GPL COMMITTEE CONDEMNS FATAL STABBING OF GELUKSDALE SECONDARY SCHOOL LEARNER

The Gauteng Legislature’s Portfolio Committee on Community Safety condemns the senseless fatal stabbing of a Grade 10 learner from Geluksdal Secondary School.

Preliminary reports suggest that the alleged incident occurred outside school hours on Thursday, 2 February 2023, fuelled by a feud that allegedly started at school earlier on in the day.

The Committee is disturbed and concerned by the incident and awaits a comprehensive report from the Police to shed light on the events of the day.

Meanwhile, the Committee extends heartfelt condolences to the family of the deceased learner and the entire schooling community of Geluksdale Secondary.

It further notes and accepts that the issuing of media statements expressing concern and extending condolence does not assist in addressing the scourge of crime in schools and communities.

As a result, the Committee will, jointly with the Portfolio Committee on Education, conduct a Focused Intervention Study to assess the effectiveness of school safety interventions in fighting crime in Gauteng.

Part of what this study will look at is whether all schools in Gauteng have safety plans, and the extent to which they are implemented to curb the scourge of violence in schools. The study will also look at the role played by both the Department of Community Safety and Education, as well as Law Enforcement Agencies.

The study constitutes one of the crucial tools of oversight as it will present a clear picture of the state of safety at schools. Out of it, recommendations will be formulated to influence government policies and the implementation of programs aimed at fighting crime at schools.

GAUTENG LEGISLATURE TACKLES PETITIONS PUBLIC HEARINGS IN SEDIBENG

The Gauteng Provincial Legislature (GPL) visited the Sedibeng District on the 29th of November to tackle a number of robust debates regarding ten different petitions lodged by Emfuleni residents with regard to various grievances.

The GPL Petitions Committee Chairperson, Advocate Ezra Letsoalo said the public hearing platform is done to give residents a platform to publicly voice out their grievances and complaints in front of the committee members and relevant affected departments.

“This is done to afford our communities the opportunity to voice out their complaints so that we can address those complaints in public and ensure that each complaint is dealt with accordingly by the relevant department,” He explains.

Adv Letsoalo further stated the fact that they as the GPL have got the power to issue summons against any government official to appear before the committee and address the community complaints.

He added that, after the public has lodged petitions with the Gauteng Legislature, theirs as the petitions committee is to adopt those petitions (if relevant to Gauteng and service delivery) and then liaise with relevant departments thus giving them thirty days to respond to the complaints.

“The Gauteng Legislature acts as the parliament of Gauteng, hence our committee comprises different members from different political parties whose aim is to serve the public regardless of their political affiliations,” He added.

However, Letsoalo said the correct procedure for communities in submitting petitions, is to first send them to their local municipalities, and then failure by these municipalities to address their issues, the communities are then allowed to approach the Gauteng Legislature as their last resort to have their issues resolved.

“We have seen our communities directly approaching the Gauteng Legislature with their petitions mainly because they feel that their grievances would not be fairly addressed by their local municipalities.” This according to Letsoalo has resulted in the GPL having a huge backlog of petitions that still needs to be addressed by their committee.
