À plusieurs reprises au cours des 25 dernières années, la mouvance européenne centrée autour du personnage de Franck Biancheri a de facto fourni le terreau à l’anticipation correcte d’événements historiques majeurs : chute du Rideau de Fer, crise de la Commission, effondrement du dollar et crise systémique globale constituent les prédictions les plus frappantes de l’histoire (toujours en cours) de cette mouvance dont les caractéristiques très atypiques (contexte européen, structure en réseau, objectifs politiques, indépendance d’esprit…) laissent supposer qu’elles sont sans doute pour quelque chose dans ce « talent ».
En effet, si une anticipation correcte est le fruit du hasard, et qu’à deux, c’est de la chance, à trois en revanche, on peut commencer à espérer repérer des règles, des méthodes rationnelles.
Les travaux issus de cette mouvance, parmi lesquels les plus éloquents sont ceux fournis par le Laboratoire européen d’Anticipation Politique (LEAP), au travers de sa publication mensuelle le GEAB (GlobalEurope Anticipation Bulletin), ont peu à peu forcé le respect jusque dans les milieux universitaires, donnant naissance à une demande de formalisation méthodologique qui fait l’objet du présent manuel :
Qu’est-ce que l’anticipation politique (et que n’est-elle pas ?) ?
A quoi sert-elle? Quels sont ses outils, principes et règles de formulation ? Quelles en sont les limites ?

Sous les sarcasmes d’une planète média se délectant toujours des misères françaises, se cache en réalité un combat titanesque pour sauver l’euro et avec lui un certain modèle de construction européenne. D’un point de vue d’anticipation systémique, le combat est perdu d’avance : l’Europe que veut sauver E. Macron est dépassée. Mais après tout…

Dans les années 80, la France de Mitterrand a poussé pour la création de la monnaie commune en échange de la réunification allemande voulue par Kohl. Elle l’a certes obtenue mais pas complètement : tant que les dettes ne sont pas mutualisées, l’euro reste une monnaie incomplète, sans capacité d’émission monétaire vers l’extérieur, sans statut de vraie monnaie internationale. Après tout, nos amis Américains ne veulent pas d’un vrai challenger à leur dollar, alors gardons notre euro pour nos petites affaires entre Européens, l’heure de la grandeur de notre continent est derrière nous de toutes façons…

In 2024, the WHO estimated that 43% of adults worldwide were overweight, including 16% who were obese. In the United States, 23% of young people are obese. Obesity is rising sharply in sub-Saharan Africa and South-East Asia: +50% in 10 years[3].

In 2023, the global cost of care related to overweight and obesity is estimated at around 2,000 billion dollars per year. Until now, it has been a question of preventing China from overtaking the United States in terms of technology. In 2025, not only will the West realise that China has already overtaken it, but above all that it is not China but the whole of Asia that has overtaken it: not just in terms of growth rate, production capacity or the application of new technologies, but also in terms of capacity for innovation and leadership.

English is disappearing from language learning in Asia in favour of Chinese[1]; in ASEAN, Japanese car factories are being replaced by Chinese factories[2], strategies to bypass the Chinese production force via the ASEAN countries (China+1) are simply weaving China’s commercial and diplomatic network, which ASEAN so badly needs in order to build the factories and supply the raw materials to meet demand.
