Lungu, we are also ready for you - Mampa

A MEMBER of the ruling UPND says former president Edgar Lungu should be ashamed to talk about the country’s democratic space which he failed to give the Zambian people during his tenure.

Happy Mampa has accused the former president of being bitter and having "selective amnesia’’.

During a press briefing in Lusaka recently, Lungu called out President Hakainde Hichilema for what he described as attempts to eliminate democracy in the country.

Lungu reiterated that his return to active politics had been necessitated by President Hichilema and the ruling party's undertaking to ‘kill’ the Patriotic Front.

Lungu claimed that there has been an "assault on democracy" which has become much more vivid when the victim, the PF, is being treated as a villain.

“So we are called upon, as a country, to wage another vicious war to liberate ourselves. It will not be easy but this is a fight we are determined to win,” said Lungu.

But Mampa recalled that Lungu as president declared a threatened state of emergency in 2017 and the Church in Zambia warned that the country was “not far from dictatorship".

“ECL should not have amnesia. His regime was the most brutal and for him to cry over what he calls shrinking democracy does not make sense. Just like Wynter Kabimba said, his rule can only be compared to hell,’’ Mampa said. ‘’ECL is just a bitter man [and] because of his bitterness he now wants to challenge the government. Let him do it within the confines of the law than incite citizens. If they are not happy with the freedom he has, let him go to court, he should not take the law into his own hands.”

He said it was during President Hichilema’s administration that the ‘Defamation of the President’ clause was removed from the Penal Code.

Mampa said if President Hichilema was not keen on allowing democracy to flourish, he would have not removed the clause which criminalised criticism of the presidency.

“[Lungu] lost by a margin of over 1 million votes, Zambians rejected him. We don’t know why, maybe because his ego has been bruised and now wants to return to threaten the peace of the country and start sponsoring the terror we saw under his reign. That shall not happen, not [on] our watch,’’ said Mampa. ‘’President Lungu, we are also ready for you. You dare start any confusion and you will see that indeed the country is now of laws rather than men.”

GOVERNMENT URGED TO HALT ILLEGAL MINING ACTIVITIES AT SENSELI OPEN PIT


THE Evangelical Fellowship of Zambia (EFZ) has advised government to halt illegal mining activities at Senseli Open Pit mine where a number of miners perished.

In an interview with ZANIS today, EFZ Copperbelt Coordinator Bishop Steven Safwali has instead advised government to find alternative sources of income for the youths engaged in unsafe illegal mining on the Copperbelt to prevent a re-occurrence of the Senseli open pit mine accident in Chingola.

Bishop Safweli said banning the youths from mining from the mine sites as being suggested by some political leaders would not help because those mining activities are a source of income for the youths.

“Illegal as these activities may be but this is their only way of putting food on the table for their families and many may condemn them for being careless but for some of them this is the only job they know, they need help, they are not lazy but hard working and courageous youths who risk their lives for their families,” he noted.

Bishop Safwali said there is need for some intervention that will stop such accidents once and for all.

And Bishop Safwali who said he lost a nephew under a similar accident in the past said the church is praying for the families of the youths that are feared dead.

He stated that those families need support as the accident victims could have been bread winners for some.

The search for the trapped miners is still under way and so far 12 have been retrieved with only one alive.

BUS, TAXI DRIVERS HAIL PRESIDENT HICHILEMA

Bus and Taxi drivers have hailed President HAKAINDE HICHILEMA for creating the Ministry of Small and Medium Enterprise Development dedicated to matters concerning the Micro, Small and Medium Enterprises in Zambia.

This came to light today when Manja Pamodzi Bus and Taxi Drivers Association led by the Chairperson James Chama paid a courtesy call on Minister of Small and Medium Enterprise Development Elias Mubanga at his office today.

Mr. Chama commended President Hichilema for the unwavering support towards small and medium enterprises in the country.

Mr. Chama said his association which holds membership from all towns of the Copperbelt stands ready to support the UPND New Dawn Government's agenda of bringing sanity in all bus stations and markets.

He acknowledged government efforts in empowering marketers across the country through the Marketer Booster Loans under the Citizens Economic Empowerment Commission (CEEC).

Mr. Chama appealed to government to extend the loan facility to the transport sector adding that his association is aware of the President's call for people to participate in the economic recovery agenda and would want to participate once such empowerment initiatives are made available.

And Minister of Small and Medium Enterprise Development Elias Mubanga said government is in receipt of huge numbers of requests for empowerment funds and is working round the clock to ensure viable businesses are supported.

Mr. Mubanga said plans are underway for the transport sector to be empowered with a wide range of vehicles.

He assured the association of government support and called for concerted efforts from the association for effective economic recovery to take place.

