🌟Celebrating Collaboration and Impact at the KOICA Annual Reception!⭐
On October 23, we gathered for the KOICA Annual Reception, uniting our alumni to reflect on a year filled with remarkable achievements and impactful projects. The event provided a wonderful platform for networking and sharing experiences, showcasing the incredible work of the KOICA Alumni Association.
Highlights included inspiring speeches from key figures, including Ms. Youkyoung Hwang, Deputy Head of the Korean Embassy, and Ms. Sulim Hwang, Country Director of KOICA Azerbaijan. We celebrated successful initiatives like our recent donation project with SOS Children's Village Azerbaijan, enhancing the lives of children in need.
The event featured engaging presentations from our alumni:
Mr. Emil Iskandarov, who shared the impressive results of his project from the Share Your CIAT Contest, highlighting the training sessions he conducted and the strong interest from participants across various regions.
Mr. Vahid Aliyev, who discussed the Medical Examination for Children Project, detailing its focus on health inspections and access to free medical treatment for children under 18.

(Administrative Coordinator/Cover for Maternity Leave)

Korea International Cooperation Agency (KOICA) Azerbaijan Office is currently looking for a qualified Administrative Coordinator (or Administrative and Program Officer) to undertake a range of administrative and programmatic coordination tasks.

PERIOD OF SERVICE: Cover for Maternity Leave from December 1, 2024 to March 31, 2024 (4 months)
★ Employment duration is subject to extension by up to one month, depending on circumstances.

FULL-TIME POSITION: Monday-Friday (5 days), 8:30am-5:30pm
LOCATION: Baku, Azerbaijan
SALARY: To be decided based on the KOICA Azerbaijan Office Regulations

DUTIES AND RESPONSIBILITIES:

Coordinating KOICA Training and Master Programs:
- Reviewing the accuracy and completeness of the application forms and all other supporting documents;
- Conducting phone or face-to-face interview either in English or Azerbaijani in order to select well-qualified fellows;
- Drafting invitation letters and assisting candidates, in obtaining visa from the Korean Embassy
- Conducting Orientation Meeting and make a brief presentation on the KOICA activities in Azerbaijan;
- Providing administrative support for the organization of online trainings sessions in Azerbaijan,
Public Relations:
- Drafting press releases on KOICA activities both in English and Azerbaijani languages and sharing with the online newspapers when needed;
- Compiling press releases related to KOICA activities;
- Translating press releases from Azerbaijan to English related to KOICA activities in Azerbaijan
- Managing the inventory of promotional items of KOICA office.
- Other tasks related to Public Relations.

Official Letter Preparation and External Response:
- Drafting official letters, ensuring accuracy, professionalism, and adherence to organizational standards.
- Creating and maintaining a systematic record-keeping system for all official letters, both incoming and outgoing.
- Ensuring confidentiality and security of sensitive information in accordance with organizational policies.
- Handling inquiries received via the official office email or phone

Translating and interpreting:
- Assisting in translation and interpretation between English and Azerbaijan languages related to the KOICA Program implementation.
- Translating incoming letters and documents into the required languages, maintaining linguistic accuracy and cultural sensitivity.

Conducting surveys:
- Conducting monthly survey on security issues in Azerbaijan (monthly report);
- Researching development cooperation trends in Azerbaijan;
- Preparing additional reports and research as may be required by the KOICA.
Other administrative affairs:
- Preparing agendas and arranging field visits, appointments and meetings both internal and external related to the project activities and taking minutes during the meetings;
- Providing administrative support for the management of the office;
- Undertaking other tasks as assigned.

REQUIRED SKILLS AND EXPERIENCE
Nationality:
- Azerbaijani
Education:
- A Bachelor’s degree in management, development, social studies, and/or another relevant fields;
- Master’s degree in relevant field will be an asset;
Experience:
- A Minimum of 3 years of relevant experience in project and program management at the national or international level;
Language requirements:
- Fluency in both oral and written English and Azerbaijani is required;
- Korean language proficiency is an asset;

Soft skills and other requirements:
- Ability to work both independently and collaboratively within a team;
- Foster positive relations within the team and external parties;
- Excellent time-management and organizational skills;
- Well organized and detail-oriented.
- Strong drafting, presentation, written and reporting skills;
- Strong computer skills, in particular mastery of all applications of the MS Office package and internet search.

