Secretary to the Treasury FELIX NKULUKUSA says the government will engage auditors to audit the Constituency Development Fund..

Mr NKULUKUSA said despite the teething problems that the fund is faced with, the government is determined to ensure that the fund is used for the intended purpose.

He called for prudent utilisation of the fund so that it improves the living standards of the people.

ECL CAN NEVER CHANGE !

YOU CAN’T TEACH AN OLD DOG NEW TRICKS .

PF members forget easily ; they do not know how much ECL lost in 2016, and 2021 even after succeeding in rigging by registration of infants and foreigners, and systematically marginalizing other provinces through voter and NRC registration.

If we removed those voters that may have succeeded to vote more than once through those NRCs bearing names of the same person we saw , the real figures ECL got could be 1million votes or less.

In the first place , in PF itself , he was not popular and that’s why the KAMBWILI’s used him as they believed he was going to be easy to remove after finishing Sata’s term .

Until the time elo atutubwike elo abasuma ( when he got resuscitated , he hammered them ) ! All those power hungry PF members like the Harry Kalaba, KAMBWILI’s , KBF and others scampered for their political life .

Further , in 2021 , he tried all tricks and lost like no other president in the world today .

The margin itself both in the civil service, among farmers do not favour him . Even among the youths he grabbed meal allowances from , imposed employment freeze , and got jobs from by destroying the mine .

Sadly , he is still in the …paradise where he wants to hand over power to himself again as cheated by myopic power hungry guys like Emmanuel Mwmbas . He will be shocked in 2026. Citizens will retire him since he has refused to retire .

He is comparing himself to Donald Trump , whom he had bad relations with after chasing the US Ambassador from Zambia , and Donald Trump responded by downgrading Zambia’s US Embassy to De’ Charg’d Affairs ; under Donald Trump , there was no gassing of citizens , Ukwa bags , machetes , illegal Mukula exports , killing citizens, pangas , bloodshed , live ammunitions on the court premises , defaulting on loans , losing social cash transfer by theft , closing down media houses .

No!!

These were under ECL and he cannot compare himself to Donald Trump , a think-tank and a businessman like HH .

Even PF MPs don’t trust him . By the way , how many MPs in PF are talking about him for Presidency ? out of over 50 MPs who supported him in 2021, only less than 2 are talking, yet some power hungry colleagues surrounding think he is still relevant.

More over most of the PF MPs want to stand on UPND ticket and they know that PF is gone !!

From UKWA to Tonse , same reasoning, same tactics and same limited political scope ! They can’t jump above what we know . We have tested their brains and they have caused havoc through debt contraction and corruption!

The international community like the IMF , World Bank and EU abandoned Zambia and stopped financing us because of ECL’s corrupt administration. The UK even ask for the refund of social cash transfer .

We had the best of ECL’s of leadership when Lawrence Banda died , when he refused to pay 258,000 farmers their money after they supplied products to FRA.

We had his best when council workers went for 7-15 months salary arrears and ECL had no clue on what to do .

We had ECL’s best when he went on rampage closing media houses , when there was gassing in Zambia .

We had his best when he demoted Rae Hamoonga for disclosing that gassers were caught .

We had his best when he scrapped off meal allowances and imposed employment freeze and wage freeze .

We had ECL’s best when he shut down Indeni indefinitely, destroyed the mines , retired citizens in national interest, and threatened to dissolve the judiciary.

We had his best when mealie meal moved from k37 to K280 . We have never had such a percentage from independence.

Today , he claims he has changed , at his age ? As the saying goes , dictators don’t change , they only change tactics. And another we goes , “ you can’t teach an old dog new tricks “.

Beware of an angry and hungry bloodthirsty dictators!

KATETE TEACHER GETS COLLEAGUES TALKING AFTER CHOOSING TO BUY A CAR OVER RENOVATING VILLAGE HOUSE

A man identified as Jasper Muhau, 32, from Katete after working for three concrete years has chosen to buy a car over renovating the staff house he currently hides in to sleep.

After being approached by his colleagues who kept on telling him that he should have used the loan money to buy a plot and put up a simple structure than buying a new car which shall probably be going nowhere in the village.

However, Mr. Muhau only had one message for them "I chose happiness".

Meanwhile, many believe that he shall soon be moving to Rufunsa on transfer.

