UAE jobs: iPhone-maker Apple hiring for multiple roles
US technology major Apple is hiring staff for its retail operations in Dubai and Abu Dhabi.

The iPhone-maker has listed jobs in the UAE even as reports say that job cuts will take place in its corporate retail team.
Bloomberg reported earlier this month that the layoffs would impact the US company’s development and preservation team. The number of jobs that would be eliminated was not clear, however, it was likely to be small.

UAE job loss insurance: 1 million employees registered under mandatory scheme

Programme offers low-cost employment security that supports career path and living stability of workers in Emirates.

The UAE’s Unemployment Insurance Scheme has exceeded one million subscribers since its launch in January 2023, the Ministry of Human Resources and Emiratisation (MoHRE) has announced.

Employees have to mandatorily subscribe to the scheme by June 30, 2023. Failure to do so will result in a penalty of Dh400.

The scheme covers employees in the federal government and private sectors. It offers a low-cost job security net that supports the career path and living stability of employees in the UAE.

Dr Abdulrahman Al Awar, Minister of Human Resources and Emiratisation, highlighted that the scheme “has had a positive impact on the labour market”. He noted that it is a “driver of growth for the UAE’s economic sectors”.

He called on those that are eligible to subscribe to the Unemployment Insurance Scheme to benefit from coverage, and on employers to encourage their employees to subscribe.

Those exempted from subscribing include investors, owners of facilities in which they work, domestic helpers, employees with a temporary employment contracts, juveniles under 18 years of age, and retirees who receive a retirement pension and have joined a new job.

The insurance is divided into two categories: The first covers those with a basic salary of Dh16,000 and below. The insurance premium for the insured employee in this category is set at Dh5 per month (Dh60 annually), and the monthly compensation is capped at Dh10,000 per month. The second category includes those with a basic salary exceeding Dh16,000, and the insurance premium is Dh10 per month (Dh120 annually) with a monthly compensation of up to Dh20,000.

The insurance compensation can be claimed as long as the insurer (employee) has been subscribed to a scheme for at least 12 consecutive months. The claim can be submitted within 30 days of job loss, and will be processed within two weeks of submission. The insured’s right to compensation is forfeited in the event that he/she cancels their residency and leaves the country, or joins a new job, within the processing period.

The compensation is calculated at the rate of 60% of the average basic salary in the last six months before unemployment, and paid for a maximum of three months for each claim from the date of unemployment.

According to a legal associate, there are seven instances whereby an employer can withhold or deduct the wage of a worker
Expatriates account for around 90 per cent of the UAE’s workforce, working across all the public and private sectors. Under certain circumstances, an employer can withhold or deduct the employee’s salary.

According to Navandeep Matta, senior legal associate at Nasser Yousuf Al Khamis Advocates and Legal Consultants, there are seven instances under Article 25 (1 & 2) whereby an employer can withhold or deduct the wage of a worker

1)The redemption of loans granted to the worker, within the maximum limit of the monthly deduction percentage from the worker’s wage stipulated in this Article, after obtaining the worker’s written consent and without any interest.

2)The redemption of the amounts paid to the worker in excess of his entitlements provided that the amount deducted does not exceed 20 per cent of the wage.

3)The amounts deducted for the purposes of calculating the contributions in bonuses, retirement pensions and insurance according to the legislation in force in the State.

4)The worker’s contributions to the Savings Fund at the establishment or the loans payable to the Fund approved by the Ministry.

5)Instalments for any social project or any other benefits or services provided by the employer and approved by the Ministry, provided that the worker agrees in writing to participate in the project.

6)Amounts deducted from the worker due to violations he commits, provided that they shall not exceed 5 per cent of the wage.

7)Debts due pursuant to a judgement, without exceeding a quarter of the wage payable to the worker, except for the awarded alimony debt, as more than a quarter of the wage may be deducted. In case of several debts, the amounts to be paid shall be distributed as per the privilege categories.

Moreover, Matta said if there are many reasons for deduction or withholding from the wage, in all cases the percentage of deduction and/or withholding may not exceed 50 per cent of the wage.

“Therefore, in view of the above-mentioned laws and regulations, the employer cannot either directly or indirectly deduct travel allowance from his worker and adjust the same from his cash allowance. It is advised to the workers to clarify the annual return ticket before signing the employment contract,” said Matta.

However, it is not permissible to deduct an amount greater than that, except with the approval of the competent court, he added.

UAE to introduce new freelance work permits for 'all skill levels'

Abdulrahman Al Awar, Minister of Human Resources and Emiratisation, said this new permit — which is expected to be rolled out by the third quarter of 2023 — enables freelancers to work within the country or from any part of the world.