THE JPC MEETING OFFICIALLY OPENS IN MALAWI

Malawi's Secretary for Defence, Erica Maganga has emphasised the importance of strengthening the peace and security initiatives for Malawi and Zambia.

Speaking during the official opening of the 18th Session for the Malawi/Zambia Joint Permanent Commission for the Defence and Security at Sunbird Nkopola Lodge in Mangochi, Malawi, Ms Maganga, who is Chairperson for the Session, said the meeting will address issues concerning the welfare of Malawi and Zambia.

"Our focus is on ensuring that peace and security between the two nations prevail at all times," she stated.

ZANIS reports that Ms Maganga said the session also serves as a reflection of strides made in the past years as evidently demonstrated by the cordial relationship that the two countries have continued to enjoy.

She further encouraged delegates to remain vigilant and united as they formulate strategies that will contribute to promote peace in the two countries.

Speaking shortly after the official opening, Zambia's Defence Permanent Secretary, Norman Chipakupaku, who is also the Co-chairperson of the session, said the primary objective of the gathering is to review past resolutions pertaining to economic development and to seek effective solutions to combat issues such as smuggling and human trafficking.

"We recognise the significance of economic growth and regional stability. This session serves as an opportunity to reassess our shared goals and foster greater cooperation between Malawi and Zambia," Mr Chipakupaku highlighted.

He added that the other objective of the session is to ensure that SADC continues to hold peaceful elections.

"I expect this 18th session to come up with ways of heightening cooperation for a brighter future for the two countries," he mentioned.

The Permanent Secretary further expressed gratitude to the government of Malawi for hosting the Meeting, saying the willingness to host Zambia amidst other pressing issues taking place in that country deserves to be recognised.

"The hosting of these sessions which alternates between the two countries is a great testimony of the bilateral relationship that we have enjoyed over time," Mr Chipakupaku noted.

The 18th Session of the Malawi/Zambia Joint Permanent Commission (JPC) on Defence and Security, is scheduled to conclude on Wednesday, December 13, 2023.

ENJOY HUMAN RIGHTS RESPONSIBLY-HH

President Hakainde Hichilema has appealed for responsibility in the enjoyment of fundamental rights and freedoms.

Speaking through Minister of Home Affairs and Internal Security Jack Mwiimbu, President Hichilema said fundamental human rights and freedoms are unlimited, hence remain subject to public order, national security and the rights and reputations of others.

This was during commemorations of the Human Rights Day on the occasion of the 75th Anniversary of the Universal Declaration of Human Rights-UDHR.

Mr. Hichilema who underscored success recorded in the two-year rule said government has created a conducive environment by restoring the Rule of Law, uniting the country and working to improve the economy.

He said to enhance protection of individuals and collective human rights, government is in the process of reviewing various pieces of legislation.

Mr. Hichilema has since called on young people not to be used to perpetuate criminal activities. “As the New Dawn Administration, we have restored the democratic space after putting a stop to violent cadrerism,” he said.

The President also urged the Human Rights Commission to step up sensitization on human rights in order to promote a common understanding as envisioned in the UDHR.

And UN Resident Coordinator Beatrice Mutali appealed to government to double its effort in 2024 in implementing the UDHR recommendations.

European Union Ambassador to Zambia and COMESA H.E Karolina Stasiak who expressed concern over the conflicts on the continent called for global respect to human rights.

Meanwhile, Human Rights Commission Chairperson Dr. Towela Sambo and her NGOCC counterpart Mrs Grace Sinkamba expressed concern over what they term government undermining of human rights.
They cited increased suspect detainees mainly members of the opposition, delayed review of the Public Order Act and increased deaths resulting from police torture as some of the things infringing on human rights.

The two who also recommended government on positive strives made in the two-year rule appealed to the New Dawn Administration to remain resolute to its promise to abide by the rule of law.

TRAIN ACCIDENT CAUSED BY RUNAWAY SHUNT MOVEMENT IN NDOLA.

LUSAKA, Monday ,December,11th 2023 - Zambia Railways Limited(ZRL) wishes to inform the general public that it experienced a train derailment on Sunday 10th December,2023 at 12:45hrs near Kafubu river bridge in Ndola due to a runaway shunt movement.

The preliminary findings indicate that the runaway shunt movement , with some wagons carrying coal ,sugar as well as empty wagons experienced a brake system failure at Bwana Mkubwa railway station in Ndola. As a result, the train accelerated towards Ndola Railway Station, and in the process derailed causing extensive damage to the equipment and rail infrastructure .

The train crew sustained minor injuries and were immediately discharged after medical attention.

ZRL emergency team working with Zambia Police Service swiftly mobilized to provide security at the accident scene.

ZRL recovery team is already on site working to restore operations to normal and this is estimated to be done within 48hrs.

