The Zambia Revenue Authority would like inform all taxpayers that effective 1st January, 2024, a Tax Clearance Certificate (TCC) will not be issued to non-compliant taxpayers.
A TCC will only be issued to a taxpayer who files all tax returns (declaration of earnings) and pays all taxes due (have no unpaid taxes).
However Corporate Communications Manager Oliver Nzala says The Authority will give tax clearance certificates to taxpayers with outstanding tax arears or tax debt on condition that at the time of applying for a certificate, they must have already signed a Time to Pay Agreement with the ZRA.
Mr. Nzala adds that the public will be required to always check the validity of any printed TCC and has advised the public to start scanning the Quick Response (QR) code to verify the validity of any TCC.
He says it is a legal requirement for any person to deal with a supplier of goods and services who has a valid TCC. Taxpayers are advised not to engage in any business transaction with suppliers using forged TCCs.
ZAMBIANS URGED TO STRIVE FOR ECONOMIC INDEPENDENCE.
KITWE, 26 October 2023- United Prosperous And Peaceful Zambia (UPPZ) Leader Charles Chanda has urged Zambians to strive for economic independence, despite the country's political progress.
Mr Chanda expresses concern that the flow of money out of the country is hindering small businesses' ability to access foreign currencies to expand their operations.
However, Mr. Chanda is hopeful that the recently launched export proceeds tracking framework will allow Zambia to transform its economy from one led by foreign investors to a Zambian-owned economy.
The UPPZ Leader commended this move, adding that the framework could have a substantial impact on the country's economic growth.
Mr. Chanda urged Zambians to take advantage of this opportunity to reverse the trend of economic dependence on multinational corporations.
This follows the recently announcement by Minister of finance Dr. Situmbeko Musokotwane, that the Bank of Zambia has developed an Export Proceeds Tracking Framework that will require all exporters to route export earnings through an account held at a bank domiciled in Zambia while retaining full rights and control to use the funds as they deem fit.
Implementation of the Framework will commence on 1st January, 2024.

The Anti- Corruption Commission Zambia is concerned with the Sextortion which has occurred in the passed few months in a form of corruption that preys on individuals' vulnerabilities.
ACC Head of Corporate Communications Timothy Moono says the illicit practice has become more prevalent in colleges and higher institutions of learning, leading to recent arrests of three lecturers at Copperbelt University.
However, Mr Moono expresses the Commission's determination to combat sextortion and has called on victims to report such cases.
Meanwhile, Mr Moono notes a reduction in cases of misappropriation of funds according to the latest Auditor General's report for the 2022 Financial Year adding that the Commission attributed this positive trend to measures aimed at sealing leakages of public resources and the strengthening of Integrity Committees in public institutions.
However, the Commission states that they are still examining the report for any cases relevant to their mandate.
Furthermore,He reviews that ACC received reports of suspected corrupt practices from the Financial Intelligence Centre, adding to their caseload.
The head of Corporate Communications says the Anti-Corruption Commission reiterated its resolute commitment to fighting corruption, emphasizing impartial approach and the importance of public vigilance in reporting corrupt activities.

Zednext founder and Chief Innovator Katongo Musonda said the smart stove will be approximately sold at k6500 at retail price.
He adding that the smart stove consumes 60% less energy than ordinary stoves , and that the stoves can be powered by electricity, solar energy and gas which helps reduce environmental concerns in the face of climate change.
Minister of Small and Medium Enterprise Development, Hon. Elias Mubanga who officiated at the event in Lusaka, urged Zambian citizens to purchase the smart stove once on market.
Mr. Mubanga emphasized that civil servants, especially those in rural areas should buy the stove as it is able to function with or without electricity.
Speaking at the same event, ABSA managing Director Mizinga Melu says the bank’s commitment extends beyond financial assistance to SMEs adding that it provides access to markets , capacity building and ensure SMEs are well equipped to thrive in their endeavors.
She says the smart stove is an investment for climate smart innovation and ABSA bank is proud to have financed the assembly of the initial 12 units of the zed smart stove.
And Shoprite General Manager Charles Bota noted that the zed smart stove will be sold in 12 top Shoprite stores and later to be sold in 41 stores across the country.
He emphasized the continued commitment of Shoprite in empowering SMEs in Zambia.

