ਕੇਨੇਡਾ ਦੇ ਇੰਮੀਗਰੇਸ਼ਨ ਮੰਤਰੀ ਮਾਰਕ ਮਿਲਰ ਨੇ ਅੱਜ ਅਗਲੇ ਦੋ ਸਾਲਾਂ ਲਈ ਕੈਨੇਡਾ ਆਉਣ ਵਾਲੇ ਅੰਤਰਰਾਸ਼ਟਰੀ ਵਿਦਿਆਰਥੀਆਂ ਲਈ ਸਟੱਡੀ ਪਰਮਿਟ ਦੀ ਗਿਣਤੀ 35 ਫੀਸਦੀ ਤੱਕ ਘਟਾਉਣ ਦਾ ਐਲਾਨ ਕੀਤਾ ਹੈ। ਸਟੱਡੀ ਪਰਮਿਟ ਦੀ ਸੀਮਾ 3,64000 ਰੱਖੀ ਗਈ ਹੈ।
ਇਸ ਕਦਮ ਨਾਲ ਉਨ੍ਹਾਂ ਭਾਰਤੀ ਵਿਦਿਆਰਥੀਆਂ 'ਤੇ ਭਾਰੀ ਅਸਰ ਪੈਣ ਦੀ ਉਮੀਦ ਹੈ ਜੋ ਪੜ੍ਹਾਈ ਲਈ ਕੈਨੇਡਾ ਜਾਣ ਦੀ ਉਡੀਕ ਕਰ ਰਹੇ ਹਨ। ਕੈਨੇਡਾ ਵੱਲੋਂ 2022 ਵਿੱਚ ਰਿਕਾਰਡ 2,26540 ਭਾਰਤੀ ਵਿਦਿਆਰਥੀਆਂ ਨੂੰ ਸਟੱਡੀ ਪਰਮਿਟ ਜਾਰੀ ਕੀਤੇ ਗਏ ਸਨ।
ਮਿਲਰ ਨੇ ਘੋਸ਼ਣਾ ਕੀਤੀ ਕਿ 2024 ਅਤੇ 2025 ਦੌਰਾਨ ਹਰ ਸਾਲ ਸਿਰਫ 3, 64000 ਸਟੱਡੀ ਪਰਮਿਟ ਜਾਰੀ ਕੀਤੇ ਜਾਣਗੇ, ਟੀਵੀ ਚੈਨਲ CP24 ਰਿਪੋਰਟਾਂ। 2022 ਵਿੱਚ 800,000 ਤੋਂ ਵੱਧ ਅੰਤਰਰਾਸ਼ਟਰੀ ਵਿਦਿਆਰਥੀਆਂ ਨੂੰ ਅਸਥਾਈ ਸਟੱਡੀ ਵੀਜ਼ੇ ਜਾਰੀ ਕੀਤੇ ਗਏ ਸਨ। ਮਿਲਰ ਨੇ ਕਿਹਾ ਕਿ ਪਿਛਲੀ ਗਿਰਾਵਟ ਵਿੱਚ ਇਹ ਸੰਖਿਆ 2023 ਵਿੱਚ 900,000 ਤੱਕ ਪਹੁੰਚਣ ਲਈ ਟਰੈਕ ਕਰ ਰਹੀ ਸੀ। ਇਹ ਸਿਰਫ 10 ਸਾਲ ਪਹਿਲਾਂ ਦੀ ਗਿਣਤੀ ਤੋਂ ਤਿੰਨ ਗੁਣਾ ਵੱਧ ਹੈ।
ਮੰਤਰੀ ਨੇ ਘੋਸ਼ਣਾ ਕੀਤੀ ਕਿ ਨਵੇਂ ਉਪਾਅ ਪੋਸਟ ਗ੍ਰੈਜੂਏਸ਼ਨ ਦੀ ਪੜ੍ਹਾਈ ਨੂੰ ਪ੍ਰਭਾਵਤ ਨਹੀਂ ਕਰਨਗੇ ਅਤੇ ਕੈਨੇਡਾ ਵਿੱਚ ਪਹਿਲਾਂ ਤੋਂ ਹੀ ਅੰਤਰਰਾਸ਼ਟਰੀ ਵਿਦਿਆਰਥੀਆਂ 'ਤੇ ਕੋਈ ਪ੍ਰਭਾਵ ਨਹੀਂ ਪਵੇਗਾ। ਇੰਟਰਨੈਸ਼ਨਲ ਵਿਦਿਆਰਥੀਆਂ ਦੀ ਕਮੀ ਦਾ ਇੱਕ ਮੁੱਖ ਕਾਰਨ ਕੈਨੇਡਾ ਨੂੰ ਦਰਪੇਸ਼ ਰਿਹਾਇਸ਼ੀ ਸਮੱਸਿਆ ਹੈ।
ਇਮੀਗ੍ਰੇਸ਼ਨ ਮੰਤਰੀ ਨੇ ਘੋਸ਼ਣਾ ਕੀਤੀ, ਫੈਡਰਲ ਸਰਕਾਰ ਅਖੌਤੀ ਪਬਲਿਕ ਕਾਲਜ-ਪ੍ਰਾਈਵੇਟ ਪਾਰਟਨਰਸ਼ਿਪ ਦੇ ਤਹਿਤ ਪ੍ਰਦਾਨ ਕੀਤੇ ਪ੍ਰੋਗਰਾਮਾਂ ਤੋਂ ਗ੍ਰੈਜੂਏਟ ਹੋਣ ਵਾਲੇ ਅੰਤਰਰਾਸ਼ਟਰੀ ਵਿਦਿਆਰਥੀਆਂ ਨੂੰ ਪੋਸਟ ਗ੍ਰੈਜੂਏਟ ਵਰਕ ਪਰਮਿਟ ਜਾਰੀ ਕਰਨਾ ਬੰਦ ਕਰ ਦੇਵੇਗੀ। ਨਵੇਂ ਉਪਾਅ 1 ਸਤੰਬਰ, 2024 ਤੋਂ ਲਾਗੂ ਕੀਤੇ ਜਾਣਗੇ।
ਇਸ ਤੋਂ ਇਲਾਵਾ, ਜ਼ਿਆਦਾਤਰ ਅੰਤਰਰਾਸ਼ਟਰੀ ਵਿਦਿਆਰਥੀ ਜੋ ਗ੍ਰੈਜੂਏਟ ਸਕੂਲਾਂ ਜਾਂ ਕਿਸੇ ਪੇਸ਼ੇਵਰ ਪ੍ਰੋਗਰਾਮ ਜਿਵੇਂ ਕਿ ਦਵਾਈ ਜਾਂ ਕਾਨੂੰਨ ਵਿੱਚ ਨਹੀਂ ਪੜ੍ਹ ਰਹੇ ਹਨ, ਉਹਨਾਂ ਦੇ ਜੀਵਨ ਸਾਥੀ ਨੂੰ ਹੁਣ ਕੈਨੇਡਾ ਵਿੱਚ ਕੰਮ ਕਰਨ ਲਈ ਵਰਕ ਪਰਮਿਟ ਨਹੀਂ ਮਿਲੇਗਾ।
ਇਹ ਕਦਮ ਉਦੋਂ ਆਇਆ ਹੈ ਜਦੋਂ ਫੈਡਰਲ ਕੈਬਨਿਟ ਮਾਂਟਰੀਅਲ ਵਿੱਚ ਸੰਸਦ ਦੀ ਆਗਾਮੀ ਬੈਠਕ ਦੀ ਤਿਆਰੀ ਵਿੱਚ ਤਿੰਨ ਦਿਨਾਂ ਦੀ ਵਾਪਸੀ ਦੇ ਵਿਚਕਾਰ ਹੈ।
ਇਹ ਸ਼ਾਰਲੋਟਟਾਊਨ ਵਿੱਚ ਆਖਰੀ ਕੈਬਨਿਟ ਰੀਟਰੀਟ ਦੇ ਪੰਜ ਮਹੀਨਿਆਂ ਬਾਅਦ ਵੀ ਆਇਆ ਹੈ ਜਿੱਥੇ ਮਿਲਰ ਅਤੇ ਹਾਊਸਿੰਗ ਮੰਤਰੀ ਸੀਨ ਫਰੇਜ਼ਰ ਨੇ ਅੰਤਰਰਾਸ਼ਟਰੀ ਵਿਦਿਆਰਥੀ ਵੀਜ਼ਾ ਨੂੰ ਕੈਪਿੰਗ ਕਰਨ ਦੇ ਵਿਚਾਰ ਨੂੰ ਸ਼ੁਰੂ ਕੀਤਾ ਸੀ।
ਮਿਲਰ ਨੇ ਹਾਲ ਹੀ ਦੇ ਮਹੀਨਿਆਂ ਵਿੱਚ ਕਈ ਵਾਰ ਵਾਅਦਾ ਕੀਤਾ ਹੈ ਕਿ ਉਹ ਅੰਤਰਰਾਸ਼ਟਰੀ ਵਿਦਿਆਰਥੀਆਂ ਦੀ ਆਮਦ ਦੇ ਹੱਲ ਲੱਭਣ ਲਈ, ਜਿਸ ਨੂੰ ਉਸਨੇ ਸਵੀਕਾਰ ਕੀਤਾ ਹੈ ਕਿ ਦੇਸ਼ ਭਰ ਵਿੱਚ ਮਹਿੰਗੇ ਮਕਾਨਾਂ ਦੀ ਘਾਟ ਵਿੱਚ ਯੋਗਦਾਨ ਪਾ ਰਿਹਾ ਹੈ।

