HEALTH MINISTER UNDERSCORES NEED FOR SELF RELIANCE IN ZAMBIA`S HEALTH SECTOR OVER DONOR DEPENDENCE

Health Minister, Dr. Elijah Muchima has urged Zambians to prioritize self-reliance in sustaining the country's healthcare system, warning that relying on international donors may no longer be a viable option.

In an interview with Phoenix News, Dr. Muchima emphasized the need for increased productivity and innovation to ensure the availability of critical medical resources.

His remarks come amid reports that us President Donald Trump has halted the distribution of HIV drugs to poor countries under the President’s Emergency Plan for Aids Relief –PEPFAR-.

Further reports suggest that PEPFAR’s computer systems are being taken offline, raising fears that the program may not resume.

Dr. Muchima stressed that the development highlights the importance of Zambia strengthening its internal capacity to address public health challenges and reduce dependency on external support.

ZLPGA CALLS FOR LPG RETAIL BAN AMID RISING FIRE INCIDENTS

THE Zambia Liquefied Petroleum Gas Association (ZLPGA) has called on the Energy Regulation Board (ERB) to ban the retail sale of LPG to curb fire incidents linked to gas usage in the country.

ZLPGA President Obed Chiluba says illegal kiosks selling gas without licences are a serious safety hazard that needs urgent intervention.

Speaking on ZANIS TV’s 'Power Talk' Programme, Mr Chiluba warned that unregulated LPG dealers that are flooding the market with unsafe gas are endangering consumers.

“We have seen an alarming rise in unregulated gas sales, and if we don’t act now, we could face a major disaster,” he warned.

He urged the ERB to enforce stricter measures that will ensure that only licensed dealers are allowed to supply gas through an exchange system for empty cylinders.

Mr Chiluba noted that the demand for LPG has gone up due to electricity shortages, making it a prime target for illegal dealers.

“These traders do not even have fire extinguishers or Personal Protective Equipment, what can they do in case of a fire?” He asked.

Mr Chiluba emphasised the need for community sensitisation on safe gas usage, as many Zambians are still new to cooking with LPG.

Meanwhile, ERB Acting Manager Public Relations, Musonda Chibulu, acknowledged the growing number of people turning to LPG as an alternative source of energy.

He said the ERB is working on consumer-focused initiatives to address safety concerns.

Mr. Chibulu also revealed that the ERB is tightening regulations to eliminate illegal LPG dealers.

“Safety is our priority, and we will ensure that only those who meet the required safety standards can operate,” he assured.

The call to ban the refilling of gas by retailers in LPG comes in the wake of rising reports of gas-related fires in different parts of the country, leading to concerns over safety in households using LPG for cooking.

"GENERAL MOSQUITO" VOWS TO DISOWN YOUTHS ENGAGING IN VIOLENCE AT BY-ELECTION.

GILBERT Liswaniso, National Youth Chairperson of The United Party for National Development_UPND, has pledged to ensure violence-free campaigns during the upcoming by-election in Pambashe and Petauke Central Constituencies on February 6, 2025.

Popularly known as "General Mosquito," Liswaniso stated in an interview with The Monitor and the Digest that any youth involved in violence will be disowned by the Party.

Liswaniso expressed optimism about The Upnd Party's chances of victory, particularly in Pambashe, where past elections in 2021 were reportedly marred by violence.

He emphasized his Party's commitment to peaceful elections and fair play ground, a practice they have upheld in previous elections.

The National Youth Chairperson stressed that The Upnd Party plans to engage with people peacefully, without resorting to violence.

He believes that addressing poverty and unemployment among young people should be the primary focus, rather than inter-party conflicts.

Liswaniso reiterated that any youth engaging in violent activities will be acting on their own and will not be supported by the Party.

ZAMBIA IS NOT READY TO IMPLEMENT THE NEW CURRICULUM IN 2025

With evident unpreparedness by the Ministry of Education, the National Action for Quality Education in Zambia (NAQEZ) declares that the nation is not ready to implement the new education curriculum in 2025.