ZAMBIA ON THE WORLD MAP - NALUMANGO

GENEVA - Vice President W.K Mutale Nalumango says Zambia is on the world map after making strides in amending laws that inhibit democracy, human rights, good governance and basic freedoms.

Speaking at the United Nations Office in Geneva, Switzerland, where she is representing President HAKAINDE HICHILEMA at the Human Rights 75 High Level Conference, Mrs Nalumango said the UPND New Dawn Government has made uncommon pronouncements to defend the violation of Human Rights in its system of governance.

Mrs Nalumango cited the abolition of the death penalty which saw the President commuting 390 death sentences to life imprisonment in February of 2023.

Mrs Nalumango further said the freedom of speech has been expanded through the repeal of section 69 of the Penal Code, which criminalized defamation of the President.

She said as a global village, Zambia is eager to share the progress being made as far as promotion of Human Rights is concerned and also to learn more on how the government can serve the Zambian people better.

Upon assuming office, President Hichilema committed to uphold human rights, freedoms and liberties of all citizens under his rule.

PRESIDENT HICHILEMA PROVIDES ADDITIONAL K10,000 TO BEREAVED FAMILIES

CHINGOLA - President HAKAINDE HICHILEMA has provided an additional K10,000 to each
bereaved family of the Senseli Open Pit Mine accident in Chingola district, Copperbelt Province.

This has been revealed by Chingola Member of Parliament Chipoka Mulenga in Chingola district where the burial service for the victims of the Mining Disaster at Senseli Mine is currently taking place.

Mr. Mulenga says government will continue to provide support to the bereaved families even after burial.

"Instructions have come from the Head of State that even after we bury our brothers, we have to make sure that we take care of these families in a one off contributional support that we can," Mr. Mulenga says.

Mr. Mulenga says in African culture, a funeral does not only end when someone is put to rest hence the President releasing a sum of K10,000 for each family in addition to the money earlier provided.

He says the money will be given to the families besides other commodities like mealie meal, cooking oil and other foodstuffs.

President Hichilema is currently in Chingola district on the Copperbelt to attend the burial service for the victims of the Mining Disaster at Senseli Mine.

PRESS STATEMENT
Lusaka, Monday 11th December, 2023.
The Drug Enforcement Commission (DEC) in Lusaka has arrested five (5) individuals for trading in counterfeit notes amounting to over USD 475,000 and over ZMW 49,000.

The five (5) who include three (3) Zambians, one (1) Ugandan, and one (1) Burundian have been identified as follows:
• Simon Mugabe, male, aged 47, residing in Chaisa compound, Lusaka
• Undikubwayo Allain Diomede, male, aged 45, residing in Emmasdale, Lusaka
• Chibwe Mulenga, female, aged 61, residing in Kamwala South, Lusaka
• Musonda Bwalya, female, aged 60, residing in Rhodes Park, Lusaka, and
• Edwin Mando, male, aged 32, residing in Kamwala, Lusaka.

Mr Edwin Mando, 32 of Kamwala in Lusaka was arrested for trading in ZMW 49,700 counterfeit notes whereas the four have been jointly arrested for trading in USD 475,800 counterfeit notes.
The Commission has observed a trend of counterfeit notes suspected to be manufactured in East Africa coming into our country. DEC Director General Nason Banda has, therefore, warned that the institution is on high alert and shall not relent to criminalities such as these weakening the economy.
DEC recognises that having counterfeit notes in circulation can significantly weaken our economy by eroding confidence in our Zambian Kwacha currency. This loss of trust can contribute to inflationary pressures as counterfeit money increases the money supply beyond the intended levels set by the central bank. Additionally, this distorts economic signals, hindering effective monetary policy and making it challenging for policymakers to assess the true state of the economy.
Meanwhile the Commission has made a significant breakthrough in the relentless fight against economic and financial crimes following a successful forfeiture of ZMW 2,120,104.21 from Shadreck Bwalya Zulu's account held with a known banking institution. This follows a judgement by the High Court in Lusaka which granted a non-conviction based forfeiture after an application by the National Prosecutions Authority.
This remarkable accomplishment is a direct result of the Commission’s meticulous investigation, triggered by suspicious transactions within the mentioned account. The Commission’s pivotal role underscores its commitment and effectiveness in addressing and combating financial malfeasance.
The Commission extends gratitude to the public for their continued collaboration, urging citizens to remain vigilant and refrain from engaging in street transactions in foreign currency. The Commission remains dedicated to its mission of supporting efforts meant to maintain economic stability and safeguard the financial system's integrity.

