FIVE ZAMBIAN AND TWO CHINESE MINERS TRAPPED UNDERGROUND IN NDOLA

Rescue operations at Micro Link Mine Resources are underway in Ndola along the Ndola-Sakanya road on the Copperbelt after seven miners were trapped underground due to flooding.

The seven are John Mumba, Savoir musanshiko, Peter Mulenga, M/Blessing Selemani, Teddy chilukutu and two Chinese namely Zhadi Liqiang and Zhang Libin.

The accident happened on January 22 around 09:00 hours.

Copperbelt Police Commissioner Peacewell Mweemba has confirmed the incident to News Diggers saying the accident happened at 235 meters underground.

"accident which was reported at the aforementioned police station by sgt Peter Kalunga, the officer detailed to operate at macrolink mine situated along Ndola mufulira road that seven miners were trapped by water at level 235metres underground", said Mr Mweemba.

"preliminary findings are that on 21/01/24 around 23:55hrs M/Penjani Kaumba aged 31yrs of Kamalasha compound Sakania, also a -Signal man reported on duty,shift 3, with other five miners , zambians and two Chinese Nationals who were operating at 235metres deep and today 22 January 2024 at around 07:20hrs mr penjani kaumba (mine accident survivor ) noticed water coming from one of the tunnels and he immediately informed his colleagues to come out from where they were working due to pressure of water which was coming from the upper level.He managed to survive using a rope which brought him to the surface land and he later informed his employers over what had transpired under ground. The local police officers rushed to the scene and confirmed the accident and that seven miners were trapped under ground", Mr Mweemba explained.

Mr Mweemba adds that efforts are being made to pump out water from the underground tunnel by the Fire Brigade team in order to retrieve the bodies.

Currently, no bodies have been retrieved and that the Mine Safety department has not yet commented on the matter.

Chipolopolo winger Fashion Sakala says the team is ready for tomorrow’s Group F match against the Taifa Stars of Tanzania.
Speaking at the pre-match press conference at the Laurent Pokou Stadium this morning, Sakala said the squad was looking forward to the match on Sunday.

“It is a very important game, and the team is ready, we are ready to fight, we are highly motivated,” he said.

“I think we did our best in the first game; we played one of the best teams in the tournament, we are looking forward to play with Tanzania, it be a very tough game, I think we have prepared well, everyone has showed passion and hard work during our training, so we are ready for the game.”

The Al Fahya star said the preparation for the match had been good with the squad focused on delivering.

He also said that the state of the Laurent Pokou Stadium was good for Zambia’s style of play.

The Chipolopolo recorded a 1-1 draw against DR Congo on Match Day One while the Taifa Stars lost 3-0 to Morocco.

We have this morning departed for the Democratic Republic of Congo (DRC) to attend the Inauguration Ceremony of His Excellency Mr. Félix Antoine Tshisekedi Tshilombo, President-Elect of the Democratic Republic of Congo (DRC).

As Chairperson of the SADC Organ on Politics, Defence and Security Cooperation, we will join other regional Heads of State and Government in showing solidarity and collective commitment to the consolidation of democracy through the holding of peaceful elections, among other tenets.

We shall return soon after the ceremony.

Poor Zambians are on their own: we have no government for poor Zambians!

There is something chillingly sadistic and particularly cruel about the president of any extremely hungry and poor country, in debt default, and now cholera infested among other disease epidemics, who takes a two-week festive holiday. The narcissistic sociopath malaise becomes even worse when such a president actually chooses to use his private holiday to parade before cameras his dubiously acquired wealth, to his hungry and extremely impoverished citizens. Pathologically, this president portrayed himself as a saviour to his hungry and impoverished citizens, in order to win elections. In government, he insults their hunger and poverty, and mocks them with his wealth. This is Hakainde Hichilema.