“We are going to introduce something new which is the freelancing work permit for all skill levels...Besides high-skilled people, low-skilled people can have flexible work permits that allow them to work for themselves and work with others — as long they are within the umbrella of the law and have done the proper registration with the ministry," Al Awar said on the sidelines of the ‘Remote’ forum held on Wednesday in Dubai.

"This will hopefully come out this year by the end of third quarter.”

The minister also reaffirmed that new policies are being developed to support all kinds of flexible and remote work.

In April 2022, the UAE announced a raft of new visas and residency permits that are expected to benefit the country’s economy while attracting and retaining new talent and skilled workers from all over the world.

With such flexible work permits, talents won't have to be tied to employers. "In the new policy, you work for yourself. It’s an adhoc job where you decide (what kind of work you wish to take up)," the minister explained.

Such a setup presents some advantage to companies, too, he added. "Some employers feel that this is more economical for them because they don’t have to take risks and decide if they want to continue with an employee or not. On the other hand, the employee is not tied to one type of organisation. This will enhance productivity in the labour market increasing people’s value in the workforce.”

Ramadan 2023: UAE announces official work hours for private sector employees.

The hours for workers in the federal sector were announced earlier
The UAE’s Ministry of Human Resources and Emiratisation (MoHRE) has announced the official work timings for private sector employees during the holy month of Ramadan. The ministry said the number of work hours would be reduced by two during the holy month.
Typically, private sector employees work eight hours a day or 48 a week. This will get reduced to six hours a day, or 36 a week.

In a circular issued in this regard, the ministry said: “In accordance with the requirements and nature of their work, companies may apply flexible or remote work patterns within the limits of the daily working hours during the days of Ramadan.”

Any additional hours of work may be considered overtime, for which the workers will need to be paid extra.
Earlier, the Federal Authority for Government Human Resources (FAHR) had issued a circular setting the official working hours during the holy month of Ramadan for the employees of federal authorities.
According to the circular, the official working hours for ministries and federal authorities will be from 9am to 2.30pm from Monday to Thursday, and from 9am to 12pm on Friday.

Entry, residency, work permits: 10 new e-services now available on one-stop UAE govt portal

A number of MoHRE services have been added, making it the first federal entity to provide its services through the system.

Abu Dhabi has announced that its unified services system, TAMM, now hosts its first batch of services. A number of Ministry of Human Resources and Emiratisation (MoHRE) services have been added to the ecosystem, making it the first federal entity to provide its services through TAMM.

At its current launch stage, TAMM provides 10 MoHRE services:

1. Issuing new work permit

2. Issuing new entry permit for domestic workers
3. Issuing new residency permit for domestic workers

4. Renewing residency permit for domestic workers
5. Cancelling residency permit for domestic workers

6. Opening domestic worker's sponsorship file

7. Changing status for domestic workers

8. Issuing new work contract for domestic workers

9. Amending work contract for domestic workers

10. Cancelling entry permit for domestic workers

More MoHRE services will be added as customers grow more familiar with the platform.

Residents may be able to sponsor their spouse if they meet certain criteria; here is the procedure..

Pursuant to your queries, it is assumed that you are a resident of Dubai. In the UAE, a wife may sponsor her husband if she earns the minimum required salary. As your salary is Dh6,000, you may be eligible to sponsor your husband’s residency in the UAE.

The requirements to sponsor a husband by a wife in the UAE are the passport copies of the wife (sponsor) and her husband; UAE resident ID card of the wife (sponsor); copy of the tenancy contract and Ejari; copy of the employment contract of the wife (sponsor) attested by Ministry of Human Resources and Emiratisation or salary certificate issued by the employer if the wife’s (sponsor) employer is based in a free zone; bank account statements (if any); marriage certificate duly notarised/legalised in the home country of the sponsor and by Ministry of Foreign Affairs and International Co-operation in the UAE; and three passport photographs of the husband.

Initially, along with the aforementioned documents, you need to approach an authorised typing centre based in Dubai. Based on the documents submitted by you, the typing centre will apply for a residency visa, UAE resident ID card (Emirates ID), health insurance and medical fitness test for your husband after collecting the relevant fees from you. Thereafter, your husband needs to undergo a medical fitness test, and upon clearance of the said test, the General Directorate of Residency and Foreigners Affairs - Dubai (the ‘GDRFA’) may issue a residency visa to your husband under your sponsorship.
Once the residency visa is issued to your husband, the Federal Authority for Identity, Citizenship, Customs and Port Security shall issue his UAE resident ID card (Emirates ID).