According to established standards, *piloting a curriculum should take at least one year.* However, the Ministry of Education, facing difficulties, attempted *a rushed pilot in less than a term.* This *brief and inadequate trial lacked necessary teaching and learning materials* — an oversight that undermines the credibility of the process.

Furthermore, despite national expectations, the orientation of teachers into the new curriculum has received *no direct government funding.* Instead, *schools have been forced to finance the exercise using school grants, with teachers often covering costs from their own pockets.* As a result, *training sessions have been insufficient, leaving many teachers without the knowledge of new teaching approaches and methodologies needed to effectively implement the competence-based curriculum.*

In some instances, poorly organised orientation workshops have forced teachers to travel long distances without food or transport allowances. Just last week, *teachers invited* by the Ministry of Education *to develop curriculum modules in Kabwe had to fund their own travel* from across the country. *Many were left stranded* and some even had their bags confiscated by lodge owners because of unpaid accommodation bills.

*With only eight (8) days remaining before we start implementing our new curriculum* at ECE Level 1, Grade 1 and Form 1, on *Monday, 10th February,* 2025, *textbooks and other relevant teaching and learning materials are still not available in schools* . This is deeply disappointing.

*Without proper teacher orientation, without necessary teaching/learning materials and without sufficient financial support, it is evident that the Ministry of Education is not prepared enough for this transition.* Therefore, realising that there are many needs competing for Treasury funding, *we strongly propose that the new curriculum be implemented in January 2026, not 2025.*

Rather than rushing an unprepared process, *Zambia must confront the reality and allow herself more time for adequate preparation.* Pushing forward under these circumstances, with almost zero funding, risks turning a promising curriculum into a national disaster.

TRUMP IMPOSES TARIFFS BUT CANADA AND MEXICO HIT BACK

US President Donald Trump has announced sweeping new tariffs on all goods imported from America's three largest trading partners, China, Mexico and Canada.

Trump said the US would impose tariffs beginning on Tuesday of 25% on Canada and Mexico as well as an additional 10% tax on China. Canadian energy faces a lower 10% tariff.

He had threatened to impose the import taxes if the three countries did not address his concerns about illegal immigration and drug trafficking.

Both Canada and Mexico said they were preparing retaliatory tariffs of their own.

Trump has indicated he is ready to escalate the duties if the countries retaliate.

Together, China, Mexico and Canada accounted for more than 40% of imports into the US last year.

"Today's tariff announcement is necessary to hold China, Mexico, and Canada accountable for their promises to halt the flood of poisonous drugs into the United States," the White House said in a statement on X on Saturday.

Trump posted on his Truth Social platform: "This was done through the International Emergency Economic Powers Act (IEEPA) because of the major threat of illegal aliens and deadly drugs killing our Citizens, including fentanyl."

A tariff is a domestic tax levied on goods as they enter the country, proportional to the value of the import. They are a central part of Trump's economic vision.

He sees them as a way of growing the US economy, protecting jobs and raising tax revenue - and in this case, pushing for policy action from allies.

The White House, in its announcement, accused Mexico's government of having "an intolerable alliance" with Mexican drug trafficking organisations.

In her response, Mexican President Claudia Sheinbaum called allegations that the Mexican government had alliances with criminal organisations "slander".

Sheinbaum called on the US to do more to clamp down on the illegal flow of guns south to arm the cartels.

Her country is willing to work with the US, she said. "Problems are not resolved by imposing tariffs, but by talking."

She has instructed her economy minister to respond with tariff and non-tariff measures. They are expected to include retaliatory tariffs of 25% on US goods.

Canadian Prime Minister Justin Trudeau said his country will also respond.

"We don't want to be here, we didn't ask for this," he said at a news conference late on Saturday.

"But we will not back down in standing up for Canadians."

