In our next Space Café “Law Breakfast with Steven Freeland”, Host Steven Freeland, Emeritus Professor of International Law at Western Sydney University, Sydney, and Professorial Fellow at Bond University, Australia, and Co-Host Torsten Kriening, SpaceWatch.Global’s Publisher, will welcome Juliana Suess, Research Fellow at RUSI (Royal United Services Institut), and Marco Ferrazzani, Director of Internal Services at ESA, the European Space Agency.

Marco and Juliana will talk about a wide range of really interesting, highly timely, and relevant issues related to militarization and weaponization threats in space and the whole security framework that entails.

On Thursday, 2 May 2024, our Space Cafe “33 minutes with Dr Jessica West” focused on Russia vetoing the UN Security Council’s resolution to reaffirm the Outer Space Treaty’s ban on weapons of mass destruction in space crafted by the US and Japan. That veto was set in the same week that the Legal Subcommittee at UN COPUOS in Vienna had its 63rd session. In the meantime there were follow up conversations at the UN General Assemby.
Prof Freeland will talk with Torsten Kriening about the progress UN COPUOS made in the 63rd session. They also will discuss the challenges that UN COPUOS will face in the future.

Nukes in Space, a 2024 edition and an analysis of the Russian veto at the UN Security Council
Last week, Wednesday 24 April 2024, Russia vetoed the UN Security Council’s resolution to reaffirm the Outer Space Treaty’s ban on weapons of mass destruction in space crafted by the US and Japan. That veto was set in the same week that at UN COPUOS in Vienna the Legal Subcommittee had their 63th session.
Breaking Defense’ Theresa Hitchens quoted in an article about the situation our guest Dr Jessica West: “The resolution reflects an unprecedented escalation of the diplomatic standoff in the United Nations between the United States and Russia regarding arms control and security measures in outer space, which has been decades in the making,” Jessica West, of Canada’s Project Ploughshares, told Breaking Defense.
In this Space Cafe Geopolitics, Torsten will discuss with Jessica the lead up to the Security Council Resolution, how the vote unfolded, and the potential consequences. As we reported earlier, intelligence about a possible nuclear weapon threat in outer space was leaked in the lead up to the Munich Security Conference in 2024. Is this threat real, how is it affecting space diplomacy, and how can it be averted?
Dr Jessica West is a Senior Researcher at the Canadian peace research institute Project Ploughshares, where her work on space security brings her into regular contact with UN bodies and experts from around the world. She also served as the long-time editor of the Space Security Index report. Dr West holds a PhD in global governance and international security studies from the Balsillie School of International Affairs, which she earned by studying national strategies of resilience and threat containment.