Canada Immigration minister announces 35 percent reduction in study Visa's to international students:-
TORONTO:-
Canada's Immigration Minister Marc Miller today announced to reduce the number of study permits to international students coming to Canada by 35 percent for the next two years. The study permits have been capped at 3, 64000.
The move is expected to largly hit the Indian students who are waiting to migrate to Canada for studies. A record 2, 26540 Indian students were issued study permits by Canada in 2022.
Miller announced that during 2024 and 2025 only 3, 64000 study permits will be issued each year. More than 800, 000 international students were issued temporary study visas in 2022. Miller said last fall the numbers were tracking to hit 900, 000 in 2023. That is more than triple the number just 10 years ago.
The minister announced that new measures will not effect post graduation studies and would have no impact on international students already in Canada. One of the key reason behind the reduction of internatinal students is housing problem faced by Canada.
Immigration Minister announced, the federal government will stop issuing postgraduate work permits to international students who graduate from programs provided under so-called Public College-Private Partnerships. The new measures will be implemented from Sept 1, 2024.
Furthermore, for most of the international students who are not studying in graduate schools or in a professional program such as medicine or law, their spouses will no longer receive a work permit to work in Canada.
The move comes as the federal cabinet is in the midst of a three-day retreat in Montreal preparing for the upcoming sitting of Parliament.
It also comes five months after the last cabinet retreat in Charlottetown where Miller and Housing Minister Sean Fraser began floating the idea of capping international student visas.
Miller has promised multiple times in recent months to find solutions to an influx of international students which he has acknowledged is contributing to a costly housing shortage across the country.
It's a hike Miller blames in part on unscrupulous schools bringing over students as a source of revenue with little regard for providing a solid education or ensuring their well-being while in Canada.
That includes housing, with many reports in recent years of international students being unable to find safe and secure housing.
Miller warned provinces in the fall that they needed to crack down on abuse and fraud in the system or Ottawa would impose limits on the number of student visas it issues.
"There are, in provinces, the diploma equivalent of puppy mills that are just churning out diplomas, and this is not a legitimate student experience, " Miller said at a news conference in December. "There is fraud and abuse and it needs to end."
At that press conference he announced a plan to increase the amount of money foreign students must show they have access to in order to receive a visa. This year visas will only be issued to students who can show they have $20, 635, up from $10, 000 last year.
The move was intended to ensure students were more clear about how much money they would need to live in Canada while they went to school. Some reports have indicated students arriving without enough money have been vulnerable to exploitation.
But he has also been warning provinces for months that they needed to do something about schools they had accredited for international students, which are not providing the expected education.
Ottawa issues the visas but control over which schools get accredited to admit international students lies with the provinces.
Miller has said the system in place has led to abuse and fraud particularly as schools came to depend heavily on the higher tuition fees paid by international students as provinces froze or cut back their funding.
He said in December it would be wrong to blame international students for Canada's housing shortage but at the same time, schools which admit more students than they know can find housing is unethical.