In a recent interview with Business360tv, Multipurpose women in mining association of Zambia President Chananga Bwembya Nkowani speaks about the association's goals and objectives.
Ms Nkowani says One of their main goals is to give back to the communities where they mine and empower the residents.

ZAFFICO TO SELL SEEDLINGS AT AN AFFORD PRICE TO SMEs IN THE INDUSTRY

The minister of Green Economy, Collins Nzovu, has urged Zambia forestry and Forests industry cooperation-ZAFFICO to grow more eucalyptus and pine as the demand has grown due to the development in the Industrial sector, the mining sector and construction.
Speaking during his visit at the ZAFFICO nursery plantation in indola, Mr Nzovu Notes that the timber industry is not growing at the expected rate.
He argues that the timber industry should be capable of satisfying the demands of all industries, citing shortages in timber supply. He further contends that these shortages are being alleviated by the availability of cheaper timber, both in terms of price and quality, from neighboring countries.
Meanwhile, Mr Nzovu says government is delighted that ZAFFICO is working with local skills, empowering small and medium Enterprises_SMEs and creating employment for the locals.
The minister is urging SMEs in the industry to increase their investments, highlighting the industry's profitability.
Additionally, the minister mentions that SMEs will receive support from experts at ZAFFICO, and that ZAFFICO will offer 1 million seedlings to SMEs at an affordable price.

The Ministry of Small and Medium Enterprise Development says since the inception of the government,CNC360 and choppies capacity building collaboration it’s has managed to link about 20 Micro, Small and Medium Enterprises in different value chains to choppies who supply various products.
Speaking during the official launch of the 1st SME capacity building training program , the ministry permanent secretary Subeta Mutelo says this initiative is aimed at enhancing the MSMES skill-set , business process, ecosystem, financial records among others.
Mrs. Mutelo adds that a strategic engagement is underway with all key chain stores in the country namely Choppies, Pick n Pay ,ShopRite to further promote this initiative for the benefit of MSMES and co-operatives
.
Meanwhile, The permanent secretary has urged MSMES to ensure that their products are to be sold around the Africa as a way of positioning the country to make an impact as the the Africa free trade agreement is still been discussed.
And speaking at the same event,CNC360 Consulting Limited CEO Dr. Lucy Mutambo the training is composed of hard and soft skills , adding that from the hard skills modules participants are expected to gain knowledge and insights on financing for business growth and operation, navigating competition from big companies and benefits of compliance among others.
The 3days workshop which commenced today will run from 4th to 6th October 2023.
The SME Training program was was officially launched on 27th July 2023,and was officiated by the Minister of Small and Medium Enterprise Development Elias Mubanga.
GOVERNMENT COMMITS 22.3% OF 2024 NATIONAL BUDGET TO BOLSTER ECONOMIC SECTORS

In the proposed budget, the government plans to allocate K39.8 billion, which is 22.3 percent of the total budget, to support economic sectors and align with the Eighth National Development Plan.
Speaking during the presentation of the proposed 2024 national budget, Minister of Finance and national development noted that the allocations include K8.3 billion for road construction, a 59.6% increase from the previous year which was k5.2billion.
Further more Dr Musokotwane said K13.8 billion will be allocated to the agriculture, fisheries and livestock sector for the implementation of Programs under this sector, adding that k8.6 billion of this amount will be for the Farmers Input Support Program-FISP to cover over 1 million beneficiaries.
Meanwhile, Dr. Musokotwane proposed a revise in the Pay As You Earn by increasing the exempt threshold from K4,800 to K5,100.
He said this will come about due to the increase in the cost of living, adding that it is imperative to provide some relief to the worker despite the tight fiscal space.
Government will increase the Community Development Fund-CDF to K4.8 billion, with communities receiving K30.6 million each an increase from the current K28.3 million.
JICA ZAMBIA BOOSTS ZACCI's MOBILITY WITH MINI BUS DONATION

The Japan i International Cooperation Agency-JICA Zambia has handed over a mini bus to Zambia Chamber of Commerce and Industry-ZACCI .
This follows an engagement between ZACCI and JICA, earlier this year,where a presentation was made on some of the needs ZACCI secretariat has in terms of mobility, office equipment and utensils.
To which ZACCI Management made an appeal to be assisted by JICA in terms of transport to which JICA responded to Management’s appeal in the affirmative.
Speaking during the hand over JICA representative Keita Izumi says the handover of the 16 seater mini bus will significantly contribute to ZACCI’s mobility.
Mr Izumi Further announced that an advicer for Industrial promotion and entrepreneurship development has been dispatched to the ministry of SMEs for two years and is carrying out a data collection survey on manufacturing.

