晚上好！欢迎大家今晚与我们共同庆祝中国人民解放军建军97周年，非常荣幸丕显哈尔比夫妇作为主宾出席今晚的招待会。
Good evening! We welcome you all to celebrate with us tonight the 97th anniversary of the founding of the Chinese People’s Liberation Army (PLA), and it is our great honour to invite Pehin and Datin to grace tonight's reception.
今年8月1日，中国人民解放军迎来建军97周年。“强国必须强军，军强才能国安。”97年来，在中国共产党领导下，中国人民解放军为民族独立、人民解放、国家富强建立了不朽功勋，为维护国家主权、安全、发展利益提供了强大支撑，为维护世界的和平与安宁做出了重要贡献。
On August 1st this year, the Chinese People’s Liberation Army will celebrate the 97th anniversary of its founding. “A strong country must have a strong army, and a strong army is necessary for national security.” Over the past 97 years, under the leadership of the Chinese Communist Party (CCP), the PLA has established immortal feats for national independence, people’s liberation, and the country’s wealth and strength, provided strong support for safeguarding the country’s sovereignty, security, and development interests, and made significant contributions to maintaining world peace and stability.
本月15日至18日，中国共产党第二十届中央委员会第三次全体会议胜利召开，这是一次具有重要意义的历史性会议。会议决定要持续深化和军队改革，必须坚持党对人民军队的绝对领导，深入实施改革强军战略，为如期实现建军一百年奋斗目标、基本实现国防和军队现代化提供有力保障。
From July 15th to the 18th, the third Plenary Session of the 20th Central Committee of the Communist Party of China was successfully held. This was a historic meeting of great significance. The Resolution calls for deepening National Defense and Military Reform. We must maintain the Party’s absolute leadership over the people’s armed forces and fully implement the strategy of strengthening the military through reform, in order to provide a strong guarantee for realizing the centenary goal of the People’s Liberation Army in 2027 and basically modernizing national defense and the armed forces.
中国始终是世界和平的建设者、全球发展的贡献者、国际秩序的维护者。中国将继续坚持走和平发展道路，奉行独立自主的和平外交政策和防御性的国防政策，将继续以实际行动践行全球安全倡议，全面推进新时代国际军事合作，积极提供国际维和、海上护航、人道救援等公共安全产品，为推动构建人类命运共同体积极贡献力量。
China has always been a builder of world peace, a contributor to global development and a defender of international order. China will continue to adhere to the path of peaceful development, pursue an independent foreign policy of peace and a national defence policy in defensive nature; it will continue to take practical actions to implement Global Security Initiative, comprehensively push forward international military cooperation in the new era, and actively provide international peacekeeping, maritime escorts, humanitarian assistance and other public security products, actively contribute to the building of a community of shared destiny.
“大道不孤，众行致远”。文莱有句谚语：“没有相互了解，就不能建立深厚情谊。”
中文是隔海相望的近邻、相互信赖的朋友、共同发展的伙伴，双方树立了大小国家和谐相处、互利共赢的典范。
“A just cause finds great support, and a journey with many companions gets far.” While there is a saying in Brunei: “Tanpa persefahaman, persahabatan yang mendalam tidak dapat terjalin”(Without understanding, deep friendship cannot be established).
China and Brunei are each other’s close neighbors across the sea, trustworthy friends and partners of common development, and the two sides have set an example of large and small countries living together in harmony for mutual benefit and win-win situation.
今年是文莱独立40周年，也是中华人民共和国成立75周年，中文两国都致力于国家现代化建设和实现人民更加美好幸福生活。
2023年11月，习近平主席和文莱苏丹哈桑纳尔在旧金山成功举行会晤。中方愿与文方一道，以两国元首去年旧金山会晤重要共识为遵循，传承传统友谊，深化战略互信，推动两国战略合作伙伴关系迈上新台阶。
This year marks the 40th anniversary of Brunei’s independence and the 75th anniversary of the founding of the People's Republic of China, and both countries are committed to the modernization and the realization of a better life for their peoples.
Last November, President Xi Jinping and His Majesty Brunei’s Sultan Hassanal held a successful meeting in San Francisco. China is willing to work with Brunei to follow the important consensus of the two Heads of State at last year’s meeting in San Francisco, carry forward the traditional friendship, deepen the strategic mutual trust, and promote the two countries’ strategic cooperative partnership into a new level.
中国人民解放军和文莱皇家武装部队之间始终保持着友好合作关系，两国两军关系取得长足发展。
去年以来，中国南部战区友好代表团、国防部维和事务中心和国防大学代表团访问文莱，中国邀请文莱青年军官访问中国，邀请国防研究院专家参与中国—东盟防务智库赴华交流。
The Chinese People’s Liberation Army and the Royal Brunei Armed Forces have always maintained friendly and cooperative relations, and the relations between the two countries and the two militaries have made great progress.
Since last year, a friendly delegation from China’s Southern Theater Command visited Brunei, as did delegations from the Ministry of National Defense’s Peacekeeping Center and the National Defense University. China also invited young Brunei military officers to visit China and invited experts from the Sultan Haji Hassanal Bolkiah Institute of Defence and Strategic Studies (SHHBIDSS) to participate in the China-ASEAN defense think tank exchange.
特别值得一提的是，2024年至 2027年，中国将与文莱共同担任东盟防长扩大会维和专家组共同主席国，中方将主办地区维和专家会，邀请联合国及机制内国家代表及维和专家与会，建言献策、分享经验做法。两国在维和领域的合作，既体现了双方的战略互信，更展现出双方共同维护地区和平的战略取向。
It is particularly worth mentioning that China and Brunei will co-chair the ADMM-Plus Expert’s Working Group (EWG) on Peacekeeping Operations (PKO) between 2024 and 2027. The Chinese side will host an EWG PKO meeting, and representatives and peacekeeping experts from the UN and ADMM-Plus countries will be invited to contribute their insights and views and share experience and approaches. The cooperation between China and Brunei in the field of peacekeeping not only reflects the strategic mutual trust, but also demonstrates the strategic orientation of both sides to jointly maintain regional peace.
今后我们愿与文方一道努力，积极落实两国元首共识，不断推动两军高层交往，持续增进战略互信，积极拓展合作领域，共同开创两军关系发展的新局面。
In the future, we are willing to work with the Bruneian side to actively implement the consensus of the heads of state of the two countries, continuously promote high-level exchanges between the two militaries, enhance strategic mutual trust, actively expand the areas of cooperation, so as to jointly create a new situation for the development of relations between the two militaries.
