RESIDENTS URGED TO REPORT SHOPS SELLING EXPIRED GOODS

WOLMARANSSTAD - Maquassi Hills residents have been requested to report foreign national shop owners who sell expired groceries

The Compliance Cluster from the DR Kenneth Kaunda led health inspections in some of the Maquassi Hills local spaza shops to foresee shop owners' compliance. The cluster said, in some foreign national-owned shops, they discovered that owners are selling expired food with some packages non-compliant including cigarettes that were not licensed

The Office of the Premier, together with other Government Departments, the DR KK District Municipality, and other local Municipalities within the district visited the community of Maquassi Hills to render services

Compliance Cluster led by Single Whip of DRKKDM, Cllr Lesie reported that the Committee visited spaza shops that are mostly ran by foreign nationals to inspect. Most of the groceries they are selling were founf expired, with some packages that were also discovered to be non-compliant

The Cluster also discovered cigarettes that were not licensed, other owners were found undocumented. One shop owner was arrested for being undocumented

Previously, the Dr. Kenneth Kaunda Regional Chairperson and MMC for Planning and Development in Maquassi Hills Local Municipality, Tshireletso Malebatsane, engaged in a joint operation with law enforcement agencies where Maquassi Hills foreign nationals owned stores & food distributors dispatched expired products following reports that some of the food packages were illegally processed in unathorised factories

Malebatsane conducted business hygiene & removal of old stocks in some of these stores which were on shelves ready to be sold as fresh products which were not so fresh. Despite concerns over controversies, residents still boughy & used some of those products at their homes

The North West Portfolio Committee on Economic Development, Environment, Tourism, Agriculture and Rural Development, that was chaired by Bitsa Lenkopane, had also called on communities to remain vigilant.

The committee urged the relevant provincial department and other relevant stakeholders to investigate these matters. The committee urged the relevant departments to join hands with municipalities and activists to create awareness to ensure that communities understand that the State is in charge of such businesses (spaza shops)

Maquassi Hills residents are requested to report these matters to the law enforcers when they come across unlawful actions

MAQUASSI HILLS MUNICIPALITY OWES VAAL CENTRAL MILLIONS

BULKFOTEIN - The Maquassi Hills Municipality is owing Vaal Central millions of rands after failing to pay monthly payment to services rendered

The Municipality confirmed through the Office of the Mayor, Mzwandile Feliti. The Office said, they received a notice from the service provider alerting them of impending monthly debt. The Municipality has reported that, they had secured a meeting with the service provider in early August which sought to resolve the outstanding debt

The Council said, it failed to pay Vaal Central a payment of R3.5 million monthly, to service their current account. Scheduled R10.5 million per trench of the equitable share, which they say they have always honoured

"The Municipality is unable to keep up with the MOU assigned to by the parties, due to non-payments by Government departments (Education, Health, Correctional services, SASSA and Public Works), non-payments by Businesses and Communities, non-payment by both Vaal Central and Magalies Water for electricity provision to the water pump station since the year 2020" - Maquassi Hills Municipality

The Municipality also said they had no communication from the former waterboard after their bulk water supply augmentation project debt

"There is non-committal by former Sedibeng water on the loan taken up by the Municipality in 2008 for bulk water supply augmentation project. Vaal Central has inherited the same infrastructure which it's loan remains unsettled and Vaal Central is not committing to anything this far" - Maquassi Hills Municipality

Office of the Mayor within the Municipality called for a meeting with the current waterboard, which didn't happen. The meeting was called up to find a solution to the current water supply situation

"The Municipality convened a meeting with Magalies Water on the 29/07/2024 to foster an amicable solution which the meeting resolved to call Vaal Central to the party, and a meeting between the three institutions was set for the 31/07/2024. However, the meeting could not hold as Vaal Central had an engagement with the Minister of Water and Sanitation" - Office of the Mayor of Maquassi Hills

Th Municipality said, another meeting was coordinated by the Minister of Water and Sanitation on the 04th of August 2024, to highlight the challenges faced, the meeting resolved that Vaal Central should stage one-on-one sessions with affected Municipality

The Municipality reported back to the Minister on 10th of August 2024, Maquassi Hills Local Municipality, Vaal Central and the Department of Cooperative Governance Human Settlements and Traditional Affairs met to pave for a wayforwad on the water restrictions and the misconceptions between the parties