This program aimed to strengthen Azerbaijan's capacity to establish policy action plans related to healthcare systems and management. As well as to establish a drug approval system between Azerbaijan hospitals and pharmacies and a strategy for digitizing management, and to strengthen the capabilities for the application of the international standard system for drug approval system.

We are happy to share a summary of the orientation meeting for the "Capacity Building for Smart Farm Agriculture Experts" program. The training will take place from September 23 to October 5, 2024.
This meeting served as a crucial opportunity to provide important information and guidance to participants in this significant initiative.
During the orientation, we emphasized the value of these training programs for human resource development in Azerbaijan. Over the years, KOICA Fellows have participated in numerous events throughout Azerbaijan, including annual receptions, knowledge-sharing initiatives, public awareness campaigns, and charity activities. We encourage all participants to engage actively in KOICA Alumni Association events and play a vital role in enhancing collaboration between our countries.

On July 26-27, a medical examination was conducted among children under 18 years old within the framework of “Medical Examination Support for Children” Project at the G***a City United Hospital (G***a city, Azerbaijan). The main purpose of conducting a medical examination is to protect children's health, ensure their physical development, and protect them from disabilities and diseases by detecting health-related problems at the initial stage.
Medical examinations were held within the framework of the project "Medical Examination Support for Children" implemented between the State Agency on Mandatory Health Insurance (SAMHI) and the Azerbaijan Office of the Korea International Cooperation Agency (KOICA), with the financial support of the KOICA Azerbaijani Alumni Association.
Over the course of two days, 550 children from Samukh and Goygol districts, most of them from G***a city, were examined. Examinations were carried out by pediatricians, radiologists, pediatric surgeons at G***a City United Hospital, Republican Pediatric Center, Shamkir District Central Hospital, Mingachevir City Central Hospital and Liv Bona Dea Hospital.
Following comprehensive medical examinations, including physical assessments, blood tests, ultrasounds, and X-rays, several diagnoses were made for children under 18. Seven cases were identified with conditions such as inguinal hernia, pe**le torsion, cryptorchidism, hydronephrosis, and meatal stenosis, with surgeries recommended. Additionally, children exhibiting asthma symptoms were referred to a specialized hospital in Baku for further care. Prescriptions were issued for necessary treatments, and parents received crucial guidance on promoting healthy development and the importance of immunoprophylaxis to prevent disease complications. In addition, prescriptions were written for about 50 children in need of medical treatment. Parents were given important advice for the healthy development of children, and the importance of immunoprophylaxis measures in terms of eliminating the complications of diseases was explained.