His government will impose 25% tariffs on $155bn worth of American goods - $30bn will come into force on Tuesday and another $125bn in 21 days.

Targeted items include American beer, wine, bourbon, fruits and fruit juices, vegetables, perfumes, clothing and shoes, as well as household appliances, sporting goods and furniture. Lumber and plastics will also face levies.

Non-tariff measures being considered are related to critical minerals and procurement, although Trudeau did not offer more detail.

The Canadian prime minister pushed back on the suggestion the shared border posed a security concern, saying less than 1% of fentanyl going into the United States comes from Canada.

In a bid to avoid the tariffs altogether, Ottawa had promised to implement $1.3bn Canadian dollars ($900m; £700m) of new security measures along its US border.

"Tariffs are not the best way we can work together to save lives," Trudeau said.

He also said he had not spoken to Trump since the inauguration, but would keep lines open with US counterparts.

Canada is America's largest foreign supplier of crude oil. According to the most recent official trade figures, 61% of oil imported into the US between January and November last year came from Canada.

China said in a statement that it was strongly dissatisfied with the levies and "firmly opposes" them. The 10% tax will be added over and above tariffs already imposed on China by Trump in his first term and by President Joe Biden.

It added that it would file a lawsuit with the World Trade Organization against the US for its "wrongful practice" and would take countermeasures to "safeguard its own rights and interests".

China's Vice-Premier Ding Xuexiang told the World Economic Forum in Davos, Switzerland, last month that his country was looking for a "win-win" solution to trade tensions and wanted to expand its imports. [BBC News]

MORNING WORD: What Limit?

02 February 2025

Joel Osteen Daily devotional

Then the LORD said to Moses, “Has my arm lost its power? Now you will see whether or not my word comes true!”

Numbers 11:23, NLT

Today's Word:

Every morning in the desert, God provided the two million Israelites with manna, something like bread, but the people bitterly complained that they wanted meat. God was angered by their complaining, but He told Moses that He would give the people meat, not for a day, but for a whole month. Moses said that was completely impossible, but God answered, “Is there any limit to My power?” The Scripture says, “God shifted the wind and caused hundreds of thousands of quail to come in from the sea. For miles in every direction there were quail flying about three feet above the ground.” They were awestruck by what God had done. God is about to shift the winds to blow in your direction. He’s going to cause the quail to come looking for you. You couldn’t have made it happen. You didn’t have the connections, the experience, or the background. But you’ve kept God first place. You’ve been faithful and honored Him. Now He’s going to cause a shift from borrowing to lending, from renting to owning, from not enough to more than enough.

Prayer For Today

“Father, thank You that Your arm has never lost any of its power, and You control the winds and bring Your blessings to me. When it looks too big for me, I know that with You all things are possible. I believe that You are not limited by anything that I face. In Jesus’ Name, Amen.”

NZOVU SLAMS CONTRACTORS OVER BOREHOLE PROJECT

Water Development and Sanitation Minister COLLINS NZOVU has taken a swipe at some contractors that were engaged by government to drill boreholes in Central Province.

Mr. NZOVU says he is not happy with the performance of some contractors and will NOT extend the contracts of those who will not finish their work within the stipulated time.

He has advised Provincial Officers to put penalty clauses in the contracts to make contractors accountable and work within the contractual time frame.

Mr. NZOVU says Contractors should not use the rain season as an excuse for delayed works, as it is not a valid reason.

He said this in Kabwe Central Province today, when he met Lukanga Water Supply and Sanitation Company Management and Provincial Engineers from the Ministry.

Mr. NZOVU is in Central Province to inspect and evaluate the progress made on water projects, especially those under the drought response emergency plan.

ZP REFUTES EMMANUEL MWAMBA’S CLAIMS OF POLITICAL PERSECUTION, AS MWAMBA LABELS STATEMENT “RIDICULOUS”

Zambia Police Service has dismissed allegations by Patriotic Front (PF) Presidential hopeful and former Ambassador to Ethiopia, Emmanuel Mwamba, who claims that law enforcement threats against him are politically motivated and aimed at forcing him into exile.