K11.6 BILLION RELEASED FOR DEVELOPMENTAL PROGRAMMES, PUBLIC SERVICE DELIVERY, DEBT SERVICE, ARREARS & WAGES

In November, 2023, the Ministry of Finance and National Planning released K11.6 billion to finance developmental programmes, public service delivery, debt service and wages. Of this amount, K2.6 billion was released for transfers, subsidies and social benefits, K874.3 million for implementation of developmental programmes and general operations, and K998.9 million for capital expenditure. Furthermore, K3.9 billion was released for the public service wage bill, while K3.3 billion went towards payment of both domestic and external debt.

As indicated above, K2.6 billion was released for transfers and subsidies, of which:

1) K941.4 million was for the Constituency Development Fund (CDF). Out of this, K795.5 million went to Community Development Projects and K145.8 million to Youth and Women Empowerment Programmes;

2) K395.2 million, Social Cash Transfer;

3) K278.1 million for the operations of Public Hospitals and Grant Aided Institutions (GAIs);

4) K16.2 million to the Public Service Pension Funds as funding gap and operation grant;

5) K115.1 million for operation of public universities and student loans and scholarships. Next year, the allocation for Higher Education Loan Student Board will be increased to ensure that MORE vulnerable students are supported with loans and meal allowances under the scheme – See Budget Speech: https://www.mofnp.gov.zm/?wpdmpro=2024-budget-speech;

6) K111.6 million to the Local Government Equalization Fund; and,

7) K315.6 million as grant to ZRA to support operations and resource mobilisation.

In addition, K450 million was released for the Farmer Input Support Programme (FISP). We will continue to assert the agriculture sector as a key driver of our economy, therefore, the sector will receive our sustained support to increase productivity, enhance value addition, and strengthen market linkages.

Through the Comprehensive Agriculture Support Programme (CASP), services such as extension support, access to finance, irrigation development, support to value addition, and storage and logistics, will be encompassed.

K874.3 million to facilitate implementation of programmes and other general operations under various government institutions, was also released in November, 2023. Furthermore, a sum of K998.9 million was released for capital expenditure. Notable items under this category include the K385.7 million for road infrastructure and K613.2 million which was disbursed for various projects in Ministries, Provinces and Agencies.

In line with the Government’s commitment to reduce indebtedness and attain sustainability, a sum of K3.3 billion was released last month for payment of both domestic and external debt obligations. We take this opportunity to reiterate that in 2024, domestic and external financing will be mobilised in accordance with the Annual Borrowing Plan approved by Parliament. This will help us close the financing gap in the coming Budget and facilitate implementation of various programmes and projects which we would not be able to implement from general revenues alone.

Related to wages (personal emoluments) for public service workers, the Government spent a total of K3.9 billion in the month under review. Gladly, we have continued to ensure that wages are timely paid. The total monthly figure will increase next year when we recruit 10,400 additional public service workers in an effort to improve staffing levels in needy sectors. 5,400 will be recruited in the education sector, among whom 4,200 will be teachers and 1,200 non-teaching staff. The Government will also recruit 4,000 health personnel. The remaining 1,000 employees will be recruited across other sectors.

Despite the achievements being recorded, we remain aware of lagging challenges related to the pace of job creation, cost of living, and infrastructure development. We are also alive to challenges such as the high cost of living and are working towards addressing the issue through multi-sectoral economic transformation programmes with the methodical zeal and commitment.

We are confident that small-scale businesses will continue to be busy as the Government keeps pace with their needed support, through various empowerment programmes. From the agriculture sector, jobs and value chain opportunities will arise as we produce food for ourselves and export the surplus to neighbouring countries and the rest of the world.

Finally, we encourage fellow citizens to take up business opportunities through constituency level support programmes and the country-wide empowerment programmes under different Ministries. As we grow local businesses, we are also embracing growth opportunities through Foreign Direct Investments and Public Private Partnerships. We appeal to fellow public officials ensure that as a team, we continue to efficient, transparent and quick in facilitating private sector investments.

ZAF OFFICERS GET SALARY INCREMENT

Zambia Air Force (ZAF) Commander Colin Barry has announced a salary notch increment for air servicemen and women.

Lieutenant General Barry says the salary notch adjustment system is being applied for the second successive year.

“You may wish to know that this year we are all migrating upwards in the notching system. This is the second time we have managed to do this all within our own resources,” Lt Gen Barry said during the ZAF Livingstone air base officers’ annual ball on Friday last week.

He also said the command is aware that a well-motivated force is critical to attaining goals and objectives of the air force.

Lt Gen Barry said the air force command is alive to challenges encountered in the line of duty, hence continues to implement programmes and initiatives to overcome the hurdles.

“I am happy to inform you that we have prioritised welfare issues among the liquidation of outstanding personal claims, provision of accessible financial options, provision of adequate rations for deployed and stay-over personnel.
