Why Sunday C. Chanda is a Beacon of Exemplary Leadership Among our MPs?

In Zambia, the role of Members of Parliament (MPs) is very important in shaping the destiny of their constituency and that of our country.

The foundational principle that guides their responsibilities is a solemn oath to serve both their constituents and the greater national interest.

The struggles faced by many citizens are closely tied to the disappointing performance of Members of Parliament (MPs) and regrettably, a significant portion of MPs seems to lose sight of their primary duty—to serve as the voice and advocate for the people who entrusted them with their votes.

Once within the corridors of Parliament, the collective memory of their constituents often fades, overshadowed by personal ambitions and political maneuvering.

They spend valuable time engaging in irrelevant political maneuvers. Additionally, the lack of commitment to extensive reading and research leaves them ill-prepared with the knowledge needed for effective governance.

Moreover, there is a noticeable absence of the passion or determination needed to champion for services and resources for their constituencies.

This is where the commendable efforts of Sunday Chanda shine through. Unlike many others, Chanda actively works to secure the services and resources that would benefit the people he represents in Kanchibiya constituency.

However, some individuals may unjustly label him as a "bootlicker," revealing a misunderstanding of the responsibilities of an MP. Chanda’s dedication to the well-being of his constituents is a testament to his commitment to effective representation.

Being an MP from the opposition does not imply working against the government or boycotting to deliver services critically needed to your constituency. Such thinking is what has delayed development and essential services for our people. Service delivery to our people must transcend our political affiliations or personal ambitions.

The primary duty of an MP is to deliver tangible benefits to their constituents. In the Zambian context, where diverse needs and aspirations clash, an effective MP must navigate the difficult web of challenges to bring about positive change.

Sunday Chanda, through his unwavering commitment and tireless efforts, has demonstrated that the people come first. A distinguishing trait of an exceptional MP is the ability to transcend political affiliations and work for the collective good of all Zambians.

When a president assumes office, the mandate is clear – to serve the entire nation irrespective of party lines. MPs, as representatives of the people, ought to emulate this inclusive democratic requirement.

Sunday Chanda's approach mirrors this principle, as he prioritizes the welfare of his constituency and the people of Zambia, irrespective of their political beliefs, if anything he stands out a model MPS even surpassing those that come from the ruling party, the UPND.

Upon taking the oath of office, MPs pledge allegiance to the constitution, the president, and the Bible. This solemn commitment signifies a sacred obligation to uphold the values of justice, equality, integrity and democracy.

Sunday Chanda, in his capacity as an MP, has translated this oath into action. His dedication to constitutional principles and ethical governance sets a commendable standard for others to follow.

Having been voted in office on the ticket of the opposition has not stopped him from delivering for his constituency.

TOMORROW, HEADS MUST ROLL!

As HH7 addresses the Nation tomorrow, we hope to hear him address serious issues of Graft gnawing at the belly of his New Dawn in some critical ministries. He should consider reshuffling his tainted and incompetent Cabinet that has lost touch with reality too soon. Some names need to GO!

Among those that need to GO at Cabinet level, include;

1. Stanley Kakubo - Foreign Affairs
2. Elvis Nkandu - Youth, Sport & Arts
3. Paul Kabuswe - Mines
4. Peter Kapala - Energy
5. Garry Nkombo - Local Government

We will not belabor in outlining the individual misdeeds of the ministers above as most of the information is already in the public domain. In a nutshell their misdeeds range from Pure Graft, Corrupt Practices, Impropriety & Misconduct to sheer Incompetence & lack of Diplomatic Aptitude & Etiquette.

We will if the public demands, outline the individual misdeeds of MALADMINISTRATION of the individuals above.

The Black Mountain is seething with problems today because of a compromised character at the helm who is bent on get rich quick schemes. Engaging his own proxies in operations for maximum benefit at a slug dump that must benefit thousands of jobless youths & impoverished locals. That is unacceptable!!!

The Energy Sector is poised for a nose dive due to State Capture abetted by an incompetent officer. A lot of people will lose jobs come June due to corruptly instigated Energy Policy shifts. Many OMCs will be crippled & pushed out of business and their backlash may lead to further deterioration in economic fundamentals. Fuel may just hit the 50 Kwacha mark if OMCs fight back and halt fuel imports. Imagine what will happen to commodity prices and the cost of living if fuel hits K50+ per liter? Life is already unbearable for majority Zambians and they need relief now rather than later. HH needs to act to stem this impending explosion.

Talk of the selective application of the law at local government level. We are still waiting to see Bulldozers and Graders raze and level illegal structures at Forest 27 built by a corrupt clique that de-gazzeted the water aquifer for selfish reasons and personal benefit without regard to the causal damage to the environment.

