TOPEC: Its emerging role and contribution toward formalization and operating within a “business code of ethics” in the commuter Taxi & informal trading Industries. To formalize the informal industries into state compliant “Employer/Employee” status
1) To provide an online workplace/ forum/platform and distribute information relevant to the Taxi Industry Community and.
2) Give guidance and infor

mation support and assistance to the Taxi Industry work force to succumb to” Formal Recognition as a worker/ employee contributing and benefiting from the dept. of labour (U.I.F workmen’s compensation and the various other benefit products) within an exhausted Commuter Taxi” Operator/ worker/ employee transformation processes.
3) To be the vehicle on the ground interacting between the dept. RECOMMENDATION:
The workforce responsible for the transportation of commuters is categorized in sector/employment earning groups that consist of:
(A)THE TAXI OWNER
(B)THE TAXI OWNER DRIVER
(C)THE SLIDING DOOR OPERATOR OR DRIVER ASSISTANT
(D)EXTENDED WORKFORCE
=Motor mechanical employee =Taxi vehicle “carwash” employee =Taxi rank controller =Commuter taxi radio despatch =Administration & management staff
TOPEC as an IT and communications assistants & support provider ( including application guidelines) is Technologically structured to accommodate all state compliant requirements on its concepturelised (SELF DESIGNED PROACTIVE APPROACH BY TAXI INDUSTRY) computerized network system” conducive and easy – to follow guiding program/processes “adaptable to the illiterate & disable as well as the literate and able person employed in the commuter taxi industry. HOWEVER:
The specific taxi industry is and remains an informal self-employed individual recognised in its institutionalized affiliation, and contrary to the macro service it provides in the transport industry with a major economic contribution to the GDP of the country and its 100’s of thousands of employment opportunities it creates. At best the Dep. of Transport implemented regulations and guidelines commensurate with its mandate on Vehicular road use ethics, and as such render the very workforce in the industry vulnerable in its self-rule of unlawful management not with/standing the legitimate processes of progress during this transition stage of transformation towards formalization. It is in and/ or at this juncture of chaotic confusion in the industry where TOPEC find its level of entry by inculcating a mind-set of formally legitimized registrations with state statutory department that provide and give recognition to the workers (Income Earner) and/ or employer in terms of contributions & benefit fund schemes (in this case one refer to the department of labour (i.e.) UIF & WORK MANS COMPENSATION.) Bridging the divide:
The department of labour has a legislated mandate that require the historical information of the employer/employee in terms of services and earnings to qualify as contributors and beneficiaries. HOWEVER: in appreciation of the service and functions of the department of labour for any and all employed income, earner it (D.O.L.) as the primary role player is challenged by and engaged in a working environment that for decades has been operating in an unregulated climate without record of accountability and employment services records that impact directly on retrospective income information. In conclusion:
Topec has an established, computerized infrastructure (information)network program designed to accommodate all the required data information from and on the commuter Taxi workforce for processing and ex*****on of information and communication directly to the individual worker (income earner) in the “sector” transport industry. In terms of the mandated function and procedure of the D.O.L. (U.I.F/WORKMENS COMPENSATION & “other employment fund provisions”) and the registration of employer/employee in accordance with government policies and guidelines, we recommend as follow:
1) The 2 parties (TOPEC & D.O.L.)Establish a working forum/committee enabled to fund and implement a collective “workable process that may give guidance to the generality of norms and standards that will be applicable for the engagement of worker (income earner) in our legitimate workplace of employer/employee labour society.
2) That in conclusion of (1) above the “working forum/committee “consider the following in their deliberations:
(a) A time frame (b) A possible budget (meetings etc.) (c) Implementation date of contributor. (d) Worker (income Earner) registration mechanisms (e) Worker (income Earner) record of work attendance (f) worker (income Earner) employer/employee dynamics, substantiated category of earnings and status. THEREFORE:
TOPEC shall be the vehicle to spearhead (drive) the process in a membership format by its means of information and communication techniques. It shall be the centre from whence all information and communication is despatched to the various receiving points (Including D.O.L.). It is the intention of Topec to provide worker security and worker compliance where obligated by state organs to do so. TOPPEC TAXI to improve public relations within the Taxi community to provide a National Online Human Resource Centre. for all taxi Operators/Drivers and Sliding door operators
