A CSIRO survey of almost 2,000 Australians saw 55 per cent of participants report eating more when feeling depressed, and 46 per cent report eating less when feeling happy.

Chocolate was the food reported to be the most tempting, with 72 per cent of those surveyed saying it enticed them most when trying to form healthier eating habits, followed by cheese at 61 per cent, and bread rolls at 52 per cent.

The cost of buying a home in Canberra appears to be stabilising, with the median house value just shy of $968,000, a dip of 0.3 per cent in the last month.

The average value of units in the national capital is decreasing, the latest CoreLogic data suggests, down 2.3 per cent over the last year to $580,000.

The general manager of the Canberra Capitals says it will be like returning home, when the team plays at the AIS arena this season.

The Capitals haven't played there since their grand final win in 2019, as the Arena closed for sporting fixtures in 2020 due to safety concerns.

It reopened in July this year, and Capitals boss Lucille Bailey says it'll be good to be back in a purpose-built venue.

Emergency service crews have brought a grass fire near Majura Road, north of Canberra airport, under control.

No structures were damaged during the fire and no roads are closed.

The community is advised there may be a small amount of smoke, but the emergency services agency says that is "dissipating" quickly.

A Canberra driver has been taken to hospital after a tree branch fell on his car.

The branch fell on the car just before 11am on Phillip Avenue in Downer.

ACT SES crews have been responding to several callouts for assistance as strong winds hit the region.

In a Facebook post, the ESA has reminded Canberrans to be aware of falling trees, particularly around homes, vehicles, bus stops and other outdoor spaces.

Strong winds are expected to continue across the ACT and surrounding regions for the rest of Monday.

The Bureau of Metrorology says it expects winds averaging 60 to 70kph with peak gusts up to 100kph possible.

The head of one of the busiest emergency departments (ED) in Australia is calling for a designated hospital for older patients to alleviate chronic bed shortages and ambulance ramping across the country.

"It's very, very difficult when you've got patients sitting in beds in the emergency department, and you're trying to offload ambulances and you've got no bed space," David Green said.

The physician of 40 years is the director of emergency medicine at the Gold Coast University Hospital, which is frequently overcrowded and "bed-blocked".

He believes dedicated hospitals, similar to a children's hospital model, that offer specialised care for the over 65s could ease that backlog.

ACT police have issued a health alert after two fatal drug overdoses in Canberra in the space of 24 hours.

Police say a woman died in the CBD yesterday morning, and another person died yesterday evening.

It has not been revealed what drugs were used, or whether the two overdoses were linked.

Police are investigating, and said they were aware of other fatal overdoses in Canberra this month.

Prime Minister Anthony Albanese says a new question on s*xuality will be tested for the next census, overruling a decision earlier this week not to add a question to include LGBTQIA+ Australians in the national survey.

Mr Albanese told ABC Radio Melbourne it was a "commonsense position" to put a question.

"We've been talking with the Australian Bureau of Statistics and they are going to test for a new question, one on s*xuality," he said.

Former national rock climbing coach Stephen Mitchell has lost a bid to reduce his jail sentence for s*xually abusing six girls, despite the judge initially mistakenly basing it on penalties higher than what applied at the time of the offending.

Mitchell will now serve 14 years and nine months, with a non parole period of 10 years, for the seven offences against six girls between 1994 and 2008.

Treasurer Jim Chalmers has defended the government's decision not to add questions about gender to the census, saying it was concerned about it being weaponised against the LGBTIQ community.

It comes as the s*x discrimination commissioner urged the government to reconsider its decision in a letter to Assistant Treasurer Andrew Leigh, stating that it carried serious implications for the wellbeing of the LGBTIQ+ community.

A consultants' report tabled in the ACT Legislative Assembly found a new stadium on the site of Civic pool could cost up to $2.9 billion in a proposal the government says is no longer under "active consideration".

Updated figures have estimated the government's preferred option for a 30,000 seat ground at Bruce would cost between $1.8 and $3 billion.

Chief Minister Andrew Barr insists the Bruce site is the most cost-effective plan and the government would look to impose a tight scope to minimise costs for elements like the fit-out and seating.

"A construction cost of between six and eight hundred and sixty million dollars and there's a two to three hundred dollar contingency that would be for a 30,000 seat stadium," he explained.

A 15-year-old boy accused of driving a stolen car that crashed and killed another teenager near State Circle in April has allegedly been on a crime spree in the four months since the crash.

The ACT Children's Court heard the boy was driving a white sedan when it flipped on Adelaide Avenue. He is accused of fleeing the scene and carrying out a number of assaults and thefts since the crash.

Stephen Mitchell was sentenced to 13 years and 5 months' imprisonment after pleading guilty to seven s*xual offences against six girls between 1994 and 2008, most of whom he met through his coaching.

The Canberra Liberals have introduced anti-consorting legislation in the ACT Legislative Assembly.

Leader Elizabeth Lee says the territory is the only jurisdiction without the laws and says that the ACT is vulnerable to outlaw motorcycle gangs and criminal activity.

"The ACT is the only jurisdiction that doesn't have this right in terms of anti-association laws. We don't have any rights in relation to stopping bikies wearing colours and we don't have any firearm prohibition orders that other jurisdictions have at least one and some have all three."

The number of international students able to start study in Australia next year would be capped at 270,000 under the federal government's proposed reform of the sector, with individual limits to be set per institution.

Education Minister Jason Clare on Tuesday said the cap would mean a limit of about 145,000 new starters for publicly funded universities and about 95,000 for vocational institutions in 2025.

The announcement comes after weeks of speculation and widespread concern within the sector.