The Bank of Canada held its key interest rate steady at five per cent, but hasn’t ruled out future rate hikes as price pressures remain high.
“With clearer signs that monetary policy is moderating spending and relieving price pressures, governing council decided to hold the policy rate at five per cent,” the Bank of Canada said in a news release today.
In addition to the signs of slowing growth, inflation resumed its decline in September, with the annual rate falling to 3.8 per cent.

ਹਾਈ ਕਮਿਸ਼ਨ ਨੇ ਅੱਗੇ ਬਿਆਨ 'ਚ ਕਿਹਾ ਕਿ ਸੁਰੱਖਿਆ ਕਾਰਨਾਂ ਨੂੰ ਧਿਆਨ 'ਚ ਰੱਖਦੇ ਹੋਏ ਅਸਥਾਈ ਤੌਰ 'ਤੇ ਵੀਜ਼ਾ ਦੇਣ 'ਤੇ ਪਹਿਲਾਂ ਰੋਕ ਲਗਾਈ ਗਈ ਸੀ। ਅਜਿਹੇ 'ਚ ਸੁਰੱਖਿਆ ਸਥਿਤੀ ਰੀਵਿਊ ਕਰਨ ਤੋਂ ਬਾਅਦ ਵੀਜ਼ਾ ਸੇਵਾਵਾਂ ਮੁੜ ਸ਼ੁਰੂ ਕੀਤੀਆਂ ਗਈਆਂ ਹਨ। ਇਹ ਫੈਸਲਾ ਵੀਰਵਾਰ (26 ਅਕਤੂਬਰ) ਤੋਂ ਲਾਗੂ ਹੋਵੇਗਾ।

The Bank of Canada announced a stable interest rate on Wednesday morning, keeping their key overnight rate at 4.5 per cent, the bank rate at 4.75 per cent and the deposit rate at 4.5 per cent.

Inflation eased to just over 5 per cent in February, and is expected to ease to 3 per cent by the middle of this year, before falling to the final 2 per cent target by the end of 2024.

The next scheduled Bank of Canada announcement will take place on June 7.