By October last year, it was very clear Zambia was headed for a torrid time with a possible massive cholera epidemic, when the rains would fall. By mid-December 2023, the cholera epidemic was full blown. And yet the President of Zambia, Hakainde Hichilema, went to his rural origins for his two-week festive holiday, to gloat over his farms, leaving the country to fend for itself, as cholera and several other disease epidemics exploded. There can be no greater proof that Hakainde Hichilema is not the President of the millions of poor Zambians, who are the majority in Zambia, who voted him into office than that he chooses to go on holiday, in Zambia, when poor Zambians are confronting a deadly cholera epidemic.

It is now very clear that the government of Hakainde Hichilema has deliberately minimised the actual size of the cholera epidemic to allow their President to enjoy his holidays on his farms, undisturbed. This fact is also confirmed by the absence of any urgent, emergency oriented, coherent, systematic government wide response to the ongoing deadly cholera epidemic. Apart from removing infected poor Zambians from their communities and dumping them in Heroes Stadium, weak announcements about government health workers being recalled from leave, and a raft of other equally incoherent and disjointed responses, the government of Hakainde Hichilema would rather have poor Zambians leave urban slums and run back to their villages, to avoid cholera.

Hakainde Hichilema lied to poor Zambians and promised them jobs, access to economic opportunities including in the mining sector, easy and cheap finance to start businesses, clean and safe water, cheap paraffin, petrol, diesel, transport, rent, decent houses, cheap mealie meal and many other similar things essential and necessary to eliminate our national poverty and therefore end cholera epidemics. Halfway through his only term in office, Hichilema goes on holidays on his rich farms, leaving dying poor Zambians to fend for themselves as cholera, the ultimate disease of poverty, kills them.

Clean and safe water, modern sanitation, affordable and decent housing, highest standards of private and public hygiene, available and affordable high quality and nutritious food, quality social amenities, modern transportation, accessible and affordable quality modern health services, highest quality education fit for the 4th Industrial Revolution powered by AI are all by-products of a nation fully employed and at work to develop and grow its economy and society. They are the foundations of a nation free from poverty diseases such as cholera, tuberculosis, typhoid, dysentery, armyworms, anthrax, syphilis, gonorrhoea, chancroids, stomach ulcers, adult and child malnutrition and child stunting.

There is something tragically comical about UPND government Minister of Health Sylvia Masebo: halfway through the only term of office of the UPND government none of the fundamental crises in our public health sector have been resolved, let alone a foundation laid to resolve them. Chronic drugs and medical health supplies persist, throughout the country. Corruption and pilfering of drugs and medical supplies are endemic. Dilapidation and decay of public health infrastructure, especially in our poorer provinces and rural areas persist. Supply of substandard drugs persists. Significantly, by her own admission, chronic understaffing still haunts our public health system.

Confronted with a cholera pandemic which was long in the making, the most our drama queen Sylvia Masebo could do is throw her hands in the air and invite poor urban dwellers at risk of contracting cholera to return to their villages, completely oblivious of the fact that 60 years of independence may have produced thoroughly urbanised Zambians who do not identify with any village, especially in Lusaka. Masebo further undermines government statistics which record that 8 out of every 10 rural dwellers in Zambia are poor, cholera being a disease of poverty, anyone in any of our urban areas running to a village simply jumps from the proverbial pot into the fire!

Coldly, cynically and loving the public display of government authority, Hichilema’s Minister of Local Government Gary Nkombo has announced that government will halt activities likely to spread cholera, including by police arresting both vendors and people buying from streets in the Central Business District especially during evening hours. This nut-head of a minister acts as if he is not aware that more than 97 per cent of Zambia’s economy is informal, and stopping the spread of cholera must not kill people with hunger, especially those who survive on street vending. Not a whisper about any relief for lost livelihoods as government bans street vending, from Garry Nkombo. Hunger weakens immune systems, fast-tracking both the spread of, and deaths, from cholera.

