انطلاقاً من هذه الفكرة، عقد مركز الدراسات والبحوث في وزارة الثقافة والسياحة والآثار ورشةً تدريبيةً للكادر الإعلامي المتقدم في الوزارة، وبالتعاون مع قسم التنوع الثقافي.
وتضمنت أعمال الورشة التدريبية، التي أُقيمت تحت عنوان (الإعلام والتنوع الثقافي.. تمكين وكتابة مسؤولية)، واستمرت يومين متتاليين في قاعة عشتار بمقر الوزارة يومي الثلاثاء والأربعاء الموافق 3-4 أيلول 2025، محاور عدة قدّمتها الدكتورة إيناس القباني، التي أكدت على تعزيز الإعلام المسؤول وترسيخ قيم التنوع الثقافي في المجتمع العراقي.
ومن خلال فتح باب الحوار مع الحضور من الإعلاميين، جرت نقاشات مستفيضة من أجل تمكين الكوادر الإعلامية والفنية من المعرفة النظرية والمهارات العملية اللازمة لصياغة خطاب إعلامي مهني ومتوازن يحترم جميع المكونات الثقافية والاجتماعية في العراق.
وعرّجت القباني على أبرز محاور الورشة، مشيرةً إلى التدريب، كما تطرّقت إلى مفهوم الإعلام المسؤول والكتابة المسؤولة، الذي يقوم على الموضوعية والحياد والشفافية، مع الابتعاد عن التحريض أو التمييز، مؤكدةً أن العراق بلد غني بثقافاته المتعددة التي تعكس حضاراته العريقة وتتيح التعايش المشترك بين مختلف المكونات.
كما تطرقت القباني إلى أهم المرتكزات الإعلامية لخدمة التنوع الثقافي، وقالت إنها تشمل: تعزيز الهوية الوطنية الجامعة، وتعزيز مفهوم الأمن الفكري الذي يحمي إرث وتاريخ جميع الأطياف العراقية، مع اعتماد الموضوعية والحقائق، وتشجيع الحوار والاندماج، والتثقيف والوعي بالتراث المشترك، ومواجهة خطاب الكراهية عبر إنتاج محتوى إعلامي يعكس المصالح المشتركة بين جميع المكونات.
وأشارت القباني إلى نماذج إعلامية ناجحة في التنوع الثقافي، منها شبكة الإعلام العراقي التي تقدم وثائقيات وحوارات عن الأديان والتراث، وقنوات كردية مثل روداو وNRT، إضافة إلى قناة الموصلية التي ركزت بعد تحرير الموصل على إعادة دمج المكونات المختلفة في المجتمع، وكذلك قناة البصرة، وقناة الفلوجة، وقناة كربلاء.
وقد استخدمت الورشة الأساليب الحديثة في العرض التقديمي أمام المشتركين، وقدّمت نماذج من أخبار تركّز على موضوع التنوع الثقافي في العراق، باستخدام أخبار صيغت بطريقة مغلوطة لغرض التدريب، حيث قام المشتركون بتصحيحها ومناقشة الثغرات فيها، وتمت الإشارة إلى جميع ما ورد ضمن ضوابط العمل الصحفي الاحترافي للإعلام الحكومي في ميدان التنوع الثقافي.
واختُتمت الورشة بكلمة الدكتورة القباني، التي قالت فيها: إن بناء هوية وطنية جامعة يمنع التدخل الخارجي الذي يستغل الانقسامات الداخلية ويهشّم مفهوم التنوع الثقافي من خلال استهداف منظومة الأمن الفكري للموروث والتنوع الثقافي في العراق، مؤكدةً أن الإعلامي الذي يعمل في المؤسسات الحكومية عليه الحفاظ على الضوابط والقيم المؤسسية، وعدم الخروج عن السياق أو الميل إلى مفاهيم خارج هذا الإطار.

Based on this idea, the Center for Studies and Research at the Ministry of Culture, Tourism, and Antiquities held a training workshop for the ministry's advanced media cadres, in cooperation with the Cultural Diversity Department.
The training workshop, held under the title "Media and Cultural Diversity: Empowerment and Writing Responsibility," lasted for two consecutive days in the Ishtar Hall at the ministry's headquarters on Tuesday and Wednesday, September 3-4, 2025. It included several topics presented by Dr. Enas Al-Qabbani, who emphasized the importance of strengthening responsible media and consolidating the values of cultural diversity in Iraqi society.
By opening a dialogue with the media professionals in attendance, extensive discussions took place to equip media and technical cadres with the theoretical knowledge and practical skills necessary to formulate a professional and balanced media discourse that respects all cultural and social components in Iraq.
Al-Qabbani highlighted the workshop's main themes, noting the training. She also addressed the concept of responsible media and responsible writing, which is based on objectivity, neutrality, and transparency, while avoiding incitement or discrimination. She emphasized that Iraq is a country rich in diverse cultures that reflect its ancient civilizations and enable coexistence among its various components.
Al-Qabbani also addressed the most important media pillars for serving cultural diversity, stating that these include: strengthening a unified national identity; promoting the concept of intellectual security that protects the heritage and history of all Iraqi communities, while embracing objectivity and facts; encouraging dialogue and integration; educating and raising awareness of our shared heritage; and countering hate speech by producing media content that reflects the common interests of all communities.
Al-Qabbani pointed to successful media models of cultural diversity, including the Iraqi Media Network, which presents documentaries and dialogues on religions and heritage; Kurdish channels such as Rudaw and NRT; and Al-Mosuliyah TV, which, after the liberation of Mosul, focused on reintegrating various communities into society. She also mentioned Al-Basra TV, Al-Fallujah TV, and Karbala TV.
The workshop utilized modern presentation techniques for the participants, presenting examples of news stories focusing on the topic of cultural diversity in Iraq. The news was misrepresented for training purposes, and the participants corrected and discussed the gaps in the stories. All of the contents were referenced within the guidelines for professional journalistic work in government media in the field of cultural diversity.
The workshop concluded with a speech by Dr. Al-Qabbani, who stated: "Building a unified national identity prevents external interference that exploits internal divisions and undermines the concept of cultural diversity by targeting the intellectual security system of Iraq's heritage and cultural diversity." She emphasized that journalists working in government institutions must adhere to institutional guidelines and values, and not deviate from the context or favor concepts outside this framework.