"Our position is crystal that water supply be restored immediately without haste and that the service provider lifts the restrictions. Further developments will be communicated as on when there's any shifts in positions or there are developing stories"- Office of the Mayor of Maquassi Hills

The Council also made arrangements to restrict water supply services in various areas of Maquassi Hills, saying it was until the matter has been settled

"LATE COUNCILLOR WAS A LOYAL ANC MEMBER"

TSWELELANG - Late Councillor, Ncedile Molosi who has been laid to rest recently has been described as a loyal member of the ANC. Family, friends & colleagues converged at the Uniting Reformed Church in Tswelelang to pay their final respects to the Councillor after succumbing to his long term illeness

Molosi was best-known for his community activism & commentary, he was honoured in a Municipal Official Funeral Service led by the ANC & Maquassi Hills Local Municipality. Molosi became a Councillor for Ward 5 in Wolmaransstad after by-elections for the ward

The late Councillor was also described as a person who loved the movement

"Ncedile, comrades, he was loyal to the ANC. He fell ill while in the movement he loved. Even though there those who used to provoke him. We appreciate that if it wasn't for him, we wouldn't have Ward 5. Ncedile had mistakes as any other person in this world. There is no one who can live 100% without any mistakes" - Tributes

Molosi was also described as a fierce & robust man with personality that describes his character. Molosi's sudden death left a shock in everyone's hearts

"May his robustious spirit live in us for radically imperative justification..like Sankara said: We shall continue in the struggle. Long live the undying spirit. We didn't expect such an early departure as we were socially and politically ambiguous and it's unfortunate we have to say goodbye. Rest in peace wena the undying spirit. Ncedile Commisar Molosii. You served your purpose, we going to carry thy courageous calibre til heaven..we shall meet there. We love you" - Tributes

The ANC in Maquassi Hills also described Molosi's departure as a loss to the movement. Molosi has been a loyal to the ANC for a number of years. However, he migrated to the EFF for time-being & returned to his beloved movement, the ANC. As time went, the Councillor fell ill

"Comrade Ncedile went to the EFF & came back to the ANC. As time by, Ncedile fell ill, but we did not trouble him. According to his doctor, his illness grew & affected other organs. Ward 5 community, the ANC has really suffered a loss. He did what he was supposed to do" - Tributes

Molosi was admitted at Nic Bodenstein Hospital in Wolmaransstad as his illness persisted. After his admission in Nic Bodenstein, he was then admitted Tshepong Hospital

Molosi has been a community activist fighting for the rights of residents to receive adequate services from the Maquassi Hills Municipality

The departed Councillor wished to see progress in Maquassi Hills communities. His loyalty to the activism saw him being criticised for his ethics

By-elections are expected to be held for the late Councillor's ward, however, the ANC in Maquassi Hills has not yet confirmed details surrounding who will be the next Ward 5 Councillor

COUNCIL HOPES TO RESUME THE KGAKALA PAVING PROJECT

LEEUDORINGSTAD, KGAKALA - Maquassi Hills Local Municipality hopes to resume the paving project in Kgakala township in the Ext 4 near Leeudoringstad without delay or disruptions

This comes after the project was halted due to community misunderstanding. The Kgakala community accused the Municipality of tendering the project recently

The Maquassi Hills Municipality said, the project was halted altogether after the residents misunderstood how it was processed. The Municipality instructed the councillor in the area along with the ward committee to deal with the situation

The paving project was in progress at the entrance to the Ext 4 in Kgakala when residents argued that the paving project initiated by the Maquassi Hills Local Municipality was done through tendering

The believe came as the Municipality has series of tendering projects meant for service delivery to residents of Maquassi Hills which included that of roads & water

The Municipality has been struggling to provide water to some households and resorted to water tendering. The Municipality promised to resume working once the situation has been controlled by the councillor & ward committee

"We've stopped the Kgakala Extension 4 entrance owing to the misunderstanding of the community who thought that the work was done through tendering, we will revert back when the situation is resolved by the Councillor and the ward committee" - Maquassi Hills Municipality

However, the Council said, it remained optimistic that the paving project will resume as the road looked terrible

"We remain optimistic to upgrade that road as it gives a bad shape and driving difficulties during the rainy season" - Maquassi Hills Municipality

Despite the misunderstanding of the project by Kgakala community, the Council says it is part of their duty to build a pothole-free Municipality & paving is progressing well in other areas of Maquassi Hills including Wolmaransstad

