LEDWABA REPLACES RETIRED NGOEPE

Lieutenant Colonel Malesela Jonathan Ledwaba was conferred with the new rank of a Colonel and appointed as the Provincial Commander of the Media Relations of the South African Police Service in Limpopo Province.

Colonel Ledwaba possesses vast experience in the environment of Media Liaison which spans more than 26 years.

During the period when policing in the Province was still divided into four areas which were led by the Area Commissioners, Col Ledwaba was the Area Head of Communication and Liaison Services in the then Waterberg Area.

Before his appointment in Waterburg, Ledwaba worked in different environments such as Community Service Centre, Human Resource Management as well as Visible Policing.

From SAPS basic training in college, he was detailed to Namakgale SAPS in the Community Service Centre and from Namakgale he was transferred to Lebowakgomo, VISPOL Environment and later to Lebowakgomo Head Quarters in the HRM environment.

He was later transferred to Seshego, then District Head Office, in the Communications and Liaison Services.

Ledwaba has a wealth of experience acquired in the SAPS and never shied away from self-skilling.

Having acquired a degree in Police Management from UNISA, he also empowered himself with knowledge and certificates in the Media as well as Events Management spaces.

This father of two is results driven and likes to serve the community, something which brings pleasure and satisfaction to him. What’s more, Ledwaba had first-hand experience when CPF’s were introduced and officially launched.

MHLONGO’S PENSION BENEFITS FROZEN

The Special Investigating Unit (SIU) has obtained a preservation order from the Special Tribunal to freeze the pension benefits of the former Head of Department (HOD), Dr Thokozane Florence Mhlongo who resigned in June this year.

His resignation came amid an investigation into the R180 million Covid-19 19 procurement irregularities.

This was after the office of the premier ordered the SIU to launch probes when it emerged that there were irregularities in relation to the procurement and deliveries of the Personal Protective Equipment (PPE) in Limpopo.

It was alleged that tenders were given to businesses from Gauteng and Kwazulu-Natal at the expense of local businesses in Limpopo.

Also alleged were that children of former provincial cabinet members were preferred when tenders were issued.

The preservation order enables the SIU to interdict the Government Employees Pension Fund (GEPF) from paying or transferring benefits due to Mhlongo while processes to recover the money lost during the procurement process are underway.

The investigation by SIU also uncovered irregularities in the appointment of service providers to supply the PPE’s and that the 10 000 cell phones which were supposed to be given to Community Health Workers for screening, were counted in storage and only 9 500 were distributed.

That was labelled wasteful expenditure as the department could only afford 388 cell phones.

“The SIU approached the Special Tribunal to freeze the pension benefits of Dr Mhlongo after she resigned with immediate effect in June 2022, in the face of the disciplinary hearings emanating from the SIU investigations into the affairs of the department relating to the procurement of personal protective equipment in response to the Covid-19 pandemic,” said Kaizer Kganyago, spokesperson for the SIU.

“Furthermore, the SIU investigations revealed that Dr Mhongo allegedly exposed the department to wasteful expenditure when she authorised the procurement of 10 000 cell phones to the value of R10 million for Covid-19 household screening. The department could only manage 388 of the 10 000 cell phones between September 2020 and March 2021 and the phones were distributed without the required screening applications,” added Kganyago.

Both the Limpopo Health department spokesperson, Neil Shikwambana, and the office of the premier spokesperson, Willie Misoma, could not respond due to a media ban imposed by the premier until the investigations are completed.

The matter came to the fore when during a debate on the budget in the office of the premier, Stanley Mathabatha announced that his office appointed the SIU to investigate graft in relation to Covid-19 response by the province.

POST OFFICE CANNOT PAY SOCAIL GRANTS ON TIME

Thousands of social grants recipients at the South African Post Office (SAPO) in Lenyenye and Nkowankowa were on Friday last week left stranded as the system was offline and grants could not be dispersed.

While some returned home, others had to use the services of the local banks and chain stores to withdraw their money. However, they had to buy something to get the cash from the retailers.