ZAMBIA TO UNDERGO FULL INTERNATIONAL CIVIL AVIATION ORGANIZATION-ICAO AUDIT IN 2024

Zambia Civil Aviation Authority -ZCAA acting Director General Mulonda Mulonda, Announced that Zambia will be undergoing a full International Civil Aviation Organization-ICAO Audit in August 2024, noting that Botswana and Namibia are among other Eastern and Southern African region members that Will undergo full audit.
Mr Mulonda Announced this during the closing of the European Union funded Project -Aviation Sector Support Program II component 1 in Lusaka .
He says as the program comes to an end it recently facilitated for the process of the establishment of a drone center of excellence. The center of excellence in Drone Technology refers to a facility, organization, or program dedicated to promoting and advancing the field of unmanned aerial vehicle systems commonly known as drones.
And speaking at the same event Ministry of Transport and Logistics Permanent Secretary Frederick Mwalusaka expressed gratitude to the European Union for the financial and technical support towards the advancement of the Zambian aviation sector.
Mr Mwalusaka Noted that among the project achievements is the expected creation of the drone center of excellence in Zambia adding that the center will be a platform to create drone based solutions for commercial and research purposes to bring Zambia to the Center stage of the drone industry.
He says the demand for drone technology keeps on increasing globally and Zambia is not lagging behind noting that the addition of drones into the transport mix will lessen traffic congestion.

HPCZ CANCELS ALL PROFESSIONAL LICENSURE EXAMS UNTIL FURTHER NOTICE.

The Health Professions Council of Zambia-HPCZ has confirmed the news about examination papers for selected professions being leaked.
Speaking during a media brief in Lusaka today, HPCZ Registrar and Chief Executive officer Professor Fastone Matthew Goma says the leakage of the theory examination papers led to the nullification of Bachelor of Medicine and Bachelor of Surgery (MBChB) after the papers were confirmed to have leaked.
Mr Goma says due to more received information from whistleblower over the possibility of more breaches in security , which were later confirmed.
He says the escalated breach in security of the Licensure examinations has led to the nullification of all examination papers and HPCZ has therefore with immediate effect cancelled the Professional Licensure examinations.
He adds that cancelled examinations include both Theory and practical examinations which were to commence Next week on Monday.
Prof. Goma concluded that candidates will be updated on the way forward for the examinations in due course.
HPCZ has given priority to this investigation to ensure that the culprits are brought to book.

ZRA STOPS LITHIUM SMUGGLING
The Zambia Revenue Authority (ZRA) has impounded and seized a truck for attempted smuggling of one of Zambia’s strategic minerals- Lithium.
ZRA Corporate Communications Manager Oliver Nzala says the interception happened at the Kazungula One Stop Border Post (OSBP) by a team of ZRA officials in collaboration with the Ministry of Mines and Minerals Development following investigations against a cartel of exporters misclassifying the export of valuable mineral products.
He says an export bound truck ferrying what was said to be Silica Sand was impounded at Kazungula Border Post for verification after a tip-off that it was carrying Lithium Ore. Samples were hence collected from the truck by a combined team of ZRA and Ministry of Mines and Minerals Development officers to verify the actual content of the mineral ferried by the truck.
Mr Nzala says the declared 29 tonnes of Silica Sands worth K18,600 by the exporter, when in fact the truck was carrying Lithium Ore of 1.71% worth K296,000.
He says , the Ministry of Mines and Minerals Development, has since charged a penalty of K90,000 on the exporter for false declaration of the export mineral.
He says is sending a strong warning to all would be perpetrators of such crimes to desist as several measures have been put in place to identify such acts and will ensure that the offenders are brought to book.
He says the authority is committed to fighting smuggling of all sorts and liberating Zambia from economic saboteurs engaging in illicit trade and the general public is therefore encouraged to report to ZRA all questionable trade practices to enable ZRA create a level trading ground for all legitimate traders.
Lithium is among the minerals that have been classified as Strategy Minerals by the Government of the Republic of Zambia.
ZAMBIA GAINS ACCESS TO LUCRATIVE EU HONEY EXPORT MARKET

