia during Saturday’s special delegates conference was not a threat.

Agyapong, who is a flagbearer hopeful in the New Patriotic Party was captured on video making a phone call where he said he would give a “showdown” to the President and Vice President after receiving information that his agents had been attacked in the North East Region.

His action raised concerns with the NPP promising to take disciplinary action against the Assin Central Member of Parliament, who came second in Saturday’s polls.

At a press conference, Agyapong’s campaign manager, Kwame Owusu, said that the expression “showdown” was only used to indicate that Agyapong would win the November 4 polls, regardless of any alleged intimidation against him.

“Whether or not the confrontation was directed towards the Vice President or not, are you concerned about the meaning of confrontation? Because I think the showdown is basically a decisive point of either a confrontation or a contest. In that regard, if it is addressed to the Vice president it only then meant that come November no matter what happens he is going to be a victor.”

“And so that is a showdown, a decisive confrontation and contest… It is not a threat, it is nothing for us to be worried about, it is just a simple language probably expressed in a different form,” he stated.

Owusu also said that Agyapong is willing to cooperate with the disciplinary process of the party.

Alan Kyerematen, a former Trade Minister and one of the leading contenders for the flagbearership of the New Patriotic Party (NPP), has expressed his gratitude to the delegates of the Special Electoral College for selecting him as one of the presidential aspirants to contest the November 4th primaries.

In a press statement dated Sunday, August 27, 2023, Kyerematen said he was grateful to God for His grace and mercy in guiding his path this far.

He also expressed his appreciation to the delegates for their confidence in him.

“I wish to use this opportunity to thank the Almighty God for His grace and mercy in guiding my path this far,” Kyerematen said.

“I would also like to express my profound appreciation to the Delegates of the Special Electoral College who voted for me in this initial selection process.”

Kyerematen also expressed his sorrow about the brutal assault on his polling agent in the North East Region.

He said the attack was an indelible blot on the integrity of the internal democratic process within the NPP.

“The A4P Campaign Coordination team is currently analysing the results of the Special Electoral College Election, and in the course of this week I will deliver a public broadcast on the way forward for my campaign,” Kyerematen said.

“I wish to reassure my teeming supporters, particularly those at the grassroot level that the battle is still the Lord’s, and that those who wait upon the Lord shall have their strength renewed.”

The NPP presidential primaries will be held on November 4, 2023.

The winner of the primaries will be the party’s flagbearer in the 2024 general elections.

Yaw Boateng, spokesperson for Francis Addai-Nimoh, a flagbearer hopeful of the New Patriotic Party (NPP), says he is confident that his boss will be one of the top five candidates in the party’s special delegates conference on Saturday, August 26, 2023.

Speaking in an interview on Eyewitness News on Citi FM in Accra on Friday, he said the team was very certain of their success even in the primaries in November, as they had adequately prepared and were ready for the contest.

“We as a team in Francis Addai-Nimoh’s camp are resolute in whatever that we are doing, and we know that at the end of the polls, our candidate will emerge as one of the five people to be selected by the party to go into the major election to elect the ultimate person to become the flagbearer of which we know it will be Francis Addai-Nimoh at the end of the day.”

“So we are very certain and prepared towards that and everything is working in our way,” Mr Boateng stated.
