COPPERBELT University has made its first post on Facebook in six years after managing to recover the page which had been hacked.

The learning institution has not been active on the platform since April 10, 2018 and only managed to regain access to the site through the efforts of a First Year student of Computer Science.

“Hello team CBU,” they wrote announcing their return with a picture of staff surrounding the helpful student.

“Our page was hacked and we are now officially back courtesy of Humphrey Manda our first year Computer scientist genius!”

“We are ready to interact with the public again,” they wrote before proceeding to update their profile and cover pictures.

Cases of hackers on social media have become common, especially on Facebook, with scammers targeting organisations.

Bank of Zambia reported a “cyber security incident” in July last year when their Facebook platform with over 80,000 followers was hacked with pictures model-like women uploaded quickly.

In February, Kabwe City Council lost access to their page after it was turned into a pornographic site for three weeks until it was deleted thereafter.

Early in March, Meta, which houses, Facebook, Threads and Instagram saw all three of its platform compromised after users were logged out of their accounts.

The problem was only resolved after two hours.

Health Minister SYLVIA MASEBO has officially commissioned the newly constructed Mungule Zonal Health Centre in Chibombo District, Central Province that has been constructed at a total of about USD$1.5 Million Dollars.

Speaking during the commissioning of the Zonal Health Centre in Mungule area of Katuba Constituency, Ms MASEBO explained that the modern facility will greatly enhance the provision of quality healthcare services in Chibombo district, especially in maternal and child health care and emergency services.

Ms MASEBO has applauded Chieftainess Mungule for providing land for the construction of the Zonal Health Centre that will cater for over 170,000 people of Mungule ward and the nearby wards of Katuba constituency.

Ms MASEBO says the modern Health Centre shows the New Dawn Government’s commitment to providing accessible and quality healthcare services to the communities as close to their homes as possible.

And Chibombo District Council Chairperson NEWTON NYELETI says the commissioning of the Mungule Zonal Health Centre will help the people in Katuba Constituency to access quality health care services timely as patients will not have to cover long distances to get to health facilities in Lusaka.

Mr NYELETI says the facility will also address the challenge of referring many patients to hospitals in Lusaka as they will now receive most of the healthcare services at the Zonal Health Centre.

And Katuba Constitunecy Member of Parliament MWABASHIKE NKULUKUSA has praised Health Ministry SYLVIA MASEBO for facilitating the construction of the Zonal Health Centre in his constituency.

Mr NKULUKUSA says successful construction of the facility is a promise that the New Dawn Government has fulfilled for the people of Katuba Constituency, as it seemed impossible more than 2 years ago.

PRESS STATEMENT
FOR IMMEDIATE RELEASE

14th March 2024

NEW YORK - Minister of Community Development and Social Services, Hon. Doreen Mwamba, M.P, says Zambia has put in place strategies and policies to facilitate women and girl's access to finances and other productive resource such as land and agriculture inputs.

In her intervention statement during a Ministerial roundtable held under the theme, "Mobilising finance for gender equality and the empowerment of all women and girls: Policies and Strategies to end women's and girl's poverty", Hon. Mwamba said other strategies that the country has put in place are to mobilise resources for women and girls' access to education, facilitate their participation in decision making and addressing gender-based violence.

And Hon. Mwamba said that
empowerment of women and girls is a priority for the Zambian Government.

She highlighted that Constituency Development Fund (CDF) as one of the major vehicles for women empowerment, is distributed by giving 60 percent for community projects, 20 percent for youth and women empowerment and 20 percent secondary school and skills development bursaries.

The Hon. Minister added that one of the key priorities for the Zambian Government is the free education for both primary and secondary school education.

"This has opened an avenue for many girls and young women to return to school and unlocked resources for programs and projects in the sector to address other issues that impede girl's education," she said.

Hon. Mwamba also said that Government is exploring means of increasing private sector participation in the arena of addressing gender inequalities from their service provision perspective, financing and funding of programs and projects.

The Hon. Minister is leading the Zambian delegation to the annual UN Conference gathering on gender equality and women's empowerment, which opened on 11th March and runs through to 22nd March 2024.

https://www.facebook.com/100064560977290/posts/816190440542981/

ZESCO LTD is on March 11 expected to circulate the load management schedules on social media and in print media.

Managing Director Engineer Victor Benjamin Mapani announced during a briefing in Lusaka that the move has been prompted by hydrology disaster which has also affected the energy sector.

"As you heard, there is an announcement of disaster on hydrology in the country and the energy sector is not exempt of that and our idea is to start implementing these mitigation measures by March 11th, 2024. The idea is to start early so that we do not have prolonged outages or prolonged mitigation measures.

"This decision comes carefully considered after looking at the water levels both on the Zambezi basin and the Kafue basin which are two major rivers where power generation takes place," Mr Mapani said.

He said El Nino has had a negative impact on water levels hence leading to load management.

Mr Mapani also said due to El Nino, Kariba which allocates supply to Zambia and Zimbabwe has been declining leading to the power allocation of only 16 billion per cubic meters this year compared to 30 billion in 2023 and 40 billion in 2024.

He added that the country will also claw back on exporting to bilateral agreements countries and also to some extent continue to import from Mozambique.