It was not in Lenyenye only, but also in some parts of the province. It later emerged that the problem was experienced across the entire Post Office network.

It was due to Telkom planning to cut ties with SAPO as it was alleged that it is owed around R200 billion by the social grants dispenser.

SAPO is reported to be planning to lay off 5 000 employees on top of being unable to pay medical aid monies to its beneficiaries.

In rural villages the crisis opened a loophole in which criminals targeted local shop owners to rob them of money due to pensioners when withdrawing money from their shops.

On the same day a bakkie heading to a shop at Segabeng was hijacked at Khujwana Global and it was later found abandoned in the bush.

Another supermarket in the area was also robbed when owners opened the shop.

A Lenyenye pensioner, Lerato Rakgoale said that the problem at the post office hit them in the pocket as they have to pay extra money in order to get money from the banks.

She said that the fact that they had to buy something from the shops in order to get money also left them inconvenienced.

‘Some of us even failed to pay for our municipal accounts because when we reached the offices they were closed.’

The Lenyenye post office was not the first to be hit by problems as in the beginning of the year they were robbed of money shortly before they could start paying out the grants.

The pensioners had to disperse and look for services elsewhere which included the banks and the chain stores at Maake plaza.

Telkom said in a statement that the contract they had with SAPO had come to an end. It further said when they would be meeting with SAPO they would take a decision based on the profitability of the entity.

However SAPO declined to comment arguing they do not discuss contractual issues with the public.

VILLAGES WILL BE ELECTRIFIED

Illegal electric power connections by residents of Ramotshinyadi and Mokgwathi villages at Bolobedu South in the Greater Tzaneen Municipality (GTM) will soon be a thing of the past after projects were launched to supply electricity to the respective communities.

The gesture was well received by community stakeholders with the business community asking that in future they be included in some of these projects as this will help in sustaining local economy.

The two projects costing R5 million will see local residents as part of the job intensive process be hired in positions such as Community Liaison Officers (CLO) and safety officers while also ordinary community members are to benefit as 25 people are to work as labourers.

The project was presented to the community by local ward councillor Conny Ramothwala.

Addressing the community Ramothwala said the projects started on the 1st of November and it is expected to be completed on the 31st of March 2023.

The municipality appointed Eddy M Technicals as Consulting Engineers and Marsh P Trading as the contractor for the Ramotshinyadi project where 132 houses will be electrified.

“At Mokgwathi where 120 houses are to be electrified, Phadzani Projects were appointed as Consulting Engineers and Lebe Group as the contractor,” she added.

“Labourers were recruited through the Empowered Public Works Programme (EPWP) which communities were urged in September to register themselves by the municipality.”

Though the announcement of the project increased calls from various communities to have their areas covered, the municipality said that they serve 126 villages and all of them were electrified except the recently established extensions.

The Ramotshinyadi projects will cost R2,6 million while the Mokgwathi project will cost R2,4 million.

THEY STEAL FOR R4 PER KILO

The start of the green mango season this year, though well received in some quarters, did not go without problems as an increase in theft on abandoned farms saw a sudden surge.

This was blamed on locals seeking to make money from achar factories in the area in what has been labelled “Green Mango Heist”. Local achar factories pay a maximum of R4 per kilo for green mangoes.

Annually in Tzaneen, Hoedspruit, Vhembe, Letsitele, Nelspruit and some parts of Kwazulu-Natal green mangoes are harvested and sold to Achar factories who then produce their product.

People start picking mangoes at their homes and when they are finished they then escalate the work into the abandoned farms while in some areas even the commercial farms are not left out.

This is thought to be one of the main reasons behind theft on farms and even in some cases escalating to farm attacks.

Donald Mametja, a member of the Handzahandzani farming projects said that the mango season come with its challenges which includes stealing from homesteads, abandoned farms, as well as the commercial farms lying adjacent to their villages.

He said that farmers had organised themselves into patrol squads that conduct parols at night.