26-27 iyul tarixlərində Gəncə Şəhər Birləşmiş Xəstəxanasında icbari tibbi sığorta çərçivəsində 18 yaşadək uşaqlar arasında tibbi müayinə keçirilib. Tibbi müayinənin keçirilməsində əsas məqsəd uşaqların sağlamlığını qorumaq, fiziki inkişafını təmin etmək və sağlamlıqla bağlı problemlərini ilkin mərhələdə aşkar edərək əlillikdən, xəstəliklərdən mühafizə etməkdir.
Tibbi müayinələr İcbari Tibbi Sığorta üzrə Dövlət Agentliyi (Agentlik) və Koreya Beynəlxalq Əməkdaşlıq Agentliyinin (KOICA) Azərbaycan Nümayəndəliyi arasında icra olunan “Uşaqların tibbi müayinəsinə dəstək” layihəsi çərçivəsində və KOICA Azərbaycanlı Məzunlar Assosiasiyasının maliyyə dəstəyi ilə keçirilib.
İki gün ərzində Samux və Göygöl rayonlarından, əksəriyyəti Gəncə şəhərindən olan 550 uşaq müayinə olunub. Müayinələr Gəncə Şəhər Birləşmiş Xəstəxanası, Respublika Pediatriya Mərkəzi, Şəmkir Rayon Mərkəzi Xəstəxanası, Mingəçevir Şəhər Mərkəzi Xəstəxanası və Liv Bona Dea Xəstəxanasında pediatr, rentgenoloq, uşaq cərrahları tərəfindən aparılıb.
Hərtərəfli tibbi müayinələrdən, o cümlədən fiziki müayinələrdən, qan analizlərindən, ultrasəs və rentgenoqrafiyadan sonra 18 yaşınadək uşaqlara bir sıra diaqnozlar qoyulub. 7 halda qasıq yırtığı, cinsiyyət orqanın burulması (penil torsiyon), kriptorxizm (enməmiş xaya), hidronefroz (böyrək genişlənməsi), meatal stenoz (sidik kanalının xaricə açılan çıxışının daralması) diaqnozu qoyularaq cərrahi əməliyyatlarla tövsiyə olunur. Bundan əlavə, astma simptomları olan uşaqlar sonrakı müalicə üçün Bakıdakı ixtisaslaşmış xəstəxanaya göndəriliblər. Lazımi müalicələr üçün reseptlər verildi və valideynlər sağlam inkişafı təşviq etmək və xəstəliyin ağırlaşmalarının qarşısını almaq üçün immunoprofilaktikanın əhəmiyyəti ilə bağlı mühüm göstərişlər aldılar. Bundan əlavə, müalicəyə ehtiyacı olan 50-yə yaxın uşaq üçün reseptlər yazılıb. Valideynlərə uşaqların sağlam inkişafı üçün mühüm tövsiyələr verilib, immunoprofilaktika tədbirlərinin xəstəliklərin fəsadlarının aradan qaldırılması baxımından əhəmiyyəti izah edilib.

Capacity Building for Medical Professionals on Insurance Policies and Digital Public Service Solutions Project within Share Your CIAT Contest
The winner of KOICA’s annual Share Your CIAT Contest, Mr. Emil Iskandarov, initiated a series of workshops in Baku, Gabala and Lankaran regions within his project named, “Capacity Building for Medical Professionals on Insurance Policies and Digital Public Service Solutions in the Republic of Azerbaijan”.
The workshops are designed to:
• Increase Awareness and Training: Introduce 78 medical professionals to Korea’s advancements in public service delivery and insurance policies.
• Enhance Digital Literacy: Provide participants with the skills necessary for accessing and managing insurance information online.
• Promote Collaborative Learning: Create opportunities for sharing knowledge and best practices through interactive workshops.
• Improve Efficiency: Boost the accuracy and speed of insurance claims processing at Azerbaijan’s public hospitals.
Workshop Details:
• Baku Workshop: Held at Yeni Klinika, this session will involve 26 medical professionals from Baku, Absheron, and Sumgayit.
• Gabala Workshop: Conducted at Gabala Regional Central Hospital, with 26 participants from Gabala, Ismayilli, Guba, Gusar, Shamakhi, Goychay, and Shaki.
• Lankaran Workshop: Taking place at Lankaran Regional Central Hospital, this workshop will include 26 professionals from Lankaran, Masalli, Astara, Jalilabad, Bilasuvar, Salyan, and Neftchala.

It is crucial to mention that due to the high interest and the demand of the medical professionals, the amount of people participating in the workshops has reached 168, instead if planned 78 people, signing to the great success of the project.
In a show of support for the Winner project, the KOICA Office in Azerbaijan, led by its director, Ms. Hwang Sulim, recently visited a workshop held in Lankaran. The Winner project has proven to be highly efficient and beneficial, demonstrating significant impact in enhancing local skills and capacities. The workshop in Lankaran highlighted the project's success in driving positive change and creating valuable opportunities for the participants of the workshops. This project underscores Azerbaijan’s commitment to modernizing its healthcare delivery and ensuring that its medical professionals are well-prepared to handle the evolving demands of public service and insurance management.
The main idea behind the project by Mr. Iskandarov was to provide a significant advancement in our healthcare sector. By equipping our medical professionals with cutting-edge skills and knowledge, aiming to streamline insurance processes and enhance overall patient care the goal has been achieved.

