Today marks a pivotal moment in our nation's journey towards justice, integrity, and the rule of law as we swore-in State Counsels and Senior Government officials.

The State Counsels sworn-in include Hon. Mrs Nelly Butete Kashumba Mutti, Hon. Jacob Jack Mwiimbu, MP, Mrs. Frances Mwangala Ifunga Zaloumis, Mr Arshad Abdulla Dudhia and Mrs. Kondwa Emily Sakala Chibiya.

The esteemed rank and dignity of State Counsel symbolises a profound commitment to public service as it transcends mere legal practice to embody the highest ideas of fairness, equity, and compassion.

We urged the newly sworn-in State Counsels to be true guardians of the Constitution and defend democratic values.

Further, we swore-in Ambassador Lazarous Kapambwe as Special Envoy to the President.

We commend Ambassador Kapambwe for his exceptional and distinguished service to the country over the decades as a career diplomat and is, therefore, well suited for the position of Special Envoy to the President.

We also swore-in Dr Choolwe Beyani as Chairperson of the Civil Service Commission and urged him to expeditiously address issues pertaining to appointments, promotions, and transfers of civil servants as they affect performance and service delivery.

To our sworn-in Deputy Director-General of the Drug Enforcement Commission (DEC), Ms. Beatrice Kiluya Mpanga, we stated to her that the government is confident that her appointment will contribute to enhanced service delivery at the Commission in fighting money laundering and other financial crimes.

To the Commissioner of the Human Rights Commission, Father Joe Komakoma, we indicated to him that the Human Rights Commission must continue pursuing activities that contribute to the promotion of rights and freedoms of the citizenry.

We emphasized to him that a just and fair society is important in a democratic nation such as ours. The commission should, therefore, work closely with other stakeholders in the sector to address human rights abuses.

We once again congratulate all the newly sworn-in State Counsels and Senior Government officials and wish them well as they serve this great nation.

ZICTA, POLICE ARREST NCHELENGE MOBILE MONEY SCAMMERS

A COMBINED team of Zambia Police and ZICTA officers have arrested 'impiya shabalanda' money scammers.

The Nchelenge based Tokota boys are believed to be behind a scam in which random text messages are sent to different numbers informing unsuspecting people about impiya shabalanda, youth empowerment, military recruitment and making impiya sha magic to different phone numbers across the country.

ZICTA has since urged Zambians to report any number sending similar messages by dialing *707 #.

Legalise Trade At Mwami, Muchinji Border Posts – KAUNDA

Lufola Nkowane – Zambia’s High Commissioner to Malawi, PANJI KAUNDA says the country is ready to legalise trade at Mwami and Muchinji border posts.

Colonel KAUNDA says Zambia wants to ensure trading activities at the two border posts are harmonised for the benefit of the two countries.

He says once the Malawian government puts in place the necessary regulation, legal trading activities are expected to start.

Colonel KAUNDA was speaking when he met Lands Minister, ELIJAH MUCHIMA, at KAMUZU BANDA International Airport in Lilongwe, Malawi.

And Mr. MUCHIMA said Zambia is a land-linked country, whose trade interaction with neighbouring countries, has greatly contributed to the economy.

Mr. MUCHIMA is in MALAWI to represent Vice President, MUTALE NALUMANGO at the SADC meeting for Ministers responsible for Disaster Risk Reduction.

Zambia is among the 12 SADC member states attending the meeting, which runs from July 17 to 20, 2022.

ANGRY UPND CADRES STORM KAFUE DEBS OFFICE, ATTEMPT TO FORCEFULLY REMOVE THREE SENIOR OFFICERS
A group of about 20 UPND cadres this morning stormed the office of the District Education Board Secretary and attempted to forcefully remove three senior officers, accusing them of being PF sympathizers.
A Kafue Times News Crew that rushed to the DEBS office found the visibly irate cadres instructing District Education Standard Officers, Lucy Chipeta Njobvu to move out of her office as they wanted to lock it.
The UPND youths who were led by District Youth Vice Chairman for Mobilization, Cornwell Chinyama used unpalatable language which angered Njobvu who started crying while praying as the youths continued to mock her.
The Youths demanded the immediate transfer of the District Education Board Secretary, Franklin Musakula, District Education Standard Officer, Njobvu and Human Resources Officer, George Nonde, alleging that they were PF sympathizers who made sure that UPND youths who applied for deployment as teachers were left out.
It took Keagan Mwamfushi, Halinga Misheck and Sitali Sitali who came to calm the situation which made other officers at DEBS office abandon their offices.
The three UPND senior officials led by Mwamfushi, then held a meeting with DESO and informed her that the attempt by the party youths to hound them out of their offices had no blessings from the party leadership in Kafue.
Quick response from Police Officers also helped in calming the situation as some youths scampered in different directions upon seeing the police vehicle.
The situation was completely calmed when Lusaka Province UPND Chairman Obvious Mwaliteta called and gave instructions for the youths to immediately leave DEBS office as they action was illegal.

