MR 'HIPC' MAGANDE DIES

LUSAKA - Former Finance Minister in the Mwanawasa administration Ngandu Magande has died around 22:00 hours at Maina Soko Military Hospital.

The 76 year old former Minister was admitted at the Military Hospital in Lusaka for about 21 days due to suspected liver complications.

Mr. Magande is famous for helping Zambia reach its Highly Indebted Poor Country (HIPC) completion point which saw the country have more than three quarters of its US $7.5 billion external debt written off in 2004.

He served as Secretary General to the Africa - Caribbean - Pacific ( ACP - EU) organisation between 1996 and 2000.

He also served as Chilanga MP between 2006 and 2010 before resigning to form his own political party and dismally ran for Republican Presidency in 2011.

He is a recipient of the Commander of the Order of the Republic of Benin (COB) in recognition of service to the ACP-EU international community and to the negotiations for the 20-year Cotonou Agreement, March 21, 2009.

He also authored a book titled :The Depth of My Footprints

ZAMBIAN DELEGATION ARRIVES IN MOROCCO FOR THE 2023 ANNUAL MEETINGS OF THE INTERNATIONAL MONETARY FUND (IMF) AND THE WORLD BANK GROUP (WBG)

A high-level delegation from Zambia led by Finance and National Planning Minister Dr SITUMBEKO MUSOKOTWANE has arrived in MARRAKECH, MOROCCO, for the 2023 ANNUAL MEETINGS OF THE INTERNATIONAL MONETARY FUND (IMF) AND THE WORLD BANK GROUP (WBG), which commence today Monday 9th October and end on Sunday, 15th October, 2023.

Dr MUSOKOTWANE is accompanied to the ANNUAL MEETINGS by Secretary to the Treasury FELIX NKULUKUSA, Bank of Zambia Governor Dr DENNY KALYALYA, Acting Permanent Secretary (Budget & Economic Affairs) MWAKA MUKUBESA, Zambia Revenue Authority (ZRA) Commissioner General DINGANI BANDA, and Bank of Zambia Deputy Governor (Operations), Dr FRANCIS CHIPIMO.

The Minister was met on arrival in Marrakech, and welcomed by Zambia’s Ambassador to Morocco ELIPHAS CHINYONGA, and designated IMF and World Bank officials, this morning. Ambassador CHINYONGA took the opportunity to describe Zambia’s participation in the meetings as a crucial step in strengthening development cooperation not only with the Bretton Woods Institutions (IMF and World Bank Group), but also Morocco.

“This is an important event for sustaining global interest in Zambia’s economic transformation and development agenda,” said Ambassador CHINYONGA.

During the week-long Annual Meetings, the Minister and his delegation will participate in series of IMF and World Bank organised events, hold bilateral talks with other development partners, and engage investors. Among the highlight events of the delegation is the high-level Joint IMF/WBG panel discussion on reform priorities for tackling debt on which Dr. Musokotwane will feature as a panelist. Other panelists at the event will be WBG President AJAY BANGA, IMF Managing Director Kristalina Georgieva, Minister of Finance for Saudi Arabia Honourable MOHAMMED AL-JADAAN, and Professor ANNA GELPERN from Georgetown Unive

Zim Scribe demands accountability

HARARE — A Zimbabwean journalist has filed a complaint against the country’s Judicial Service Commission (JSC) for restricting media access to court proceedings and documents through its new digital court system, saying it undermines accountability.

Desmond Chingarande, a senior court reporter for Alpha Media Holdings, said in a letter delivered to the JSC on Monday that the Integrated Electronic Case Management System (IECMS) platform, which was introduced in September, only allows parties to the dispute and court officials to access information pertaining to criminal and civil litigation cases.

Chingarande, who is represented by lawyer Innocent Maja of Maja and Associates Legal practitioners, said that before the IECMS platform was launched, journalists could sit in open court and follow proceedings. But now, accredited journalists are not allowed access to the IECMS system and are also not allowed access to virtual hearings and trials.

He argued that this violates his constitutional rights to access to information, and freedom of profession. He said that court hearings, documents and proceedings are public unless there are cogent reasons for restricting publicity and public access.

He also argued that the IECMS platform makes publicity of court proceedings an exception granted at the discretion of the judge on the ground of public interest, which is contrary to the constitutional provision that provides for public trials and hearings as a general rule.