In a statement issued by Police Public Relations Officer Rae Hamoonga, the police emphasized that their operations are governed by the law and are not influenced by political interests.

“The Zambia Police Service operates within the framework of the law and has a constitutional mandate to arrest and prosecute any individual who commits an offense, regardless of their political affiliation or status in society. Any person who contravenes these laws will be subjected to due legal process,” Hamoonga said.

The police spokesperson described Mwamba’s assertions as a calculated attempt to manipulate police responses to bolster his alleged efforts to seek political asylum in the United States.

“It is misleading and deceptive for Mr. Mwamba to create an impression that law enforcement actions are politically motivated. The Zambia Police remains professional and impartial in executing its duties and will not be drawn into political theatrics aimed at undermining the rule of law,” Hamoonga added, urging the public to disregard false narratives.

Meanwhile Amb. Emmanuel Mwamba Responds “Determined to Return Despite Threats”.

In a statement on his page, monitored by Spice FM, Mwamba refuted the police’s claims, labeling their statement as a “ridiculous” response to his submission to the UN Special Rapporteur on Human Rights, where he alleged assault, torture, and malicious prosecution by the Zambia Police.

“The Zambia Police’s assertion that I intend to seek asylum in the United States is baseless. Their threats and harassment only cement such a cause,” Mwamba said.

He further accused the police of ignoring public death threats made against him by some senior members of the UPND and described the government’s actions as an attempt to eliminate him politically ahead of the 2026 general elections.

“So it is clear that it is, in fact, the State and its agents’ intention to remove me from the political scene, either by taking my life away, subjecting me to more arrests on oppressive charges, or by forcing me into exile,” Mwamba asserted.

Despite the alleged threats, Mwamba maintained that he is determined to return to Zambia as scheduled.

“I have been in the United States for official duties. I will return home despite the threats of arrest and the threats on my life,” he stated.

“I've demonstrated that since I joined politics in 2022, I'm determined to be part of the process to cause positive development change in my country”.

Mwamba stating that “To this effect, I even paid K200,000 ($10,000) in nomination fees to participate in the Patriotic Front primary elections to pick a presidential candidate”. Mwamba has further claimed ongoing harassment since joining politics in 2022.

The Zambia Police reiterated their commitment to upholding law and order without fear or favor, stating that any allegations of political persecution are unfounded.

ZAMBIA CONFERENCE OF CATHOLIC BISHOPS LAUNCHES DEBT CANCELLATION CAMPAIGN

The Zambia Conference of Catholic Bishops (ZCCB) has officially launched a nationwide debt cancellation campaign aimed at alleviating the country’s crippling debt burden and fostering social and economic development.

Speaking during a media briefing in Lusaka, ZCCB President Father Ignatius Chama emphasized that debt cancellation is a vital step toward achieving social justice and economic equity.

“The church feels compelled to speak out in favor of debt cancellation as it will allow for investment in vital sectors such as education, healthcare, and sustainable development,” Fr. Chama said.

He added that relieving the country of its debt obligations would enable Zambia to focus on projects that boost economic growth and environmental sustainability, providing much-needed relief for the most vulnerable citizens.

In a call for accountability and transparency, Fr. Chama also stressed the importance of establishing or strengthening independent audit bodies to ensure accountability and transparency in debt management.

“There is a need for accountability and transparency in debt management going forward. Independent audits are essential to evaluate the honesty and efficacy of debt usage,” he noted.

In an appeal to citizens and government
the ZCCB President urged Zambians to embrace the debt cancellation campaign and demand actionable changes to resolve the nation’s debt crisis. He further implored the government to prioritize the needs of the most vulnerable by redirecting resources toward meaningful development and poverty alleviation.

“This is a collective effort. We must all come together to ensure the success of this campaign and secure a better future for our country,” Fr. Chama concluded.
