Let's talk about women’s access to equality under the law.
In 27 sub-Saharan African countries, women are legally barred from performing the same jobs as men. Workplace protection and parental benefits in the region are also weaker than the global average. Equally, many sub-Saharan African countries do not have laws that prohibit or invalidate child or early marriage, criminalize domestic violence, or address sexual harassment. Yet some countries have improved over the previous decade. Since the first Women, Business, and the Law report in 2010, 31 out of the 47 sub-Saharan African countries have improved gender equality in their legal frameworks. Countries with considerable legal advancements include Democratic Republic of the Congo, Guinea, Mauritius, Rwanda, São Tomé and Príncipe, and Zambia (World Bank, 2018).

Property rights for women are still compromised in many sub-Saharan African countries. In eight countries, only husbands can legally administer marital property. In nine, married women may not have equal ownership rights, and female and male surviving spouses do not have equal inheritance rights.

Did you know that women have limited access to institutions?

Sub-Saharan Africa ranks sixth out of six groups for women’s ability to access institutions. The “access to institutions” indicator measures women’s legal ability to make their own choices and to transform their choices into economic outcomes. If laws prevent women from interacting with public authorities or with the private sector in the same way as men, then women’s economic activities will be limited, pushing them out of formality. For this indicator, sub-Saharan African countries outperform only Middle Eastern and North African countries (World Bank 2018).
Empowering women will enlighten them on how to overcome institutional barriers.

Did you know that social norms curtail women’s competitiveness?

Social norms such as traditional gender roles, reduce women’s competitiveness in the formal labour market. Gender roles that impose significantly larger burdens on women prevent them from joining the labour force. Moreover, if women do enter the labour force, they often need to look for flexible opportunities to maintain the “double shift” of work inside and outside the home.

Has any progress been made?
The answer is yes!
According to the Global Entrepreneurship Monitor (GEM, 2017), women’s entrepreneurial activity had raised by 10%, closing the gender gap by 5% since 2014. In the course of one year, 163 million women started businesses across 74 economies worldwide, while 111 million were running established businesses. Among the 63 economies surveyed in both the 2017 and the last report produced in 2015, GEM found that Total Entrepreneurial Activity (TEA) among women increased by 10%, and the gender gap (ratio of women to men participating in entrepreneurship) narrowed by 5%. These same economies indicated an 8% increase in women’s ownership of established businesses.

Access to funding is a real challenge for women globally and especially in Africa where women operate largely in the informal economy.

If women are given the same opportunity to access finances for their businesses as men, most of them will be able to grow their businesses and transition to the formal economy. According to the results obtained during a survey leading up to our report on Women Transitioning from the informal to the formal economy, our respondents were all unanimous (100%) on the fact that women remain in the informal factor because of factors related to financing- that if women were granted more access to finance, the percentage in the informal sector will be greatly reduced.

This time around, we will be looking at how women's empowerment can serve as a vector to bridge this gap.

The majority of women globally operate in the informal economy.

Here's why:

Reasons for women's informality stem from complex start-up procedures, legal impediments, women’s limited access to institutions, and limited access to credit among others. To reduce the gender gap and empower women towards taking up a more meaningful part in the formal economy, women need to have equal access to all institutions and instruments just like men- the legal ones inclusive. Women need to be schooled on legal instruments governing their businesses and why it is important for them to regularise their business.
This can be made possible with incentives that are good enough to encourage them to do so. From the results of our women transitioning report survey (a report published in January), 75% of our respondents said having some form of legal assistance will be very useful for women in small businesses who want to transition to the formal economy. If women are empowered with the right knowledge, this can be achieved.

Why women's empowerment?

Women play a vital role in society and will contribute a lot more should they be given the chance to do so.
Closing the 5% gender gap in entrepreneurship, eradicating poverty, and attaining the objectives of the Sustainable Development Goals for example is highly dependent on women’s ability to assume their full position in society.
If we much rally more support for women, we must make sure everyone understands concepts around gender-related issues from the same perspective. Women empowerment is one of those concepts that is heavily misconstrued in Africa.

Our intention during this event is for women and men to share their opinion on how far Africans have adapted to the concept of Women's empowerment and other related concepts like feminism and gender equality.

Women empowerment has since been perceived as a gateway to achieving gender equality at all levels- through the concept is perceived differently by varied schools of thought and scholars have over time proposed different models to facilitate the empowerment of women. A few years ago, the average African man translated the word women empowerment to mean teaching women to disrespect men/ their husbands. With time, this perception has gradually changed among the younger generation of men who are beginning to understand what women's empowerment could imply. However, there is still a greater percentage of men and even women who interchange women empowerment for feminism.

Initiating this discussion does not in any way mean all previous efforts at empowering women and the girl child have failed, on the contrary, these efforts have contributed greatly towards building a new breed of women, especially in Africa who increasingly work towards the realization of their goals. We believe that this additional perspective could help to enhance the process and ensure a new paradigm shift in the way women get involved in society, especially at the formal level.