Not to be outdone, Situmbeko Musokotwane, Hichilema’s Minister of Finance has announced that Zambians in rural areas are better off than those in town because they are not that affected by removal of subsidies from fuels, and, because they largely eat foods they themselves prepare, they are not so affected by the general escalating cost of living! Rural dwellers in Zambia now have no worries about school fees, their major financial burden, as far as Musokotwane is concerned. Like Masebo, Musokotwane is cynically “normalising” the 80 per cent rural poverty rate in Zambia! Situmbeko Musokotwane best epitomises the cold, calculating and extremely selfish neoliberal finance minister of a hungry and impoverished country. He even suggests that as the majority of Zambians actually live-in rural areas, things in Zambia are not that bad, as these Zambians in rural areas are not so affected by the price movements in the country.

Mutale Nalumango, Vice-President of the UPND government, a person who is responsible for disaster management in Zambia, is torn between accepting the most obvious fact: we have a developing and growing massive cholera epidemic cooked up by the UPND government because all its economic policies have worsened hunger, unemployment and poverty in Zambia – we now have two million Zambians suffering acute hunger every day – and deflecting attention to those who have died from cholera, and young men.

Coldly, moronically, Mutale Nalumango says most cholera deaths are BIDs (Brought In Dead) – people who are dead elsewhere and not in a healthy facility. Others die because they arrive at clinics and hospitals too late, when they are very ill. And, most tellingly, Mutale Nalumango is accusing young males of carelessly contracting cholera: “It has been established that it is more of the younger men that are being affected and I am disappointed with the young men. What is happening? You have heard there is cholera, how can you continuously contract it,” News Diggers has faithfully quoted Nalumango as saying.

Nalumango is pretending she does not know our male patriarchal system, our massive youth unemployment, and the poverty which reduces young male Zambians to be high-risk takers, such as those who perished in the Senseli Mine disaster. Would she also argue that young males are careless for working in dangerous mine dumps? A vice-president of a hungry impoverished country with massive youth unemployment would be very circumspect, before attacking any cohort of youths, for being too exposed to a deadly disease of poverty.

It is of course Hakainde Hichilema who tops this band of cabinet ministers who are government misfits in a country in which the majority who elected them are hungry, unemployed, poor and suffer extreme inequalities. Hichilema tops the insane behaviour: he goes on Christmas and New Year holidays during a cholera epidemic, knowing full well the epidemic would explode exponentially as the increase in rains soak up the faeces saturated soils and uncollected waste, and drain into shallow water wells. He then parades his farm wealth publicly, in the midst of historic massive hunger caused by his reckless policy of opening untaxed maize exports and inept, corrupt and chaotic handling of the government farmer support programme. He “cuts short” his holidays so that this could be the “news”, rather than the historic explosive deadly cholera epidemic he has fermented.

All selfish capitalist governments of the rich hate the working class and the rural poor. They look down upon them as costs, parasites, lazy, unthinking, dependent, and without initiative and fit only to be exploited and abused, by the rich. But at least most such governments mask this hatred through nice sounding and politically correct phrases and behaviour. Hichilema and his UPND government openly attack the Zambian working class and the rural poor for being poor: they freely and frequently ridicule them, and mock them, at every possible turn. And yet it was these poor Zambian masses who elected the UPND and Hichilema into government as they lied to them and falsely promised they would wipe out mass poverty, the source of all our diseases of poverty including cholera.

Today, the UPND are busy consolidating their foreign master’s economic dominance in Zambia as they themselves become richer. They used the poor masses of Zambia to win elections. They are running a government for the rich only. Hichilema and the UPND are mocking and laughing at the poor masses of Zambia, every day. Poor Zambians are on their own; they elected a government which never had any interest in tackling their problems: we have a government in Zambia for the rich. The poor must take back their government, from the UPND, or continue to perish from poverty!

*FORMAL ARREST AND CHARGING OF JANE LUSENGO SHIKAPWASHA FOR MURDER OF LIEUTENANT GENERAL RONALD SHIKAPWASHA RETIRED*

Lusaka, January 19, 2024-The Zambia Police Service announces the formal arrest and charging of Mrs. Jane Lusengo Shikapwasha, aged 73, for the offence of murder contrary to Section 200 of the Penal Code Act Chapter 87 of the laws of Zambia involving her husband, the late Lieutenant General Ronald Shikapwasha Retired.

