ZAMBIA’S HUMAN RIGHTS HAS IMPROVED UNDER UPND, SAYS UN SPECIAL RAPPORTEUR
January 31, 2025
The United Nations Special Rapporteur on the right to freedom of expression and opinion, Irene Khan, has observed that Zambia’s human rights landscape has significantly improved since the UPND took over power.
Speaking at State House during a meeting with President Hakainde Hichilema this morning, Khan noted that Zambia is at a crucial turning point as it prepares for the next general elections.
Furthermore, she highlighted that the country had transitioned from a decade of governance marked by human rights violations to a more open and engaged administration.
Khan, the first UN special envoy on civil and political rights to visit Zambia in eight years, commended the government for its willingness to engage with international human rights bodies.
During her visit, she explored Livingstone, Kitwe, and Ndola, where she met various stakeholders, including government officials, civil society groups, and former ruling party members.
Additionally, she expressed gratitude for the access given to her to interact with both governmental and non-governmental sectors.
Ms. Khan shared her preliminary findings with the Ministry of Foreign Affairs and announced that a final report, along with Zambia’s response, will be submitted to the UN Human Rights Council in June.
In response, President Hichilema acknowledged the need for continuous progress in strengthening human rights. He lamented that Zambia had gone years without an assessment that could have provided a clearer comparison of past and present human rights conditions.
Reflecting on past challenges, he recalled a time when political voices were silenced, and media freedoms were severely restricted.
He reaffirmed his government’s commitment to safeguarding fundamental freedoms, including freedom of expression, emphasizing that human rights reforms are a continuous process.
Finally, the President assured the UN of Zambia’s readiness to continue working towards strengthening democratic principles and fostering an environment where all citizens can freely express themselves.
