Senegal und Mauretanien könnten laut NJ Ayuk , Executive Chairman der Afrikanischen Energiekammer, als aufsteigende Sterne der Energieindustrie betrachtet werden. Nach den bedeutenden Offshore-Funden, die zwischen 2014 und 2017 in der Region gemacht wurden, wurde klar, dass die Region über massive Erdgasreserven verfügt: nicht weniger als 1,13 Billionen Kubikmeter nachgewiesene Reserven im Senegal und 28,3 Milliarden Kubikmeter in Mauretanien.

Es gab eine Zeit in nicht allzu ferner Vergangenheit, in der die Chancen Senegals und Mauretaniens, ihre reichen Ressourcen voll auszuschöpfen, nicht ganz sicher waren. Westliche Länder und Umweltorganisationen regten sich über die großen Öl- und Gasfunde in Afrika auf. Das allgemeine Argument lautete, dass die afrikanischen Länder ihre Ölvorkommen besser im Boden lassen sollten, damit sie nicht zu Treibhausgasemissionen und zur globalen Erwärmung beitragen. Internationale Ölgesellschaften (ICPs) und Investoren waren zunehmend zurückhaltend, wenn es darum ging, afrikanische Ölprojekte zu unterstützen.
