The Zambia Revenue Authority would like inform all taxpayers that effective 1st January, 2024, a Tax Clearance Certificate (TCC) will not be issued to non-compliant taxpayers.

A TCC will only be issued to a taxpayer who files all tax returns (declaration of earnings) and pays all taxes due (have no unpaid taxes).

However Corporate Communications Manager Oliver Nzala says The Authority will give tax clearance certificates to taxpayers with outstanding tax arears or tax debt on condition that at the time of applying for a certificate, they must have already signed a Time to Pay Agreement with the ZRA.

Mr. Nzala adds that the public will be required to always check the validity of any printed TCC and has advised the public to start scanning the Quick Response (QR) code to verify the validity of any TCC.
He says it is a legal requirement for any person to deal with a supplier of goods and services who has a valid TCC. Taxpayers are advised not to engage in any business transaction with suppliers using forged TCCs.

(BBC) Kenya is to end visa requirements to all African visitors by the end of the year, President William Ruto has said.

Visa-free travel within the continent has been a goal of the African Union (AU) for the past decade.

While there are regional deals and bilateral arrangements, progress towards no restrictions has been slow.

Only Seychelles, The Gambia and Benin offer entry to all African citizens without a visa, according to a 2022 AU-backed report.

But according to Africa’s Visa Openness Index – which measures the extent to which each country in Africa is open to visitors from other African countries – most countries are making progress towards simplifying entry processes and dropping restrictions to some other nations.

In 2022, Kenya was ranked 31st on the index out of 54 states.

President Ruto told an audience in Congo-Brazzaville that it was bad for business.

He was speaking at a summit aimed at protecting some of the world’s largest rainforests.

The AU launched its African passport in 2016. The idea behind the passport is for all African citizens to be able to travel throughout the continent without visas – but it is still not widely available.

This is in part because of concerns about security, smuggling and the impact on the local employment markets.

If dropping all visa restrictions is currently a step too far, the Visa Openness Index report recommends a number of other measures. These include lowering fees, making visa on arrival standard for African visitors and implementing a secure e-visa system.

ZAMBIANS URGED TO STRIVE FOR ECONOMIC INDEPENDENCE.

KITWE, 26 October 2023- United Prosperous And Peaceful Zambia (UPPZ) Leader Charles Chanda has urged Zambians to strive for economic independence, despite the country's political progress.

Mr Chanda expresses concern that the flow of money out of the country is hindering small businesses' ability to access foreign currencies to expand their operations.

However, Mr. Chanda is hopeful that the recently launched export proceeds tracking framework will allow Zambia to transform its economy from one led by foreign investors to a Zambian-owned economy.

The UPPZ Leader commended this move, adding that the framework could have a substantial impact on the country's economic growth.

Mr. Chanda urged Zambians to take advantage of this opportunity to reverse the trend of economic dependence on multinational corporations.

This follows the recently announcement by Minister of finance Dr. Situmbeko Musokotwane, that the Bank of Zambia has developed an Export Proceeds Tracking Framework that will require all exporters to route export earnings through an account held at a bank domiciled in Zambia while retaining full rights and control to use the funds as they deem fit.

Implementation of the Framework will commence on 1st January, 2024.

The Zambia Revenue Authority (ZRA) working with the Ministry of Mines and Minerals Development, has successfully automated and developed a Gemstone Production Reporting and Export Permit Module which provides for online reporting of minerals. The module also provides for online processing of export permits for the Gemstone industry in Zambia.

Commenting on this development, Permanent Secretary in the Ministry of Mines and Mineral Development Dr. Hapenga Kabeta stated that the automation of Gemstones Module, which has been done for the first time in the history of Zambia, is part of Government's resolve to ensure that there is transparency and accountability in the mineral value chain.

He further stated that the automation will improve efficiency in service delivery and reduce the cost of compliance by stakeholders in the Gemstone sector.

This module is in addition to the Base Metals reporting modules that were developed on the Mineral Output Statistical Evaluation System (MOSES) which was first rolled out under the Mineral Value Chain Monitoring Project (MVCMP).

The MOSES is a tool designed to facilitate online reporting of mineral production and export permit processing, thereby easing the detection of illicit trade practices in the mining industry.

ZRA Commissioner General, Dingani Banda, stated that a combined team of technical staff from the Ministry of
Mines and Minerals Development (NIMMD) and Zambia Revenue Authority spearheaded the development of the Gemstone Production Reporting and Export Permit Module.

This further demonstrates the innovation and capacity of local institutions to develop credible and international standard software for use in administering public policies.

He further stated that the development of the Gemstone Production Reporting and Export Permit Module is expected to improve tax compliance among operators in the country's Gemstone industry as well as increase the tax revenues for the national treasury.

The development is also expected to help reduce mis-invoicing, under-declaration of exports and other trade-malpractices cunently faced with some Gemstone mining operators.
The two institutions have since held successful engagements with stakeholders in the Gemstone industry to test the effectiveness of the new module.

A three-month pilot period has been allowed for Users to familiarize themselves with the new system and also allow for the expiry of the valid, manually issued Gemstone Export Permits, after the rolled out of the module.

To this effect, the export quota count-off on the Automated System for Customs Data (ASYCUDAWORLD) will be implemented after the end of this three-months period by 30th January 2024.

ZRA and the MMMD, on behalf of Government, remain committed to the continued collaboration to improve efficiency and compliance in the mineral value chain.

ZAMBIA CHAMBER OF COMMERCE & INDUSTRY COMMENDS PRESIDENT HAKAINDE HICHILEMA FOR URGING A CAREFUL REVIEW OF THE FUEL PRICING CYCLE

Lusaka, Wednesday, 12th October 2023
In January 2022, the Energy Regulation Board (ERB) implemented the monthly review of the fuel pricing index in Zambia.

This measure was necessitated by the high fuel debt and constrained fiscal space that continues to impact government social spending. While taking cognizance of the necessitating factors, the Zambia Chamber of Commerce and Industry-ZACCI has, from the onset, expressed concern about the economic implications of this measure, especially for businesses.

Currently, the global economy is under serious macro-economic turbulence, which have impacted the prices of major commodities such as crude oil.

Being an import-dependent country, Zambia has witnessed frequent fluctuations in fuel prices. The monthly pricing index has created uncertainty and made it challenging for businesses to plan and project their cashflows.

In light of this, the Zambia Chamber of Commerce and Industry has and continues to advocate for adjusting the fuel price review cycle to every three months.

Transitioning to a quarterly review cycle will undoubtedly offer businesses a more conducive environment for financial planning, pricing strategies, and investment decisions. This move is of paramount importance for the economic stability and growth of our nation.

Furthermore, The Zambia Chamber of Commerce & Industry believes that having predictable fuel prices will empower businesses to make well-informed decisions, reduce operational risks, and bolster the prospects for economic growth. This transformation will foster a more stable business environment, attract investments, and promote sustainable economic development.

The Zambia Chamber of Commerce and Industry applauds President Hichilema for instructing the Ministry of Energy's Permanent Secretary, Peter Mumba, to conduct a comprehensive review of the monthly fuel pump pricing system.

This directive demonstrates a sincere dedication to tackling the challenges arising from fluctuating fuel prices, which have had a destabilizing impact on the economy.
The Zambia Chamber of Commerce and Industry eagerly anticipates engaging with the relevant authorities, including the Energy Regulation Board, to discuss and implement this recommendation in the best interests of our nation's economy.