Fellow citizens,

Presidents Nana Akufo-Addo of the Republic of Ghana, William Samoei Ruto of the Republic of Kenya and myself have issued a joint statement in the 'Economist' Magazine, on the need to reform the global financial system that must treat Africa fairly.

We thank the 'Economist' Magazine for publishing the statement.

Below is the statement:

The conversation on reforming the global financial architecture has often felt more like Africa against the rest of the world, but the tide is turning. Governments north and south agree that there is something fundamentally wrong with the system and it must be fixed. As the leaders of Ghana, Kenya and Zambia, we have first-hand experience of the precarious financial situation facing many African countries, especially when it comes to debt and development finance. And we are all too familiar with the flaws in the system that is in place to confront these challenges.

The current system needs more than just adjustment—it needs an overhaul. Africa must be at the centre of these reforms, but our criticisms have for too long fallen on deaf ears. Now that the world is beginning to listen, we must go beyond criticism and do what is needed for our economic development and emancipation. Several things are critical to this agenda.

First, African leaders must be bold in promoting their ideas and participating when decisions are being made that affect the continent. The three of us have made it clear that we will not sign on to global regulations and agreements that are not shaped with our input.

We are committed to being a strong voice for Africa. We need to ensure that lower-income countries have sufficient access to concessional finance through the World Bank’s International Development Association (ida).

To that end, Kenya has agreed to host the ida21 conference in April and we are working hard to drive the fundraising for this critical form of finance. Kenya has also agreed to co-lead two bodies to tackle the climate challenge in developing countries. The first, in conjunction with the African Union (au), Antigua and Barbuda, Barbados, Colombia, the European Commission, France and Spain, looks at opportunities to tax sectors, activities and transactions that could yield billions in climate finance for the countries most affected by climate change, many of which are in Africa. The second is a coalition of experts convened with Colombia, France and Germany, looking at how unsustainable debt is keeping many developing countries from investing in climate and conservation, and what can be done about it, including innovations like “debt-for-nature swaps”: debt relief in exchange for green initiatives.

Second, Africa must look within for solutions. We must invest our borrowing in the continent’s growth, job creation and revenue generation rather than in consumption that will not pay us back in the long run; make sure development projects are high-quality, priced correctly and finished on time; and start looking to each other as major trading partners rather than overseas.

It is time for a serious conversation about the high cost of capital that burdens Africa, which is based on unfair risk premiums and inaccurate valuation of our economies. Many African countries have assets that are not reflected on our balance-sheets. We have to strengthen African institutions, and we expect those strengthened institutions to assist in valuing our economies correctly, working with international financial institutions to get this right.

The three of us recently helped to launch the Africa Club, an alliance of African multilateral financial institutions that will serve as a powerful negotiator on behalf of the continent, co-ordinate with global financial institutions and leverage African countries’ balance-sheets to increase investment and jobs. It is critical that these institutions have the full weight of au member states behind them and the appropriate capital to continue serving Africa’s development. To this end, Ghana has proposed that each African country go beyond its existing paid-in capital and invest a minimum of 30% of its sovereign reserves in African multilateral institutions.

Third, we must bring the world to Africa. We have spent the past few years attending summits in a variety of countries that want to do business with our continent. Now it is time for our fellow world leaders to come to us. In that spirit, Ghana has proposed, and we all support, an annual African Economic Summit involving heads of state and government from around the world. Our hope is that this becomes the fulcrum around which we will deal with our major growth-and-development issues. Kenya will host the first summit in 2025, then Zambia in 2026 and Ghana in 2027.

Finally, we must speak with one voice on our reform agenda. Over the past three years a coalition of African policy institutes, the au, the un, finance ministers and civil society have been working together to define and advocate a collective African agenda for improving the global financial architecture. This coalition has identified key areas for action. They include charting a green growth-and-investment path for the continent; increasing concessional finance; channelling special drawing rights currently held at the imf to African financial institutions so they can be leveraged for development finance; finding a robust solution to the debt crisis, which will require overhauling the Common Framework, a debt-restructuring blueprint introduced by the g20 in 2020; and increasing Africa’s role in global decision-making.

These are ambitious but achievable targets. We have already seen progress, for example in gaining a seat for the au at the g20, making it the g21. It is up to Africa to use that seat wisely and present a clear vision for global reform.

There is a line in scripture: “Faith without works is dead.” You cannot believe in something and do nothing about it. 2024 is the year to move from talk to action, and to insist on a fairer global system that works for Africa. ■

The declaration was prompted by the destruction of one million hectares of farmland, affecting over one million households across the country.

HH APPOINTS KAVINDELE TO OBSERVE DRC ELECTIONS

By Andrew Mwansa

Zambian Republican President Hakainde Hichilema has appointed former Vice President Enock Kavindele as the SADC Head of Mission in the Democratic Republic of Congo.

This is in accordance with SADC guidelines, which empower the Chairperson of the SADC Organ on Politics, Defence, and Security Cooperation to appoint the Head of Mission.

Recently, President Hakainde Hichilema faced criticism in Zimbabwe when he appointed former Zambian Vice President Nevers Mumba as the Head of Mission. The Zambian President, along with the Head of Mission, was accused of plotting a regime change in Zimbabwe.

The Democratic Republic of Congo goes to the polls on 20th December 2023, with local surveys predicting an outright win for the incumbent President Felix Tshisekedi.
