There is no law in Zambia, which prevents any mining or industrial company to set up their own power generation plants to meet their electricity requirements.

The following are the projected national demands for electricity in megawatts (MW) that were estimated by the Ministry of Energy, with the baseline year being 2020;

2020- demand 2,456MW
2025- demand 3,338MW
2030- demand 5,432MW
2040- demand 8,624MW
2050- demand 11,039MW

At Indeni Refinery, I remember doing one of my sales visits while working for Atlas Copco and found Cummins engine powered generators providing standby power for selected critical equipment.

Mopani Copper Mines had also installed Perkins engine standby power generators for some critical equipment

Dangote Cement in Ndola runs some machinery using the coal fired power plants that produce electricity.

I still do not understand why we do not have a nuclear power plant in Zambia despite the availability of uranium.

Considering the financial limitation of ZESCO to produce all the electricity to meet the national demand as projected , the ministry of energy needs to encourage mining companies to set up their own power generation plans.

This will of course come with a huge cost of conducting feasibility studies to select the best technology, engaging a consulting firm to design the plant and an engineering firm to construct the power generating units.

If mining exploration in Zambia is funded to the correct scale and mapping is well done, the new mines that will eventually come on board in the next 5 to 10 years will require a lot of electricity. Unfortunately our current power generation capacity cannot meet the projected demand.

One of the justifications for making electricity tariffs cost reflective, was to ensure that investment in the electricity sub sector is encouraged to guarantee acceptable returns on investment (ROI).

The same way CEC is listed on the Lusaka Stock Exchange ( LuSE) to generate funds, other special purpose vehicles( SPV) can be created to undertake similar investments in the electricity sub sector by inviting Zambians to put in their money.

The point am making is that the demand for electricity will keep growing and we can’t rely on ZESCO to plan and implement power generation plants when funds can be raised through Zambians investing in other SPVs.

Last year CEC issued the Green Bond to raise close to $ 200 million dollars for solar power plants. This model can be replicated by other players with participation of Zambians that are willing to invest in the electricity sub-sector.

Energy Experts at the Ministry of Energy, working with other stakeholders holders such as EIZ and the private sector need to fast track these old conversations about what needs to be done to make Zambia energy secure and a net exporter of electricity.

We have a few Independent Power Producers ( IPPs) that are modeled around foreign investment with very few local participants.