The incident occurred at their residence plot number 477 ibex hill on January 14, 2024, between 17:00 and 18:00 hours.

Following an intensive and thorough investigation conducted by Twin Palm Police Station, substantial evidence was gathered, leading to the arrest of Jane Lusengo Shikapwasha.

The arrest was carried out today January19, 2024 at Twin Palm Police Station (Formerly Ibex Hill Police Station).
It is alleged that Jane Lusengo on January 14,2024 between 17:00 and 18:00 hours at plot number 477 in Ibex Hill in Lusaka district of the Lusaka Province of the Republic of Zambia whilst acting alone, she caused the death of Lieutenant General Ronald Shikapwasha Retired using a double barrel short gun, serial number 168462 by shooting the deceased in the abdomen causing him to sustain a gunshot wound on the left side of the abdomen resulting to his death on January 15, 2024 at 21:40 hours at Maina Soko Military Hospital.

Mrs. Shikapwasha is currently in police custody pending a court appearance. The Zambia Police Service is committed to ensuring a fair and transparent legal process. We would like to reassure the public that we are dedicated to upholding the rule of law and will continue to work diligently to bring this investigation to a just resolution.

RTSA INTRODUCES ONLINE PAY FOR SPEED TICKETS

The Road Transport and Safety Agency (RTSA), has introduced what it terms as an efficient process for motorists to pay for speed tickets online.

Acting Head of Public Relations Mukela Mangolwa says the Agency has come up with the initiative in order to enhance efficiency and compliance among offenders as motorists can now conveniently pay their speed fines online within 14 days of issuance of the RTSA ticket.

The Agency has however reminded motorists that after the 14-day window, failure to settle the ticket will result in the vehicle being blocked by the system.

Mr Mangolwa says the Agency will extend this to all offences, apart from those with fines exceeding K450.00 that require prosecution in a court of law.

He says in order to also enhance road safety measures, speed cameras that are operational 24 hours a day can enforce compliance with Road Tax, Fitness and Road Service Licence.

The Agency urges motor vehicle owners to ensure there is a change of ownership when a vehicle has been sold as per requirement under section 13 of the Road Traffic Act Number 11 of 2002.

Motorists have also been urged to prioritize compliance with traffic regulations and promptly address any outstanding fines online to avoid inconveniences.

The implementation of these measures is said to align with the Agency's commitment to foster a safe and responsible driving environment.

HOLDING MAINTENANCE WORKS ON KISASA-MWINILUNGA ROAD

The Road Development Agency (RDA) in collaboration with the Zambia National Service (ZNS) is currently undertaking holding maintenance works on selected sections of the Kisasa-Mwinilunga Road in North-Western Province.

The works commenced in June 2023 and are ongoing.

The scope of works is but not limited to the following:

1. Mobilisation and camp establishment;
2. Clearing and grubbing;
3. Ripping of the existing pavement on the worst sections of the road and downgrading them to gravel;
4. Earthworks;
5. Opening of mitre and side drains;
6. Pothole patching of relatively good sections; and
7. Demobilisation.

Republican President Hakainde Hichilema has said the one-point-four Million World Health Organisation WHO supported Cholera vaccines being administered now is a welcome boost to the country's robust Cholera response.

In his Facebook Post monitored by The Bangweulu Digest, Mr Hichilema said the Cholera outbreak is still active urging members of the public to continue taking precautions and follow health guidelines.

The Head of State thanked all the partners that have joined hands with his government in helping to control the spread and kick out Cholera.

As of January 16th, 373 cases have been recorded bringing the cumulative total to 9953 with 179 deaths since October 2023 according to the ZNPHI.

ABOUT EVIDENCE OF CORRUPTION BY THE UPND GOVERNMENT: AN ANSWER ON BEHALF OF THE SWEDISH AMBASSADOR

So the other day the Minister of Information and Media; Hon. Cornelius Mweetwa challenged the Swedish Ambassador to Zambia to provide evidence of corruption to back up the Ambassador's earlier statement that corruption was high under the UPND administration.