Mametja further said that they had on Saturday found a man carrying ten bags of mangoes at a nearby farm.

He said that in order to recover the losses incurred in the process they usually call the police and ensure that the perpetrators are made to pay for mangoes stolen since locking them up in prison does nothing except earning the thieves criminal records.

He said that in some of the abandoned farms in the Letsitele Valley area bakkies and many loads of the stolen mangoes were confiscated by the farmers before the thieves were made to pay for the mangoes.

“Because of fear of losing their vehicles, in most cases the perpetrators do comply.” He urged residents to refrain from theft on the farms as this destroys the local economy.

In another incident in Ga Motupa village in the Bolobedu South area, a middle aged man was beaten to a pulp by the community after he was found stealing mangoes from a yard in the village last week.

The owner, upon catching the culprit, called for help from community members and the suspect was beaten before the police could be called. He has since been detained at the Tzaneen police holding cells.

Local headmen at Segabeng area who could not be named said that theft of green mangoes is on the rise in Bolobedu and the Letaba area.

And added that not always things go right as in some cases people end up losing their lives after being attacked by wild animals during the night.

He however urged people to refrain from stealing and instead plant their own mangoes at their yards.

CONCERN OVER MEASLES OUTBREAK IN LIMPOPO

The recent outbreak of Measles in Mopani and Sekhukhune districts has prompted the department of Health in Limpopo to urge parents and guardians to be vigilant as it is spreading fast.

So far 23 cases were reported in the province. Measles attacks youth from infant to the age of 24-years mostly.

This after three cases were reported in Giyani, two reported in Ba-Phalaborwa municipality, and 15 cases reported in Sekhukhune.

Some of the victims were vaccinated, whilst others were not. The department said they were busy investigating other cases.

According to the National Institute for Communicable Diseases (NCID) the fact that other infections were reported within 30 days served to confirm that there was an outbreak of the disease in the province.

An appeal was made to parents and guardians to look into the issue and subsequently assist the department in exposing the disease.

The NCID said the disease was affecting patients with ages ranging from nine years to 24 years. The ages of cases confirmed in Sekhukhune district range from nine years to 24 and there are seven males and five females.

The ages of Measles cases in Mopani ranged between two and five years.

In the Sekhukhune district three children were fully vaccinated against Measles, seven had unknown vaccination history and two children had not been vaccinated while of the new cases none were vaccinated.

“We are awaiting Measles case investigating forms in order to update the measles information in the Greater Giyani area.”

The health department in a statement said that they began investigating the cases in September when the outbreak in the Sekhukhune area was reported.

Symptoms of the disease are a runny nose, rash, and fever. The rash starts at the neck, and the ears and spreads to the chest and finally to the feet.

It is a childhood infection caused by a virus.

CUFFED FOR TAKING MONEY

Former Seshego District Court Public Prosecutor, Guesta Rhulani Maboela (48) was convicted by the Polokwane Specialised Commercial Crimes court on the 8th of November.

During May of 2019, the accused demanded R1 500 gratification from a complainant who was arrested for driving under the influence of liquor to withdraw the charges against him.

The complainant reported the matter to the Hawks’ Serious Corruption Investigation and a swift undercover operation was conducted.

The operation resulted in the arrest of the accused at her workplace soon after accepting a gratification.

As the investigation continued, it was discovered that the case of driving under the influence of liquor against the complainant was indeed withdrawn.

Maboela will be on her extended bail until the 25th of January 2023 when she will be sentenced.

EXPLOSIVE SMUGGLERS SENTENCED TO JAIL

An explosives smuggler was handed a 15-year jail sentence in the Musina Magistrate’s court on the 4th of November.

The Directorate for Priority Crime Investigation in Limpopo welcomed the sentence handed to Alois Kamwaza.

On the 23rd of July this year, Kamwaza was enroute from Zimbabwe to South Africa when he was stopped by the border Police at the Beitbridge Port of entry.