He asked the JSC to make a provision for accredited journalists to open IECMS accounts, where they would be able to follow court proceedings and request access to filed court documents. Alternatively, he asked the JSC to provide accredited journalists with links to the IECMS platform so that they can follow court proceedings and request for court documents.

He gave the JSC until Friday 20 October to respond to his complaint.

SUSPECTED CRIMINALS ABANDON VEHICLE

Suspected criminals abandoned their vehicle in the early hours of Sunday, 1st October, 2023.

This was after noticing Police presence near Hybrid roundabout in Lusaka's Kaunda Square area.

Car breaking instruments and five cellular phone chargers were discovered inside the vehicle.

The Toyota Allion was also found with more than one registration number.

Deputy Police Public Relations Officer, Danny Mwale says the vehicle was pulled to the police station for safe custody and investigations have been instituted.

MINISTRY OF COMMUNITY DEVELOPMENT AND SOCIAL SERVICES HANDS OVER VEHICLES FOR EFFECTIVE FSP MONITORING AND IMPLEMENTATION

The Ministry of Community Development and Social Services, has handed over 31 vehicles to Provincial and District Community Development Officers, for enhanced implementation and monitoring of empowerment programmes under the Food Security Pack (FSP).

The development is also expected to supplement government's efforts of promoting both domestic and national food security, while enhancing and accelerating human and national development.

Speaking during the handover ceremony, Director for Community Development, Mrs Patricia Muyamwa, acknowledged the existing implementational challenges such lack of transport for provinces,districts and sub-districts officers, which she said has negatively affected the objective of the programme.

She is however optimistic that the availability of the vehicles will change the narrative, as the Ministry continues to attend to challenges that hamper the successful implementation of empowerment programmes.

And Mrs. Muyamwa has cautioned against misuse of the vehicles outside the stipulated guidelines, but guided that they should strictly be for purposes of bridging the gap in delivering the much needed support to beneficiary communities.

"Government has attached commitment to the promotion of food security, and so should you," Ms. Muyamwa urged the officers, and encouraged them to work hard in line with government's commitment to uplift the living standards of the poor across the country.

"You are kindly requested to take exceptional care of the vehicles by ensuring that they are driven within the designated times and by competent drivers" she said.

Traditional Grand entry to the main arena by His Royal Highness Senior Chief P**a of the Bwile people of Chienge marking the beginning of the Builile Traditional Ceremony on Saturday, 5th August, 2023, P**a, Chienge District. This year's ceremony was graced by the Minister of Local Government and Rural Development who was the Guest of Honor and Senior Chief Mpweto of the Democratic Republic of Congo among other guests.
Builile begins on a Thursday when women go to collect salt from the river called "Bwile" which is prepared by traditional simple distillation, evaporation and crystallization and is presented to the guests on the last day which is Saturday. On a Friday, the chief visits the shrines to offer sacrifices to the ancestors on behalf of the people and the last day is the main day of the ceremony which takes place at the Main Arena.

A TEACHER IN ISOKA CAUGHT WRITING WIFE’S GCE EXAMS

A couple of Isoka District has reportedly been summoned by police for impersonating each other during a general Certificate Education(GCE) exam session.

Sydney Mulenga and his wife Angela Katungu, both teachers at Chinyansi Primary School were on Thursday caught red-handed impersonating each other by exchanging answer sheets in order for the husband to write his wife's GCE Grade 12 Mathematics Paper 1.

The couple was caught and reported by 41 Year-old Rachael Sikute of Kapililonga Primary School who was Invigilating the GCE exam session to Examinations Council of Zambia (ECZ) Centre Chairman before reporting the matter to Police in Isoka.

Muchinga Province Commissioner, Kaunda Mubanga has confirmed to Nakonde Radio FM News that the couple were Friday morning summoned at Isoka Police station for interviews.

He says a docket of case has been opened.

THREE DIE IN SUSPECTED ILLEGAL MINING IN NANGOMA.

Three have died instantly after the land where they were mining collapsed on them in Nangoma Area of Mumbwa District in Central Province.

According to some eye witnesses, said the incident happened around 06:00 and 07:00 hours in Shamikobo village.

And Minister of Green Economy and Environment Collins Nzovu who visited the scene of accident warned illegal miners in the area desist from conducting the dangerous mining activities that have continued leading to loss of lives in the area.

Meanwhile vice president Mutale Nalumangois saddened by the death of the three illegal miners and has promised that disaster management and mitigation unity DMMU will aid the three funeral houses.

