Before the August 2023 elections, HARARE council members and officials allegedly gave double stands to desperate home seekers while also distributing land set aside for social amenities, according to testimony given before the commission looking into the financial management and affairs of the capital city. A panel led by retired judge Justice Maphios Cheda was established by President Emmerson Mnangagwa in May of this year to look at the local authority's financial management systems and other operations from 2017 to the present.

Harare City Council (HCC) hired NANOTECH Solutions to construct alternative, cost-effective water treatment technology at the Morton Jaffray Water Treatment Plant. NANOTECH Solutions claims that senior management and council members are impeding the US$5,4 million project. The business also said that it was prepared to provide the Zimbabwe Anti-Corruption Commission (Zacc) with records that include a list of the council managers' and council members' identities who made bribe demands. Many climate change narratives are overly outspoken about reducing carbon emissions while remaining glaringly mute about land restoration. Land restoration is critical to climate recovery and regeneration, but it is not receiving the attention it deserves. THE Coalition for Market and Liberal Solutions (Comaliso) has urged Parliament to pass legislation that will allow low-income persons to obtain title documents. The appeal comes at a time when the issue of title deeds is a source of conflict, and their scarcity and lack of property rights are weakening investor trust in Zimbabwe. The remote farming post in Tengwe appears abandoned to anyone passing through the Hurungwe East constituency. Tengwe Country Club, located approximately 45 kilometers east of Karoi town, was once a hub of activity as commercial farmers networked for the benefit of the agricultural sector in the Hurungwe district. The surrounds were naturally green, and flowering flowers encouraged birds to sing songs of affluence. Farmers used to swap information on how to cultivate gold leaf, maize, and soybeans, among other lucrative crops. It depicted Tengwe as a "Little England" with favorable climatic conditions characterized by heavy precipitation and fertile farmland.

The strategies used by Harare city councillors to loot council through land grabs and circumventing established land allocation rules were revealed to the Commission of Inquiry into the City's Governance yesterday. Councillors, primarily from the CCC, led the invasion of land via proxies or well-known land barons, then sold the illegal subdivisions and pushed for regularization. Investigations indicated that a 200 square metre stand would be sold for approximately US$3,000, with little benefit to the city, while councillors would subsequently campaign for regulation of those stands established and sold without going through the necessary planning process.