The Mayor of Maquassi Hills has taken out a word to urge residents of Maquassi Hills to allow its employees do their duty

"As part of our work and promise to build a porthole free Maquassi Hills Local Municipality in a few months, we've successfully completed the paving of Leigh street in Wolmaransstad town, the team is now proceeding to Erven street which is nearby or pasess through Caltex garage" - Maquassi Hills Municipality

The Council also applauded its employees for continuing to dedicate themselves to their work

"We appreciate the support that communities has been giving us.
We applaude our hard working team, and also appreciate the fact that communities has given the team space to do their work. If we can continue to hold hands in this front our municipality will be pothole free and all our internal roads will be user friendly" - Mayor of Maquassi Hills, Mzwandile Feliti

Momo & her friend had black berries which later made them severely sick, they were rushed to the clinic & were admitted at Nic Bodenstein Hospital in Wolmaransstad after their transfer for intensive care

Maquassi Hills Municipality said, these issues are caused mainly by non-payment to the service provider and also said leakages & bursts

• Paving project has been halted after the Kgakala community members in Ext 4 in Leeudoringstad believed that it was done through tendering. The Municipality reported that, the project was halted by Lebaleng community as well as its employees. The North West Government stakeholders met over the project which has been allocated for Lebaleng in Makwassie

• Maquassi Hills Local Municipality has been attending to patching internal roads & storm water channels within various areas as promised. The Municipality said, through its Roads & Storm Water Unit, work has resumed & they are attending to roads & storm water channels that needs attention in various areas including in Witpoort & Rulaganyang township

• Various youth individuals from Maquassi Hills became part of the Unemployment Dialogue that was organised by the Dr Kenneth Kaunda District. The dialogue sought to challenge the impact left by the high unemployment in the district

The "Youth Dialogue on Unemployment" led passionate contributions from the youth panelists of the district. The dialogue provided a platform for young people to voice their concerns and propose actionable solutions to the pressing issue of unemployment

Key points raised by the panelists included - Industry Relocation to Townships. The youth requested that the government relocate industries to townships

• The Office of the Premier, together with other Government Depts, the DRKKDM, and other local Municipalities within the district visited the community of Maquassi Hills to render services

The clusters of different departments led by senior politicians led the committees to report back on projects

Infrastructure Cluster led by Executive Mayor Cllr Nikiwe Num reported about the landfill site that is exposed to the community and will ultimately pose danger to the community as the site does not access control, separation of waste. That the office of Cogta, DRKKDM and Maquassi Hills Local Municipality negotiated with DFFE to assist in developing a safe landfill side that will eliminate hazards to the community

15-YEAR-OLD SENTENCED FOR MULTIPLE CHILD RAPE CASES

The Tlhabane Magistrates’ Court sentenced a 15-year-old boy to 15 years of imprisonment on 1st October 2024, following his conviction for four child rape cases reported over the last three years.

The first incident occurred on the 5th of September 2022, when a 12-year-old girl was walking home from school. The convict, her classmate, grabbed her water bottle and ran off. She chased him into a secluded area, where he overpowered and raped her.

On Youth Day, 16 June 2023, an 11-year-old girl was riding her bicycle when the convict offered to repair it. After pretending to test the bicycle in nearby bushes, he attempted to rape her. Fortunately, a passer-by intervened, forcing him to flee.

The third case took place on the 3rd of October 2023. An 11-year-old boy was targeted when the convict took his bicycle and led him into nearby bushes, where he overpowered and raped him.

The final disturbing incident occurred on, 1st of February 2024, when a 5-year-old girl was playing in a neighbour’s yard. The convict lured her behind a shack and raped her.

Provincial police commissioner lieutenant general Sello Kwena commended the efforts of the investigative team, led by seargent Mamotse Moshe of the Provincial Serial and Electronic Crime Investigations Unit, and praised the collaboration between the police and prosecution, which ensured the conviction of the accused.

CANDLE RITUALS SPARK DEVASTATING FIRE

A ritual fire has consumed approximately 60% of the Kgaswane Nature Reserve, leaving a trail of destruction in its wake, that's according acting reserve manager, Emelang Malefo.

Mafelo said, it was the result of candles used during rituals

The fire, which started near the Bosbok Kloof area by individuals performing rituals with candles, rapidly spread across the reserve, fuelled by strong winds.