The police subjected a truck to a mandatory search when they made the shocking discovery of the explosives that were hidden inside the tool box at the back of the vehicle.

The driver was interviewed and it was established that the explosives were destined for the Gauteng Province. The explosives, 779 units of blasting cartridges and three reels of detonating fuse with the estimated value of R200 000 were seized and he was arrested.

Kamwaza was in custody until he was sentenced on the 4th of November.

In another separate but similar incident, an undocumented foreign national was also sentenced to 15 years imprisonment for the unlawful possession of explosives.
On the 27th of May 2022, members of the SANDF saw a suspicious man walking around the Beitbridge Port of entry.

They approached the man, searched his bag and found 489 units of blasting cartridges with the value of R146 700.

The accused, Wilman Mwando (40) was arrested and kept in police custody until he was also convicted and sentenced to 15 years direct imprisonment by the Musina Magistrate’s Court also on the 4th of November.

Mwando was also found guilty for failing to use the port of entry to enter RSA and for entering and remaining in RSA without legal documentation. He was further fined R5 000 or three months imprisonment on each offence.

PANELS LEAD TO ARREST

Four suspects were caught in Disteneng outside Polokwane on Saturday, the 5th of November, by police when they were noticed walking in a residential area carrying large solar panels.

The members of the Lebowakgomo Crime Intelligence Unit jointly with the Westenburg Detectives and Visible Policing Unit nabbed four male suspects in the early hours of Saturday morning after they received a tip-off about the suspects who were allegedly in possession of stolen solar panels.

Police pounced on the four suspects at a residential area whilst they were in possession of four big solar panels valued at many thousands of rands.

The suspects failed to disclose the origin of the panels and were immediately arrested on the spot.

The ages and nationality of the suspects, and the origin of the solar panels will be determined through further police investigations.

The suspects will appear in the Polokwane Magistrate court soon facing charges of possession of suspected stolen properties and further charges may be added as police investigations unfolds.

FOUR GET LIFE IN PRISON

Four men were sentenced to life imprisonment by the Mahwelereng Regional court on Thursday, the 3rd of November for the murder of Peter Keetsi (22) in Mahwelereng.

The trial court found that the accused, Khulekani Dube (24), Saviors Mbedzi (23), Vusi Ncube (21), and Agreement Tlou (24), had met the victim on the 31st of August 2019 at about 00:30 and stabbed him several times.

It is reported that he was walking from the local tavern in Pholar Park. The victim was taken to Mokopane hospital and later succumbed to the injuries.

A case of assault with intent to cause grievous bodily harm (GBH) was initially opened but was later changed to murder after the victim died in hospital. Det Sgt David Hlengane Matjeke attached to Mahwelereng Detectives was assigned to investigate the case.

The suspects, all from Zimbabwe, were tracked down and arrested on a farm in Lephalale the following month. An additional charge of Contravention of the Immigration Act was added after it was revealed that the suspects were in the country illegally.

The four accused made several court appearances before being convicted and sentenced. All the accused received life imprisonment for murder and two years’ imprisonment for Contravention of the Immigration Act or a fine of R5 000.

TODDLER’S BODY FOUND

The Police in Lebowakgomo outside Polokwane have opened a case of inquest after the body of a missing 21-month-old baby girl, Motheo Rashilo, was found in the bushes near Màlatane Village on Wednesday, 2nd of November.

The child’s body was discovered after she was reported missing on Friday, the 28th of October.

Her mother allegedly left the child at her friend’s place while she ran errands and upon her return, she was informed that the child had disappeared.

Consequently, the mother reported the matter to Lebowakgomo Police Station. Police started with investigations and search operations which led to the discovery of the body on Wednesday.

It is not clear at this stage how the deceased got to the bushes but the unfolding police investigations will reveal the cause of death. Police appeal to community members to give them space to fully investigate the matter.

MANY TEKKIES HIT THE ROAD FOR TIETIES

Both Hoedspruit and Phalaborwa towns have joined hands in raising awareness for breast cancer over the last two weeks.