SECRETARY TO CABINET DIRECTS PERMANENT SECRETARIES AND PROVINCIAL HEADS OF DEPARTMENTS TO STOP BYPASSING ESTABLISHED CHANNELS OF COMMUNICATION

Secretary to the Cabinet Patrick Kangwa has directed Permanent Secretaries from ministries with devolved functions and provincial heads of departments to with immediate effect stop bypassing established channels of communication.

Mr. Kangwa has observed that some senior government officials are writing directly to officers attached to local authorities which he says is a sign of resistance to change and contradicts the provisions of cabinet office circular number two of 2023 on devolution.

Speaking at the decentralization policy implementation committee meeting in Lusaka today, Mr. Kangwa has also called for innovative strategies and solutions to enhance revenue collection for local authorities which he says remains a challenge.

Mr. Kangwa adds that attention should also be directed to ensuring transparent and efficient utilization of grants and other resources by local authorities to earmarked programmes to benefit citizens and contribute to the sustainable development of the country.

Mr. Kangwa also disclosed that starting January 2025, five additional functions namely district agriculture services, livestock and fisheries as well as community development and social services will be devolved to local authorities with their matching resources.

Last year, President Hakainde Hichilema launched the revised national decentralization policy which was followed by its implementation of the devolution of exclusive functions from central government to local authorities and K869 million was allocated for the functions.

VICE-PRESIDENT Mutale Nalumango is optimistic that the energy crisis the country is facing will soon be resolved.

Speaking when she featured on Prime TV’s Big Debate programme hosted by Frank Mutubila yesterday, Mrs Nalumango said Government is ‘running fast’ to attain lasting solutions to address the current load-shedding.

Mrs Nalumango said the Ministry of Energy is working with stakeholders to find reliable mechanisms that will address the power crisis once and for all.

“This issue of energy is generally a developmental matter that takes time, so we can build backwards to failure to invest in alternative energy of progress, forward with reliable infrastructure.

“The problem is that we keep relying on the power infrastructure from the [late founding father Kenneth] Kaunda times,” she said.

GOVERNMENT WILL NOT ALLOW ILLEGAL MINING IN CENTRAL PROVINCE - MWANAKAMPWE

Central Province Permanent Secretary Dr. Milner Mwanakampwe has assured the public that the government will not tolerate illegal mining in the province.
In a media briefing, Mwanakampwe said the President's marching orders aim to eradicate illegal mining activities province-wide, prompted by discoveries of substantial mineral deposits.

Following a gold rush in Chitambo, Dr. Mwanakampwe and the provincial minister intervened, removing thousands and establishing order. Randin Investment, license holder, partners with a Chinese company for mineral extraction.

To prioritize safety, only miners with proper equipment and safety gear will be permitted in Mumbwa. Mwanakampwe emphasized that the police and security agencies will ensure compliance.

The permanent secretary is confident that the province expects significant GDP growth from mining, fueled by Kitumba Mine's $600 million investment.

GOVERNMENT TO PROVIDE START-UP CAPITAL TO SKILLS DEVELOPMENT GRADUATES

Minister of Youth, Sport and Arts, Elvis Nkandu, has announced plans by the government to introduce the provision of start-up capital to graduates of skills development under the Constituency Development Fund (CDF).

Nkandu told Byta FM News that his ministry will facilitate graduate empowerment funds and start-up kits to ensure beneficiaries engage in meaningful income-generating activities.

He stated that the initiative aims to address high unemployment levels among young people.

Meanwhile, Mazabuka’s Kaonga Ward Councilor, Clifford Jolezya, has cautioned benefiting youths of various empowerment programs to lead by example in rightfully utilizing the funds.

PRESIDENT Hakainde Hichilema says those saying they will come back to power must be very strong because the New Dawn administration has recorded significant strides in revamping the economy.

Officiating at the 118th Zambia National Farmers Union (ZNFU) annual congress yesterday, President Hichilema said in agriculture, Government has developed policies aimed at revolutionising the sector.

“We have done so much work in this sphere and the economy in general and those saying ‘balebwelelapo pa mupando, balimbe, bakose sana’ [coming back on the seat, should be strong] since we have done well and when we look at the checklist of things, it shows we have done a lot within a short period in office.”