Fire destroyed huts and grazing land
The inferno, which raged for six days, caused significant damage to the park’s infrastructure in late September, several huts on the overnight hiking trail were completely destroyed by the flames

The fire reached Waterfalls Mountain, an area that reserve personnel were unable to access. Strong winds only worsened the situation, causing more flare-ups.

In incidents occurred during the time, a zebra was trapped by the fire near the Baviaans Krans area. The animal, severely burned, had to be euthanised on site.

“It was a difficult decision, but necessary given the extent of its injuries,” - Malefo.

The southern mountains of the reserve ignited. Despite efforts to control the blaze, high winds kept it alive. The fire intensified destroying more huts on the southern side of the park, including the Naga hut on the overnight hiking trail.

Firefighters managed to bring the fire under control, though the reserve continued to monitor for flare-ups.

Community support in the battle against flames
The combined efforts of the North West fire department, Anglo American Platinum Emergency Services, and Working on Fire (WOF) teams, and members from the National Department of Forestry, Fisheries, and Environment, were crucial in fighting the fire.
WOF communications officer, Maria Letsholo, confirmed that 16 firefighters, along with aerial support, were deployed.

“Our teams worked tirelessly day and night to battle this fire, and the support from the public, who provided water and fruit to the firefighters, was greatly appreciated,” said Pieter Nel, chief conservation officer at North West Parks and Tourism Board.

The fire resulted in the loss of approximately 3,000 hectares of parkland, equivalent to about 60% of the reserve.

“These rituals have been the cause of multiple fires in the park, and this time, the destruction has been immense,” said Nel.

Despite the devastation, Malefo remains hopeful about the park’s recovery.

“There are still pockets of grazing land left, and the vlei area is already greening up, providing food for the animals in the short term,” added Mafelo.

Meanwhile, the North West SPCA has urged the public to remain vigilant for injured wildlife. Any animals, birds, or reptiles found in distress due to the fire should be reported immediately to the SPCA at 071 370 4520.

23 BUSES FLAMED IN AN ARSON SUSPICION CASE

A total of 23 buses were reduced to ashes in a suspected arson attack. The buses, with an estimated combined value of R69 million, were destroyed in a coordinated strike across two Bojanala Bus Depots within a span of 20 minutes.

At Chaneng Bojanala Bus Depot, six buses were torched, while at Tlaseng Bojanala Bus Depot, 17 buses were set ablaze. The possible motive behind the attack stems from the expulsion of 76 bus drivers since June for theft and other related offenses, with additional drivers currently facing disciplinary hearings.

Police are investigating cases of malicious damage to property, though no arrests have been made yet.

The North West MEC for Community Safety and Transport Management, Wessels Morweng, condemned the attack and urged the police to prioritise their investigation.

“We trust our police to investigate this matter thoroughly, but it’s also crucial for the public to share any information that could assist in solving this case,” said Morweng.

He further expressed concern about the impact of the attack on the community, as the Bojanala Bus Company provides vital subsidised commuter services to residents across the Bojanala District.

“This unfortunate incident will undoubtedly affect the daily lives of community members who rely on these buses,” added the MEC.

The police are calling on anyone with information to come forward. Individuals can contact captain Johannes Montsho of the Phokeng Detectives Unit at 076 834 3531 or the SAPS Crime Stop at 08600 10111. Anonymous tips can also be submitted via the MySAPS app.

21 SUSPECTED ILLEGAL MINERS ARRESTED

A multi-disciplinary Vala Umgodi team apprehended 21 suspected illegal miners in the Bojanala Platinum District on Wednesday, 25, and Thursday, 26 September 2024, for violating section (49) (1) (a) of the Immigration Act, 2002 (Act No. 13 of 2002).

Lieutenant colonel Amanda Funani confirmed that the suspects, aged between 20 and 56, were arrested during operations in Tlhatlaganyane, Witrandjie, and Mooinooi.

Among the apprehended were 10 Lesotho nationals, five from Mozambique, three from Malawi, one from Ethiopia, one from Zimbabwe, and a South African.

The Vala Umgodi team seized various illegal mining equipment, including generators, jackhammers, spades, drills, and crowbars.

Provincial police commissioner lieutenant general Sello Kwena commended the Vala Umgodi team for their continued efforts in combating illegal mining in the province.

The police apprehended illegal miners and seized equipment during a targeted operation in Bojanala Platinum District.
