Community Urged to Protect Municipal Sewage Infrastructure

On 13 August, the Lekwa Local Municipality has issued a stern warning to residents regarding the improper disposal of foreign objects into the sewer system.
The municipality is currently facing significant challenges due to ongoing sewer blockages, which are being exacerbated by items such as bottles, blankets, oils, greases, plastics, linen sheets, animal skins, and even animal intestines being flushed or dumped into the sewage system.

These improper disposal practices are leading to severe consequences, including blockages, overflows, and costly repairs.

When foreign objects enter the sewer system, they accumulate and cause blockages, hindering the free flow of wastewater.
This can result in sewage overflows, which pose a significant health risk to the community and cause environmental damage, including the contamination of water sources.
The blockages not only disrupt the sewerage infrastructure but also lead to unsanitary conditions that can affect the entire municipality.

The improper disposal of materials into the sewer system is not only harmful but also illegal.
According to the National Water Act (Act No. 36 of 1998), it is unlawful to dispose of harmful materials into water resources, including sewer systems.
This legislation underscores the importance of protecting water resources from pollution and misuse.

Additionally, the Municipal Systems Act (Act No. 32 of 2000) empowers municipalities to enforce regulations that safeguard public infrastructure.
Violating these regulations by disposing of inappropriate materials into the sewer system can result in penalties.

The Lekwa Local Municipality is urging residents to take proactive steps to protect the sewer infrastructure:

1. Proper Disposal: Use designated waste disposal methods for non-biodegradable materials like plastics, bottles, and other solid waste. Avoid flushing or dumping such items into the sewer system.

2. Avoid Pouring Oils and Greases: Collect oils and greases in containers and dispose of them in the trash rather than pouring them down the drain, as they can solidify and cause blockages.

3. Educate Others: Share this information with family, friends, and neighbours to help protect the community’s infrastructure.

The municipality emphasised that keeping the sewer system clear of foreign objects is a collective responsibility.
By disposing of waste correctly, residents can help maintain a healthy environment, reduce the risk of blockages, and prevent costly repairs.

For more information or to report any illegal dumping, residents are encouraged to contact the Lekwa Local Municipality at 087-562-5211 or 084-724-2260.

Illegal Clinic Shut Down in Standerton

On 8 August, in a coordinated intelligence-led operation, an illegal clinic operating in Standerton's Central Business District (CBD) was closed down.

The operation, supported by the Standerton K9 Unit, Kasselman Security Services, the Department of Health, the Department of Home Affairs (Immigration), AfriForum, and Lekwa Local Municipality, was prompted by verified information provided by Standerton Crime Intelligence (CI).

The information was promptly verified, and the clinic, along with its identified operators, was monitored closely.

During the operation, a female was found inside the clinic.

Upon questioning, she revealed that she was hired as a caregiver and not a professional nurse, as required by law.

The operation uncovered various types of medication and medical equipment on the premises.

The Department of Health's regional office was immediately notified, and the case was escalated to the provincial office for further action.

Due to the absence of a valid practice number and the lack of qualified personnel, the clinic was ordered to cease operations.

The operation was deemed successful in preventing potential harm to the public from unqualified medical practices.

Copper Thief Slapped With 15 Years Imprisonment

Eskom has welcomed the sentencing to 15 years of direct imprisonment of Witness Sibanda on 19 July at the Ermelo Magistrate Court.
The Court found Sibanda guilty of damaging and stealing essential infrastructure, in addition to violating South Africa’s Immigration Act.

The impact of crimes targeting essential infrastructure is significant for Eskom's operations.
The losses due to Sibanda's actions amounted to approximately R100,000.

The Judge laid down the following judgment:
- Fifteen (15) years for damage to essential infrastructure.
- Fifteen (15) years for theft of essential infrastructure (copper cable).
- Three (3) months for contravening the Immigration Act.
- All sentences will run concurrently, resulting in an effective 15-year direct imprisonment.

Sibanda was apprehended on 8 February 2023 at Camden Power Station for cutting and removing copper cable, a critical component for the plant's operation.
His actions were detected by CCTV operators who noticed movement in the area around 21:00.
Security personnel dispatched to the scene found Sibanda in possession of the stolen copper cable within a restricted area.
Further investigation revealed that he had breached the perimeter fence to gain access. Sibanda was handed over to Ermelo SAPS and a docket was opened.

Botse Sikhwitshi, Acting General Manager of Security at Eskom, praised the swift action of Eskom's security teams and the strong support from law enforcement agencies.
“Our security teams are making significant progress in curbing criminal activities through swift action and remain committed to protecting Eskom’s assets and holding offenders accountable. These efforts are bolstered by the strong support of law enforcement agencies, coordinated, and led by the National Energy Crisis Committee’s (NECOM) Safety and Security Priority Committee, and the criminal justice system. We express our gratitude to them,” Sikhwitshi stated.

Eskom urges the public to report unlawful activities such as illegal electricity sales, connections, fraud, and theft of coal, fuel oil, diesel, and essential infrastructure materials.
Reports can be made anonymously through the Eskom Crime Line at 0800 11 27 22 or via WhatsApp at 081 333 3323.

Eskom Pre-Codes 6.6 Million Prepayment Meters for Key Revision Number Rollover

On 30 July, Eskom has announced that it successfully pre-coded 6.6 million out of its 6.9 million pre-payment meters as part of the Key Revision Number (KRN) rollover project.
This ensures that customers can continue purchasing electricity seamlessly beyond the 24 November 2024 deadline.
After this date, meters need to be recoded to accept pre-paid tokens.