Ministry of Fisheries and Livestock has secured the European Union as a potential export destination for its organic honey, marking a significant milestone in the agricultural sector.
This achievement follows the EU's certification of Zambia's residue control plan, confirming the country's commitment to producing high-quality honey.
Minister of Fisheries and Livestock, Makozo Chikote, says this accomplishment is a golden opportunity for Zambian citizens to actively engage in honey production and the cultivation of other bee-hive products, given the ready availability of the European market.
In his statement during a media briefing held in Lusaka, Mr Chikote encourages citizens, particularly those residing in high honey production areas, to consider establishing farmer groups.
He says these groups will receive specialized training from the ministry to ensure that their honey and bee-hive products adhere to the conditions required for export to the European Union.
This development not only boosts Zambia's agricultural export prospects but also fosters economic growth and job creation within the country, as it empowers local farmers to tap into the lucrative European market for organic honey. GOVERNMENT RELEASES OVER K1.7 MILLION TO IMPLEMENT VARIOUS RURAL INFRASTRUCTURE PROJECTS

The Ministry of Local Government and Rural Development has disbursed over K1.7 million to Five (5) Districts to accelerate rural development projects, which include the construction of critical Crossing-Points. The funding Is part of this year’s National Budget allocation to the Ministry for the Rural Infrastructure Development.
Ministry of Local Government and Rural Development Permanent Secretary (Administration) Maambo Haamaundu, announced that the funding would support Five (5) Local Authorities: Chilanga, Samfya, Kabompo, Kasempa and Ikelenge.
Mr Haamaundu stated that the funds have been disbursed to the respective Local Authorities and urged them to expedite commencement of works to improve the likelihood of local people in the Districts.
He has advised the local authority to use the money for its intended purposes and ensure that works are commenced as soon as possible to improve the likelihood of people.
He further implored local Authorities to ensure contractors implementing infrastructure projects inclusive of those under CDF to give employment priority to all eligible youths in possession of skills training under CDF empowerment.
Mr Haamaundu, however, warned that the Ministry would not tolerate shoddy works from any contractor carrying out infrastructure works.
In April 2023, the Ministry disbursed amounts totaling K23 million to Seven (7) Districts; Mongu, Mufumbwe, Chongwe, Choma, Ndola, Serenje and Chasefu to accelerate rural development projects, which include construction of markets, bus stations, and rehabilitation of critical Crossing-Points.

LUSAKA, September 6, 2023 - In a significant move towards fostering a more open, accountable, and efficient government, Secretary to the Cabinet Patrick Kangwa has applauded the launch of the 2022-2026 strategic plan for the Office of the Auditor General (OAG).
In a speech read on his behalf by Permanent Secretary Special Duties Patrick Mucheleka emphasized that this strategic plan marks a pivotal step in bolstering transparency and accountability in the management of public resources.
Speaking at the launch event in Lusaka, Mr. Mucheleka highlighted that the strategic plan would set higher standards in several key areas, including audit services, stakeholder engagement, resource management, operational excellence, human capital development, and infrastructure improvement.

September 6, 2023 - In a significant announcement, Minister of Mines and Mineral Development, Paul Kabuswe, unveiled the return of Vedanta as the dominant player in the management of Konkola Copper Mines (KCM). ZCCM-IH will now hold a minority stake following lengthy negotiations.
Mr. Kabuswe disclosed this highly anticipated development during a press conference held yesterday in Lusaka. The news marks a pivotal moment for KCM and the mining industry.

The Zambia Revenue Authority (ZRA) has exposed a transit fraud scheme in Kabwe involving a truck carrying a 40-foot container of safety matches.
Acting on a tip-off, ZRA officers intercepted the empty truck on Great North Road after the matchboxes had been unloaded in Kabwe.
The shipment, which was claimed to be en route to Zimbabwe from Nakonde, was actually intended for a business in Kabwe. Officers discovered that the safety matchboxes were marked for the Zambian market, not for export.
The driver of the intercepted truck guided ZRA officers to the location where the matchboxes were offloaded. A thorough examination indicated that the boxes were specifically manufactured for Zambia. Further investigation revealed a broken ZRA seal at the importer's premises in Kabwe where the supposed transit consignment was offloaded.
Approximately 2923 cartons of matchboxes were found in the 40-foot container, with an estimated tax liability of K600,000. This case highlights transit fraud as a method used by smugglers to evade import duties and taxes.
In response, ZRA has taken measures such as impounding the truck and exploring technological solutions like Non-Intrusive Inspection to inspect cargo without unloading, aiming to curb revenue leakage.
ZRA emphasized the importance of taxpayers abiding by tax laws to ensure fair competition and discourage punitive actions, including prosecution and seizure of vehicles involved in smuggling.
The Authority's Corporate Communications Manager, Oliver Nzala, issued the statement, urging all taxpayers to fulfill their tax obligations and comply with regulations to foster an equitable business environment.