Hlokomela Clinic in Hoedspruit partnered with the Breast Health Foundation, The Hoedspruit Café, and Cape Vulture Conservancy to host its first annual ‘Tekkies 4 Tieties’ breast cancer awareness fun walk on Saturday, the 5th of November.

Meanwhile in Phalaborwa Two Summers Health Centre and PRO Health and Wellness wound clinic hosted their first annual Shavathon breast cancer awareness.

The Pink Walk for cancer was also hosted by MarulaMed on the 29th of October in the morning before the Shavathon started.

The aim was to raise awareness of breast cancer and to raise funds to help those in need to be able to get proper support in their route to treatment.

The Hoedspruit fun walk started at the Kamogelo Tourism Centre parking area and went up the main street, passing the police station, right to the Hoedspruit Fire Department.

At the fire department, participants turned around and walked back to Kamogelo bringing the total walked distance to about 2,5 km.

“It was heart-warming to see all the pink support for the cause! With over 150 participants and so many competitors dressed according to the different categories, it was very difficult to pick a winner,” said one of the members of Hlokomela, MJ Du Preez.

Du Preez thanked everyone who had put in the effort of being part of the fun walk. “It means the world to us here at Hlokomela and to those friends and families who have been directly affected by cancer.

In Phalaborwa supporters could either choose to shave their hair off in support of cancer patients, or spray it in any color, or could just donate any amount of money to the cause.

According to Linda Viljoen from the Pro Health Clinic, they also had raffle tickets for sale during the month of October for a lucky draw that was conducted yesterday, Thursday morning, the 10th of November.

“The funds we raised is going to Bouganvilla Frail Care centre as they also have a hospice. We are very happy with the funds that we raised for our first fund raising event and have met out target. Bouganvilla Frail Care Centre also sold hotdogs on the 29th of October during the Shavathon. It really was a lovely day.”

CELEBRATE XITSONGA!

Every South African is proud of their cultural identity and is keen on preserving at all costs and although South Africa has many different ethnic groups dotted in various places countrywide, one such ethnic group is the Xitsonga group, who for their first time have a Miss South Africa in their group.

It was for this reason that Munghana Lonene FM (MLFM) recently visited Phalaborwa ahead of the Xitsonga Music Awards that was hosted in Nkowankowa Stadium on Saturday, the 5th of November.

The station’s presenters attended various events to promote the Xitsonga awards, as they broadcasted live from the Phalaborwa Taxi Rank during ‘Timintsu ta Xitsonga’, which loosely translates to ‘the Roots of Xitsonga’ with presenter Mafosi.

The public broadcaster also hosted ‘the battle of the DJ’s’ at Namakgale’s Phosphate Club and topped it off with a gospel concert at the AFM Church in Lulekani.

According to Madikana Matjila, business manager of SABC in Limpopo, Phalaborwa allowed them to share the excitement of the awards by taking the station into the communities and encouraging the public to vote for their favorite artists whilst also celebrating the Xitsonga musical culture.

One taxi marshal at the Phalaborwa Taxi Rank was excited to see and hear the broadcasters live.

“We only hear these guys on radio, and never did I dream of seeing them broadcast in front of me. It was very beautiful to see them and we cannot wait for them to visit us again,” said Oliver Msango.

This after the Lighthouse Academy choir held a flash mob at their premises to thank them for their continued support of the Tshega Christian Mission (TCM).

Through Leshaba’s generosity, TCM can bless many underprivileged and vulnerable families in the community.

LOCAL DUO BEST IN AFRO SOUL

Many gospel music lovers were thrilled to know that Themba Nyathi’s song ‘Akunatlhari’ was named the Best Tsonga Popular Song of the Year at the Xitsonga Music Awards which were hosted by Munghana Lonene FM on Saturday, the 5th of November, at the Nkowankowa Stadium, outside Tzaneen.

‘Akunatlhari’ which means ‘no weapon formed against me’ won Nyathi a swooping R30 000 and a trophy.