There must be no selective application of the law due to bribery & concealment of felonies. In the same manner illegal structures of the poor were razed & leveled along Kasangula road, the same energy and effort should be applied at Forest 27. The demolition exercise there is long overdue!

Our foreign policy lies in jeopardy because of a lack of Diplomatic Aptitude & Etiquette as well impropriety resulting from dark corners meetings which are reported to involve huge some of money changing hands for unspecified favours. Heads must roll if at all Bally is serious about his Anti- Corruption Crusade. One cannot eat with both hands in our modern Geo-political environment.

The environment at Ministry of Youth is toxic, the place is now a crime scene. Remnants of the Corrupt PF are still calling the shots and the New Dawn has been entangled. Heads must roll and Elvis must answer for the impropriety there. A lot of audit queries remain unanswered. The public needs answers.

And his useless witch hunt which has left some many youth empowerment beneficiaries in abject poverty must end tomorrow. Why should innocent youths be punished because of the misdeeds of the PF regime? There must be fairness as Bally committed to empowering all youths without focussing on partisan lines. Why label those who got empowerment under the previous regime as PF without adducing any evidence? As a matter of fact even PF youths are Zambians!!!?

Other issues Bally must seriously address include:

1. Youth Unemployment
2. High Cost of Living
3. Resurgence of Armed & Violent Cadres
4. Unconstitutional Plea Negotiations with known criminals
5. Compromised State House Team
6. Incoherent Communication from his Government on Critical Issues
7. Policy Inconsistencies In Mining & Energy
8. Witch Hunts by LEAs
9. Breach of Separation of Powers
10. Retention of Corrupt Officers in the Civil Service.

Among many other teething problems.

Lastly but most importantly, Heads must roll at State House. The team there is highly compromised and reducing the minimal gains the New Dawn Government has scored in the last 8 months. The following need to be flagged and kept in check;

1. Anthony Bwalya - Presidential Spokesperson
2. Bradford Machila - Principal Private Secretary
3. Christopher Mundia - Special Assistant, Legal Affairs.
4. Chellah Tukuta - Useless Presidential Photographer

Time to Act Bally, or we will spill the Beans, and that will be a precursor to the downfall of a one term President.

DPP CONTINUED STAY IN OFFICE IS UNTENABLE.

We did not want to write this article this evening but after the announcement by President Hakainde Hichilema that he would be dating the Press on Monday April 25th 2022,

We felt duty bound to offer our opinion.

We are aware that Press Briefings do not end as planned as Journalists can ask any question that they feel there audience would want an answer from Zambia 1 or Eagle 1 ( The Republican President).

From the President’s posting on his page, it is clear that he will comment on diverse topics.

He may even talk about us (The media) and some of us do not care but one certain issue he will talk about is the Office of The Director of Public Prosecutions (DPP) in relation to the Milingo Lungu Saga.

The office of the DPP has a person who occupies it and that person is Lilian Shawa Siyuni.

That is the person we are going to discuss henceforth.

MRS. SIYUNI CAN’T CONTINUE AS DPP.
We believe that The DPP’s stay in office is untenable.

She can’t continue exercising her duties with the integrity and decorum that the office demands.

Her office is now at the centre of contempt and ridicule in the eyes of hypothetically right thinking members of society.

WHY DO WE SAY SO?
We say so because whether someone claims her exit was engineered by Party operatives or other parties, she has lost respect from many members of the public.

We are aware that someone will ask for statistics but the fact is that things are not good for her.

Her Signature will never be respected again. It is also important to note that the fate of the DPP’s stay in office has not started from Milingo Lungu’s issue.

No. She called this on herself. The DPP has on several occasions made questionable decisions that any sane person would suspect had political connotations.

Just count how many Nolles she entered in favour of PF Big wigs before UPND came into power.

Look at some of the charges she advanced to court during PF reign.

What was Petauke Central Member of Parliament Emmanuel Jay Jay Banda charged with after raiding Lusaka Central Police Station.

She had to come with a charge that was finable. Imagine if Jay Jay Banda was UPND at the time of committing that crime. Just imagine.

Imagine if Chella Tukuta was PF by the time he was appearing in court, do you think he would even have appeared in court?

Imagine if our elder brother Maiko Zulu and his team were PF, do you think they could have been taken to court for demonstrating in the bush?

First of all, they could not even have been arrested. Look at the way her office handled cases of serving ministers under PF. How many acquittals of PF aligned individuals has she appealed?

We have limited space and people who complain of long articles but we could have listed several examples here that condemn her to the dustbin.

TRAFFIC RAGE / TREASON/ CONSCIENCE
May be we are different human beings here at The Zambian Whistleblower.

We believe any normal human being should have an ability to discern what is wrong and right.

We believe that the current DPP knew deep inside her heart that Mr. Hakainde Hichilema did not commit any treason at all.

This is the reason why the State has entered into a consent judgement with 5 others who were incarcerated with him.