The vice president made this announcement through Green Economy and Environment Minister Collins Nzovu.

Community members have since retrieved the bodies and deposited at Mumbwa district Hospital Mortuary awaiting burial.

Police are yet to issue statement.

Sakala, whose contract with Rangers was supposed to end in 2025, has said his goodbyes to the fans, teammates, supporters, and coaches

Police at Central Police Station in Lusaka yesterday August 02, 2023 at 16: 00 hours detained Apostle Christopher K***a aged 45 of Plot number 168 Chalala, the Church Leader for Presence of God Life Ministries International for Assault Occasioning Actual Bodily Harm (OABH).
The incident occurred on July 31, 2023 around 22:30 hours at Society Business Park between Cairo Road and Cha-Cha Cha Road.
He is alleged to have assaulted Reverend Nelson Mhango, aged 62 of House Number 4199B Matero, who is a member of Bumper Harvest Church.
The duo differed after the complainant had advised the suspect against him allegedly having a love affair with a female member of his Church.
This was after the wife of the accused had invited Reverend Nelson Mhango to counsel the couple in Chilenje and on their way taking him back to Matero they made a stopover to buy some food.
It was at that point that Reverend Mhango was assaulted by way of being punched after he had continued advising Apostle K***a not to be having a love affair with a female member of his church.
The suspect has been formally arrested and charged today for the offence of Assault OABH.
He has been released on Police bond and will appear in court soon.

I would like to update the nation about my injury which I sustained during my last meet.
As every Zambian citizen is aware that I sustained an injury from my previous race which made me not to finish the race on the 14th of July 2023,in Poland.
With that being said I would like to inform the nation that on the 31st of July 2023, we received the money for my treatment from the ministry of sports at exactly 22:00hrs (CAT),
Now that we have received the money,we will start the process for my treatment and. In as much as we don't know how long the treatment and process will take we hope that I will be treated as soon as possible with the hopes and prayer of getting better and back on track for training before the world championships later this month
Participating at the world championship and raising the Zambian flag high has always been my dream and we will not let the dream shutdown just like that.

THE SUN WILL RISE AND THE EAGLE WILL FLY AGAIN.

We paid our respects at Theodor Herzl's Grave in Jerusalem this afternoon and also visited the Holocaust History Museum.

The solemn visit to the Museum brought the horror of genocide against the Jewish people vividly to our perspective in such a profound way.

The Holocaust against the Jewish people stands as a profound indictment against humanity, especially those who possessed the power to intervene and halt the genocide but chose silence in the face of clear warnings about what was to unfold.

The plan of genocide was deliberate, coordinated and orchestrated by the very powerful. It demonstrated to the world that hatred has no limits.

The world must therefore never underestimate the malevolence of racism and tribalism. It is therefore imperative that we unite and confront these evils at the earliest opportunity to prevent the dreadful horrors of genocide from ever recurring.

We must ensure that the memory and lessons of the Holocaust serves as a resolute reminder to prevent such atrocities from happening again, because the power of remembrance and learning from history serves as a strong reminder, to ensure a more compassionate and just world.

*PRESS STATEMENT FOR IMMEDIATE RELEASE*

Statement Commending the Zambian and Ghanaian Governments for Abolishing the Death Penalty.

*The Commonwealth Lawyers Association (CLA)* commends the governments of Zambia and Ghana for abolishing the death penalty. This is a victory for the protection of the right to life in both Countries. According to the Death Penalty Project, Ghana is the 29th African country to abolish the death penalty and the 124th globally. Consequently, these developments are in line with global trends to abolish the death penalty.

Whilst Zambia will completely abolish the death penalty following the enactment of the Defence Amendment Bill of 2023, we note that Ghana still retains the constitutional provision permitting the ex*****on of the death penalty for the crime of treason.

The death penalty is widely recognised as being an unjustifiable violation of the right to life, the right to human dignity, and the protection against cruel and degrading treatment. Consequently, we urge all Commonwealth jurisdictions to abolish the death penalty.

We thank the Death Penalty Project for the work they have carried out to accomplish these developments.

EXTENSION WORKS ON MONGU-LIMULUNGA ROAD COMMENCE

Works on the extension of the Mongu-Limulunga Road by 900 metres up to Jeuteni stream have commenced.

Clearing and grubbing for the whole stretch of the road has been completed.

The contractor, AVIC International is upgrading the road from earth to bituminous standard and the works are expected to be completed before October this year.
