Firstly, I’d like to wish everyone a very Happy New Year. I hope it’s one that brings health and happiness. On the final day of last year, I joined a large crowd at Wath Brow Hornets to see the remarkable Gary McKee complete his epic challenge of completing a marathon every single day of 2022. Gary, aka Marathon Man, raised over £1.3m for Macmillan and Hospice at Home West Cumbria. I can’t find the words to adequately do justice to such an unprecedented achievement of determination and endurance, but it should be a racing certainty that this monumental effort which has no parallel should be recognised at the highest level in future honours lists. I would also pay tribute to the unsung who have supported Gary, not least his family but his entire support team, notably Elwyn Evans and Amy Caddy who have supported every step of every marathon.
2023 is a year that will see huge change in local government as the final curtain falls for Copeland Borough Council, Allerdale Borough Council, Carlisle City Council, Eden District Council, South Lakeland District Council and Cumbria County Council. The two new councils of Cumberland and Westmorland and Furness are vested on 1st April.
This change is one I have long advocated, and I have no doubts whatsoever that over the long term it will lead to improved services and improved service delivery. It will get rid of duplication and remove the confusion for residents. All services will be provided and delivered by one council, in our case the new Cumberland Council.
There will be bumps in the road and you cannot underestimate the scale of the challenge in merging four authorities into one authority, putting together organisations that currently have different cultures, processes and working practices is a massive undertaking. £70.2m to fund Town Deals

After many years of Cumbrian councils dithering, delaying, and disagreeing the much-needed local government reorganisation in Cumbria has finally begun to take shape. Following the elections last month to the two new councils of Cumberland and Westmorland & Furness, which will replace the existing structure of County Council and six District councils, the new councils will operate in shadow form setting up the new authorities to officially take over on the 1st April 2023.
I am very proud of the part Copeland has played at the forefront of bringing about this change which, I believe, provides the platform that will deliver long term benefits for all residents and will be the vehicle that will drive the levelling up agenda.
The results of the election from a Conservative perspective were disappointing and I congratulate the Labour Party on a very successful election for them. They secured thirty of the forty-six seats on the new Cumberland Council putting them firmly in control of the council for its inaugural term of four years.
I would also offer my congratulation to Mark Fryer who has been elected Labour leader and will be the leader of the new council. I know Mark well and he will certainly bring the strong leadership that his group and the council requires. We may differ politically but, what we do share is a desire for Cumberland to succeed and deliver good outcomes for all our constituents. I certainly welcome his choice of councillors from Copeland who have been appointed to his cabinet: Emma Williamson and Bob Kelly, who both always strive to represent the best interests of their residents and will be assets to the new cabinet.
The new council will have some very big decisions to make early on, not least whether to implement the full LGR proposal and set up a Mayoral Combined Authority for Cumbria. An MCA will give Cumbria incr
