HRCC Seeks Dialogue with Protest Organizers to Safeguard Form 4 Exams

As tensions rise ahead of a planned nationwide protest on July 4, 2025, the Human Rights Consultative Committee (HRCC) has stepped in, calling for dialogue to prevent disruptions to the ongoing Form 4 national examinations.
In a letter signed by HRCC Board Chairperson Robert Mkwezalamba, the committee has formally requested a meeting with the protest organizers to seek an amicable solution that upholds both the right to protest and the students’ right to education.
The proposed meeting is scheduled for July 2, 2025, at 11:00 a.m.
The protests are being organized in response to the alleged assault of human rights activist Silvester Namiwa, who was reportedly attacked by unidentified thugs in full view of state security forces. In reaction, HRCC has joined calls for accountability, including demands for the dismissal of the Army and Police Chiefs and a full investigation into the incident.
However, with the national Form 4 examinations having begun on July 1, Mkwezalamba emphasized the need for a responsible approach that avoids jeopardizing students’ futures.
“We are not against citizens exercising their rights, but it is equally important to protect the integrity of national exams and ensure our learners are not caught in the crossfire,” said Mkwezalamba.
The HRCC now hopes that open dialogue with the organizers can lead to a peaceful resolution that respects both civic freedoms and educational priorities.