We know many Zambians are not aware of this but we are aware and they deserve the awarded damages and costs.

The only time we will complain is when they are paid faster than those others on the waiting list.

By the way, we are also on the waiting list for false imprisonment during the gassing days.

That is a story for another day.

If indeed the current DPP has the Conscience which some of us have, she could have tendered her resignation the same day Bally left Heroes Stadium with an Eagle on his vehicle.

Inauguration day. That is what we expect from any morally upright person admitted to the bar.

Yes we are aware that Zambia has a lot of lawyers who are criminally minded but we expect Lawyers to have some decency.

HH and his former co-accused have feelings as well and we do not think they have forgotten.

Suspended Lawyer Jonas Zimba has dragged the State to Court over petitions against the DPP filed at the Judicial Complaints Commission saying the DPP does not belong to the Judiciary, if she does not belong to the judiciary, then she has to belong to one of the two remaining wings of government. The Executive or the Legislature.

She is certainly not a Member of Parliament or Clerk of the National Assembly so if indeed she belongs to the Executive wing of government, then she is under President Hakainde Hichilema because even a Grade Seven dropout knows that the Head of the Executive is the President, Judiciary (Chief Justice) Parliament (Speaker) and she is none of the three.

It is also a fact that Law Enforcement Agencies (LEA’s) are under the Executive.

It is The President who appoints the Inspector General of Police who supervises the Police that take dockets to her office for action.

It is the President who appoints a DEC boss who supervises DEC officers.

In case the DPP differs in opinion with these others, as is the case now, what happens?

We do not want a scenario were suspects start refusing to appear before the Courts of Law.

Yes there may be manoeuvres to hound her out office but nizozifunila.

Even before the Milingo Lungu saga, there was enough evidence that creates an environment for her to resign.

She may be considered for another position by either the current government or future government’s if she resigned than going through a tedious tribunal.

We know there are some lawyers encouraging her to stay put.

It is not the best counsel she is getting. She should just let the sleeping dogs lie.

People will end up digging a lot of what was buried just to have her go that may end up even traumatising her only family.

These are not personal to holder positions. We certainly do not see her staying.

The honourable thing is for her to resign. Just the name of the office of the DPP mentioned by the President at a Press Briefing is enough acrimony to her standing.

Probably this is the best time for her to negotiate her own immunity if she is scared of prosecution since no one is above the law.

Stop this circus now. The DPP’s position is currently unattainable whether it is State house pushing her out or not. Her record is just bad.

Now we even have fictitious people supporting her. Look at those screenshots.

We have searched for that person and does not exist. Look at her thesis at Masters Degree Level.

Why didn’t she implement that when she was pressured by the PF Government to charge innocent people with a capital punishment crimes and why does she now want to practice her thesis?

Forgiving and forgetting are two different things.

HH may have forgiven or forgotten what happened but he has supporters who may certainly not forget. A situation that will cause her being in office untenable.

FACT CHECKING SEAN TEMBO ARTICLE “FOUR MAJOR ECONOMIC BLUNDERS OF BALLY’s PRESIDENCY SO FAR"

Mostly Sean Tembo’s followers are very gullible in how they assimilate his claims and do not bother to fact-check him even when information is publicly available from ZRA. Sean Tembo is currently degenerating into an unethical professional due to his propensity to defy the demands for integrity by his profession as a Chartered Accountant.

Here is why Sean Tembo in the above referenced article is spreading utter disinformation and misinformation.

ON IMF BAIL OUT

The intention of Sean Tembo and other negative energy generators is to create a narrative that IMF is running our economy. This is ridiculous because the IMF bailout may only amount to $1.5 billion disbursed over period of 3 years, against an economy in dire need of investments way above $20 billion. The IMF will simply give government fiscal relief for its distressed budget and fiscal confidence for creditors to restructure the debts, running the economy is broader than sitting in an office in New York. Home grown solutions have always been there in the National Development Plans but such plans require fiscal and monetary stability. The lack of fiscal and monetary stability is the reason why PF borrowed billions without creating any impact on economic growth.

ON TAX HOLIDAY TO THE MINES

Due to his pathological disinformation, Tembo has mange to misinform some of his supporters that the mines are not paying taxes and somehow MRT, in the previous form would have paid off the debts. One thing he cannot explain is why PF was defaulting on the loans despite high copper prices and the same MRT regime he is defending. Sean Tembo should also desist from using “Tax holdiay” for this is a technical term applied under the ZDA act, and the minister never made such an amendment to the ZDA to effect any tax holiday for the mines. The other fact Tembo is hiding from his elegiac choir is that Zambia’s MRT is among the highest in the region and is charged in graduated from i.e. as copper prices rise more tax is charged ( with a range of 5.5% to 10% depending on the price).