IT MAKES NO SENSE TO GIVE TAX BREAKS
There is really no need to be in a rush to give away our minerals to foreign transnational mining corporations for next to nothing. Anglo American, Anglovaal, Glencore, Vendata and other mining corporations are interested in our minerals because there are gigantic profits to be made now and in the future.
The prices of copper and cobalt are set to rise dramatically, and so are their profits. Here’s why:
It takes 180 pounds of copper to make a Tesla or other electric vehicle. This is five times the amount of copper needed to make a combustion engine motor vehicle. It takes 450 pounds of copper to build a normal house, once you include electric appliances, wiring and fixtures. If you put solar panels on it that will take another 100 to 150 pounds of copper wiring. A solar farm used to generate energy requires five times the copper it takes for an equivalent natural, coal, or nuclear power plant.
• If we are going to turn our cars into electric vehicles, we are going to need a lot more copper over the next ten years.
• If we are going to build houses for all the millennials – the largest generation on the planet – we are going to need a lot more copper.
• If renewables, such as wind and solar power, are used to build those things and supply energy then we are going to need a lot more copper.
This red metal is sometimes called Dr Copper because it has an uncanny ability to predict recessions and economic booms. The reason for this is that we unlikely to go into recession when we are in a building boom, whereas we are more likely to when we are not.
Industry, factories, homes, appliances and cars, all require copper, and that is never going to change because, if you look at the periodic table, you will see that there is no alternative to copper, except for silver. Silver conducts electricity better than copper but because it is so expensive it will never serve as a viable replacement. Plus, global copper reserves are estimated to be around 870,000,000 tonnes, whereas silver reserves are put at 530,000 tonnes.
Let us take this conversation further. Statistics show that 20 percent of the world’s population uses 50 percent of its copper; 13 percent of the population has no electricity; three out of four people on the planet – 75 percent – don’t have access to a car; so, if the 80 percent of the world that doesn’t currently use that much copper starts to do so as a result of increased energy needs – by buying appliances, electric cars, building houses and so on – then we will see a significant increase in the demand for copper. The price of copper, even though it has risen, will be so much higher when that demand increases.
And there is another factor. The EU has reacted to Russia’s war with the Ukraine by feverishly moving towards renewable energy, which, as we said above, requires five times the amount of copper as other energy sources. This will also spur the demand for electric vehicles. While recycling can meet up to 35 percent of current global copper consumption, we don’t have enough copper to recycle to satisfy increased renewable energy demands, plus, it takes a long time to bring copper mines online – around five to 10 years to market.
The upshot is that the demand for copper is going to increase significantly and so is its price. Under these circumstances, it doesn't make sense to give tax breaks and other unnecessary incentives to transnational mining corporations. Why would we do that? We certainly would not be acting wisely. I can think of no reason why a government would do it, unless it was out of acting out of ignorance or corruption.

NEWLY RECRUITED TEACHERS ASSURED OF SALARIES

Sharon Siame – Finance and National Planning Minister SITUMBEKO MUSOKOTWANE has assured Zambians that funds are available to pay salaries to the newly recruited Teachers and the soon to be employed Medical Personnel.

Government recruited over 30,000 teachers and is yet to announce the recruitment of over 11,000 Health personnel.

Speaking during the Private Sector Day in Lusaka today, Dr MUSOKOTWANE said Government is faced with two challenges of unemployment and low income levels among citizens.

He however said the Government is addressing the challenges by creating opportunities for citizens and stabilising the economy.

Meanwhile, Public Private Dialogue Forum -PPDF- Deputy Director ROSETTA CHABALA described President HAKAINDE HICHILEMA’s continued support to the Forum as unprecedented.

And the three technical working groups, Tourism, Agriculture, Banking and Finance which were constituted under the PPDF have presented proposals to the government.

Tourism Council of Zambia President YUSUF ZUMLA said the technical working group has recommended the zero-rating of Value Added Tax -VAT on services offered by Hotels and Lodges.

And Bankers Association of Zambia -BAZ- President MIZINGA MELU, representing the Banking and Finance Technical working Group said the group has been working on how best to implement the localisation of critical information and infrastructure of Banks as provided for in the cyber laws.

Meanwhile, Ministry of Agriculture Permanent Secretary GREEN MBOZI who represented the Agriculture technical working group said the group is working on how to reduce the time and cost of testing for Foot and Mouth Disease -FMD.

Mr. MBOZI said the Ministry of Fisheries and Livestock, with the participation of the private sector, is ready to decentralise testing centres for FMD by setting up laboratories in Choma, Chipata, Solwezi and Mongu Districts.

He said the private sector laboratories will have to be accredited by the Ministry of Fisheries and Livestock and that this will enhance quick diagnosis of the animal disease.