The successful implementation of the "Capacity Building for Medical Professionals on Insurance Policies and Digital Public Service Solutions" project stands as a testament to the dedication and hard work of the team at the State Agency on Medical Services (TABIB). Under the insightful guidance of Mr. Emil this milestone was achieved through the unwavering commitment of his team, TABIB employees, who demonstrated exceptional professionalism and expertise throughout the project. Mr. Emil’s leadership was instrumental in steering the project towards its goals, ensuring that the workshops were meticulously planned and executed to meet the needs of 78 medical professionals across Azerbaijan. Their collective efforts have made a significant impact, enhancing the capabilities of healthcare professionals and improving the insurance claims process across the region.

Successful Conclusion of KOICA-Supported Multi-Country Training Programs
The Korea International Cooperation Agency (KOICA) is delighted to announce the successful conclusion of the invitational training programs on
1. Capacity Building for E-governance on the State Registration System in Central Asia.
2. Capacity Building for ASEAN countries on Strengthening the statistical ability of SDGs indicators
From June 9 to June 22, 2024, “Capacity Building for E-governance on the State Registration System in Central Asia” program, fully financed by the KOICA Grant Program, brought together 15 participants from Republic of Uzbekistan, Kyrgyz Republic, Republic of Azerbaijan, Republic of Tajikistan, Republic of Kazakhstan and Turkmenistan aiming at improving efficiency of e-governance system and the related public services in the participating countries.
The primary objective of the training program was to advance the state registration of property rights and legal entities, the civil state registration and e- certification mobile issuance system and to enhance knowledge on ICT infrastructure. Another crucial goal was to broaden the understanding of the digital information system and digitalization in the Korean state registration system. And lastly it aimed at improving the capacity of officials who manage state registration services for efficient and effective processing of registration affairs by focusing on sharing Korea’s experiences of managing the advanced e-governance system using IT tools. Under the guidance of expert trainers, the participants delved into a wide range of topics, including Registration and Family Register System in Korea, Capacity Building on the Registration and Family Register System, Current Status of Digitalization in the Korean e-governance, Capacity Building on the Digitalization Project and much more. The training institute for this program was Training Institute for Court Officials (TICO) of the Supreme Court of Korea. The institute's experienced faculty and state-of-the-art facilities played a crucial role in delivering a comprehensive and impactful training experience. As a result of the training program, participant from Azerbaijan, representing organizations such as the Azerbaijan’s Ministry of Digital Development and Transport prepared a Project Concept Paper based on their observations and findings from the lectures and discussions.

While, from June 23 to July 6, 2024, “Capacity Building for ASEAN countries on Strengthening the statistical ability of SDGs indicators” program, fully financed by the KOICA Grant Program, brought together 15 participants from Fiji, Laos, Jordan, Belize and Azerbaijan. The main goal of the training program was to cultivate capabilities for production and analytics of Big Data and to develop the capacity to monitor SDGs Implementation. Also, it was important to develop cooperating relation with Korea through this training program. Topics like, Big Data Utilization Practice, Use of Big Data in Korea, Use of Administrative Data in Korea and many more were covered by proficient experts throughout the whole training program. The training institute for this program was Statistical Training Institute of Statistics Korea in Daejeon city. Azerbaijani participants from the State Statistical Committee and the Ministry of Economy of the Republic of Azerbaijan proudly prepared a Project Concept Paper according to their knowledge acquired during the lectures and discussions from the training.

The programs incorporated a combination of lectures, interactive discussions, case studies, and practical exercises to provide a holistic learning experience.
The KOICA Grant Program played a pivotal role in making this training program possible, ensuring that participants could benefit from expert knowledge and training without financial burden. The training institute for this program was Statistical Training Institute of Statistics Korea in Daejeon city. Azerbaijani participants from the State Statistical Committee and the Ministry of Economy of the Republic of Azerbaijan proudly prepared a Project Concept Paper according to their knowledge acquired during the lectures and discussions from the training.
