ILIGAN CITY, August 3, 2024 - Media practitioners from Marawi City, Lanao del Sur, and Iligan City gathered here for a provincial-level roundtable discussion on election coverage, media safety, and the legal challenges faced by journalists in the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM).
The event, held from 8:00 AM to 12:00 noon, was spearheaded by Masiding Noor Yahya and organized by the Initiatives for Dialogue and Empowerment through Alternative Legal Services (IDEALS) in partnership with the Bangsamoro Press Corps (BPC).
Yahya, a veteran journalist who founded the weekly Philippine Muslim Today and The Ranao Star newspapers, is member of BPCโ Board of Directors and its concurrent coordinator for Lanao del Sur.
Founded in 2021 with over 100 members covering the region, BPC is headed by Ali G. Macabalang, a renowned Filipino veteran journalist.
This activity is part of IDEALS project, "Advancing Media Safety Policies, Legal Services, and Initiatives for Press Freedom in BARMM" (AMPLIFY BARMM).
The roundtable discussion, facilitated by Prof. Jahara Solaiman, emphasized the critical role of the media in ensuring transparency, informing the public, and providing unbiased coverage throughout the election process.
Participants identified several anticipated challenges, including misinformation, political pressure, and safety threats to journalists.
Gaphor M. Panimbang presented the overall strategic roadmap plan, which was the result of outcomes from a series of focus group discussions.
The preparation phases leading up to the 2025 elections include initial planning and strategy development from August to December 2023, capacity building and training from January to June 2024, pre-election coverage from July to December 2024, election day coverage from January to May 2025, and post-election analysis and reporting from June to July 2025.
During the initial planning and strategy phase, media organizations aim to develop a comprehensive coverage strategy, establish guidelines for verifying information, and create safety protocols for journalists.
Support needed includes collaboration with fact-checking organizations, legal advice on media rights and protections, and initial funding for training and resources.
In the capacity-building and training phase, workshops on election reporting and fact-checking will be conducted, technology and equipment will be acquired, and partnerships with local media and community organizations will be developed. Expertise from seasoned journalists and election specialists, funding for workshops and technology acquisition, and local partnerships are necessary for this phase. The pre-election coverage phase will focus on monitoring and reporting on pre-election activities, candidate platforms, and campaign developments while maintaining neutrality. Implementing strict editorial policies, enhancing security measures for journalists, and planning logistics for covering remote areas are key mitigation strategies. Support needed includes security training and resources, legal support to address threats and intimidation, and logistical support from local organizations and authorities.
On election day, media will provide live updates, report on voter turnout, and ensure accurate and timely information dissemination. Deploying well-trained field reporters with reliable communication tools, establishing a central command center for real-time coordination, and collaborating with law enforcement for on-ground safety are essential steps. Advanced communication tools, coordination with election officials and law enforcement, and emergency response plans and medical support are necessary.
Finally, in the post-election analysis and reporting phase, the media will ensure thorough and unbiased analysis, use data-driven reporting techniques, and engage with the community through public forums and discussions. Support needed includes access to election data and analytics tools, collaboration with independent analysts and researchers, and community engagement platforms.
The event concluded with calls for enhanced support systems, including security training, legal support, advanced communication tools, and collaboration with local and international advocacy groups. The BARMM media aims to play a pivotal role in the 2025 elections, promoting civic engagement and safeguarding press freedom amidst the anticipated challenges.
This initiative is part of their ongoing efforts to advance media safety policies, legal services, and press freedom in the BARMM region through the AMPLIFY BARMM project.