Without this pre-coding, customers who have not completed the manual Do It Yourself (DIY) recoding process by 24 November 2024 will be unable to purchase or load their top-up prepaid electricity tokens.
Additionally, if a meter is pre-coded, customers attempting to use illegal tokens from ghost vendors will not be able to load them.

Monde Bala, Eskom’s Group Executive for Distribution, stated: “We have changed our approach to deliver the goal of making it as easy as possible for customers using pre-paid meters to do so seamlessly after 24 November 2024. We decided to refocus our resources to pre-code the meters via our central systems, in addition to still promoting the DIY approach, where we had been encouraging customers to recode their meters now.”

“Thanks to pre-coding, customers can now effortlessly continue to purchase electricity from authorised vendors with ease after 24 November 2024, safe and confident in the knowledge that their pre-payment meters are either recoded to accept purchased tokens or pre-coded for recoding and can accept tokens purchased through all our official channels,” Bala concluded.

Eskom urges customers to input all previously purchased credit tokens from authorised vendors into their meter before entering their new meter recoding tokens.
Pre-coding of the meters will not impact the usage of old credit tokens until the DIY process is completed.
This is crucial as old credit tokens will not function after the meter is recoded by a customer through the DIY process.

What is Pre-Coding?

Pre-coding is an internal procedure where Eskom prepares the meters for the issuance of recoding tokens. This process precedes the recoding, which is a DIY process. For the recoding DIY process, customers whose pre-payment meters have been pre-coded for Key Revision Number (KRN) rollover are required to first purchase their top-up prepaid electricity tokens from authorized vendors and then input the provided key change tokens into their meters.

The progress of the Key Revision Number rollover is monitored daily via a dashboard, and customer support is provided through various simplified mechanisms.
Easy step-by-step guides are available on various Eskom communication channels, including social media platforms, the Alfred Chatbot for questions and answers (Q&A), and the Eskom website, to facilitate a seamless process.

Eskom reminds customers that the recoding of pre-payment meters is a free service and warns against scammers who may try to exploit the re-coding process by requesting payment for this service.

The process of purchasing electricity remains the same. Customers can continue to buy electricity from major banks, online platforms, fuel stations, authorised prepaid electricity vending agents, and retailers nationwide.

How to Recode Your Meter:

1. Use any OLD tokens first, as they will be invalid after recoding your meter.
2. Key in the first 20 digits of the recode token and wait for it to be accepted.
3. Key in the second 20 digits of the recode token and wait for it to be accepted.
4. Key in the 20 digits of your purchased token to recharge your meter.

For updated figures on the Eskom Key Revision Number rollover project progress, refer to the dashboard on the Eskom website: Key Revision Number - Distribution https://www.eskom.co.za.
To log any faults related to KRN, visit Eskom Chatroom https://alfred.eskom.co.za/chatroom/.

Seven Kidnappers Remanded in Custody for Kidnapping A Minor in Kriel

On 29 July, seven individuals accused of kidnapping a minor from a high school in Kriel have been remanded in custody following their appearance in the Kriel Magistrate Court.
The accused, Sibongokuhle Nelisiwe Mkhwanazi (21), Caleb Kamahelo Sebatane (23), Thabang Elim Mndebele (35), Dineo Masesi Zondo (41), Dumisane Zondo (33), Nkosingiphile Emelda Nkosi (48), and Mpumelelo Patricia Mkhize (42), who has a prior conviction for shoplifting, were apprehended in connection with the incident that occurred on 22 July 22.

According to Captain Dineo Lucy Sekgotodi, Provincial Spokesperson, the accused allegedly kidnapped the minor and contacted the victim's mother, a local businesswoman, demanding a ransom of R200,000 for the child's release.
The mother, unable to meet the ransom demand, offered R9,000 instead.
She was instructed to deposit the money into three separate bank accounts via cash sent. After the deposits were made, the suspects withdrew the funds.

A coordinated investigation led law enforcement to locations in Vosloorus and Kriel, where the accused were subsequently arrested.
The seven suspects have appeared in the Kriel Magistrate Court twice since their arrest, with the case being postponed to 2 August.

The postponement is to allow three of the accused to appoint private lawyers, while the remaining four have opted for state-appointed legal assistance.

On 30 July, a house fire broke out in the Meyerville neighbourhood in Standerton, keeping the Standerton Fire Brigade engaged in an extended battle to control the flames.
The fire, which erupted just after midnight, resulted in significant property damage, though fortunately, no injuries have been reported.

The Standerton Fire Brigade and Kasselman Security Services were alerted to the incident at 00:42 AM and swiftly dispatched the team to the scene.
By the time firefighters arrived, the house was already engulfed in flames.
The crew worked tirelessly, still actively combating the blaze at 2:30 AM to prevent it from spreading.

The fire was intense and required considerable effort to bring it under control.

The Fire Brigade’s priority was to ensure the safety of the family and nearby residents and structures, and they were relieved that there were no injuries reported.

The cause of the fire remains unknown.

"While we are thankful that no one was hurt, the loss of property is deeply distressing for the affected family," Ward 4 councillor, Cllr. Corné Stoltz said that also attended to the scene.

The fire brigade’s swift response was crucial in preventing further devastation.

As the investigation continues, the Standerton Fire Brigade is conducting a thorough review to determine the cause of the fire and to take any necessary measures to prevent similar incidents in the future.