Zambia, August 29, 2023- The recently released 2020-2021 Zambia Extractive Industry Transparency Initiative (ZEITI) report sheds light on a blend of achievements and obstacles within Zambia's extractive industry transparency endeavors at a recent press briefing.
In a collaborative statement delivered by prominent organizations including Transparency International Zambia (TIZ), Oxfam, ActionAid, and Publish What You Pay, a comprehensive overview of the findings was presented.
The mining industry continues to stand out as the primary contributor to Zambia's export earnings, accounting for an impressive 77% share in 2021, as highlighted by Kabinga Musonda, Head of Programs at ActionAid. Moreover, this sector's contributions remain pivotal to the government's financial inflow, making up 39% of the total government revenue in 2021.
Nonetheless, the report pointed out a concerning downward trend in the employment percentage within the mining sector. Currently, a mere 2% of the total population is employed in this sector, signifying the need for swift intervention to bolster job creation and stabilize this critical employment source.
During the report's presentation, Mr Raymond Mutale, Head of Programs at Transparency International Zambia, underscored the importance of systematic information disclosure in the mining industry. He urged the Ministry of Mines and Mineral Development to take proactive measures, advocating for streamlined access to licensing data and the enhancement of user-friendly online portals.

Dr. SIXTUS MULENGA URGES ZAMBIA TO REVAMP OIL AND GAS INVESTMENT POLICIES FOR ENHANCED EXPLORATION.
Dr Sixtus Mulenga proposed to the government to consider a reduction in it's free carry from the current 35% to 10% adding that this will make Zambia to be competitive in the region.
He was Speaking during the recent TOWNHALL FORUM ON MIDYEAR ECONOMIC PERFORMANCE & THE 2024-2026 MEDIUM TERM BUDGET PLAN which was held in Lusaka.
Dr Mulenga noted the similarities of the geological setting of zambia to neighboring countries that produce oil and gas the country.
However, The Expert said there has not been much exploration for petroleum resources in Zambia because the investment regulations and structures need improvement when compared to those of the neighboring countries.
He added the lack of conducive investment frameworks has hindered petroleum exploration in Zambia despite its potential geological similarity to oil and gas producing regions.

RISING COSTS OF MEALIE MEAL STRAIN FAMILY BUDGETS IN ZAMBIA
The Jesuit Centre for Theological Reflection (JCTR) has revealed alarming trends in the cost of living for Zambian families. The staple food, mealie meal, has experienced consistent price hikes, driving up expenses for households across the country. With a family of five requiring around two 25kg bags of "roller" mealie meal per month, the recent cost increase has taken a toll on their budgets.
In July, the JCTR's Basic Needs and Nutrition Basket (BNNB) index reached K9,239.45, marking a significant surge from the previous month's K9,301.18. The basket accounts for essential commodities, with food items such as mealie meal, chicken, and vegetables registering notable price spikes. Chicken prices rose by K75.68, while vegetables increased by K174.48 per 40kg.
The government's attempt to alleviate the situation saw the cost of a 90kg bag of mealie meal drop from K700 to K660, following a K40 reduction. However, the fluctuating supply, coupled with market variations like fuel pump prices and exchange rates, continue to challenge households' ability to meet basic needs. The burden on families is further intensified as their purchasing power erodes, impacting their livelihoods and well-being.
In response, the JCTR calls for strategic reserves of essential commodities to be established and for diversified dietary choices to be embraced. This approach aims to ease pressure on families while promoting nutritional balance. Additionally, the government is urged to support farmers through incentives and strategies to enhance domestic production.
The situation highlights the urgent need for a comprehensive approach to address rising costs, from boosting agricultural production to managing market fluctuations. The cost of living remains a pressing concern, impacting vulnerable households and demanding coordinated efforts to ensure the well-being of Zambian families in the face of economic challenges.