ON GOVERNMENT RECRUITMENT
In his argument against government recruitment, Tembo is calling for spending cuts that will try to reduce the budget deficit. The hypocrisy here is so naked and embarrassing because this suggestion is the very one he has been fear mongering about IMF. His desperation to discredit the teachers and health workers recruitment does not even acknowledge that fact that schools and hospitals are under-staffed. Zambia does not even meet the UNDP benchmarks for teacher-pupil or doctor patient ratios. To recruit 40,000 people against a national labour force of 5,000,000 does not look like government is driving employment creation at the expense of private sector as he claims.

ON SHUNNING LOCAL CONTRACTORS

Sean Tembo is again kissing PF bums here by fanning the flames of PF’s malicious narrative that UPND is discriminating against PF aligned contractors. His populist argument that government is shunning local contractors is debunked by the fact that funding to the CDF programme was increased by 1,500%. The programme further went to promote local contractors at district level, not only national or Lusaka level. Does that look like an administration that is shunning local business?

From the above facts we can see that our opposition leaders are sadists and obstructionists who are not ashamed to spread negative energy and disinformation to promote resentment and despondency. Citizens need to be positive and reasonable than dance to the political songs of frustrated power hungry politicians. Sean Tembo and company clearly want the current administration to fail, beware of that.

Morally Depraved Serial Political Pr******te, Kelvin Sampa Defects To UPND To Avoid Prosecution For Corruption, Fraud & Money Laundering Activities.

Kasama - 20th April, 2022.

Morally depraved & Serial Political Pr******te Kelvin Sampa defects to UPND in Kasama. His detection has coincided with the visit of Vice President WK Mutale Nalumango to Kasama.

Before defecting to PF he was in MMD where he used to insult PF day and night, and also defrauded former first lady Maureen Mwanawasa of huge sums of money through her Maureen Mwanawasa Community Initiative - MMCI.

He joined PF when MMD lost in 2011 and was elected Kasama Central Constituency MP to replace GBM when the latter resigned. He has now shamelessly joined UPND the party he castigated when he was in PF and served as National Youth Chairman.

Through his alignment with PF and coercion of management, his wife was employed at Zesco as a ghost worker during the PF regime. She was fired by the New Dawn Government a few months ago and Kelvin is hoping to have her corruptly reinstated through his choreographed defection.

Kelvin Sampa is known for organizing thugs to beat up or harass HH each time he visited Kasama and was also instrumental in funding & arming Innocent Kalimanshi and his gang of criminally minded cadres. All these criminal acts where committed when he was PF National Youth Chairman.

THERE'S AN AUDIO RECORDING OF CORRUPT HH OFFERING IMMUNITY

Now HH pleads with Milingo Lungu withdraw court case for fear of further embarrassment when an audio is played in court where the president was assuring Milingo Lungu immunity.

Last night HH panicked and called Milingo Lungu to plead with him to withdrawal the court case in which the former Konkola Copper Mines Provisional Liquidator has sued the state for deception. After HH's sycophants denied that Milingo Lungu did not meet HH and his State agents to strike an immunity deal, court documents have been circulated to expose HH and his duplicity.

The head of this issue is that HH wants to give KCM to his masters but Milingo Lungu was a stumbling block since he was the liquidator. A plan was hatched to offer Milingo Lungu immunity from prosecution over cases he is facing from Mopani so that he should resign. HH sent his personal lawyer, Attorney General, Solicitor General, Private Secretary and others to arrange a deal with Lungu but he refused and asked to meet the President himself. Another meeting was called where Milingo Lungu was offered the deal in exchange for him to resign as liquidator so that he leaves KCM to HH to privatize.

After being exposed, HH has panicked and called Milingo Lungu last night to plead that he withdraws the case at court to avoid further embarrassment. Apparently, Milingo Lungu has a recording of what HH said and is willing to unleash in court which will embarrass HH.

Meanwhile , over the long weekend Vedanta Chairman Anil Agarwal met President Hichilema at his farm in Namwala to discus over Konkola Copper Mine. The meeting at the private farm for Hichilema in Namwala was meant to keep cameras and suspicions off as the two discussed the dirty deal to hand over KCM to Vedanta by Hichilema administration. Before elections, the OP informed former President Edgar Lungu that Vedanta had given Hichilema $500,000 (K11,000,000) to use in campaigns because it had agreed that when HH wins they will be given back the mine.

The meeting between Hichilema and Agarwal comes after KCM provisional liquidator Milingo Lungu met with Hichilema, his Attorney General, Minister of Finance as well as Justice to discuss the immunity of Milingo Lungu in exchange for his resignation.If Milingo Lungu did not resign it was going to be impossible for HH to give back KCM to Vedanta. The KCM provisional liquidator was told that his cases will be dropped by Director of Public Prosecution Lillian Siyuni.