Since the Ambassador may not wish to engage in a protracted exchange of words with Government due to the delicate nature of his position, we have decided to step in and assist the Ambassador in providing evidence of grand corruption perpetrated by the UPND Government so far, since for us we do not mind engaging in a protracted exchange of words with Government, by virtue of our position. Here are ten examples of the UPND Government's grand corruption that quickly come to mind:

1. Award of Fertilizer Tenders for 2022/23 and 2023/24 Farming Seasons: The fertilizer contracts for the 2022/23 and 2023/24 farming seasons were upwards of US$340 million and $410 million respectively, in total value. Both of these tenders were initially evaluated by Government officials at the Ministry of Agriculture and a list of companies recommended for award was published.

However, in unclear circumstances, Government decided to cancel the tenders before award. After a series of cancellations and re-tenders, Government eventually awarded these fertilizer contracts to companies which are directly or indirectly connected to UPND Government officials, through a process known as selective bidding.

The funny thing about this entire arrangement is that the majority of the companies that were awarded these contracts did not even submit a tender in the first place. Now tell me; how does a company that did not submit a tender win a tender? Not just any tender, but a tender worth hundreds of millions of Dollars?

2. Consent Judgements Between Government and UPND Members and Supporters: So far, the UPND Government has paid approximately K121 million through consent judgements to it's officials, members and supporters.

There is no assessment of damages that is undertaken by any registrar of any court to determine the the appropriateness or accuracy of the money that is paid out, it is just paid out by the Attorney General as soon as he receives a claim. But is this corruption by itself? The answer is no.

So then what makes it corruption? To answer myself, what makes these consent judgements corruption is the fact that they are selective and only granted to UPND officials, members and supporters, and not any other ordinary member of society. There is no sound basis on which Government issues these consent judgements and gives away these hundreds of millions of Kwacha other than affiliation to the ruling UPND party.

One minute a UPND Minister is awarded K450,000 cash for merely having a firearm pointed at him as he refused to obey the lawful orders of a police officer, and the next minute Government is refusing to compensate Dr. Christopher Zumani Zimba for incarcerating him in prison in a case which the High Court described as "baseless" in it's judgement acquitting Dr. Zimba.

If this is not evidence of grand corruption by the UPND Government, then what is? This is a clear case of using the position to which the Zambian people elected you to enrich yourselves and your political grouping at the expense of the wider Zambian population. That is the textbook definition of corruption.

3. Relinquishing of Government's 20 Percent Equity Stake in First Quantum Minerals: The decision by the UPND Government in 2022 to give away the country's 20 Percent stake in First Quantum Minerals in exchange for a small sum in royalties per year is nothing other than criminal. It is like someone comes to your house and says give me your vehicle and in return l will be paying you K1,000 every year.

Obviously, your first question will be; are you talking about my vehicle or my wheelbarrow? That is exactly what the UPND Government did at FQM, and we cannot think of any other reason that drove Government officials to make such an unpatriotic decision other than corruption.

4. Award of Mining Licenses to Multiple UPND Members and Supporters at Time When Issuing of Mining Licenses was Suspended to the Public: For close to a year, the UPND Government suspended the issuing of mining and exploration licenses.

According to President Hakainde Hichilema, this was necessary in order to "clean up" the system. However, during the time that the issue of mining Licenses was officially suspended, we came to learn that several licenses were issued to UPND officials, members and supporters including to a nephew to our First Lady and also to a UPND Minister who was recently captured on a social media video receiving cash from a Chinese businessman as he sold his mining exploration license.

Country men and women, the minerals that exist in this country belong to all citizens who must be given a fair and equitable chance to mine them.

The conduct by the UPND Government to suspend the issuing of mining and exploration licenses but at the same time continue to issue these licenses to their officials, members and supporters behind closed doors which they then proceed to resale and make bundles and bundles of cash as evidenced in a recent video, is nothing other than grand corruption.