Nyathi was at a loss for words as he thanked both his supporters and the FM station for the continuous support, they have shown him throughout his career.

Oscar Makumu also walked away with a R30 000 cheque and a trophy after he won the Best Xitsonga Album.

Tzaneen-based duo group, the Daniel Brothers who in October won the Best Afro Soul Album at the South African Traditional Achievement Awards which were held at the Mbombela Stadium, won the Best Disco/Dance Group.

Dr Sophy walked away with two awards, one for being the Best Xitsonga Newcomer Artist and the other for being the Best Xitsonga Female.

The awards were a partnership between the radio station and the Greater Tzaneen Municipality, a partnership that is set to continue until 2025.

During the event, the radio station honored Vuyelwa, Dr Joe Shirimani, Sunglen Chavalala, and Jeff Maluleke, with lifetime achievement awards.

Dignitaries at the awards this year included the MEC for Arts and Culture, Nakedi Kekanamong; the MEC for COGSTHA, Basikopo Makamu; the MEC for LEDET, Rodgers Monama; and the Public Works MEC, NkakarengRakgoale.

MAYOR THANKS MOCA

The Ba-Phalaborwa Municipality’s mayor, Merriam Malatji congratulated Alfred Mokgalaka - Ali Moca as he is affectionately known - for scooping the coveted award for best national teacher in South Africa in 2022.

Mokgalaka was awarded the title in recognition of the work done in transforming the lives of learners through education, beyond what he is paid to do.

Mokgalaka was crowned the 2022 Best Teacher in South Africa on Thursday, the 19th of October at the CSIR International Convention Centre in Pretoria.

The mayor thanked Mokgalaka for placing the Ba-Phalaborwa Municipality and its communities on the map.

She said that the Xitsonga and Geography teacher from Frans du Toit High School has laid a solid foundation for other local teachers.

This was after Mokgalaka dedicated his own time to establish and offer free Xitsonga online classes accessible to learners from all over the country. He is also involved in various structures of the school, including soccer and performing arts.

Moca who is a South African Music Award winner is also quite the RnB artist and has produced several award-winning songs. Mokgalaka was accompanied by his school’s deputy principal, Lowe Kruger, who thanked the mayor for her kind gesture.

TZN UNITED SEAL FIRST WIN

It was one happy camp on Saturday the 5th of November in the Burgersdorp Artificial Stadium after Tzaneen United Football Club recorded their first ever win in Stream B of the ABC Motsepe League since being promoted to this competition for the 2022/23 season.

The Tzaneen United outfit were starting to feel the pressure mounting after having only one draw and two losses to show so far in their first season of this league. They were up against the Eleven Fast Tigers squad which is currently third on the points log.

The Eleven Fast Tigers came into the match with three out of four wins and seemed to be the favourites for a win.

Tzaneen United with their backs against the wall came out firing and went on to seal the match with an unforgettable 4-1 victory.

This victory came under the guidance of the new head coach, Sonnyboy Zitha, who was recently appointed and was a former Mbombela United and Witbank Sheppard Coach.

This victory has moved the Tzaneen outfit, on four points, up to sixth place out of the nine teams on the points log for Stream-B contenders.

Top of the standings on 12 points is The Dolphins FC who is still undefeated after four matches. Second is Ngwaabe City Motors on 9 points with the Eleven Fast Tigers third on the table.

Mighty FC is fourth followed by Ditlou FC and Tzaneen United rounding off the current top six teams.

United will now prepare with their new coach for the next encounter which is set to take place on Friday the 18th of November. They will be up against Tubatse United FC from the Sekhukhune region and the match is set to be played at 18:00.

The ABC Motsepe League is the current second division and overall, third tier of South African football. The competition features 144 teams in total, divided into nine divisions which are located within the nine geo-political provinces of South Africa.

Each provincial division comprises of 16 teams. The winner of each provincial division qualifies for the annual Promotional Play-offs where they are divided into two streams with the winners of the two streams being promoted to the National First Division.