5. Airport Gold Scandal: When you look at the local players that were involved in the airport Gold Scandal and their proximity to the Presidency, you will realize that the transaction was authorized at the highest levels of Government. That particular scandal gave us a glimpse of the extent to which the UPND Government is rotten with corruption.

6. Giving of Unsolicited Tax Holidays and Other Concessions to the Mines: the decision by the UPND Government in 2021 to give away billions of Kwacha in tax holidays to mining companies as well as to make mineral royalty tax a tax-deductible expense for purposes of income tax computation, which resulted in the loss of additional billions of Kwacha in tax revenue, could not have been driven by a lack of patriotism alone. There had to be a personal financial motive by selected Government officials. There had to be grand corruption on the part of the UPND Government.

7. Lusaka - Ndola Dual Carriage Way Project: The US$650 million contract awarded by Government to Macro Ocean Investments Limited to construct the Lusaka - Ndola Dual Carriage Way is the epitome of corruption. Under the deal, Macro Ocean will be responsible for construction of the road and it's management in terms of collection of tollgate fees for 25 years. And yet, Micro Ocean will borrow the entire amount of money needed for construction from NAPSA and Workman's Compensation Fund, both of which are Government parastals. So since the money is coming from Government parastals, then why didn't we just let Macro Ocean only construct the road, we pay them and the road is handed over to Government? Why did we have to allow Macro Ocean to collect toll fees for 25 years as if they are using their own money? There is no other possible explanation other than the fact that this is grand corruption. Oh, and here is another red flag, under the contract, the contractor started collecting toll fees from the date of signature of the contract, even before the road is constructed !!!

8. Refusal to Declare Assets by President Hakainde Hichilema: President Hakainde Hichilema has been ducking and diving around the issue of his declaration of assets. If the President was transparent and he was running a transparent Government, he would not have hesitated to declare his assets, whether or not the law compelled him to do so.

The fact that the President has vehemently fought the issue of his declaration of assets speaks volumes about his possible accumulation of unexplained wealth ever since he ascended to the office of President of the Republic of Zambia.

This means when we talk about grand corruption by the UPND Government, we are not only talking about corruption perpetrated by a few selfish Ministers, some of whom are caught on video with bundles of cash, we are talking about institutionalized corruption that is initiated, facilitated and protected by the highest office in the land.

9. Large Scale Confiscation of Assets Belonging to Perceived Opposition Sympathizers Without Due Process of the Law: When you talk about corruption, you are not only talking about the accumulation of ilicit wealth but also the illegal and unscrupulous use of power.

Over the past 2 years or so that they have been in office, the UPND Government has systematically confiscated assets belonging to opposition leaders, members and supporters under the guise of fighting corruption, but whose main objective is to financially cripple the opposition so that no one can challenge their institutionalized corruption.

Overnight, people's money is taken away from their bank accounts, their businesses shut down, vehicles and houses confiscated, all without any court conviction or semblance of due process. While this happens, some naive citizens cheer on, oblivious to the adverse long-term effects that these actions will have on democracy and multi-partism in Zambia.

10. Unexplained Gap Between Quantity of Fertilizer Procured and Paid For by Government and Quantity of Fertilizer Actually Distributed to Farmers: Over the past three farming seasons, less than 30 percent of the fertilizer which Government procures and pays for, actually reaches farmers.

Although part of this gap can be attributed to individualized pilferage of the commodity along the supply-chain, as evidenced by the recent case where a prominent fertilizer supplier was caught red-handed repackaging FISP fertilizer, there are strong indications that this theft is institutionalized from the highest level of Government, and is two-fold.

The first aspect involves Government paying suppliers for fertilizer which Government is fully aware that it has not been delivered. The second aspect involves Government officials diverting FISP fertilizer from intended beneficiaries, repackaging it and selling it on the open market.

Oh, by the way, no one has so far been arrested in the recent scam that was captured on video where a prominent fertilizer supplier was repacking FISP fertilizer. The Police however issued a statement warning the public not to circulate the video as it might compromise investigations. Really?
